Program Manual
INTRODUCTION:
Welcome to the 11th Judicial Circuit Adult Drug
Court Program. This manual is designed to answer
questions, address concerns, and provide detailed
information about what is expected of you as a
Drug Court participant.
As a participant you will be expected to follow the
instructions given in Drug Court by the Judge,
comply with directives from your Probation Officer,
and comply with the treatment plan developed for
you by your counselors at Bridgeway Behavioral
Health.
The foundation of the Drug Court Program is based
on and promotes three essential values: respect for
self and others, personal responsibility, honesty.
ENTRANCE INTO PROGRAM:
The St. Charles County Prosecuting Attorney
initially screens and approves all candidates for
admission to the Drug Court. Final approval for
admission rests with the Drug Court Team
consisting of the Prosecuting Attorney, Probation
Officers, Treatment Providers, and the Drug Court
Administrator presided over by the Drug Court
Judge.

GENERAL OVERVIEW:
The Drug Court is a court-supervised,
comprehensive drug addiction treatment program
for felony offenders. It is a voluntary program
which requires regular court appearances and
attendance at treatment sessions and includes but is
not limited to: drug testing, individual and group
counseling, meetings with one’s assigned Probation
Officer, and regular attendance at community
support meetings.
At each court appearance, the Judge will be given a
progress report prepared by the Drug Court Team
regarding your urinalysis results, your attendance
and participation in treatment, your attendance and
participation in community support meetings and
your attendance and participation at the Probation
office.
If you are doing well, you may be eligible to
participate in the incentive program (See Incentive
Program on pages 11 and 12). You will be
encouraged to continue to work with the program
towards successful graduation.
Successful
completion and graduation from Drug Court will
result in having your original charge (s) dismissed
in the pre-plea track.
If you are not doing well, the Judge, after consulting
with the Drug Court Team, will determine further
action as appropriate. If you commit program
violations, the Judge will impose sanctions (See
“Sanctions” on page 10). The Judge may impose
the ultimate sanction of termination from Drug
Court if you repeatedly violate program
requirements and/or fail to progress satisfactorily in
your recovery.
Program length will be determined by your
progress in your treatment and recovery but will
be no less than twelve months.

DRUG COURT PROGRAM RULES:
As a Drug Court participant you are required to abide by the following rules:
DO NOT USE OR POSSESS ANY DRUGS
OR ALCOHOL. All medications prescribed by
any physician must be authorized prior to being
administered. You are to abstain from the use of any
synthetic or mood altering
chemical(s)/substances or any substances deemed
“not for human consumption.”
ALL PRESCRIPTION MEDICATIONS MUST
BE DISCLOSED TO THE DRUG COURT
JUDGE. You will be required to disclose to your
physician that you have a substance abuse addiction
and request non-narcotic drugs. Opiate, amphetamine
and benzodiazepine based drugs will not be permitted.
SUBMIT TO URINALYSIS. Failure to submit to
urinalysis will be considered non-compliant behavior.
Diluted or adulterated samples will not be tolerated
and could result in significant sanctions being imposed.

HONESTY AT ALL TIMES. Overcoming
chemical dependency is not easy. It will require
your honesty and best efforts at all times.
TREATMENT STAFF, PROBATION OFFICERS,
PARTICIPANTS ARE TO BE TREATED
AT ALL TIMES WITH RESPECT. Violent or
inappropriate behavior will not be tolerated and may
lead to termination from the program.
BE ON TIME FOR ALL TREATMENT
SESSIONS, MEETINGS WITH YOUR
PROBATION OFFICER, COURT
APPEARANCES. Late attendance will be
considered non-compliant behavior unless prior
arrangements are made.
REPORT TO YOUR PROBATION OFFICER AS
DIRECTED: If unable to make a meeting, you must
contact the Probation Officer before you miss your
meeting.

DRUG COURT PROGRAM
ASSESSMENT PHASE: During the
PHASE I: In Phase I your treatment
assessment phase, you will meet with a
Probation Officer and a treatment counselor.
They will assess your criminal history, if any,
and problems/needs related to drug abuse.

establish personal goals for recovery.
Length of Phase I: 6-8 weeks.

(Diversion) Program will be
required to submit a $200.00 nonrefundable payment the day they
sign the Drug Court Contract and
start the program, which will go
towards their Drug Court fees.



TREATMENT:
Your substance abuse treatment will be
provided with the resources of
Bridgeway Behavioral Health. Your
treatment counselor will assess what
level and intensity of treatment will best
meet your needs and recommend to the
Court that you receive either outpatient
or residential treatment. Your substance
dependent treatment will include:

Treatment Plans: An initial
treatment plan will be developed
by your treatment counselor
following an overall assessment
of your strengths and needs.
This plan will act as a guide for
your substance dependent
treatment. The plan will be
maintained and updated as you
progress in your recovery.

Drug Testing: You will be
randomly tested for drug and
alcohol use through the entire
Drug Court program.

Counseling: Substance
dependent counseling consists of
two separate therapies: individual
and group. As part of your
treatment plan, you will be
required to participate in both
types of counseling. Together
they are designed to develop selfawareness, self-worth, and selfdiscipline. The individual and
group counseling sessions will
include problem identification
and alternative solutions.
Your attendance at counseling
sessions will be reported weekly to
the Court as part of your progress
report. You must have prior
permission from your treatment
counselor to be excused from a
counseling session. Failure to
report to treatment could result in a
monetary fine or jail time.

Community Support Meetings:
Attendance will be required at
community support meetings.
Attendance at community
support meetings is an important
part of recovery and will
familiarize you with the
community support philosophy
and help you develop a sober
support network with other
people in recovery. Your
treatment counselor will provide
you with information regarding
the time and location of
community support meetings.
You will be required to provide
proof of attendance to your
treatment counselor.

Sponsor: You will be required to
obtain a community support
sponsor before you advance to
Phase III of the program. Make
arrangements at your community
support meetings for a sponsor.
Your treatment counselor will
verify that you have a sponsor.

Other recovery groups will be
approved on a case by case
basis.

PARTICIPANT FEES:
EMPLOYMENT/SCHOOL:
You will be required to make a monthly
payment to Drug Court to help off-set
the expense of your treatment.
As a Drug Court participant you will be
required to maintain a full time job or be
enrolled full time in an educational
program as deemed appropriate. You
may be required to complete an
additional 20 hours of community
service per week that you are not in
compliance.
You will also be required to make a
monthly payment to Avertest Drug
Testing Services.

COMMUNITY SERVICE:
As a Drug Court participant you will be
required to perform 40 hours of
community service work before
graduation from the program. This will
give you the opportunity to contribute
towards the social needs of the
community. At least 10 hours of
community service needs to be
completed before advancing to Phase III.
Employment that requires the serving
of alcohol will not be permitted. If you
currently work in the restaurant/bar
industry you will be required to have
your employer sign a letter on company
letterhead that states they are aware that
you are participating in the Drug Court
Program, that they chose to still employ
you, but you will NOT be required to
serve alcohol (pursuant to Code of State
Regulations 11CSR 70-2).
Your place of employment will be
reviewed and discussed on a case by
case basis. If the Drug Court team feels
your place of employment is an
establishment wherein the primary
purpose is to serve alcohol you will be
required to seek other employment.

DRUG TESTING:
DILUTED SPECIMENS:
You will be tested for drug/alcohol use
throughout your participation in the
Drug Court program. On the day you
enter the program, you will be assigned
to a group. All participants are
required to call the drug testing
telephone number every day of the
week. There are no exceptions to this
requirement. When you call, you will
be advised of the group (s) of the day. If
your group is announced, you must
report to the Drop Center before
5:00PM Monday thru Friday and
before 10:00 AM on Saturday, Sunday
and major holidays.
If you submit a specimen that is diluted
you will be contacted by your Probation
Officer on the next business day and
directed to report to our drug testing
laboratory and submit another sample.
You therefore must provide accurate
contact information and be available.
You must test on your group day. If
you miss the test, it will be considered
a positive urine test and you will be
required to serve at least 24 hrs. in jail
for the first miss, 48 hrs for the second
miss and may be terminated for
subsequent misses.

laboratory for a period of 4 hours and
pay a $25.00 fee for additional testing.

You will be directed by your
Probation Officer to report on a
given day and you will NOT be
allowed to leave once you arrive.

Smoke breaks etc. will not be
allowed unless the laboratory
staff observe you and this will be
at their discretion and
availability.

You will not be allowed to bring
a drink. The laboratory staff will
monitor and provide you with the
appropriate amount of water to
drink throughout the 4 hour
period.

from the program, a subsequent request to the Court
could include the special condition of repayment of all
unpaid Drug Court Fees incurred during the period of their

Incentive Program
The 11th Judicial Circuit Drug Court Program started awarding incentives to
participants who are meeting program expectations and are engaged in a sober
lifestyle effective June 1, 2012. The following outlines the Incentive Matrix that is
used.
Phase II Promotion: You Rock Coin - to be awarded from the Bench upon the
participant’s promotion to Phase II. It is intended to be a reminder of the hard work they
have put forth and that they are supported by the Drug Court Team in their efforts to
obtain and maintain sobriety.
Completion of SROP: $300 credit – to be awarded once the participant has completed and
paid for the SROP program at Bridgeway Behavioral Health. The credit goes towards the
program fees they owe at Court.
Phase III Promotion: Club Fitness Pass – to be awarded from the Bench upon the
participant’s promotion to Phase III. It is intended to engage the participant into physical
activity and to use the body as a means to produce the natural endorphins within the brain
for better mental and physical health. (eligibility and description outlined below)
High School Graduation/GED/Literacy Class Completion: To be determined by the Drug
Court Team – Incentives could range from credit for community service hours to gift cards
to local establishments as well as praise from the team.
30 Days of Perfect Program Participation: Fishbowl Draw – to be awarded in Court.
Intended to engage participants into treatment sessions, probation office visits as well as
other program requirements. (eligibility and description below)
This Matrix will be revised, as the need arises, upon agreement
from the Drug Court Team.

Fishbowl
Purpose: To provide participants an opportunity to draw an incentive from a designated
“pot” once their name has been selected from all qualifying participants.
Process: Each week participants on the weekly docket will be “staffed” and if all eligibility
requirements have been met their name will go into an envelope according to what phase
they are in. On the last Tuesday of the month 10 names will be drawn from each phase
envelope for a total of 30 incentives being awarded for the month. The participants whose
names are chosen will then draw from the fishbowl at their next court date.
Eligibility: Participants may be eligible to receive a fishbowl draw at court if they are 5/5
for meeting program requirements:
1.) Attendance at all required community support meetings and contact with sponsor.
2.) Providing a negative sample at all required random drops to include no dilutes or
misses.
3.) Attendance at all required treatment sessions and probation appointments.
4.) Completion of all required community service.
5.) Required timely attendance at court.
Incentives: Will range from reduced community service hours to gift cards to local
establishments and reduction in program fees.
 Community service hour reductions will be at a rate of 2 hours per incentive and no
participant will be awarded more than 10 hours of credit for community service.
 Reduction in program fees will be at a rate of $5 per incentive.
Club Fitness
Purpose: To engage the qualified participant into physical activity in order to produce the
natural endorphins within the body for better physical and mental health.
Process: Participants that are being promoted from Phase II to Phase III of the program
will receive a court ordered “finding” which they will present to the participating Club
Fitness location along with a picture ID.
Eligibility: Participants must have perfect attendance at treatment sessions, community
support meetings and be compliant with probation and parole. They must have had negative
urinalysis and be promoted to Phase III of the Drug Court Program.

GRADUATION REQUIREMENTS
Clear demonstration that you have been fully engaged in your recovery
during the past 6 months as evidenced by:

Attendance at all required treatment sessions, community support
meetings, required meetings with your Probation Officer.

Six months of negative urine and BAC tests.

Employed full time or in school full time.



All Drug Court fees paid.
All community service work hours completed.
Engaged with a community support sponsor.

Completed graduation packet.
