Canada Games Eligible Swimmers are defined by: 1. Meeting the criteria laid out on the Swimming Newfoundland and Labrador web site. 2. Making a commitment to participate if chosen. All head coaches will provide the Canada Games Committee with a list of Canada Games eligible swimmers. Email to murphye@nl.rogers.com by 6:00 pm April 19th, 2009. The 800 and 1500 freestyle will be swum as finals and the fastest heat will be reserved for Canada Games eligible swimmers. Swimmer entering the 800 and 1500 will have achieved at least the 13-14 age group Newfoundland Labrador Champ standard. All other events will be swum as heats and finals and there will be an A, B and C final in each with the A final reserved for Canada Games eligible swimmers. Canada Games selection criteria (see the SNL website) will be applied to the results of an A finals in each event (the criteria will apply to the fastest swimmers in the 800 and 1500 free). The first heat of the 4X100 Medley Relay will be for Canada Games swimmers only. On the last day of the meet Canada Games coaches will select the swimmers for these two events. The first heat will be composed of only two teams, one male and one female. The Canada Games Coaching Staff will compile these teams of swimmers who will represent the province on the Canada Games Team. This will allow the Canada Games Team to have an entry time for the competition as well as celebrating and showcasing our top swimmers. Following the first heat clubs will enter teams as they wish. Each swimmer may only swim one relay with the exception of the Canada Games athletes swimming in the reserved heat. Scratch deadline for Saturday and Sunday night finals will be 30 minutes after that morning’s prelim session. Entry fees must be received by the Meet Manager prior to the start of the first warm-up session. Meet Management reserves the right to refuse deck access to a club for non-payment of entry fees. Cheques should be made payable to Corner Brook Rapids Swim Club. Eligibility Swimmers must be registered with Swim/Natation Canada or FINA affiliate by the meet entry deadline Billeting There will be no billeting at this meet Age Groups This meet will be swum as open events but will be scored by age group, 12 and under, 13-14 and 15 and over. Entry Limitations Swimmers will be permitted to swim 6 events plus one relay per session. Each swimmer should designate 1 swim as exhibition, if the meet needs to be restricted to 5 swims the exhibition swim will be dropped. Newfoundland and Labrador Championship Time Standard for 13-14 is required for entry by any swimmer in the 800 and 1500 Free. See Appendix (A) all head coaches will provide the Canada Games Committee with a list of Canada Games eligible swimmers. However all relay swimmers must be entered in individual events. Swimmers may be moved up from a younger group to complete any relay team. The age of the oldest swimmer will determine the relay age group. Swimmers shall only swim one (1) relay with the exception of the Canada Games athletes swimming in the reserved heat. SNC rules will govern the meet. Exhibition swims WILL NOT be permitted. General Meet Format Preliminary Heats will be circle seeded by entry time and not by age group. There will be “A, B and C” Finals for all events with the exception of the 800 and 1500 Free. All events will be scored by age group. All events will be swum as preliminaries and finals with the exception of the 800/1500 Free SNC WARM UP PROCEDURES WILL BE IN EFFECT AT THIS MEET (Appendix B). There will be a split warmup and the schedule will be forwarded as soon as it is ready. Coaches All coaches must be in good standing with SNC, the NLSCA and the CSCA in order to coach at any sanctioned competition. Coaches Meeting Date: Friday May 1st 2009 Time: 5:00 p.m. Place: Grenfell College Pool (Room TBA) Scratches All events will be pre-seeded. Coaches may pick up their meet information package, upon receipt of entry fees from the Meet Manager at the coaches meeting. The Meet Referee will be available at that time. Coaches must complete scratches in writing on provided scratch forms and present to the Meet Manager or designate. The scratch deadline for preliminary events (with finals) shall be thirty (30) minutes after the previous night's finals on days 2 and 3 and the night before day 1 of the meet. The scratch deadline without penalty for finals shall be thirty (30) minutes after the conclusion of preliminary heats of the session immediately preceding the finals that day. Any swimmer missing a final without scratching shall be scratched from the reminder of the session. Scoring Individual scoring: 5–2–1 Team scoring: 50 – 30 - 20 – 15 – 14 - 13 Relay scoring: 50 – 30 - 20 -15 – 14 - 13 ** The “A” relay ONLY will score Awards Individual Awards: Medals will be presented to first, second and third place cumulative scorers in each gender/age group. Top Achiever Awards: There will be Top Achiever Awards for the male and female swimmers with the highest cumulative score. Top Team Award: The Top Team Award will be presented to the team with the highest average point total. The average will be calculated by dividing the team’s cumulative score by the number of swimmers participating for that team. Deck Access Access to the pool deck will be restricted to swimmers, coaches and session officials. Officials Assistance with officiating by qualified persons from each club is always appreciated. Diving starts shall not be made during the warm-up period for any competition or when two-way swimming is in progress, except that the meet manager shall designate a period of time during which the specified lanes shall be used for diving starts. During this designated period, only one-way swimming shall be permitted in the specified diving lanes. It is incumbent on all participants, e.g., swimmers, coaches, officials, and administration, to comply with these procedures. The meet management shall designate Safety Marshals who will ensure compliance with these procedures. These marshals shall be responsible for the conduct of the warm up in the competition venue. The host committee/club shall provide signs at the end of the pool(s), which will indicate the designated use during the warm-up period. Written notices regarding the warm-up time, lane use and no diving shall be posted at the meet. The following statement shall appear in the meet information. “SNC WARM UP PROCEDURES WILL BE IN EFFECT AT THIS MEET” and in the notices. Equipment: Flutter boards and pull buoys are allowed. Hand paddles and flippers are not permissible. Infractions: Infractions of these procedures may result in the offender(s) being reported to the referee who shall deal with the infraction under rule SW 2.1.1. NOTE: As a courtesy, coaches should allow backstrokers to have the “right of way” for safety purposes.
