Information about the competitive auctions for the purchase of scientific laboratory
equipment and instruments for the State Enterprise «Training and Experimental Center for
High Technologies» in Tashkent
1. The name of the Buyer organization: The State Enterprise Educational-experimental Centre
of High Technologies in Tashkent (hereinafter referred to as the «Buyer»).
Address: 3a, Talabalar Shakharchasi Street, Tashkent city, Republic of Uzbekistan.
2. Name of the working body of the Competitive Commission:
The «Uzbektenderconsulting» Agency under the Ministry for Foreign Economic Relations,
Investments and Trade of the Republic of Uzbekistan (hereinafter referred to as the «Agency»).

3. The competitive auctions is open for the foreign (non-residents of the Republic of Uzbekistan) as
well as local manufacturers (suppliers), including small business entities (hereinafter referred as
“Participants”).
4. Local enterprises-manufacturers are granted price preferences in accordance with the acting
legislation of the Republic of Uzbekistan.
5. Subject of the competitive auctions:
Group №1 «Common use equipments»;
Group №2 «Equipments for Physics Laboratory»;
Group №3 «Equipments for Chemistry Laboratory»;
Group №4 «Equipments for laboratories of biology, biochemistry and biophysics»;
Group №5 «Equipments for laboratories of geology and geophysics»
As part of the same group, Participant may submit an offer for all positions as well as for
individual positions.
Competitive Commission has the right to determine the winner for each separate commodity
items.
6. The list of scientific laboratory equipment, instruments and furniture, approximately prices
purchasing goods are specified in Appendix #1.
7. Subject of the competitive auctions, the quantities and specifications of purchased products
indicated in the Technical requirements. Technical requirements are attached in WinRAR files).
8. Terms of payment:
- for foreign suppliers: unconfirmed (or confirmed), irrevocable, divisible, documentary letter of
credit opened by the Buyer on behalf of the Supplier in accordance with the “Uniform Customs and
Practice for Documentary Credits” (ICC publication #600) Paris, published 2007. Letter of credit is
opened within seven bank days after entering the contract into legal force and transfer of foreign
currency to the account of Buyer after converting funds. Terms of the letter of credit - 180 days
from the date of its complement up to 100%. Cost of letter of credit is covered by the funds of

Supplier. Terms of payment - through the opening documentary letter of credit on the part of goods,
paid on the fact of crossing the customs territory of the Republic of Uzbekistan.
By agreement of the parties may change the form of payment.
- for domestic suppliers: 15% advance payment, remaining 85% shall be paid upon execution of
contractual obligations by the Supplier.
Payments for local manufacturers (suppliers) are made in the national currency of the Republic of
Uzbekistan – “sum”.
9. Currency of payment:
- for domestic suppliers: soum of the Republic of Uzbekistan;
- for foreign suppliers: US Dollar or Euro.
10. Conditions of delivery (according to Incoterms-2010):
- for foreign suppliers: CIP Tashkent;
- for domestic suppliers: DDP Buyer's warehouse in Tashkent.
For correct comparison of prices of foreign and domestic Participants, the comparative analysis
will take into account the respective expenses (customs duties, taxes and other payments) provided
for with the current legislation of the Republic of Uzbekistan.
11. Terms of delivery: no more than 90 calendar days from the date contract entered into legal force
and/or letter of credit.
12. Preference in the selection of suppliers will be given to producers and/or their authorized
suppliers, and also to companies with experience in the delivery of similar equipment.
13. The deadline for submission of the offers: till 15.00 by Tashkent time, January 17, 2014.
Competitive Commission can accept the decision regarding of the prolongation deadline of the
receiving offers, which applies to all participants.
14. The set of competitive documentation is given to the authorised representative of the Applicant after
submitting a written application for participation in the competitive auctions (Appendix 2).
15. For participation in the competitive auctions, the applicant shall have to contribute the guarantee
either by paying deposit to the Agency’s account or by issuing the guarantee (bid bond) in favor of
the Agency, as security of the performance of the competitive auctions terms.

Deposit of domestic Applicants shall be in the national currency of the Republic of Uzbekistan (in
equivalent) at the exchange rate of the Central Bank of the Republic of Uzbekistan as of the day of
payment.

All bank charges shall be incurred by the Applicant. Deposit in the appropriate amounts shall be
transferred to the Agency’s account according to the Deposit Agreement (the form is given in the
tender documentation).

The bank guarantee (bid-bond) for the appropriate amount, must be set in favor of the Agency in
accordance with the form (attached to the tender documents) and advised by one of the following
banks serving the Agency:

the possible extension or canceled by written notice to the Agency.
16. Competitive Commission has the right to reject offers submitted by the Participants without
tender guarantees.
17. Guarantee (bid bond) shall not be paid back to a Participant/Winning Bidder in the following
cases:
- if a Participant is defined as a Winning Bidder, but refuses or fails to sign a relevant agreement
(contract) with Buyer (determined by the Competitive commission's decision);
- if a Participant /Winning Bidder withdraws or makes amendments to its bid after deadline for
acceptance of bids;

- if a Bidder is defined as a Winning Bidder, but refuses to provide Buyer with performance bond in
accordance with the laws of the Republic of Uzbekistan and according to tender documents.
