Save the KSOU and Eradicate Corruption from KSOU by
Removing MG Krishnan VC
By : M.S.Yatnatti: Editor and Video Journalist Bengaluru: UGC should Book the VC and remove him and issue order for CBI Investigation on VC and Do not De-Recognize the
University .Mr Khan has demanded many times CBI Investigation on the lapses of KSOU VC. .Khan demands action on University officials and collaborators and not on University
itself .Remove corrupt officers .UGC should not de-recognize the KSOU but it should remove the VC and officers who are root cause of the problems and damaging the image of university.
Punish the guilty and not the organaizatiom.MG Kishnan and officers do not own the university..Reportedly One BJP MLC from Mysore is shouting from the roof top 1000 crore scam in
KSOU in collaborators taking admission and conducting examinations and just degrees are printed in the name of KSOU by collaborators and it is degree mill scam. KSOU and big
collaborators are master minds and only a CBI investigation can unearth this biggest scam as these collaborators are from different states. Today KSOU in shambles .VC MG Krishnan is root
cause of all problems faced by KSOU .Ignorance of law cannot be excused and several lakhs students of KSOU are cursing him for KSOU problems. UGC has given big blow to state
government and Governor should immediately remove him from the post of VC and save KSOU from collapsing. The fate of more than 4 lakh students pursuing various courses at the
Karnataka State Open University (KSOU), Mysuru, is at stake with the University Grants Commission (UGC) on Thursday discontinuing recognition of all the courses offered by the varsity
from the year 2012-13. Reportedly KSOU Vice-Chancellor M G Krishnan said he would file an appeal against the UGC notice either in the High Court or the Supreme Court, based on the
legal advice. He said that as per the Sikkim High Court judgment, the UGC had no power to intervene in the affairs of any university. “Including Kuvempu university, varsities like
Annamalai, Sikkim-Manipal, GITAM, Bharathidasan, have transgressed the component of territorial jurisdiction. It looks like the KSOU is being singled out and targeted,” he added.

The UGC has the unique distinction of being the only grant-giving agency in the country which has been vested with two responsibilities: that of providing funds and that of coordination,
determination and maintenance of standards in institutions of higher education. Shri Vajpayee former Prime minister spoke of the need to take a fresh look at the UGC Act, 1956 in the light
of the new challenges for the education sector emerging in the twenty-first century. He also suggested that the Commission could consider changing its name to the `University Education
Development Commission”. This name truly captures the changed role of the UGC in recent years.Traditionally, UGC was entrusted with the task of co-ordination, formulation and
maintenance of the standards of university education. To this end, it engaged itself in, among other things, framing regulations on minimum standards of education, determining standards of
teaching, examination and research in universities, monitoring developments in the field of collegiate and university education, disbursing grants to universities and colleges and setting up
common facilities, services and programmes for a group of universities in the form of Inter-University Centres. The UGC's mandate includes: Promoting and coordinating university
education.Determining and maintaining standards of teaching, examination and research in universities. Framing regulations on minimum standards of education. Monitoring developments
in the field of collegiate and university education; disbursing grants to the universities and colleges.Serving as a vital link between the Union and state governments and institutions of higher
learning.Advising the Central and State governments on the measures necessary for improvement of universities
Revolutionize the entire education system and make it simple. Rational thinking is need of the hour .Old norms need to be changed .Modern times are changing .It is generation Gap .Today’s
generation is more intelligent at 10+2 and life span is less than earlier and make it as new degree level. Why not think of 10+ 2 as Degree and change the curriculums as per appetite of
students .Why 10+2+3 or 10+2+4 are olden norms and it is waste of time .About 25 years go in studying and only 25 years remains for work. Let the UGC stop dictatorship and stop
threatening stoppage of financial grants and allow Universities to adopt innovation.3 month certificate courses 6 month certificate courses 9 month certificate courses on year certificate course
3 year degree course and 4 year courses . Universities are autonomous bodies and their autonomy need to be protected. “AIUPASA NATIONAL PRESIDENT MUMTHAZ AHMED KHAN
MOBILE NUMBER 0-9916390790 demands Honble HRD Minister Smt Smriti Irani to issue direction to UGC to respect autonomy of Indian Universities and instead of confrontation have
conciliatory mode of communication with Universities .Need to Dismantle unlimited corruption that allegedly exists in UGC and virtually UGC officers dictate terms to Universities and
colleges while disbursing grants given by Central Government mean for Universities and colleges .UGC and University officers nexus and grants System which is root cause of unlimited
corruption in UGC and Universities all over India and revamp UGC Grant systems and Make Inter-University transfers of Professors as all get UGC Scale and seniority at UGC levels and

degree course (for those who are interested to go US for higher education..Already FYUP (four year) exists for engineering courses. But the varsity held an academic council meet on Saturday
and passed a resolution saying that it had "revised" the programme and it no longer violated the NEP, as a student had the option of exiting after three years with a bachelors degree, and that
the fourth year was optional. But students who wanted an honours degree had to complete four years. The Human Resource Development Ministry has decided not to intervene in the stand-off

between the UGC and Delhi University over scrapping the contentious four-year undergraduate programme (FYUP). The development comes after HRD MInister Smriti Irani held a meeting
with University Grants Commission authorities on Monday. The ministry said the UGC was the supreme body to decide on the matter. It said universities must follow UGC orders. The UGC
had given the university an ultimatum to withdraw the programme or face consequences. The UGC on Sunday had strictly ordered the Delhi University that admissions for the undergraduate
programme should be made only under the three-year programme, which was prevalent prior to the introduction of the four-year programme, or face action under the UGC Act 1956.The
commission has also strictly said that if the varsity does not comply with the orders, it will also withdraw grant facility to the colleges, as the four-year undergraduate programme (FYUP)
violates the National Education Policy 1986 which advocates the 10+2+3 system,

Case Study; The Supreme Court earlier had refused to intervene in the UGC-Delhi University row over the four-year undergraduate programme (FYUP) and directed a DU professor who
challenged the Commission's direction for scrapping the course to approach Delhi High Court. A bench of justices Vikramajit Sen and S K Singh asked Prof Aditya Narayan Mishra to go to
High Court against the direction issued by the UGC to DU against the controversial FYUP which was introduced from last academic session.“Please go to High Court. The High Court would
consider the matter and we would also have benefit of the reasoning of HC on the issue (when the matter comes before SC),” the bench said. Mr Mishra, an ex-DUTA (Delhi University
Teachers' Association) President and an Assistant Professor at Aurbindo College, submitted in his plea that FYUP is valid and ordinance brought by the University regarding this is consistent
with the University Grants Commission(UGC) guidelines.
Delhi High Court says UGC-DU row over FYUP will be heard :The Delhi High Court earlier had refused to hear on an urgent basis the UGC-DU row over the four-year undergraduate
programme saying it requires an effective hearing which cannot be done by a vacation bench and asked the aggrieved parties to approach it in July after the holidays."We understand the
situation. The matter requires effective hearing which can't be done by a vacation bench. There will only be a few days delay. It will be heard by the roster bench in July," a bench comprising
july The observation was made by the vacation bench before which two cross petitions seeking a final resolution to the conflict between Delhi University and University Grants Commission
was listed for hearing.A PIL by an advocate sought restoration of the earlier pattern of three-year honours courses as directed by UGC, while the other, by a group of students admitted in
FYUP last year, is against the commission's decision.Senior advocate Meet Malhotra mentioned the matter on be on behalf of the eight students of Maharaja Agrasen College who are
pursuing their four-year course under the FYUP and are in favour of the same, while the PIL seeking scrapping of FYUP and restoration of the earlier three-year programme was mentioned
by advocate R K Kapoor. Kapoor has sought a resolution of the "controversy" saying, "Most of the university's colleges are deferring admissions, leading to confusion among lakhs of
aspirants just a day before the admission process was to begin." He has contended that "FYUP violates the National Education Policy 1986, which advocates the 10+2+3 system, and therefore
it is necessary, that DU must revert to the earlier system"
(AIUPASA) will be commissioning research studies on Dismantling existing affiliation system and modernizing it and Problems faced by colleges of education & Improving study center

stopped. Government need to dismantle the university affiliation system completely; it is an obsolete relic from colonial times License Raj or Inspector Raj.”.Exam Reforms: Universities must
change: Indian Universities must adopt open book examinations system as prevailed in USA and other developed countries as our Universities test memory capacity of students and not the
knowledge or wisdom of students.Union Government and UGC need to debate on online education with DEB outsourced labs before finalizing national policy and regulations on distance
education . Higher education today is undergoing a radical change, posing new age challenges to universities and NAAC should rise to the challenges and face it head on and solve the issues of
standardization of online distance learning . Instead of colleges only Labs needs to be outsourced as computer is class room , computer lab, play ground for online gaming ,library ,research
center ,online mentoring ,online chat ,video conferencing and face to face online Online government are possible and run then why not online education with live teachers and outsourced labs
online examinations and online evaluation and results and entire management of University with University management systems and UGC can manage it on real time basis on dash board
every day and every minute for all Universities and research centers .UGC should formulate new education policy on online education with outsourced Research Labs with Lab Instructors
/Teachers and specially trained online professors .
Heavy Demand for Online education and E-learning: Online government are possible and run then why not online education .Lot of teachers are trained to teach online and many teachers
teach US students from India .When central government is providing AKASH TABLET computer and smart phones to every students at very affordable cost and 3G connectivity is available
and online education is becoming reality through videoconferencing and video call. A new era of online education is dawning India and abroad .The LABS are outsourced to study practical’s
in engineering and science education for distance learning students without sacrificing quality of education. Engineering education through distance learning will make poor students to study
engineering without botheration of huge donations /corruption / hurdles of entrance examinations and provide equal opportunity to study engineering and MHRD need to really commend the
efforts of many universities in this respect. There is an increased use of virtual classrooms (online presentations delivered live) as an online learning platform and classroom for a diverse set of
education providers. E-learning comprises all forms of electronically supported learning and teaching. The information and communication systems, whether networked or not, serve as
specific media to implement the learning process. The term will still most likely be utilized to reference out-of-classroom and in-classroom educational experiences via technology, even as
advances continue in regard to devices and curriculum.
