I.
GENERAL ADMINISTRATION
The Championship Games Committee shall consist of the following: the NCCAA National Soccer Chair, who shall serve as chair of
the Championship Games Committee; the NCCAA National Soccer Vice-Chair; one member coach; and a member of the NCCAA
National Office Staff.
A. Sports Chair Job Description (see Bylaws Section)
1. Conduct the NCCAA National Soccer Championship.
2. Recommend a site, date and budget for the National Soccer Championship to the Board of Directors.
3. Conduct an annual Coaches’ Meeting during the National Soccer Championship.
4. Submit all policies, procedures and recommendations to the Board of Directors for approval.
5. Report all sporting event results to the National Office and the Soccer Statistician.
6. Submit a complete financial statement of the National Championship to the National Office.
7. Coordinate the selection of the All-American team and National Coach of the Year for Division II Men’s Soccer.
8. Serve as a member of the National Sports Council.
9. Serve as a member of the National Administration Council to evaluate and recommend improvements for the policies and
programs of the NCCAA.
B. Vice-Chair Job Description
1. Assist the National Soccer Chair with the National Soccer Championship and any other area so designated by the National
Soccer Chair.
2. Serve on the Championship Games Committee.
II. REQUIREMENTS FOR CHAMPIONSHIP AND AWARDS PARTICIPATION
In order for a team, its members or coaches to be considered for participation in regional or national championship play, and to be
considered for All-Regional, All-Tournament, All-American or Scholar-Athlete selection, the following information must be
submitted to the National Soccer Chair by the following deadlines:
1. One copy of season schedule – prior to first scrimmage or game
2. Statistics Fee – paid with National Dues to the National Office by August 15
3. Member of NSCAA (for postseason awards only) – prior to postseason
4. One copy of valid NSCAA membership card – by October 1
5. Region site fee if host – see Section VI.A.2.
6. National site fee if host – see Section VI.B.2.
NOTE: FAILURE TO SUBMIT EVEN ONE PIECE OF MATERIAL ON TIME COULD POSSIBLY DISQUALIFY A TEAM
FROM ANY CONSIDERATION BY THE CHAMPIONSHIP GAMES COMMITTEE FOR POSTSEASON PLAY.
III. SELECTION OF TEAMS FOR REGIONAL CHAMPIONSHIP PLAY
A. Selection of teams for regional competition shall be made no later than one week prior to regional playoffs. In order that the chair
of the Championship Games Committee may have complete information on each team in the regional playoff, it is important that
each institution inform the Regional Sport Chair of the results of each regular season game prior to the initiation of the selection
process. The Regional Sport Chair shall inform the National Soccer Chair of all pertinent information. The Regional Sport Chair
shall inform the soccer coaches in the region of the procedure to be followed. There are eight regions which shall be named as
follows:
1. Central
3. Mideast
5. North Central
7. Southwest
2. East
4. Midwest
6. South
8. West
B. Criteria to be used in the selection and seeding of teams for Regional Championship shall include the following (not in
preferential order):
1. Head to head results within Region
2. Strength of schedule – NCCAA Modified Longo Rating System (see Appendix C & Appendix D)
3. Results of games against common opponents
4. Win/Loss Record

IV. SELECTION OF TEAMS FOR NATIONAL CHAMPIONSHIP PLAY
A. Regional Representation to the National Championship
1. When a Regional Championship is conducted, the Regional Champion shall automatically advance to the National
Championship.
2. When no Regional Championship is conducted, a Regional Representative shall receive an automatic bid if they meet the
following criteria:
a. Season record of games (not including forfeits) must be .500 or better.
b. Have completed the criteria listed in Section II of the Division II Men’s Soccer Handbook.
B. At-Large Berth and Seeding for the National Championship
1. Selection of the team(s) for the at-large berth(s) to the National Championship shall be made by the Championship Games
Committee.
2. The At-Large request to be considered for the NCCAA National Championship is on the Declaration of Intent to Participate.
Athletic Directors may list the conditions by which they shall accept at-large spots on the Declaration of Intent to Participate.
To be considered for an at-large, you must have played in the NCCAA regional playoffs or been exempt due to NCAA or
NAIA conflicts. All NCCAA member institutions must send to the National Office a completed Declaration of Intent to
Participate form by September 15 for all varsity sports.
3. Selection of the team(s) shall be made by the Sunday evening following regional play.
4. The selection of the at-large team(s) shall be made using the NCCAA Modified Longo Rating System (see
Appendix C & Appendix D); however, for teams within 50 points, the following information shall be used to determine the
selection:
a. Results of games against already qualified teams.
b. NCCAA National Championship history.
c. Comparison of results against common opponents.
d. NCCAA Division II top eight ranked teams.
5. Seeding of the teams for the National Championship shall be made by using the NCCAA Modified Longo Rating System
(See Appendix C & Appendix D). However, for teams within 50 points, the following information shall be used to decide
the seeding:
a. Results of games against already qualified teams.
b. NCCAA National Championship (or National Invitational) history.
c. Comparison of results against common opponents.
d. Final top ten rankings.
e. A concerted effort by the Games Committee to attempt to avoid teams from the same region playing against each other
in the first round.
V. GENERAL GUIDELINES FOR CHAMPIONSHIPS
A. Guidelines for Regional Championships
1. All regional playoff games shall be played at a site, date and time agreed upon by the regional coaches. The Regional Soccer
Chair shall be responsible to guide this selection process.
2. A team shall not be required to play more than one game per day in postseason play.
3. Regions must conduct a playoff to determine a regional champion, who shall then advance to the National Championship.
Whenever possible, the regional playoffs shall involve a minimum of four teams. All Regional Championships shall be
completed two Saturdays prior to the National Championship.
4. The region must have at least a two-team NCCAA playoff to declare a regional winner. This playoff must be separate from
other national playoff structures.
5. Competing teams in regional playoffs shall be seeded and, in the first round of the championship, the highest seeded team
shall play the lowest seeded team. Consideration shall be given to both higher seeded and geographical location in
determining the site for playoffs. Regions may opt for a revolving schedule for the championship site.
6. Dates for the Regional Championships shall be approved at the Annual Coaches’ Meeting, by vote of the soccer coaches.
7. Sites for all playoff games must conform to all minimum regulations with reference to the field and all related appurtenances
as listed in the official NCAA College Soccer Rulebook.
8. The institution hosting the championship must provide a satisfactory means for charging admission to games.
9. Any team that enters and begins play in an NCCAA Regional Championship is making a commitment to the NCCAA that
said team shall continue through the Regional and National Championship playoffs. Any failure to comply with this
commitment may result in review of said team by the Administration Committee of the Board of Directors.
10. Regional Championships shall be conducted in the best interest of soccer at the national level of the NCCAA.
11. Assignment of officials – see Section XV.

12. The All-Region Team shall consist of 11 players: 3 forwards, 3 mid-fielders, 3 defender, 1 goalkeeper, and 1 alternate player
(see Appendix B).
13. Weekly statistics must be reported to the NCCAA National Statistician (stats@thenccaa.org). The penalty for not reporting
statistics or for being late: 1st offense=warning; 2nd offense=$100 fine paid before regional playoffs; 3 rd offense=team is not
allowed postseason play.
B. Guidelines for National Championships
1. It is recommended that the site and date of the National Championship be determined two years in advance.
2. Both the site and date of the National Championship shall be approved by vote of the soccer coaches at their Annual
Coaches’ Meeting. The National Championship shall be conducted during the second weekend of November.
3. Teams shall qualify for the National Championship by participating in regional playoff championships and being crowned the
winner of said championship.
4. Sites for all championship games must conform to all minimum regulations with reference to the field and all related
appurtenances as listed in the official NCAA College Soccer Rule Book.
5. The institution hosting the championship must provide a satisfactory means for charging admission to games.
6. The host institution shall receive an automatic bid.
7. The schedule format for the National Championship shall be Wednesday-Thursday-Saturday.
The proposed schedule for Wednesday-Thursday would be as follows:
Wednesday 12:00 p.m. – 2nd seed vs. 7th seed
Thursday 12:00 p.m. – loser of 2v7 vs. loser of 3v6
Wednesday 2:30 p.m. – 3rd seed vs. 6th seed
Thursday 2:30 p.m. – loser of 1v8 vs. loser of 4v5
Wednesday 5:00 p.m. – 1st seed vs. 8th seed
Thursday 5:00 p.m. – winner of 2v7 vs. winner of 3v6
Wednesday 7:30 p.m. – 4th seed vs. 5th seed
Thursday 7:30 p.m. – winner of 1v8 vs. winner of 4v5
8. Final seeding decisions shall be made by the Championship Games Committee.
9. Procedures for tie games shall be as follows:
a. The championship and third place games shall follow NCAA rules. Two 1-minute overtimes shall be played with golden
goals ending the game. Penalty kicks shall follow if the score is still tied after overtime.
b. The fifth and seventh place games shall not play overtime, but will proceed directly to penalty kicks following regulation
time.
10. Each team that declares to participate in NCCAA postseason competition shall submit a high resolution team photo and a
completed roster (on the required form provided by the NCCAA) to the National Office no later than October 1 of each year.
VI. FINANCIAL CONSIDERATIONS
A. Regional Championships
1. Institutions serving as hosts to regional playoff games must charge a minimum admission ($2.00/adult, $1.00/student). A
financial report of any and all playoff games must be submitted by the host institution within ten days after the completion of
said playoffs. The financial report is to be sent to the NCCAA National Soccer Chair, with a copy to be sent to the Director
of Membership & Compliance. Any institution failing to file a financial report shall be subject to review by the NCCAA
Board of Directors.
2. Any institution serving as host for regional game(s) must send $100 site fee per date to the National Soccer Chair. This $100
fee may be taken from the gate receipts of the regional games. By hosting a regional playoff game(s), the host institution
guarantees a gate of $100. (Example, if an institution hosts a playoff game and the gate is only $80, then the host institution
must still provide the remaining $20 so the $100 site fee can be paid. If an institution hosts a playoff game and the gate is
$175, $100 of that amount is used to pay the site fee and the remaining $75 is to go to the regional winner to be used toward
travel expenses for nationals.) No region will be required to submit more than $200 (per gender) for Region Championship
site fees.
B. National Championship
1. As proceeds are realized from any part of the national playoff structure, these funds shall be used for pro-rated disbursement
for travel expenses of competing teams. All proceeds realized from any part of the championship are under the direct control
and administration of the soccer coaches association to be used to meet expenses of regional and national play.
2. Any institution serving as host for the National Championship must send $100 site fee per date to the National Soccer Chair.
This $100 cannot be taken from the gate receipts of the championship games. No institution shall be required to send more
than $300 should they host four or more dates. No institution shall be required to send this host fee if this is the third
National Championship hosted during the current school year. This host site fee shall be given to the National Soccer Chair
at the National Championship.
3. Each team shall be responsible for its travel, room and board expenses for the National Championship.

VII.
ADVERTISING
No sponsor of a Regional or National Championship shall accept advertising for, or promote in any way, the marketing of alcoholic
beverages, tobacco or illegal drugs in connection with the NCCAA soccer program.
VIII.
MEETINGS
A. A meeting of the coaches of the competing teams, host coach and members of the Championship Games Committee shall be held
prior to all championships to review playing rules, interpretations and any other administrative matters that may be necessary.
B. The Annual Coaches’ Meeting shall be held in conjunction with the Division II National Soccer Championship. The purpose of
the meeting is to discuss and vote on any guideline changes the soccer coaches wish to recommend to the Board of Directors for
adoption. Other business shall include All-American awards, Scholar-Athlete awards, Coach of the Year award and other
business pertinent to Division II soccer.
IX. AWARDS
A. The NCCAA maintains a standardized awards program for all National Championships (see Awards Section). Team awards,
Most Valuable Player Award and the National Coach of the Year Award are ordered by the National Office. All-American
Awards are provided by NSCAA. All other awards (i.e. All-Tournament, etc.) are paid for by the championship gate income.
B. Individual and team awards at the regional level shall be paid for by the treasury of the winning region or winning institution.
C. Scholar-Athlete certificates are awarded by the National Office to soccer players who meet the criteria as stated in the Forms &
Procedures Section. The completed form shall be sent to the National Chair one week prior to the National Championship.
D. The NCCAA/Kyle Rote Jr. Award The purpose of this award is to recognize the outstanding NCCAA student-athlete in Division
II Men’s Soccer and highlights excellence in competition, skill, academics, and Christian service during his career. This award is
sponsored by Mr. Gary Beck, former NCCAA All-American student-athlete from Greenville College, IL. The award shall be
presented annually at the National Men’s Soccer Championship (see Appendix E).
X. SELECTION OF ALL-TOURNAMENT TEAM, MOST VALUABLE PLAYER, AND TEAM SPORTSMANSHIP
AWARD
A. The All-Tournament team shall consist of 15 players. The team shall be determined by an allocation system.
B. The All-Tournament Team shall consist of the following:
1. Four players from the first place team. One nominee must be a defender or goal keeper.
2. Three players from the second place team. One nominee must be a defender or goal keeper.
3. Two players from both the third and fourth place teams.
4. Once player each from the fifth through eighth place teams.
C. Players shall be selected by their coach and the name be submitted to the Tournament Chair by the end of the 5th place game.
E. The Most Valuable Player shall be selected by the Games Committee.
F.
The Team Sportsmanship Award shall be determined by vote of the Championship Games Committee and referees and is given
by NISOA.
XI. COACHING HONORS
A. Regional Coach of the Year
1. Each region shall name its Regional Coach of the Year by the recommended date for conclusion of regional play. The
Regional Soccer Chair shall notify the National Soccer Chair either directly or via the regional representative coach to the
National Championship at, or before, the National Championship coaches’ meeting.
2. Voting Procedure
a. The ballot shall allow selection of two individuals: two points for the first choice; one point for the second choice.
b. It is considered unethical for a member institution to vote for its own representative.

B. National Coach of the Year
1. The National Coach of the Year shall be named at the awards ceremony immediately following the championship game of
the National Championship.
2. Voting procedure:
a. The National Coach of the Year shall be selected at the National Championship.
b. Only those selected for the Regional Coach of the Year, or whose teams participate in the National Championship, shall
be considered for National Coach of the Year honors.
c. The election process shall be conducted by the National Soccer Chair. Each region represented at the National
Championship shall receive one vote.
d. It is considered unethical for a member institution to vote for its own representative.
XII. ALL-AMERICAN HONORS
A. All-American Awards are provided by the National Soccer Coaches Association of America (NSCAA). All coaches wishing to
have their players eligible for NCCAA/NSCAA All-American honors must be members of the NSCAA. Should a player be
selected as an All-American and his coach not be an NSCAA member, the NCCAA will honor this player following the NSCAA
Annual Convention. An additional player would then be added to the NCCAA/NSCAA All-American Team.
Candidates must be submitted via Teamworks using All-Regional Nomination Form (see sample Appendix A). Nominees must
be submitted by the Monday before Regional playoffs begin.
B. A representative from each region shall submit his/her All-Regional team list to the National Soccer Chair at the National
Championship Coaches’ Meeting. These shall comprise the All-American Nominee list. See Appendix A.
C. A committee of coaches shall select the First and Second Teams at the National Championship. Each regional representative and
the National Soccer Chair, or his representative, shall receive one vote.
D. An 11-man squad shall be selected comprised of 1 goalkeeper, 3 forwards, 3 midfielders, 3 defenders, and 1 additional player
from any position. Each team that plays in the final four of the NCCAA Championship should be represented on the AllAmerican Team. The second team (11 members) shall be voted on in a similar way. Schools whose coaches are not members of
the NSCAA can have players considered for second team honors. There is no honorable mention team.
E. Candidates must be undergraduate students. Teams shall be limited to three players on the NCCAA Division II All-American
First Team.
F.
These awards shall be presented at the NSCAA Annual Convention.
XIII. SQUAD SIZE
The traveling party shall be limited to 25 members, including coaches, players, managers, scorekeepers and trainers.
XIV. BALLS
The Championship Games Committee shall select the balls to be used for the National Championship. A minimum of three new balls
shall be provided for the championship games. One of the balls shall be presented as an honorary gift to the winning team.
XV.
UNIFORMS
Competing teams shall have both light and dark uniforms for use in all championships. Choice of uniform color shall be made by the
Championship Games Committee.
XVI. PROCEDURE FOR TIED GAMES
The NCAA Rulebook shall be the official guide for all tied games with the following exceptions:
A. Consolation Matches: The 7th place match shall have no overtime and the contest shall be declared a tie. If the 3rd and 5th place
games conclude in regulation time with a tied score, the games shall go to penalty kicks.

B. Championship Match: Two 10-minute sudden victory periods and penalty kicks (conducted according to NCAA Rulebook
guidelines), if necessary, to determine a champion.
XVII. OFFICIALS
National Championship officials must be NISOA approved officials. Regional and National Championship officials shall not hold an
official relationship with any NCCAA participating institution (past or present). Contracting of all Regional Championship officials
shall be coordinated by the Regional Sport Chair. Contracting of all National Championship officials shall be coordinated by the
National Soccer Chair.

XIX. FEES
A. The national statistical fee shall be paid by August 15 (with the national dues check) to the National Office, and prior to the first
scrimmage or match (see Section II.2.). Failure to do so could result in disqualification from postseason play.
B. An institution serving as host for the Regional Championship game(s) must send $100 per date to the National Soccer Chair (see
Section VI.A.2.).

SPECIAL REMINDERS AND RECOMMENDATIONS
1.
Neutral sites utilize the "away" column for points. Please note that a neutral site is defined as a location where
both schools share responsibility as hosts and agree it is a neutral site or where both teams play away at a
tournament.
2.
Only regular season games shall be used when calculating Longo Rating. Postseason conference tournaments
should NOT be included in Longo calculations. Final Longo calculations must be submitted to the NCCAA
National Chair and Vice Chairs by the second Monday in November.
3.
In selecting and seeding teams for all postseason competition, teams within 25 rating points of each other shall
switch places if they met during the regular season, and the lower-rated team won the game. Teams move only
one place at a time, and movement is applied from bottom to top. This will be reapplied as many times as
necessary until no further changes in position take place.
4.
A forfeit win must not weaken a Longo rating, but may strengthen it. A forfeit loss must not strengthen a
rating, but may weaken it by including the result in the appropriate team’s schedule (record) and giving it a zero
value in the calculation process. (If in the calculation of Longo rating, inclusion of a forfeit win results in a
lower rating, then the contest is not included in the calculation. The forfeit is included in the team’s won-loss
record.)
5.
Ties count half-win, half-loss when figuring winning percentages.
6.
If a team is a dual NAIA/NCAA member, the appropriate NAIA/NCAA column MUST be used.
7.
For all games against CIAU teams, use the middle “NAIA, NCAA III Top 25 and NCAA II” column.
8.
When calculating Longo rating, use the NCAA rating corresponding with the same NAIA rating (same dates
for both polls).
9.
If an opponent has not played a minimum of ten regular-season games, then that contest cannot be counted in
calculation of Longo rating.

NCCAA Kyle Rote Jr. Award
Men’s Soccer Division II
I.
PURPOSE OF THE AWARD
The award was established in order to:
1. Enhance the Christian purpose of athletics.
2. Enhance excellence in Christian athletic competition.
3. Perpetuate the Christian philosophy and faith in NCCAA institutions across the nation.
II. RECIPIENT OF THE AWARD
The recipient shall be the outstanding NCCAA Christian men’s soccer player (Division II) of the nation. Qualifications for the
award:
1. Be a varsity team member of an NCCAA full member institution.
2. Must possess a vital Christian testimony on and off the field.
3. Exhibit outstanding leadership qualities, including Christian service activities.
4. Be highly skilled with a minimum of NCCAA All-Regional Honors.
5. Be a junior or senior student in good academic standing.
III. SELECTION PROCEDURE
The following procedures shall be used in selecting the recipient:
1. Student-athletes must be nominated by their coach on the nomination form. The nominations must be submitted to the
National Soccer Chair by November 1.
2. The National Soccer Chair shall submit complete dossiers of all nominees to the National Office for distribution to members
of the Selection Committee by November 4.
3. Final selection of the recipient shall be made by the selection committee.
4. Presentation of the award shall be made during the NCCAA National Soccer Championship Kick-Off Event.
IV. SELECTION COMMITTEE

V. NATURE OF THE AWARDS
A trophy and an engraved watch shall be given to the recipient.
