Job Descriptions Position Title: Administrator of Park and Recreation District Department: Elizabeth Park and Recreation Supervisor: Elected Board of Directors JOB SUMMARY This Position plans, directs and implements the overall administration of a well-rounded park and recreation program that meets the needs of residents. ESSENTIAL DUTIES AND RESPONSIBILITIES Coordinates, implements & supervises various capital projects Develops and coordinates long range and short term department goals Makes presentations to Board, civic groups and the general public Communicates official plans, policies and procedures to staff and general public Studies procedures to improve efficiency and effectiveness of operations Forecasts annual expenses, revenues and trends for the department’s Administration, Recreation and Maintenance divisions Attends and participates in relevant workshops and seminars Plans, develops and recommends changes in recreation programs and park facilities including expansion and/or remodeling Directs, plans, manages, and reviews the operations of the department divisions including Administration, Recreation, and Maintenance Conducts hiring process on potential employees. Facilitates training and job familiarization of new employees Manages through others the maintenance of park facilities and park land, recreation programs, and cultural activities for the Elizabeth Park and Recreation District Determines marketing strategies for programs and set fees Oversees construction and inspection of new facilities Assures special populations are adequately served Expedites ordering and distribution of recreational equipment and park maintenance materials Performs a variety of confidential and sensitive assignments Selects, trains, supervises and directs the work of employees and consistently applies policies and procedures in an equitable manner Cooperates, assists, and communicates timely, accurately and effectively with all departments, maintaining a positive environment and positive communications with fellow employees and the public to achieve mutual goals Responsible for enhancing employee performance through establishing and communicating clear expectations and evaluating performance in a fair and professional manner Committed to creating a positive learning environment by identifying the needs of individual employees and developing skills through training, coaching, and counseling Works with an elected Board and operates, at times, in a sensitive political atmosphere Other duties as assigned SKILLS & QUALIFICATIONS Knowledge of trends in recreation, festivals and events programming Knowledge of marketing and public relations Knowledge of relevant local, state and federal laws Skill in interpersonal relations Knowledge of principles and practices of recreational programming and parks management Knowledge of park design, construction and maintenance Good customer service skills (in person, phone, email) Ability to communicate effectively both verbally and in writing Ability to work in a team management environment Possess ability to write and prepare well thought reports for the Board of Directors Other Requirements Must possess and maintain a valid State of Colorado driver's license. Must pass a criminal background investigation. Must maintain a level of mental and physical fitness required to perform the essential functions of this classification. Current CPR and First Aid Certification Physical Requirements: To perform the essential functions of the classification, incumbents must be able to meet the following physical requirements: must regularly talk, hear/listen, see/observe, sit, stand and walk; must regularly demonstrate fine motor skills; must occasionally exert up to 10 pounds of force. WORK SCHEDULE The initial work schedule for this classification will be full-time, Monday through Friday. Early mornings, evenings and weekend work may be occasionally required.
