SENSATIONAL CASE OF KIDNAPPING OF A MINOR GIRL FOR RANSOM
SOLVED WITHIN 24 HOURS : TWO ACCUSED ARRESTED
With the arrest of two accused South District Police has solved a sensational
case of kidnapping of a minor girl for ransom within the 24 hours of the occurrence and
has arrested two accused involved in this case.
ACCUSED ARRESTED:i. Vikash Sethi @ Vickey, age 23 years s/o Ashok Kumar Sethi r/o 27/113, Vishwash
Nagar, Shahdara, Delhi.
ii. Shabid, age 22 years s/o Atiq Ahmed r/o 8/94 Nehru Gali 60 Feet Road, Biswas
Nagar Shahadra, Delhi
ANCIDENT TEAM AND ARREST
At 09.45 PM on 19.08.2009 an information regarding kidnapping for ransom
of a girl was received at Police Station Neb Sarai. The complainant Smt. Neesha
Madan D/o Sh. Madan Lal Arora r/o A-93 Jawahar Park Khanpur New Delhi aged
44 Yrs. stated that on 19.8.09 at 1600 hours her daughter Akshita @ Nancy @
Fruti age 7 years went to tuition as usual to her neighbour Mr. Yudhister’s house
but did not return. After that on the mobile of complainant a call was received for
demanding a ransom of Rs. 5 lacs for the release of the girl. The unknown caller
further threatened to kill the girl if the police was informed. Immediately, on her
complaint a case vide FIR No. 200 dated 20 .08.09 U/S 364-A IPC PS Neb Sarai
case got registered and investigation taken up.
Seeing the gravity of the crime, immediately, a team consisting of Inspector
Investigation Vijay Singh, SIs Narpat Singh, Hira Lal, ASI Ravi Shankar Tyagi, HCs
Mahesh Kumar, Ajeet Singh, Munesh, Ct. Bijender Singh, was constituted under the
supervision of Inspector Kulbir Singh SHO/PS Neb Sarai and Sh. Bhisham Singh,
ACP/Mehrauli with direction to immediately get the victim recovered and arrest the
accused. The team immediately swung into action and during the investigation
movements of suspects were tracked and found to be at Vishwas Nagar, Shahdara. It
was also learnt that the sister of the complainant also resides at Vishwas Nagar. When
it was learnt from the complainant that unknown person has threatened that the ransom
money should not be delivered by any relative/close friend of the complainant, the police
got suspicious that some close relative might be involved in the kidnapping.
On 20.08.2009 in the morning a relative of the complainant namely Vikas, cousin
of the kidnapped girl came to her house told that while she was coming to her house two
Napli type persons stopped him and told him to get ransom money arranged
immediately otherwise the kidnapped girl would be killed. Upon this knowledge the
police team again got suspicious regarding the fact that how the kidnappers came to
know that Vikas was related to the kidnapped girl. Inquiries was conducted regarding
Vikas and he was found to be a dubious character and his economic condition was not
very sound. On this basis Vikas Sethi was interrogated thoroughly and upon sustained
interrogation he broke down and consider that he himself at kidnapped his cousin sister
in order to fix his financial problem in one go. The kidnapped girl was recovered on the
pointing out the accused Vikas Sethi from the barber shop run by the other accused
Shahid Anwar. The cell phone number 9540560110 was purchased by Shahid on
19.08.2009 and handed over to Vikas Sethi who use this phone number for ransom
calls. Upon the personal search of Vikas the mobile phone No. 9540560110 was
recovered alongwith the sim card. Eventually both the accused were arrested due to the
sustained, sincere and coordinated efforts of the team leading to the case being solved
in just one day.
RECOVERY
Two mobile phones including the sim cards used for making ransom calls have
been recovered from the accused persons. The kidnapped girl Akshita @ Nancy @
Fruti has been recovered from the M&Z Saloon, Vishwas Nagar, Shahdara, New Delhi
on the pointing out of the accused Vikas Sethi.
PROFILE OF ACCUSED
Vikas Sethi @ Vicky is twelwth class pass. He started a business related to
mobile phones but failed in his effort. His financial condition was not sound and he was
running in debt. He got the idea from the film “APHARAN” and he used Mumbai “Bhai
language” while making ransom calls. Moreover he kept a track of the proceedings by
being in close contact with the victim family.
The second accused namely Sahid Ahmed is a barber by profession and he
wanted to open a beauty saloon. As a result he also joined hands with Vikas Sethi. In
the process the sim card used for making ransom calls was purchased upon the
photocopy of his driving licence as an ID which he claims to be lost long back ago.

The kidnapped girl Akshita @ Nancy @ Fruti is juse seven years old and is a
student of class second. Her mother Nisha is a divorcee and brining up her three
children. She is a nurse attendant by profession

BLIND MURDER CASE OF POLICE STTION NEB SARAI SOLVED: THREE
OUT OF FOUR ACCUSED ARRESTED
With the arrest of the following three accused police station Neb Sarai has
solved the blind murder case just within three days.
ACCUSED ARRESTED
1. Manoj @ Tilli s/o Rohtash r/o H.No. 517 Devli Vill., New Delhi
2. Ajay @ Ajju s/o Ajeet Singh r/o 395, Devali Vill, New Delhi
3. Jasbir @ Jonny s/o Gurudayal Singh r/o 423, Devali Vill., New Delhi
One more accused namely Rahul @ Kukku s/o Dayachand Singh r/o A-242
Raju Park New Delhi is still absconding and is yet to be arrested.
INCIDENT
On 18.07.2009 on receipt of information from Batra Hospital that one
Rajinder Kumar s/o Brij Lal r/o L-1 5/277 A Sangam Vihar has been declared
brought dead and one Devender Kumar s/o Kanwar Lal r/o L-11/25 Sangam
Vihar New Delhi has been admitted in an injured condition, Inspr. Kulbir Singh
SHO/PS Neb Sarai along with staff rushed to the hospital where the injured
Devender Kumar was declared unfit for statement by the doctors. The site of
occurrence L-1 5/277-A Sangam Vihar was visited and blood was found smeared
in front of the house. As no public withness came forward both in the hospital
and at the place of occurrence hence the case vide FIR NO. 197 dated 18.08.09
u/s 302/324/34 IPC was got registered on the basis of MLC and DD entry at
Police Station Neb Sarai and investigation taken up.
TEAM AND ARREST
A special team of officials lead by Inspr. Kulbir Singh SHO/PS Neb Sarai,
consisting of Insp./ATO Ram Singh, SI Hira Lal, HCs Mahesh, Ajeet Singh,
Constables Virender, Chanderbhan, Bijender was constituted to crack the case
under the close supervision of Shri Bhisham/ACP/Mehrauli Singh and under the
guidance of the undersigned. A thorough look out and search was conducted to
trace and identify the accused persons. The sustained efforts and the hard work
of the team bore fruits and on the basis of secret information from reliable
sources, the team was successful in arresting the above mentioned three
accused. The remaining accused Rahul @ Kukku is still absconding and sincere
efforts are on to trace and arrest him.
INTERROGATION AND MOTIVE
During the interrogation it has been revealed that the accused persons
used to ply TSR/Maruti van and during the TSR strike they were forced to stop
plying their TSRs by the victim party. As the accused considered themselves the
Don of the area they could not digest this and hence took their revenge by
stabbing the victim party which led to this case. It may be noted that the accused
Ajay @ Ajju and Rahul @ Kakku have also been previously involved in a number
of cases of hurt and attempt to murder.
PROFILE
All the accused are youngsters and in the age group of 20 to 23 years.
Accused Manoj @ Tilli and Jasbir @ Jonny are TSR/Maruti van drivers, Ajay @
Ajju works in a departmental store. All of them are school drop outs. The still
absconding accused Rahul @ Kakku does not work for his livelihood and is a
vagabond. Rahul’s father runs a security agency from his residence. It may be
noted that the accused Ajay @ Ajju and Rahul @ Kakku have also been
previously involved in a number of cases of hurt and attempt to murder.
RECOVERY
The weapon of offence, a butcher knife has been recovered from the
accused persons along with their blood stained clothes.
Further investigation in the case is in progress. Efforts are afoot the arrest
the absconding accused. The team members are being rewarded suitably.

INFORMATION & OPERATION:
In the intervening night of 04/05.08.09, a burglary took place in a Mobile
Showroom in the area of Laxmi Park, Nihal Vihar, Delhi after breaking the
shutters of the Showroom by some unknown persons and as per the estimate,
mobile phones with accessories of worth Rs 2.5 lacs were found stolen. A case
was registered at PS Nihal Vihar. Special Staff of West Distt. under the
supervision of Inspr. Rajkumar took this incident as a challenge and explored
their network to trace the culprits. A team led by Inspr. Rajkumar comprising SI
Manoj Kumar, SI Charan Singh, ASI Nirakar, ASI Balvinder, HC Ved Parkash,
HC Sanjay Bhati, HC Pramod, HC Jai Bhagwan Ct. Suresh, Ct. Sanjay & Ct.
Shashi was formed to crack the burglary. The team with their professional skills
took out intelligence about a gang of novices who has just entered into the
business of crime. On 20.08.09, a specific information was received that the
gang who has committed the burglary will come at Nangloi-Sultanpuri, Delhi
crossing at about 06.00 pm with the stolen items for disposing it. On this
information, a trap was laid at Nangloi-Sultanpuri crossing by team of Special
Staff. Three persons namely (1) Vikas Shokeen @ Vicky @ Kala S/o Narender
Shokeen R/o Nangloi Jat Chowk, Nangloi, Delhi. Age- 20 yrs. (2)Rajkumar @
Raju S/o Shri Het Ram R/o Rana Park, Siraspur, Delhi-42, Age-24 yrs.(3)
Tajuddin Malik @ Taj S/o S/o Shabuddin R/o Khasra No. 53/7, Shiv Baksh Park,
Nangloi, Delhi. Age- 24 yrs. were apprehended and 33 Mobile Phones of
different makes and models, 22 Mobile Chargers, 12 Mobile head phones, 06
Mobile dummies, I-pod, 99 Recharge Coupon vouchers worth Rs. 1500/- & 72
Sim Cards Kits were recovered from them. On interrogation, they admitted about
commission of the burglary. They further disclosed that one Sandeep R/o Trans
Yamuna was also with them while committing the burglary. On their instance, the
property recovered from their possession was that of the same burglary. They
were arrested in case FIR No. 192/09 u/s 457/380 IPC PS Nihal Vihar, Delhi
DISCLOSURE & MODUS OPERANDI:
During interrogation, they disclosed that they belong to an economical
weak back ground and are uneducated and unemployed. They used to make one
or other pretext to borrow money from parents and friends for fulfilling their basic
needs. They became fed up of this begging and such life style. They were
desperately looking some way to change their living standard. One day Vikas @
Vicky @ Kala, Rajkumar @ Raju, Tajuddin Malik @ Taj and Sandeep were
watching an English Movie on Star Movies. In the film the hero was depicted in a
condition similar to them. The hero planned to commit theft in a jewelry
showroom and became rich. This idea struck deeply into their mind and they also
planned to commit similar crime. They targeted a mobile showroom adjacent to
their house in Laxmi Park, Nangloi. In the intervening night 04/05.08.09 they
executed their plan and entered into the showroom and took away mobile
phones, mobile chargers, mobile head phones, mobile dummies, I-pod,
Recharges coupons, Sim cards kits etc. They divided the booty among
themselves in equal ratio. Tajuddin Malik @ Taj has gifted two mobile phones
to his girlfriend. Rajkumar @ Raju has gifted one phone to his sister on Raksha
Bandhan. Vikas Shokeen @ Vicky @ Kala gifted two phones to his friends.
Efforts are being made to apprehend other gang member.
Staff involved in the good work is being rewarded suitably.

BLIND CASE OF ROBBERY CUM MURDER SOLVED:
THREE PERSONS ARRESTED.
With the arrest of three accused persons, staff of PS Vikas Puri has
solved a blind case of robbery cum murder. In the night of 3/4.08.2009 a dead
body was found in the office of M/s Himgiri Construction Company, Lal Market
Vikaspuri. There were strangulation marks over the neck. Later, he was identified
as Nandan Yadav @ Chhotu, a Peon in this office. Cash around Rs. 1.5 lacs was
reported to have been robbed by the accused person(s) after murdering the
deceased. A case vide FIR No. 223/09 u/s 302/392-IPC was registered at PS
Vikapsuri.
RECOVERY MADE
1. One Steel Tizori (Currency Chest)
2. Cash Rs 45000/NAME AND PROFILE OF ARRESED ACCUSED PERSONS
1. Mithun ,age 19 years, S/o Budhai R/o Jhuggi J.J. Colony Indira Camp No. 2,
Vikaspuri.
He is previously involved in a murder of a school boy and the case FIR No.
569/05 u/s 302/34-IPC PS Vikas Puri is pending trial in the Court. He is
unemployed and has no source of income.
2. Manish @ Tulli age 18 years S/o Bhagwan Dass, Keshopur Village Vikaspuri,
New Delhi
He has studied upto 6th standard and presently unemployed.
3. Sandeep age 19 years S/o Dheer Singh, Keshopur Village, Delhi.
He is a 8th Class drop out and at present has no permanent source of
livelihood.
INFORMATION AND OPERATION
A team under the supervision of Inspr. Anand Lakra, SHO-Vikaspuri,
Inspr. Ghanshyam Meena, Inspr. Investigation of P.S. Vikaspuri , HC Amar
Kumar, Ct. Vijay Singh, Ct. Amit Gulia and Ct. Rajeev, Ct.Trilok, was formed to
get the clue about the accused person(s) and work out the case. Accordingly,
information was developed that one Mithun S/o Budhai who was previously
involved in a murder case, was seen in the Lal Market on the evening of
03.08.2009. Sources were deployed and surveillance was mounted on his
activities in the area of jhuggis, Indra Camp, Vikas Puri. It came to light that
since the day of murder, he was absconding from the area and untraceable. It
has also been verified from the record that the said Mithun along with his
associates has committed a murder of school boy in the year 2005 and a case
vide FIR No. 569/05 u/s 302/34-IPC,P.S Vikaspuri is pending trial in the Court.
With the sincere efforts of the team, the said accused was apprehended. During
interrogation, he confessed that he along with two associates namely Sandeep
and Manish has gone to the office of above said company along with the
deceased after taking him into confidence. Once they entered the office after
getting the key from the deceased, they strangulated the deceased Nandan
Yadav @ Chhotu with a cord and robbed a small steel tijori (Currency Chest)
which was used for keeping the cash and valuables in the office of Himgiri
Construction Company. The criminals killed the deceased to hide their identity
as they were known to him. The motive behind the murder was robbery of cash
and valuables.

ORDER
Whereas a large number of commercial places/shops have come
up in Delhi which are popularly known as Cyber Cafes and a large number
of people visit them to use the facilities available in such places
including e-mail facility.

And whereas it has come to notice that certain criminal
anti-social elements/terrorists are using these facilities to mislead
the security/investigating agencies, create panic in the public,
endanger the security of VVIPs and Govt. Institutions, help in the
terrorist activities directly affecting the security of the State.
3.
And whereas it is necessary to take speedy measures in this
behalf to prevent danger to human life or safety, to thwart/prevent
terrorist activities, which may affect the security of the State and
disturbance of public order and tranquility.

Now, therefore, I Sharad Agarwal, Dy. Commissioner of
Police, West Distt., Delhi in exercise of the powers conferred upon me
under Section 144 Criminal Procedure Code 1973 (No.2 of 1974) under
section 70 of Delhi Police Act,1978 read with Govt. of India , Ministry

the owners of such cyber cafes in the entire area of West Distt.

identity has not been established by the owner of the café.
Maintaining a register for identity of the visitor/user.
Make an entry in the handwriting of the visitor/user mentioning

The
visitor/user shall also sign the register kept for the purpose.
The identity of the visitor/user shall be established through
identity card, voter card, ration card, driving license, passport
and photo credit card (any one of them),
Activity server log should be preserved in main server and its
record should be preserved for at least six months.
If any activity of the visitor is of a suspicious nature the owner
of cyber café will immediately inform the police station.
The user of cyber café are photographed on continuous basis and a
record of the same is maintained properly; and
Record be maintained about the specific computer used by the person.
5.
This order shall come into force with effect from 22.8.2009
and shall remain in force for a period of 60 days i.e. upto 20.10.2009
(both days inclusive) unless withdrawn earlier.

Any person contravening this order
under section 188 of the Indian Penal Code; and
shall
be
punishable
7.
As the notice cannot be served individually on all
concerned, the order is passed ex-parte. It shall be published for the
information of the public through press and by affixing copies on the
notice boards of the offices of all the Deputy Commissioner of Police,
Addl. DCsP/ACsP. DCsP/ACsP.

Whereas reports have been received that due to the
situation prevailing in the areas of Police stations specified in
the schedule appended to this order, it is apprehended that
terrorist/anti-social
elements
may
seek
hideouts
in
the
residential areas of the said police stations and there is every
likelihood of breach of peace and disturbance of public
tranquility and also there is grave danger to human life and
safety and injury to public property on that account.

And whereas it is necessary that some checks should be
put on landlords/tenants so that terrorists/anti-social elements
in the guise of tenants may not cause explosion riots, Shoot
outs, affray etc. and that immediate action is necessary for the
prevention of the same.

Now, therefore, I Sharad Agarwal, Dy. Commissioner of
Police, West Distt., Delhi in exercise of the powers conferred
upon me under Section 144 Criminal Procedure Code 1973 (No.2 of
1974) under section 70 of Delhi Police Act,1978 read with Govt.
of India , Ministry of Home Affairs, Notification No. U11036/1/2008- UTL, dated 26.11.2008, do hereby order that no
landlord/owner/person of any house/property which falls under the
jurisdiction of area of police stations specified in the schedule
appended
to
this
order,
shall
let/sublet/rent
out
any
accommodation to any person unless and until he has furnished the
particulars of the said tenant (s) to the Station House Officer
of the police station concerned. All persons who intend to take
accommodation on rent shall inform in writing in this regard to
the Station House Officer concerned in whose jurisdiction the
premises fall.
The persons dealing in property business shall
also inform in writing to the Station House Officer concerned in
whose jurisdiction the premises fall about the particulars of the
said tenants.
4.
This order shall come into force with effect from
22.8.2009 and shall remain in force for a period of 60 days i.e.
