DECISION
Re: Adjusting the list of projects implemented in form of Build-Transfer contract (BT); BuildOperate-Transfer contract (BOT), in the period 2012- 2015 in Thai Binh City.

Pursuant to the Law on Organization of People’s Council and People’s Committee dated
November 26th, 2003;
Pursuant to the Degree No. 108/2009/ND-CP dated November 27th, 2009 and the Decree No.
24/2011/ND-CP dated April 05th, 2011 of the Government on investment in form of Build- OperateTransfer contract, Build- Transfer- Operate Contract and Build- Transfer Contract; the Decree No.
24/2011/ND-CP dated April 05th, 2011 of the Government on amendment and addition of some
Articles of the Decree No. 108/2009/ND-CP dated November 27th, 2009;
Pursuant to the Decision No. 183/QD-UBND dated January 13th, 2012 of the Provincial
People’s Committee regarding approval of the list of projects calling for investment in form BuildTransfer contract (BT); Build-Operate-Transfer contract (BOT), in the period 2012- 2015 in Thai Binh
Province ;
In consideration of proposal of the Department of Planning and Investment in the Dispatch No.
367/BC-SKHDT dated June 07th, 2012 and the Dispatch No. 747/SKHDT-TD dated October 08th,
2012,
DECIDES:
Article 1: To adjust some projects in the list of projects from form of Build-Transfer contract
(BT); Build-Operate-Transfer contract (BOT) in the period 2012- 2015 in Thai Binh City stated in the
Decision No. 183/QD-UBND dated January 13th, 2012 of the Provincial People’s Committee to form of
investment with capital resources from State Budget and other mobilized capital resources under the
Regulation on additional policies to support famers when the State acquires agricultural land for
purpose of socio-economic development in Thai Binh Province (the period of 2010 – 2015)
promulgated in attachment with the Decision No. 11/2010/QD-UBND dated September 07th, 2010 of
the Provincial People’s Committee, including following projects:

Project of Ky Ba – Tran Lam Resettlement Area.
Project of Resettlement Area in front of Nhan Thanh Communal House, Tien Phong.
Project of Ky Ba Ward Centre.
Project of Resettlement Area bordering on Chu Van An Extended Road.
Project of Resettlement Area in Vu Chinh Commune.
Project of Resettlement Area in Hoang Dieu Ward- Thai Binh City.
Article 2: According to contents approved in Article 1, People’s Committee of Thai Binh City is
responsible for implementation of projects to ensure proposed objectives and requirements;
management of investment and construction; management and use of investment capital under
current regulations of the State and the Provincial People’s Committee.
Article 3: Office Manager of the Provincial People’s Council, Director of Departments of
Planning and Investment, Finance, Agriculture and Rural Development, Construction, Natural
Resources and Environment, Information and Communication, Provincial State Treasury; Chairman of
People’s Committee of Thai Binh City; Director of Departments, Heads of units and relevant Investors
are responsible for implementing this Decision.
This Decision replaces the Dispatch No. 1308/UBND-TM dated June 14th, 2012 of the
Provincial People’s Committee.
