Georgia Tech Department of Housing Cable Network (GTCN) Scope of Work INTRODUCTION Purpose of Procurement The request for quote (RFQ) invites vendors to submit pricing to provide television programming and maintenance of the television system at the Georgia Institute of Technology (GIT). Programming costs should reflect bulk programming options for digital and HDTV. The vendor will provide the service and maintenance of the system’s head end including any needed signal amplification equipment; installation of digital satellite antenna(s) and/or interface systems needed for the reception of the video signals to be distributed Background GTCN is a closed circuit television system and service is provided to both residential and non-residential buildings. The residence halls include traditional rooms, suites and apartments. The total number of units “in use” varies by term. The average monthly unit count for billing purpose is 2,403. (Appendix B). Over the length of the contract additional residential units may be added. GIT will provide the vendor with notice of any deletions or additions. For billing purposes, additional units will be billed at the time of contract renewal each year. Television Service in the 52 non-residential locations is used much less frequently than residence locations. The non-residential service goes to locations such as classrooms, offices, lecture halls and other building locations (See Appendix C). The units have, traditionally, been provided free of charge. The existing cable plant is 750 MHz fiber/coax system with a 50-750 MHz forward path for analog and digital broadcast to the GIT campus. Currently, five campus channels are broadcast on channels 17-21. Page 1 of 7 All channels will be provided in stereo when originated by the program producer in stereo. In stereo shall also imply and include any SAP programming. Vendor should specify any EAS capability for the system. Service requirements: The vendor shall provide 24-hour support to maintain all programming signals. The vendor shall provide all necessary maintenance repair, replacement and testing. All equipment incorporated into the GIT system per maintenance repair or replacement services becomes the property of GIT. Signal maintenance including balancing and adjusting of headend equipment such as transmitters, receivers and amplifiers must be performed quarterly. GIT reserves the right to approve any outsource vendor the Offeror chooses to use in order to execute the requirements of this scope of work. In the case where a Service Outage or Service Degradation continues for more than twentyfour (24) hours after notice of such interruption has been received by the vendor, GIT will receive a CREDIT determined by dividing the length of the outage by the days in the month and multiplying that number times the total billing for a normal month. For all interruptions of service, the vendor must provide a technician(s) at the site and on the job ready to service within 12 hours of initial notification by GIT. Service should be restored within 48 hours unless there are unforeseen circumstances, such as equipment shortages. Future Options At some point during the life of this contract, the vendor may be asked to provide additional/new equipment. The vendor will be responsible for maintaining the equipment after installation. The ownership of the equipment will transfer to Georgia Tech at completion of installation. GTCN will ask the vendor for a separate price quote should this equipment be required. By nature, the cable industry is a continuously evolving process. GTCN reserves the right to upgrade its service should the need arise. The vendor will be expected to provide a price quote on any new services. This agreement is entered into solely for the convenience of GIT, and it in no way precludes GIT from obtaining like goods from other suppliers. Should GIT contract with additional contractors for like goods and services, Contractor shall not be responsible for maintaining any additional contractors’ equipment or system, nor shall it be responsible for any damage caused by another contractor. GIT’s Office of Information Technology (OIT) shall not be considered an additional contractor.
