The Chief of Staff and Cabinet Overview
Preface
While not explicitly stated during my race last
year, one of my aims for this years conference is
to further utilize the cabinet. A great example is
the expansion of the Chief of Staff seen last
year. I want to see that level of conference
integration among all secretaries.
The Cabinet
This year, there will be nine different cabinet
departments, each relating to a different
aspect of Delaware public policy. Each
department will be headed by a Secretary,
who will become an expert in their
respective department topic.
The Departments
● Agriculture and DNREC (Department of Natural Resources and
Environmental Control
● Education
● Economic Development and Finance
● Health and Social Services
● Judiciary
● Labor
● Transportation
● Correction, Safety and Homeland Security
● Technology
How do you become a Secretary?
- Exhibit the four core values and
leadership skills.
- Submit an application to the state director
(Due February 8th).
- Be appointed by the Youth Governor.
Secretary Duties
- Become an expert in the topic of your
department, and the legislation that
relates to it.
- Attend Leadership Training on March
28th.
Leadership Training You Say?
YES! While not mandatory, it is highly
encouraged that cabinet members attend
this meeting to receive instructions for bill
ranking (which will be provided again). In
addition, cabinet members will help sort the
bills into committee groups.
Secretary Duties Cont.
- Complete a bill evaluation on legislation
relating to your department. Short brief
stating opinion, discuss bill with author.
- Act as a chair for bill ranking.
- Fulfill normal delegate requirements.
Secretary Duties Cont.
- Meet with the Youth Governor and the
rest of the cabinet.
- Advise the Youth Governor on legislation
pertaining to your department in order to
shape his/her opinion.
- Various points, before bill decisions.
Chief of Staff
The Chief of Staff serves a very important
position. Acting as the Youth Governor’s
“right hand man/woman” the COS is tasked
with assisting in scheduling matters,
management of the cabinet, and even aiding
in policy decisions.
How Do You Become Chief of Staff?
- Exhibit the four core values and
leadership skills.
- Have one (1) year of YIG experience.
- Submit an application to the state director
(Due February 8th).
- Be appointed by the Youth Governor
Chief of Staff Duties
- Aid the Youth Governor in:
- Planning and scheduling leadership events
- Press releases
- Executive record/document organization
- Attend Governor’s Leadership retreat,
April 9th
- Manage the Cabinet
COS Duties At Conference
- Manage the cabinet:
- Count votes
- Seek advice
- Direct policy
- Run president of the senate elections.
COS Duties At Conference (Cont.)
- Provide legislative updates;
- Speak pro on behalf of the Youth
Governor.
- During lobbyist debate time.
- Manage executive page core.
- Advise Youth Governor on policy
decisions.
