2011-2012 Hospital Preparedness Program -SCRETAC To: Mr. Ron Seedorf: Responsible Agency: SECRETAC Project Manager or P.O.C.: Michael C. Merrill, SECRETAC Coordinator Phone: (719) 468-0711 Email: mike@secretac.com Project Name: Hazmat Awareness Training and Education Total Funding Request: $5,594.54 (Request Forms attached per memo for request) Date: June , 2012 INFORMATION ON PROJECT: 1. Education and Preparedness Training 2. “Hazmat Awareness” Course Programs across the region that address the safety of both patients and responders. The ability to recognize an incident involving hazardous materials or weapons of mass destruction (WMD) is critical. They must possess the knowledge required to identify the presence of hazardous materials and WMD, and have an understanding of what their role is within the response plan. Hazardous Materials Awareness will provide first responders with these skills and enable them to keep themselves and others safe while mitigating these potentially deadly incidents. 3. Describe the gap this project will address within the region and how this project will improve said gap for medical community response. Appropriate training results in better patient outcomes and reduces the likelihood of rescuer injury or death. Some positive results of the program are: shorter notification, response, and extrication times; improved first aid, EMS, and hospital care; and fewer rescuer injuries. 4. The SECRETAC Bi-Annual Plan, since 2002, has identified the accessibility, affordability and quality of continuing education for prehospital care providers as one of the critical needs for rural and frontier regions. The annual county plans that each of the six counties develops using a SWOT analysis also confirms these critical needs and reinforces the on-going search and need for Education and Preparedness Training. This specific course addresses specific targeted areas of specialized training and education for EMS providers. Participating agencies. 1. Bent County Ambulance 2. Crowley County Ambulance 3. The instructors Mr. Randy Short and Mr. Terry Clodfelter, from the Rocky Mountain Hazardous Materials Association, provide a excellent introductory course to a multi-disciplinary audience; which included; Law Enforcement, Fire and EMS professionals. The major goals and objectives of the program were achieved. Evaluations showed that the course and the instructors provided the advertised and promoted skills, knowledge and awareness for introductory all hazards awareness training. We do not have all of the pass/fail exam results at this time. The Colorado Division of Fire Safety, under the direction of Ms. Theresa Staples provided extremely valuable time, resources and the exam's certification level from the state. The certification exam alone, has a listed fee of $30.00 per person (40X$30=$1,200). This does not include the certification proctor(s) who provided the exam, immediately following each course, on-site! The Division also provided textbooks (All Hazards Manual and Emergency Response Guides for every participant). SECRETAC sincerely wishes to acknowledge and thank the Colorado Division of Fire Safety for their commitment to rural and frontier responder training and education. One of the major goals of the SECRETAC Biennial Plan(s) has been to provide "quality, accessibility and affordable" training and education in the REGION. The HPP Program and grant has afforded SECRETAC with the resources that continues to help the RETAC achieve this on-going goal. mm summary reimb request HPP Grant 2012 $5,575.54 June 6, 2012.doc
