Delivery of the goods is required within Thirty (30) calendar days from receipt by winning bidder of the Purchase Order. 3. Bidding will be conducted through open competitive bidding procedures using non - discretionary Pass/Fail criteria as specified in the Revised Implementing Rules and Regulations of Republic Act 9184, otherwise known as the Government Procurement Reform Act, Bidding is restricted to Filipino citizens/sole proprietorships, partnership or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to the citizens of the Philippines and Cooperatives duly registered with Cooperative Development Authority. The Financial proposal of bidder who passed the Technical proposal shall be opened. The Bidder with the lowest calculated bid shall advance to the post-qualification stage in order to finally determine his responsiveness to the technical and financial requirements of the project. The Contract shall then be awarded to the Bidder with the Lowest Calculated and Responsive Bid who shall be determined as such during the post-qualification procedure. 4. Interested bidders may obtain further information from the Bids and Awards Committee on Goods of the Provincial Government of Ifugao and inspect the Bidding Documents at the Address given below from 8:00 o’clock AM to 5 o’clock PM starting March 13, 2012. 5. A complete set of Bidding Documents may be purchased on March 13, 2012 to April 03, 2012 and before the deadline for dropping of bids upon payment of a non-refundable bidding fee in the amount of One Half (1/2) of One Percent (1%) of the total amount the bidder intends to bid but not lower than Php 500.00 nor more than Php 5,000.00. Payments shall be collectible by the Provincial Treasury Office and Official Receipt of which shall be attached to the Technical Documents placed in the Technical Proposal Envelope. The bidding documents shall be received personally by the prospective Bidder or his duly authorized representative. 6. Bids must be Dropped/submitted to the address below on or before 10:00 AM of April 03, 2012 by the bidder or his duly authorized representative. All bids must be accompanied by a Bid Security which shall be valid for one hundred twenty (120) calendar days from the date of opening of bids in any of the following forms. The Provincial Government of Ifugao reserves the right to accept or reject any Bid, and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder/s. 10. Evaluation and Recommendation for award shall be by item. a. Section 17. Eligibility Requirements- For purposes of compliance with the documentary requirements in the bidding documents, the proprietor, and owner shall sign the Bidding documents unless an agent is duly authorized for such purpose. In case an agent is authorized, the extent of his authority shall be explicitly stated therein. b. Section 18. In case of corporations, cooperatives, partnerships, joint ventures, the authority of the signatory shall be explicitly stated in the Secretary’ Certificate of Board Resolution as the case may be. c. Section 19. For purposes of dropping of bid documents, the same must be dropped personally by the bidder or his authorized representative.
