SUBJECT: Trip Report for Saber Strike Initial Planning Conference (IPC) in Riga, Latvia from 12

– 17 Sep 2011

1 Mr. Neubauer, 7A/JMTC Safety was a team member of the USAREUR-G3 team for

SABER STRIKE-12 IPC. During the conference, the following safety related topics were discussed: a. Participant nations agreed that live fire with small arms (5.56mm, 7.62mm, cal.50,

40mm TP-T and Estonian Panzerfaust (Carl Gustaf, M69, M89) will be conducted from the

FOB area and from an area round FRANCU kurgans (OP) , Grid: LD 4530231950. In addition, Lithuanian Forces plan to use a cal.50 with reduced SDZ. b. Mortar firing with 60mm, 81mm, (82mm) and 120mm will be conducted from two mortar firing points inside the FOB and from one (maybe two) mortar firing point outside the FOB. c. The firing unit is responsible for the inner safety; the host nation (Latvia) is responsible for the outer safety in close cooperation with HICON, including barrier plan

(manned and/or unmanned). Details will be decided during the Main Planning Conference

(MPC), when all concurrent training activities are scheduled. d. Zeroing small arms weapons will be conducted on an existing, well maintained KD range on the western side of ADAZI Training Area. e. North eastern tank road on ADAZI Training Area must be open for other training activities like cordon and search, etc. This reduces the ability for larger live-fire scenarios for cal.50. f. Surface Danger Zone (SDZ) overlays must be made available at the MPC, to be verified with the host nation and coordinated with the host nation and the other attending nations. g. Comments to Annex F (Safety) of the ESA will be provided to the USAREUR legal syndicate. h. It is planned, to conduct CAS operations with 4 ea A 10 (USAF). Several overlays were created illustrating that limited CAS live-fire scenarios can be incorporated safely during the live fire exercise.

SUBJECT: Trip Report for Saber Strike 12 Initial Planning Conference (IPC) in Riga,

Latvia from 12 – 17 Sep 2011 i. Abandoned building (old range building) which is planned to be used for cordon and search operation was inspected. I determined that the ground floor of this two story building is still usable for this kind of operation.

2 Recommendations: a. JMTC Safety provides all necessary overlays, including CAS. b. 7A/JMTC Safety is present at ADAZI during the range preparation and the live fire portion of Saber Strike 12. c. Coordinate CAS with USAF.

3 Next steps: a. Attend the site survey at ADAZI, 01-10 Nov 2011, IOT determine target locations

ICW Host Nation and participating Nations. b. Attend the MPC, 28 Nov -02 Dec 2011 in Tallinn, Estonia IOT finalize live-fire scenarios and requirements with Host Nation and participating Nations MODs.
