ASB CONSTITUTION
PREAMBLE
We the students of Enumclaw High School, in order to create a cooperative and positive atmosphere and to promote the furthering of student learning, do hereby decree this as our constitution.
ARTICLE 1
SECTION 1: The Organization shall be known as the Enumclaw High School
Associated Student body.
ARTICLE 2
SECTION 1A : The members of the Enumclaw High School ASB will be those students in grades nine through twelve.
SECTION 1B: The ASB tickets will go on sale at the beginning of school activities at a price determined by a committee consisting of the ASB President, ASB Treasurer, Principal and
Activities Director.
SECTION 2: Students must purchase an ASB ticket before they may receive benefits from the
ASB fund. This includes clubs and activities who are requesting assistance from the ASB fund.
ARTICLE 3
SECTION 1: The Board of Control shall govern the student body activities.
SECTION 2A: The members of the Board of Control shall consist of a representative from a designated period class; all class officers, a Sergeant of Arms and Executive Council, with ASB president presiding.
SECTION 2B: At the beginning of the semester, each designated period class will elect one representative and one alternate to represent that class at each BOC meeting. The alternate will only attend the BOC meeting in the absence of the representative.
SECTION 2C: No designated period class may be represented by more than one vote at any
BOC meeting. A designated period class can recall its representative and electa new one at any time.

SECTION 2D: The Sergeant of Arms is to be selected by the Executive Council and approved by the Board of Control.
SECTION 2E: At the beginning of each school year a parliamentarian and an assistant parliamentarian, screened by a committee of students representing ASB clubs that use parliamentary procedure, shall be selected by the Executive Council and approved by a majority vote of the BOC to assist members in parliamentary procedures.
SECTION 2F: A simplified version of the newest edition of Robert’s rule of order, to be created by the ASB secretary and the parliamentarian and approved by a 2/3 affirmative vote of the BOC shall serve as the parliamentary authority at all BOC meetings.
SECTION 3: All members of the BOC must be students with a 2.0 cumulative and quarter grade point average or better, and must be a member of the ASB.
SECTION 4: The BOC shall meet whenever the President, with the approval of the Activities
Director, deems it necessary. Two thirds of the BOC must be present in order to conduct business.
SECTION 5: An organization shall be recognized by the BOC only if it upholds the constitution.
SECTION 6A: A class whose BOC representative is not in attendance at two or more BOC meetings will be required to elect a new BOC representative.
SECTION 6B: The Executive Council will appoint a class representative for the
BOC, if a class did not elect one originally.
SECTION 7: Every member of BOC must be an involved member of at least one BOC committee per quarter or he or she will be removed for the semester from BOC.
ARTICLE 4
SECTION 1: The officers of the Associated Student Body are the President, Vice
President, Secretary, Treasurer.
SECTION 2: All members of BOC shall be allowed one vote. In the event of a tie, the executive council will decide with one collective vote, decided ultimately by the ASB president.
SECTION 3A: The duties of the President are to call and preside at all meetings of the student body and executive council.
SECTION 3B: In case of a permanent absence or resignation of the Vice President, Secretary,
Treasurer or a Commissioner, the President shall appoint a new officer who must be approved by two-thirds affirmative vote of the BOC.
SECTION 3C: In the event of resignation or permanent absence of an elected officer before installation, the president-elect will appoint a new officer for that position.
SECTION 4: The Vice President shall preside and call the BOC meeting in the absence of the President In the event of the resignation, removal, or withdrawal of the President the Vice President will succeed the President to that office.
SECTION 5A: The secretary shall keep on file an accurate record of all motions, nominations, elections, and other records of ASB and BOC. At the beginning of any business meeting, the
Secretary will give a short summary of the previous meeting(s).

SECTION 5B: At the end of each quarter, the Secretary must check the grades of all executive council members, BOC representatives, and class officers. Those not maintaining the required grade point average will be submitted to the BOC for consideration as referred to in Article 6,
Section 4.
SECTION 5C: The Secretary will see that the copies of the BOC minutes are made available to the BOC representatives, high school faculty, and the administrators.
SECTION 6: The Treasurer will give a financial report at each BOC meeting. The Treasurer will also be in charge of the publicity for the annual ASB ticket drive. In the absence of the President and Vice President, the Treasurer shall preside at and call the BOC meetings.
SECTION 7A: The Executive Council will be in charge of Student Activity Publicity in addition to duties of organizing, attending, and reporting to and about the South Puget Sound League and other meetings.
SECTION 7B: The Executive Council will be responsible for enhancing a positive school climate by conducting various school activities as follows: pep assemblies, noon-time activities and other activities that take place.
SECTION 7C: Individual job descriptions and/or duties of Executive Council will be annually outlined and mutually agreed upon by the student government advisor and members.
SECTION 8: Candidates for an ASB office shall submit a petition with the signatures of 50 ASB members.
SECTION 9: All candidates running for an ASB office must have a 2.8 cumulative GPA average or better in the year of nomination and meet all other requirements of the office they are running for. The candidate may make an appeal to the present Executive Council if their GPA is not sufficient to run for office. After all petitions have been received by the activities office,
Executive Council will review all appellants based on academic history alone, without knowing a student’s name or the office they are applying for. The appeal will be granted at the discretion of the executive council, and will be based on academic growth and/or personal circumstances affecting GPA.
SECTION 10: The ASB President, Vice President, Secretary, Treasurer and
Commissioners must be ASB members of the year of nomination.
SECTION 11: Students running for ASB treasurer or secretary may be Sophomores, Juniors, or
Seniors during their term. ASB vice president must be a junior and president must be a senior.
SECTION 12: An ASB officer cannot hold a class office, or other ASB office.
SECTION 13: ASB elections will be held approximately nine weeks before the end of the school year.
SECTION 14A: Candidates who have filed a valid petition shall give a short campaign speech before the student body.
SECTION 14B: Candidates who have a school related activity conflicting with the chosen time for candidate speeches must meet with the Executive Council and advisor no later than two weeks before the election date to discuss if an alternate speech process is granted to a valid situation.
SECTION 15: The Executive Council may postpone the petition deadline until enough candidates have filed for office.
SECTION 16: Following the speeches, voting will consist of one vote for each office by all ASB members, except for those of the present senior class.
SECTION 17: When the ballots are counted the person with the most number of votes will be declared the winner and given all the rights and responsibilities of the office at the scheduled May BOC meeting.
SECTION 18: ASB Commissioner applicants must have a 2.5 cumulative GPA or better the year of application, and shall be appointed based upon a written application, petition information and an interview by a screening committee consisting of two ASB Officers elect, senior class president-elect, the Leadership Advisor and the Activities Director.
ARTICLE 5
SECTION 1: Each class will be allowed one elected officer, titled Class
Representative, per fifty students enrolled in the class at the time of election.
SECTION 1A: Each year after election the new Class Representatives, with the advice of their class advisor, shall choose the method of electing from amongst themselves a Class Treasurer, and whatever other officers they see fit, including, but not limited to Class President, Class Vice President, and Class Secretary. The number of these specialized officers shall not be less than one or greater than six.
SECTION 2: All candidates running for a class office must be a member of their
respective classes, have a 2.5 cumulative grade point average or better the year of nomination and be enrolled in at least 5 classes at the Enumclaw High School building during their term. Candidates may make an appeal to the present Executive Council if their GPA is not sufficient to run for office. After all petitions have been received by the activities office, Executive Council will review all appellants based on academic history alone, without know a student’s name or the office they are applying for. The appeal will be granted at the discretion of Executive Council, and will be based on academic growth and/or personal circumstances affecting GPA.
SECTION 3: All class officers must be ASB members.
SECTION 4: Each person running for a class office must turn in a petition with the signature of
25 members of his or her respective class.
SECTION 5A: Candidates for the office of Class Representative will give a short speech before their class. Following the speeches, an election will be held in which voters must be members of the respective class. Class elections will follow ASB elections at the discretion of the activity director.
SECTION 5B: Candidates who have a school related activity conflicting with the chosen time for candidate speeches must meet with the Executive Council and advisor no later than two weeks before the election date to discuss if an alternate speech process is granted to a valid situation.

SECTION 6: Winners are the candidates for the office of Class Representative receiving the top amount of votes. The actual number of winners will equal up to one Class
Representative per fifty students in the class. Upon being declared and installed as a Class
Representative the person shall be given all the rights and responsibilities of that office.
SECTION 7: The duties of the Class Officers will be to help the BOC, Student Body, and the
Executive Council in the planning and implementation of class fundraising and activities. The time commitment is an average of two hours of work per week.
SECTION 8: The Class Officers may be removed from office if they have shown negligence of their duties. A hearing committee composed of the class advisors, an administrator, Activity
Director and ASB advisor will review and make decisions regarding permanent removal from office.
ARTICLE 6
SECTION 1: The Executive Council will be made up of all ASB officers, president of the Senior
Class, and all commissioners.
SECTION 2: The Executive Council will earn a credit in a leadership class that meets during a period determined by the Principal, Activities Director and ASB President.
SECTION 3: The purpose of the Executive Council shall be to help the BOC in planning any student activities.
SECTION 4: Any Executive Council member, Class Officer or BOC member whose grade point average goes below a 2.0 quarter or accumulative will be removed from their office or position.
Students who fail to meet this standard may request eligibility only through a hearing of the
Student Court.
SECTION 5: Executive Council, Class officers and Commissioners could be removed from their office if they are involved in suspension for drug, alcohol or
tobacco product participation, or any other unlawful activity. A hearing committee composed of a Vice Principal, Counselor, teacher, and the ASB Leadership Class advisor will review and make decisions regarding permanent removal from office.
SECTION 6: If any member of the Executive Council should be removed from leadership class, they forfeit their office.
SECTION 7: All Executive Council members must be enrolled in at least 5 classes at the
Enumclaw High School building during their term.
ARTICLE 7
SECTION 1: The members of the Student Court shall consist of one representative from the freshman class, two from the sophomore class, three from the junior class, four from the senior class, along with the ASB Vice President. The advisor will be one administrator.
SECTION 2: Candidates for Student Court will fill out a questionnaire and submit this to the
ASB Vice President. The ASB Vice President and Student Court Advisor will select the court members.
SECTION 3: The ASB Vice President will call and preside at Student Court
Meetings.

ARTICLE 8
SECTION 1: The Homecoming Royalty shall consist of five senior boys and five senior girls. A king and queen with four princes and four princesses will make up the court.
SECTION 2: The following steps will be taken in selecting the Homecoming Royalty:
SECTION 2A: A list of senior boys and senior girls will be presented to the Student Body for nomination of five boys and five girls. The top five boys and top five girls from these nominations shall comprise the Homecoming Court at a coronation assembly.
SECTION 2B: The King and Queen will be selected by a panel of three to five community and/or out-of-town judges, not connected to the candidates .
SECTION 3: The following steps will be taken in selecting the Underclassmen Homecoming
Royalty:
Section 3A: Underclassmen royalty will consist of one boy and one girl, a prince and a princess, from each class.
Section 3B: A list of boys and girls from each class will be presented to members of that class for nomination of one boy and one girl. The top boy and girl from these nominations shall comprise the Underclassmen Homecoming Court at a coronation event, assembly, and parade.
Section 3C: Selected underclassmen royalty cannot be selected into Homecoming Royalty again until their Senior year.
ARTICLE 9
SECTION 1: The Senior Ball Royalty will consist of a King, Queen, and eight court members.
These students cannot be former members of the Homecoming Court
SECTION 2: The following steps will be taken in selecting the Senior Ball Royalty
SECTION 2A: Each Senior will submit five girl and five boy nominees for the royalty.
SECTION 2B: The top five boys and five girls will make up the Senior Ball Court.
SECTION 2C: A direct vote of the Senior Class will determine the King and Queen.
ARTICLE 10
SECTION 1: All amendments to this Constitution must be presented in writing to the Executive
Council no later than two weeks before a regular BOC meeting in order for it to be considered by the BOC. A two-thirds affirmative vote of the BOC will place the proposed amendment on the ballot for an ASB vote during the last two weeks of school. A majority affirmative vote of the
ASB shall pass the proposed amendment. A special session of the BOC and ASB vote may be called by the Executive Council, with the approval of the Activities Director, to address emergency situations.
ARTICLE 11
SECTION 1: The Budget Committee will plan and approve the dispersal of A.S.B. funds and the personal use and/or purchase of equipment or uniforms.
SECTION 2: The membership of the committee shall consist of the ASB Treasurer, ASB
President, the four class Treasurers and the faculty advisor. Other members may be appointed to the committee if the ASB Treasurer, ASB President and the faculty advisor deem it necessary.
SECTION 3: This committee will meet in the fall and spring to review and recommend the yearly budget to the student council for its final approval. The committee will also meet at the end of each academic quarter to review the ASB expenditures.

ARTICLE 12
SECTION 1: The ASB can take 15 per cent of the profit made by any ASB organization.
AMENDMENT 1: In order to meet the requirements of R.C.W. - 28A.58.115, and W.A.C. - 392-
138-005 than W.A.C. - 392-138-085, the EHS school bookkeeper has the responsibility and is accountable to the Principal and ASB of Enumclaw High School, for maintaining of all
Associated Student Body accounts and of all records pertaining to requisition, disbursements, and related reports which are to be filed with the Enumclaw School District.
ARTICLE 13
SECTION 1: We at Enumclaw High School do not discriminate on the basis of sex, race or religion.
