MINUTES
The Board of Education of the Fontana Unified School District held a
Regular Meeting on June 5, 2002, at the John D. Piazza Education Center, 9680
Citrus Avenue, Fontana, California. Present at the meeting were: Ms. Laura
Abernathy Mancha, President; Dr. D. Wayne Ruble, Clerk; Mrs. Kathy Binks,
Member; Dr. Karen Harshman, Superintendent; Mr. Emmanuel J. D’Souza,
Associate Superintendent, Business; Ms. Fran Mazzolini, Associate
Superintendent, Educational Services; and Dr. Patricia Peoples, Associate
Superintendent, Human Resources. Mr. Gus Hawthorn, Member, and Mr. Rick
McClure, Member, were absent. The President called the meeting to order at
4:00 p.m.

The meeting was opened by the Pledge of Allegiance to the Flag of the

Ms. Mancha requested that the audience remain standing for a moment of
silence in memory of those who had recently passed away: the father of Carole
Lee, Assistant Director, Assessment and Evaluation, and the husband of Julia
Johannson, Payroll Technician.

Events, introduced students from A.B. Miller High School that had placed at the
State History Day Competition and were then going on to the National
competition in Washington, D.C.: Tamara Hoff, Stephanie Guerra and Nadia

Schools with 10, 15 or 20 Years of Service in the Fontana Unified School

Tony Orlich spoke on the Enron hearing and corruption of politicians,
and on two bills introduced and killed on the floor; one pertaining to the
nutrition programs at schools, the other pertaining to involvement of parents on
selection of textbooks. He asked whether the FTA President could provide any
clarification on the position of the CTA on these two bills.

Mr. Sam Poindexter stated that the legislation on nutrition was to limit
the sale of soda on school campuses; sales of which provide funds for extracurricular activities. He was unaware of any CTA involvement to defeat this
bill. He then introduced the new executive director of the Fontana Teachers
Association, Karrie Wallen.

Ms. Terrie Schneider, Executive Director of the Fontana Boys’ and Girls’
Club; gave a report on the Fontana Boys’ and Girls’ Club joint use facility that
recently opened on the Almeria Middle School campus.

On motion made by Ms. Laura Abernathy Mancha, seconded by Dr.
Wayne Ruble, and carried, the Board approved the application for Gifted and
Talented Education (G.A.T.E.) funding in the amount of $300,000.00 for the
2002-2003 school year.

and carried, the Board approved the application for a Dropout Prevention
Conference Grant to pay for conference attendance to the required annual
conference for attendees from Citrus, Date, Oleander, Primrose, Randall-Pepper,
Shadow Hills and West Randall Elementary Schools, and Fontana High School,
in an amount up to $3,500.00 per site.

Ms. Binks asked if the SB33 Nell Soto Parent/Teacher Involvement
Program was similar to the Parents As Teachers (PAT) program.
Dr. Harshman responded that it was different in that the visits done under
the umbrella of the SB33 program were for school age children, and the PAT
program visits are for preschool age children.

On motion made by Dr. Wayne Ruble, seconded by Mrs. Kathy Binks,
and carried, the Board approved the SB33, Nell Soto Parent/Teacher
Involvement Program application for Randall-Pepper, Maple, North Tamarind,
Shadow Hills and West Randall Elementary Schoools; Truman Middle School;
A.B. Miller and Kaiser High Schools; funding based on school enrollment from
$15,000.00 for 500 or less to $35,000.00 for 1500 or more students, to pay for
teacher participation in the home visit program and for training in conducting
home visits/meetings.

and carried, the Board authorized advertising for bids for Installation of Cable on
Existing Fence at Citrus Elementary School at an estimated cost of $17,000.00.

Mr. Tony Orlich asked how long the tests covered in the agenda item for
Materials Testing and Inspection Services had been necessary, and what the tests
covered.
Mr. D’Souza replied that the tests are required by the state to check for
existing contaminants and must be completed before any new construction may
begin.
On motion made by Dr. Wayne Ruble, seconded by Mrs. Kathy Binks,
and carried, the Board approved Hilltop Geotechnical, Inc., for Materials Testing
and Inspection Services for installation of the 60’x40’ modular building being
purchased for Fontana High School Adult Education at an estimated total of
$10,000.00; and for Materials Testing and Inspection Services throughout the
district, on an as-needed basis, for the 2002/2003 school year at an estimated
total of $30,000.00.

Ms. Peoples thanked Tony Leon for serving as interim executive director
for the Fontana Teachers Association and bid him farewell, then welcomed Karrie
Wallen.

Ms. Mazzolini welcomed Christine Pearce to the Educational Services
Division.
Mr. D’Souza announced that funding was approved for the district under
the federal repair and renovation program which would be of help to the district.
He then noted that construction for Almond Elementary School was in the
beginning stages, and that the groundbreaking for the project would be in August.
Dr. Harshman welcomed Christine Pearce, and announced dates and times
of the Graduation activities for the three comprehensive and two continuation
high schools.
Dr Ruble reported on recent vandalism at Randall-Pepper Elementary
School, and that it was something that he was sorry to see. He stated that Target
Stores had adopted the school, and that 20 employees came out on a recent
Saturday to clean up the campus. It was sad for him to note this kind of
vandalism happens continually, and that dealing with it takes away from
educational funds. He then asked of Mr. D’Souza whether the construction
projects for Ted J. Porter and Sierra Lakes Elementary Schools were on time.
Mr. D’Souza responded that the Ted J. Porter construction was on
schedule, and Sierra Lakes was also set to open on time, although the kitchen for
that school was behind schedule and the school may have to open without the
kitchen being completed. There were no dedication dates set for those two
schools at the time.
Ms. Mancha commented on the sample resolution from the California
School Boards Association in support of the continuation of education funding in
the state budget, and that there would be a resolution from the district and Board
of Education on the next agenda as well. She then asked about the athletics
program, and whether a 10% cut was taken from those budgets.

Dr. Harshman replied that in December of 2001, there was a 10% budget
reduction from all sites and departments taken.

Ms. Binks commented that there was a perception in the district that the
Board did not support athletic programs.
Dr. Harshman responded that during her tenure as Superintendent there
had been no cuts to athletic programs, and that when there had been increases to
budgets, all programs received the same increases. She reiterated that there had
been budget cuts in all programs throughout the district in December, and that in
other years any cutbacks in programs had been based on site needs. She noted
that since her appointment in 1986 the Board had supported all school programs.
Mr. D’Souza stated that he had met with High School Principals and
Athletic Directors regarding transportation costs, and all had agreed to work
together on budget amounts.
Mrs. Binks commented on the drama and dance programs recently
performed at the high schools, and stated that those programs were really a tribute
to all that the Board does in the district.
