JOB DESCRIPTION
TITLE:
Director of Student Services
PRIMARY FUNCTION: To provide oversight of all programs and operations
associated with Student Services and Special Education; maintains all areas of record
keeping for official documentation of pupil personnel (ADA, ADM, Enrollment).
JOB GOAL: To enable students to use their abilities to the fullest extent possible, to
establish and maintain student services for educators, parents, and students to
maximize student learning and achievement, to work with principals and instructional
staff to ensure adequate services for pupils and compliance with regulations, and to
provide accurate data for the division and the Virginia Department of Education.
QUALIFICATIONS:
1. Hold a Virginia Postgraduate Professional Certificate with endorsements in:
a. School administration; and
b. Supervisor of special education
2. Have five years of successful experience in public education which includes at
least two years of administration/supervisory experience and a strong
background in student services and special education
3. Possess knowledge, skills, personal characteristics, and leadership qualities
necessary to work effectively with administrators, teachers, staff, other
educators, community groups and organizations, governmental agencies, etc.
4. Possess knowledge of Federal Program requirements
5. Ability to effectively use data, research, and best practices in making
instructional decisions
6. Demonstrate planning, organization, collaboration, personnel, and fiscal
management skills
7. Communicate effectively with all stakeholders
8. Have knowledge of technology requirements and skills that are necessary to
address the division’s needs in all aspects of Attendance and Special Education
and other technology facets.
REPORTS TO: Superintendent of Schools
PERFORMANCE RESPONSIBILITIES:
Special Education
 Manages all special education programs.
 Collaborates with school principals and school special education teacher for the
purpose of implementing and maintaining services and/or programs
 Directs personnel, for the purpose of delivering services which conform to
established guidelines
 Develops proposals, new programs, budgets and grants for the purpose of
meeting district goals

















Evaluates district and school special education programs and monitors the
implementation of special education and compliance with regulations in each
location
Facilitates special education eligibility meetings and processes for the purpose of
implementing and maintaining special education programs and services
Implements assigned programs and/or projects for the purpose of conforming to
district and state curriculum and /or instructional objectives
Manages fiscal resources from the General Fund and special education grants,
prepares budgets and directs spending, and monitors maintenance of effort
Prepares documentation and reports data to the Virginia Department of
Education for the purpose of providing written support, conveying information,
and complying with Federal and State regulations.
Communicates information on programs, services, and regulations to school
personnel, parents, the School Board and other districts
Recruits, hires, supervises, and evaluates district –level special education staff
including speech pathologists, school psychologists, occupational therapists,
physical therapists, visiting teacher, secretary, and providers of Early
Intervention and Early Childhood Special Education
Serves as the District Representative for IEP Meetings when resources beyond
the school budget may be considered for the purpose of efficiently managing
fiscal resources while meeting special education regulations
Serves as the district liaison to Region VI Educational Consortium and the
Virginia Department of Education for coordination of Special Education services
Manages special education complaints, for the purpose of providing required
services in the least restrictive environment
Coordinates with outside agencies to provide services to students and staff, for
the purpose of offering appropriate services
Directs the Medicaid Administrative Claiming process and direct billing of
Medicaid-eligible special education services provided by the district, for the
purpose of gaining fiscal resources
Supervises the training of special education instructional assistants for the
purpose of assuring well-trained personnel
Writes district Board Policy for special education as is needed or required, for the
purpose of assuring program consistency and compliance with state and federal
rules in all locations
Maintains a high level of knowledge regarding developing special education
issues, changes in laws and case law, and educational methods of educating
students with disabilities, for the purpose of managing an excellent special
education program
Conducts special education trainings and meetings to keep the staff
knowledgeable about policy changes, new programs, current best practices, and
other pertinent information regarding special education.
Interprets policies and procedures and provides recommendations to the district







Schedules medical appointments for special education students and students
referred to special education
Provides scheduling information/support for handicap bus to Supervisor of
Transportation
Management of computerized IEP Online Program (requires training,
scheduling, problem solving)
Conducts Special Education Advisory Board Meetings(plans meetings, provides
information)
Manages Special Education Performance Plan & Division Indicators
Allocates and oversees the use of local special education instructional funds
Responsible for time sheets for all special education contracted employees (OT,
PT, Psychologist, etc.)
Home Instruction
 Provides guidelines, information and technical assistance to parents who elect
to home school their children
 Corresponds with parents to ensure that families are provided services required
 Reports home instruction numbers and information to the Department of
Education
 Notifies parents of responsibilities such as meeting SOL requirements
Attendance/Drop-Out Prevention
 Manages the computerized attendance program (PowerSchool)
 Supervises the training of personnel on the attendance program
 Prepares all state reports to DOE regarding attendance, including ADM, ADA,
Enrollment, etc.
Truancy Officer
 Supervises letters/correspondence between schools and parents of truant
students
 Reports truant students to the court system
 Attends court hearings for truant students
 Develops plans to assist students in achieving improved attendance in school
Safe & Drug Free
 Coordinator of Safe & Drug Free Program
 Provides schools with information to ensure safer and drug free schools
 Reports information to the Department of Education
School Messenger Program/Homework Hotline Program
 Supervises the School Messenger Program and Homework Hotline Program
 Provides school personnel with updated information required
Homebound Instruction
 Receives requests for homebound instruction and reviews them for
completeness and appropriateness
 Assists in assuring that request for homebound instruction are properly
validated through the child’s attending physician or licensed clinical
psychologist
 Assumes responsibility for the overall provision of services , including initiation
of services, securing a homebound teacher, and the coordination of service
delivery
 Maintains close contact with homebound teacher to monitor progress of student
 Reviews the amount of time the student receives services, assisting in the
process of evaluation and termination of services
 Manages time sheets and paperwork for a licensed teacher providing
homebound services
 Reports homebound information to the Department of Education
Family Assessment Planning Team (FAPT)
 Responsible for all cases referred in the division
 Participates in FAPT meetings
 Prepares paperwork/documentation for FAPT meetings on students
 Communicates with residential facilities that provide services
Health
 Manages the School Nursing program
 Supervises the School Health Advisory Board, schedules meetings, provides
information
 Member of Alleghany/Covington School Health Consortium
 Coordinator of Family Life Education Program
 Implements procedures for current health related issues (HINI, Flu Pandemic,
etc.)
 Monitoring student data in regards to required vaccines
Virginia Alternate &Alternative Education Programs (VAAP, VGLA, VSEP)
 Manages the VAAP/VGLA/VSEP programs
 Provides several trainings each year for teachers of these students
 Responsible for paperwork and documentation of programs
 Reports VAAP/VGLA/VSEP to DOE Annually
Summer School Program
 Gathers student data for eligibility to attend a special education summer school
program
 Hires teachers and aides to instruct the programs and makes class schedules
 Supervises special education summer programs
 Assists with bus schedules for students


Responsible for contracts/time sheets for summer school employees
Responsible for state report to DOE for Summer School

Terms of Employment: Days determined as specified by the school calendar.
12 month contract

Evaluation: Performance on this job will be evaluated in accordance with school board
policy and the administrative regulations and evaluation of administrative personnel.
