Mission Statement

Empower deaf and hard of hearing people to live independently and
productively within the greater society;

Educate the greater society of the unique communication needs,
abilities and accomplishments of deaf and hard of hearing individuals;

Advocate for equal access and opportunities for deaf and hard of
hearing individuals.

Our Programs and Services
Programs and services are in aligned with NorCal’s
mission and reflect a deaf-centered approach
promoting respect for the community’s rich language
and culture.
This year, NorCal added 2 new programs:
•DeafSAFE – services for Deaf survivors of
sexual assault
•DeafJOBS – Employment services in the
Redding, Chico and Yuba City areas.

Department of Social Services, Deaf Access Program: Primary funding since 1978
for case management services
Employment Development Dept: Funding since 1995 to provide job placement and
interpreting services at One Stop Center.
Community Services Block Grant Yuba County & Sutter County: since 1995 for
linkage and access services to deaf and hard of hearing families in Yuba
City/Marysville office
Yuba Sutter United Way since 1986, funding for Yuba City/Marysville outreach office
Office on Violence Against Women, Dept. of Justice: (NEW) Funding to provide
Sexual Assault services to Deaf survivors.
Department of Rehabilitation – ARRA: Funding to expand employment services to
Redding and Marysville locations.

Department of Rehabilitation (DOR)
Pre-employment and employment services, supportive employment, job
