NAVAIR PII.5 and NAVY STP What is the difference?
Phase II.5 is an interim technology maturity phase, inserted into the SBIR
development process. Under this program SBIR funds are dedicated to expand
transition funding to further develop SBIR technologies and to:
– Identify SBIR technologies that meet Acquisition Program Office (PMA)
requirements Provide transition investment strategies to mature the technologies.
– Accelerate SBIR technology incorporation and transition into naval weapons
systems and Programs of Record through shared SBIR and PMO investment and
risk mitigation.
– Provide better coordination between PMA Acquisition Plans, the Requirements
community, and linkage to SBIR Technology Maturation through Transition
documentation and planning.
– Provide the necessary transition assistance to SBIR firms to allow developed
technologies to be integrated into Programs of Record to meet high priority
Department of Navy needs.

requirement, they aren’t likely to use your device
unless there are cost and or weight savings

• You may meet the need, but do you satisfy the
system requirements?
– Does it meet their timeline for insertion?

• Do you and the TPOC know who at the
PMA/Prime/Supplier has authority to
transition your product?
– Make sure your PMA POC has the ability to
communicate your product to that person

• Develop a Technology Transition Strategy
– Clearly
identify schedule, milestones, funding for
transition
• Write the plan so everyone is aware of their role and the plan can be
socialized
– Get the key people to acknowledge this plan:
• PMA (IPTs, Advance Development Team)
• Prime/Supplier
• TPOC
• SBIR company
– Flight clearance required?
• Can drive data requirements, testing requirements, design changes
– PEOs tend to be short on transition funding. Finding
alternative funding sources is important
Start planning your Technology Transition Strategy
at the beginning of Phase II.
You cannot transition without the support of a PEO or Prime contractor.

• Phase II.5 Funding
– Solidifying your Technology Transition Strategy early in
Phase II will improve your likelihood of getting an
approved Technology Transition Agreement (TTA) or
Technology Transition Plan (TTP) for this type of funding
– Note that it is competitive, based on the amount of
funding available
• OSD/ONR
– Technology Insertion Program for Savings (TIPS)
– Rapid Technology Transition (RTT)
– Rapid Innovation Fund (RIF)

Working with the PEO/PMA
• Things to remember when meeting with the
PEO/PMA
– Most urgent items can not be addressed by SBIRs.
– Work with the S&T coordinator. They can connect you
with the PMA SMEs (subject matter experts) and
connect across PMAs
– Get to the point. Time in a PEO/PMA office is limited
– Know your audience
• Don’t
give management a highly technical
discussion
• Remember the business case
