Town Clerk (Administration & Information) PH360 ELECTION OF VICE CHAIR Due to personal commitments Cllr. Emilia Simmons has had to resign her post of Vice Chair, the Chair thanked Cllr. Emilia Simmons for her hardwork and help over the last few months. Cllr. Alan Sargent proposed and Cllr. Rachael Coles seconded the nomination of Cllr. Helen Livings as Vice Chair of the Committee. There being no further nominations Cllr. Helen Livings was elected as Vice Chair. PH361 A259 SOUTH COAST ROAD PRESENTATION Deborah Parker, Transport & Environment, ESCC gave a comprehensive presentation on the proposals for the A259. In June 2012 the County Council was awarded £2.4 million from the Government’s Local Sustainable Transport Fund (LSTF) to introduce measures to improve conditions for those walking, cycling and using public transport. The aim of the LSTF programme is to support local authorities in delivering local transport schemes that will help deliver economic growth, whilst cutting carbon emissions and increasing levels of physical activity. The money is to be used to introduce packages of local transport improvements in Lewes, Eastbourne, Newhaven and Peacehaven. This has to be spent by the end of March 2015, by which time all of the schemes will have to be implemented. The A259 provides an important link between Newhaven and Peacehaven. Earlier this year, key stakeholders were asked about the main issues faced by pedestrians, cyclists and bus users in this area. Using this information and the results of an audit of existing conditions along the road we have developed a package of proposed improvements. In Newhaven the focus has been on trying to improve conditions for cyclists travelling across and within the town. The consultation period ends on 23 December, 2013. Cllr. John Livings requested that a pedestrian refuge outside the Tudor Rose Park be a matter of priority, that a layby be provided outside the Toyota Garage on the A259 South Coast Road at Telscombe to enable vehicles to be unloaded safely and that an extra bus stop was required near to Bolney Avenue. Mr. Peter Seed, West Ward asked that priority signage for pedestrians be provided for Newhaven High Street. 159 P&H Minutes 10.12.13 PH362 PUBLIC QUESTION TIME Mae Pond, Chair of the Residents’ Association asked advice on removal of overhanging shrubbery from a private garden in an alleyway off of Glynn Road and who owned the recycling bins near to this site. She was advised to contact Southern Housing who were responsible for this alleyway and also would more than likely be responsible for the recycling bins in this vicinity. Peter Seed, West Ward asked if Part 2 of the Core Strategy could be displayed in the Foyer of Community House making residents aware of the consultation which ends on 14 January, 2014 The Town Clerk would be asked to provide a display. PH364 To APPROVE & SIGN THE MINUTES OF THE MEETING OF 12 NOVEMBER, 2013 The Minutes of the meeting held on 12 November, 2013 were signed as a correct record by the Chair. Cllr. John Livings asked that the statement (which was meant to be attached to these minutes) be given to all members. PH365 CHAIR’S ANNOUNCEMENTS 1. Post Office letter dated 5 November, 2013 – decision not to re-locate the post office from it’s current position of 138 South Coast Road to the NISA store at 241 South Coast Road. Further letter dated 10 December, 2013 proposing to move the post office to Bonnies News, Unit 6, 140-144 South Coast Road. 2. Proposed childminding business in Glynn Road – email from Steve Howe, Planning, LDC dated 8 November informing us that planning permission is required. 3. LDC Planning Committee – the following plans are to be considered at the meeting scheduled for 11 December: LW/13/0584 – 23 Firle Road – erection of single storey rear extension to alter existing one bed flat to two x one bed flats (resubmission of LW/13/0246) – LDC recommend approval, PTC recommended refusal LW/13/0644 – Land on the north side of Arundel Road – erection of 55 dwellings comprising a mix of 2, 3 and 4 bedroom houses and associated garages, parking and landscaping – LDC recommend approval, PTC did not comment as part owners of the land LW/13/0674 – 9 Sunview Avenue – conversion and extension of garage to annexe including link extension 4. Core Strategy – the Town Clerk’s information briefing notes have been handed to all members of this Committee 5. Section 106 Contributions meeting held on 9 December, 2013 – Cllr. Alan Sargent gave a brief outline – all Members were in receipt of a handout from this meeting and these are also ‘on deposit’ in the Town Council Office. Members asked that the Town Clerk prepare a schedule for the preparation of a neighbourhood plan to be presented at the next Planning & Highways meeting on 7 January, 2014. Clerk’s Note:- The Town Clerk should be in a position to present this schedule at the 18 February, 2014 meeting. However, as we are preparing a joint neighbourhood plan with Telscombe Town Council this is subject to further discussion with the Town Clerk of Telscombe Town Council. 160 P&H Minutes 10.12.13 PH366 To RECEIVE DECLARATIONS OF INTEREST FROM COMMITTEE MEMBERS Cllr. J Harris declared a personal interest in every planning application on the agenda in his capacity as District Councillor and as a member of the Lewes District Planning Committee. He stated that any views he expressed were purely preliminary comments. Cllrs. John Livings and Alan Sargent declared a personal interest in Planning Application LW/13/0710 as they were members of the Big Parks Board. PH367 PLANNING APPLICATIONS LW/13/0688 Delavals Design 29 Victoria Avenue Demolition of existing bungalow and garage and erection of three town houses with off-road parking Refusal recommended – does not fit in with street scene, overlooks properties to the west and east, lack of off road parking facilities; any additional parking would be away from the properties and with limited on street parking any further parking could cause problems for the emergency services. Therefore, a 3 bedroom property instead of a 2 bedroom property would be likely to adversely affect the appearance and character of the area.
