Hindustan Latex Family Planning Promotion Trust (HLFPPT) is inviting sealed tenders
from reputed printers to print and supply material related to Training and
Communication. Detailed terms and conditions, tender format and specifications of the
items can be downloaded from our website www.hlfppt.org, or can be obtained from our
office in Noida on all working days from 02.12.2008 to 08.12.2008 between 10 a.m. to
4.00 p.m.

General Terms:
1. The tender forms will be available on all working days from 02.12.2008 to
08.12.2008 between 10.00 a.m. to 4.00 p.m. The sample of earlier material can
also be seen at our office during the same hours.
2. The tender must reach the undersigned by 5.30 p.m. on 08.12.2008
3. The technically short listed bidders list will be published on our website on
11.12.2008.
4. The financial bid of technically short listed bidders will be opened 12th December
2008.
5. The order will be awarded for printing job with the lowest cost per unit from the
technically qualified bidder. As no subsequent cost negotiations will be done
the price quoted should be final.
6. The bidding can be made for a specific item or for the complete items.
Definition:
a) The term ‘Trust’ shall mean Hindustan Latex Family Planning promotion Trust,
having its corporate office at B-11, Sector – 59, Gautam Budh Nagar – 201 301,
Uttar Pradesh.
b) The term Bidder shall mean the bidder selected by the Trust for the performance
of the work.
c) Office in charge means the Administrative officer / convener printing committee
or any other officer nominated by the trust from time to time for the purpose of
the contract or any work covered there under.
Scope of Work:
Hindustan Latex Family Planning promotion Trust (HLFPPT), in collaboration
with the Hindustan Latex Limited (HLL), and the Ministry of Health & Family Welfare
(MOHFW) is implementing a national level programme on the Home Based pregnancy
Test card – Nishchay. The program is going to be implemented in all the states of India.
To implement the program HLFPPT is inviting Sealed Tenders from reputed printers,
with proven track record and with an annual turnover of not less than Rupees Three
crores to print and supply the following items. These items are related to Training and
communication

Terms & Conditions:
1. The bidder should have the own printing facility
2. The bidder should have an annual minimum turnover of Rs. Three Crores and
above.
3. The applying firm must be registered with the Sales Tax / Value Added Tax and
the support for the same is to be attached.
4. Proof of certificate for turnover is required to be submitted with the tender (CA
certificate or copy of the balance sheet)
5. Bidders should provide brief profile of their work experience for the last three
years along with the relevant samples of the similar work done earlier.
6. The tender received through fax / e-mail or received late due to postal delay etc.
will not be accepted. The parties have to ensure the receipt of bids will in time.
7. The successful bidder will be required to execute a performance security of ten
percent of the value of the contract in form of Fixed Deposit with bank with lien
marked to HLFPPT or provide the bank guarantee. The security should be valid
till the contract is over or sex months, whichever is earlier.
8. Technical & Financial bids to be submitted in separate sealed envelopes marked
to Program Manager – Project Nishchay.
9. The material will be delivered at Noida Office and state level offices of HLFPPT.
The transportation charges to state level office will be paid by the HLFPPT.
10. The total cost quoted should be exclusive of taxes. Applicable taxes to be
mentioned separately.
11. The price quoted should be valid for six months. HLFPPT based on programme
requirements could increase or decrease the order quantity. HLFPPT at its
discretion may decide not to go ahead with some of the items listed in table
above.
12. The total printing shall be undertaken in thirteen (12-15) regional languages,
besides Hindi and English. Some of the regional languages are Marathi, English,
Gujarati, Punjabi, Hindi, Nepali, Mizo, Bengali, Manipuri, Urdu, Malyalam,
Kannada and Telegu.
13. HLFPPT reserves the right to accept / reject / select more than one printer. And
to annul the bidding process any or all bids at any time prior to award of contract
without thereby incurring any liability to the affected bidders.
14. The tender will be appraised by committed formed by HLFPPT.
15. HLFPPT shall without prejudice to its other remedies under the contract, deduct
from the Contract Price, as Liquidated Damages a sum equivalent to 2.5% of the
price of delayed Goods or unperformed Services for delay of each day until actual
delivery or performance, up to a maximum deduction of 20% of the contract
price. Once the maximum is reached, HLFPPT may consider termination of the
contract and can forfeit the security amount.
16. In case of delay on the part of HLFPPT in providing the approvals the time of
delivery will be extended by equal number of days.
17. The print ready files of artworks for the above items will be provided by
HLFPPT. Vendors capable of supplying in extremely short time period should
apply only.
18. The financial bids of printers who are not qualified technically will be returned
unopened.
19. 5% of order value will be given as advance upon approval of the progressive
proof for materials under printing. The balance payment will be made within
fifteen working days after the supply is made.
We agree to all terms and conditions as mentioned above including the validity of the
offer.
Utmost confidentiality of the data provided shall be maintained.
