UNICEF - ECO Terms of Reference (TOR) for Individual & Institutional Contract Programme: Communication Project and Sub - Projects: Media and Advocacy Activity Code Number: 1.Background: Communication section needs to contract a video production company on a Long Term Agreement (LTA) for Audio/Video documentation of all field activities, events, happenings and any other assignments relevant to UNICEF and/or its partners work in Egypt. The LTA will also include production and/or editing of multimedia material including public service announcements, documentaries, promotional videos and any other multimedia production. 2. Purpose of Assignment: Long Term Agreement (LTA) for: Category A: Video Documentation: Video documentation and production of different field activities, events and any other assignment relevant to UNICEF Egypt focus areas and projects. The expected video material outputs in this category include documentaries, promotional videos and any other multi-media production except public service announcements & visual Motion. Category B: Videographics & Visual Motion: video production of videographs and visual motion. The expected video materials outputs in this category include 2D – 3D graphics, videographics, mixing between visual motion and video footage graphic manipulation, special effects and color correction. 3. These tasks and deliverables will only be required from agency selected for contracting Key Tasks Expected Outputs Category A: Video Documentation & Production 1- Assign a focal point from the company for smooth communication. 1- Effective and efficient communication between the two entities 2- Submit 3 different scenarios, and storyboards when requested, for the reports and the promotional videos and present it to UNICEF Egypt Communication team. 2- Clear reflection of how the media piece will increase knowledge among the public about the issue of concern and reflect UNICEF efforts in the best possible way to the target audience. 3- Video documentation (shooting & interviews) of UNICEF Egypt field activities, events and any other happenings in all governorates upon request from the Communication section based on UNICEF guidelines for video production and multi-media documentation 3- Video documentation of UNICEF Egypt events, field activities and any other happenings in all governorates matching UNICEF standards 4- Editing (including addition of narration & music) of raw footage according to Communication section recommendations/ requests and UNICEF guidelines for video production and multi-media documentation 4- Providing a primary rough cut for the footage for further editing and enhancing before the finalization of the video material 5- Translation & subtitling of media pieces upon request from the communication section 5- Media pieces can be used in different venues with wider variety of audience 6- Re-editing/formatting of UNICEF owned video materials, previously produced, to be included in other video productions or reedited for future productions according to Communication section recommendations/ requests and UNICEF guidelines for video production and multi-media documentation 6- Re-formatting and/or re-editing of UNICEF previously produced video material according to Communication section recommendations/ requests and UNICEF guidelines for video production and multimedia documentation 7- Finalization of the video material (Color & sound correction and any other graphical effects/additions needed) under the guidance of the communication team and following UNICEF guidelines for branding and copyrights 7- Final version of video material is submitted matching Communication section recommendations/ requests and UNICEF guidelines for video production and multimedia documentation 8- Submission of the final video material in 2 sets; a- High quality b- Compressed quality for uploading and sharing on the various internet venues 8- Submission of 2 sets of the finalized and approved videos, suitable to be used for TVs, events and for internet usage 9- 9- UNICEF is the sole copyright holder and all rights of the raw footage and/or the final product are reserved to UNICEF Submission of all row footage material to UNICEF Category B: Videographics & Visual Motion 10- Assign a focal point from the company for smooth communication. 10- Effective and efficient communication between the two entities 11- Submit a minimum of 3 scenarios and/or storyboards for the visual motion videos and present it to UNICEF Egypt Communication team. 11- Clear reflection of how the visual motion will increase knowledge among the public about the issue of concern and attract the target audience. 12- Submit an elaborate storyboard explaining the sequence of the visual motion videos for editing and approval by UNICEF Egypt Head of Communication section. 12- Creative demonstration of the main storyline of the viral videos and how each video reflects on the current situation in the country and UNICEF efforts. 13- Propose a timeline for the implementation of the visual motion videos 13- Give a clear idea on the progress of preproduction, production, and post production phases of the viral videos and date of finalization and delivery. 14- Duration of each visual motion video should range between 1 – 7 minutes, subject to modification according to the nature of the issue and the storyline. 14- The average duration of each viral video should range between 1 - 7 minutes to make sure that the video is interesting, to the point and without redundancy. 15- All video material produced/created should be of HD quality to meet UNICEF requested standards. 15- HD quality is essential to ensure that the messages presented are supported by high technical standards to attract target groups. 16- Presentation of a first draft of the visual motion videos with narration to be reviewed and approved by UNICEF Head of Communication section is essential before further editing. 16- Amendments/re-production of the viral video is a possibility based on UNICEF Communication Section comments. 17- Subtitling of media pieces upon request from the communication section 17- Media pieces can be used in different venues with wider variety of audience 18- Finalization and delivery of the final version of each visual motion video in the best format to be used online and another format for the use on other media outlets 18- 2 copies (DVDs) to be delivered as the final production in 2 sets of formats to be used in best possible quality on the internet and on other media outlets with all raw material used in the video 19- All copyrights of all video footage filmed, created, inserted and edited before, during and after the production of the viral videos are reserved to UNICEF and cannot be used by anyone or in any case except with a written approval from UNICEF officials. 19- All UNICEF copyrights are reserved and all raw, and edited video materials are solely used under complete authorization and supervision of UNICEF officials. 1. 6. Duration of Assignment: February 1st 2012 to January 31st 2014 2. 7. Nature of Assignment: (Office or Field - Based, Frequency of travel, reporting mechanism etc.) 3. Field visits, with expected frequency of travel to be on monthly basis 8. Qualification and/or specialized knowledge/experience required for the assignment: 1. Well proven and demonstrated capacity and experience in the field of video documentation 2. Well proven and demonstrated capacity and experience in the field of visual motions 3. Well proven and demonstrated creativity and highly engaging products 4. Ability to cover several simultaneous requests including in-house and field work 5. Ability to set clear time plans and well scheduled work processes 6. Good connections with field coordinators and technical personnel for efficient and effective field work with complete flexibility for multi-stops travels 7. Interest in children and development issues 8. Previous experience working with a UN agency or in the field of development is an asset 9.
