DECISION
Re: Approving additional list of projects calling for investment in the form of Build- Transfer
Contract (BT); Build-Transfer-Operate Contract (BOT) in the period of 2013-2015 in Thai Binh
province

Pursuant to the Law on Organization of People’s Council and Committee dated 26/11/2003;
Pursuant to the Decree No. 108/2009/ND-CP dated 27/11/2009 of the Government on
investment in forms of Build-Operate-Transfer (BOT), Build-Transfer-Operate (BTO) and BuildTransfer (BT) contracts; the Decree No. 24/2011/ND-CP dated 05/4/2011 of the Government on
amending some articles of the Decree No. 108/2009/ND-CP dated 27/11/2009;
Pursuant to the Circular No. 03/2011/TT-BKHDT dated 27/01/2007 of Ministry of Planning
and Investment providing guidance for the implementation of some articles of the Decree No.
108/2009/ND-CP dated 27/11/2009 of the Government;
Pursuant to the Decision No. 15/2012/QD-UBND dated 28/8/2012 of the Provincial People’s
Committee on issuing the Regulations on sequence, procedures for implementation of investment
projects in forms of BT contract in Thai Binh province;
Pursuant to the Decision No. 197/QD-UBND dated 25/01/2013 of the Provincial People’s
Committee on approving list of projects calling for investment in forms of BT, BOT contracts in the
period of 2013-2015 in Thai Binh province;
Pursuant to the Decision No. 2827/QD-UBND dated 26/11/2014 of the Provincial People’s
Committee on approving the proposed construction investment project of Secondary School in Thai
Ha commune, Thai Thuy district in form of BT contract;
In consideration of the request of the Department of Planning and Investment in the
Statement No. 292/TTr-SKHDT dated 28/11/2014,
DECIDES:
Article 1. To approve the additional list of projects calling for investment in forms of BT and
BOT contracts in the period of 2013-2015 in Thai Binh province. Detailed list attached.
Article 2. Basing on the contents approved in the Article 1, the Department of Planning and
Investment is assigned to preside and coordinate with departments, agencies and relevant units to
publish the list of projects calling for investment as stipulated; guide to follow sequences and
procedures of investor selection and organize implementation of the next steps under the current
regulations of the State and the Provincial People’s Committee.
Article 3. The Decision takes effect from the date of its signing.
Chief of Office of the Provincial People’s Committee; Directors of Department of Planning
and Investment, Department of Finance, Department of Education and Training, Department of
Construction, Department of Natural Resources and Environment and Department of Information and
Communication; Chairman of Thai Thuy district People’s Committee; heads of relevant agencies,
units and investors are responsible for executing the Decision./.
