POSITION SUMMARY:
The Regional Manager is responsible for assisting the Director of Property Management in
performing all duties and functions required for efficient operation of designated properties in a cost
effective manner. This is a full-time position and reports to the Director of Property Management.
ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be
assigned.
1. Plan and manage the activities of all assigned Site Manager’s and key personnel.
2. Work closely with the Director of Property Management in order to supervise and control the
operations of designated properties in a cost effective manner.
3. Work closely with assigned Site Managers, ensuring that established occupancy targets are
reached and maintained for each assigned property.
4. Work closely with assigned Site Managers ensuring that established receivable targets are
reached and maintained for each assigned property, while ensuring financial stability of
respective complexes. Responsible for all monthly reports being submitted in a timely manner.
5. Ensure that an adequate number of personnel are on site each day to meet tenant’s demands.
Ensuring holidays are covered on an on-call basis.
6. Ensure that all required paperwork is prepared in an accurate and timely manner and forwarded
to the appropriate person when completed.
7. Provides exceptional customer service to prospective tenants, tenants, vendors and co-workers.
8. Ensure that all newly assigned Site Managers receive an intensive orientation to their assigned
property, job tasks, quality requirements, and tenants service levels. Further ensures and that all
assigned property personnel receive continuing education and training in their job requirements
on a regular basis.
9. Ensure that all assigned properties maximize return on investment, control operating expenses
and meet or exceed established net profit objectives.
10. Ensure that all maintenance requests are done correctly and completed in the allotted time frame
and communicate any issues or concerns to the Maintenance Supervisor.
11. Observe and monitor assigned properties to insure that company policies and procedures are
followed to maintain standards for safety, quality, and overall company and tenant satisfaction.
12. Ensure that all assigned personnel comply completely with established quality control and tenant
satisfaction standards.
13. Ensure that each assigned property, its work areas, equipment, tools, buildings and grounds are
maintained in the very best of condition at all times, including inspecting damage and handling
insurance claims.
14. Responsible to resolve and or reach a compromised solution to personnel and operational
problems which arise from assigned properties in a timely, accurate, compassionate and
professional manner.
15. Responsible to handle and resolve tenant complaints and inquiries in a timely and professional
manner ensuring that a “win-win” solution results and that both the tenant and the company are
satisfied with the outcome.
16. Responsible to become thoroughly knowledgeable of and complies fully with and enforces in a
fair and equitable manner, all company operating and personnel policies, procedures, rules and
regulations.
17. Ensure proper and correct pricing of all rental units.
18. Ensure that required legal approvals for applicants seeking affordable housing are secured.
19. Responds to all emails and phone messages in a timely manner
20. Ensure payment of property taxes, utilities, mortgages, etc.
21. Review and approve all invoices prior to payment.
22. Monitor Management Agreements and renew at expiration.
23. Prepare annual budgets in a timely manner.
24. Keep respective developments in compliance with Regulatory Authority rules, Low Income
Housing Tax Credit Program, HUD Section 8, and 236 etc.
25. Conduct quarterly site visits and inspect all reported vacancies followed by submitting reports to
Director of Property Management.
26. Ensure annual and interim recertifications are processed on a timely basis.
27. Responsible for annual reviews of supervised employees and making recommendations for
compensation adjustments to the Director of Property Management.
28. Maintain and demonstrate professional and technical knowledge by attending seminars,
educational workshop training sessions; reviewing professional publications; establishing
personal networks; participating in professional societies; becoming involved in community
events and always representing the company in a positive professional manner.
29. Keep property manager license current.
30. Approve and supervise any project improvements.
31. Practice efficient Resident Selection and screening.
32. Be available for after-hours emergencies.
33. Operate efficiently and effectively within the office organization, including efficient use of
computers and other tools available.
34. Coaches staff personnel to study and investigate areas such as quality improvement, cost
reduction, method improvements, and equipment maintenance.
35. Responsible to keep expenses within budget, by communicating with Director of Property
Management to adhere to set policies for obtaining verifiable receipts.
36. Understands that regional alignments are always subject to change.
37. Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:





Extensive knowledge of property management and marked ability to analyze and respond to site
problems.
Excellent communication skills - both oral and written.
Behavior supports positive work environment. Examples: lead by example, friendly and
excellent communication skills both listening and speaking.
Extensive knowledge of fair housing regulations.
Considerable skill in problem solving, conflict resolution and dealing with confidential
information/situations


Must have the ability to perform a variety of tasks simultaneously in an accurate and timely
manner.
Must be skilled and knowledgeable in effective team building techniques, cost efficient and
profitable multi-sites management techniques, effective employee training and motivating
techniques and in the use of company computer systems, including hardware and software.
JOB REQUIREMENTS:
 High School Diploma is required, a four year or associates degree in real estate management
business administration or related filed is preferred.
 Formal and/or on-the-job training and education in property management, RD,HUD Section
8, Tax Credits, HOME Funding, personnel management, and related areas of business
management are preferred. Experience with Boston Post or similar compliance software
necessary.
 A minimum of one to three years of hands-on, successful working experience as a property
or site manger (preferably within the Costello Property Management organizations) is
preferred.
 Valid driver’s license. Travel (some extended trips) is an integral part of this job.
