LETTER OF INVITATION
Kerala Road Fund Board, a statutory body under Public Works Department, Government of
Kerala intends to select agencies/consultant firms for Appointment as Project Engineer
(Independent Engineer) for Kozhikode City Roads Improvement Project (KCRIP), Phase –
1 A. Interested Agencies/consultant firms having experience in the services envisaged are
hereby invited to submit their proposals. The document can be downloaded from the website
www.krfb.org.
Please note that Kerala Road Fund Board reserve the right to accept or reject all or any of the
bids without assigning any reason whatsoever.

1.
PROJECT BACKGROUND
Kozhikode City Road Improvement Project (KCRIP), Phase-1A envisages
development and up gradation of 22.25 Km of City roads under BOT Annuity basis. The
scope of work will broadly include rehabilitation, up gradation and widening of the existing
carriageway to two/four lane configuration with construction of new pavement, rehabilitation
of existing pavement, junction development, drain etc.

M/s Uralungal Labour Contract Co–operative Society Ltd, Vadakara have been
selected as the Concessionaire of the project and LoA has already been issued to them for the
above purpose. As per the Concession Agreement, the Concessionaire has to construct the
project facilities in accordance with construction and design requirements and has to operate
and maintain the project facilities for a Concession period of 17 years which includes
construction period of two years and Annuity period of 15 years.
Kerala Road Fund Board now intends to appoint a Project Engineer for the project in
accordance with the provisions of the Concession Agreement for supervising and monitoring

of compliance by the Concessionaire with the Project Requirements, more particularly to
undertake, perform and carry out the duties, responsibilities and services set forth in the
Concession Agreement.
2.
ROLE OF PROJECT ENGINEER
The Project Engineer shall be responsible for the activities and efficiency of his staff for the
satisfactory execution of the work under his supervision. He has the responsibility to build
and maintain an organization that can effectively provide the necessary staking, testing, and
inspection to ensure that the project is constructed according to the plans and specifications
and in compliance with the Concession Agreement. The Project Engineer should familiarize
himself rapidly with the plans, specifications, and any Contract amendments to effectively
administer the work.
The Project Engineer is expected to play a positive and independent role in discharging its
functions, thereby facilitating the smooth implementation of the project. Some of the principal
responsibilities of the Project Engineer are:
i) Independently review, monitor and where required by the Concession Agreement to
approve activities associated with the Design, Construction, and Maintenance of the
Project Facilities to ensure compliance by the Concessionaire with the DPR/Project
requirements.
ii) Ensure the Concessionaires compliance with the Concession Agreement and DPR
iii) Inspect all workmanship and material
iv) Make layout checks in line with approved lines and grades.
v) Report to the parties of Concession Agreement on the various physical, technical and
financial aspects of the project based on inspections, site visits and tests.
vi) Assist the parties in arriving at an amicable settlement of disputes, should the need
arise.
vii) Review matters related to safety and traffic management measures adopted by the
Concessionaire for the project.

viii)
Assist and coordinate with other road users and stake holders in handling
issues related to utility lines and other hindrances for the speedy implementation of the
project.
3.
SCOPE OF SERVICES
3.1
During Implementation
i)
Review of all working drawings submitted by the Concessionaire for its compliance to
the project requirements including deviations from DPR, additions/ deletions of
project facilities in accordance with Concession Agreement and submission of
additional drawings required but not included in DPR.
ii) Review and approval of As-built drawings prepared by the concessionaire
iii) Review of implementation plan and O&M plan during implementation period
iv) Suggest rehabilitation measures of the existing road, bridges and other structures.
v) Monitor the progress in implementation of the project in accordance with Good
Industry Practice and ensure compliance with the Construction Requirements. For this
purpose the Project Engineer shall undertake, inter alia, the following activities and
where appropriate make suitable suggestions:
(a) Prepare a broad implementation plan with time schedule as per the requirement
of the project and get a detailed implementation plan prepared by the
Concessionaire.
(b) Monitor the progress in implementation of the Project based on the
Implementation Plan submitted by the Concessionaire. Review and approve the
material testing and mix designs results and recommend special tests, where
required, for materials and / or completed works, require removal / substitution
of unsuitable materials and / or works and report deficiencies of the same. The
Project Engineer is responsible for the final materials submittals and review,
which shall be forwarded to KRFB with recommendation for final approval.
(c) To attend all meetings, and prepare written minutes for distribution.
(d) Monitor and report progress of scheduled utility relocation.
(e) Coordination with the Contractor’s supervisory personnel regarding schedule,
sequence, and method of work.

(f) Review and monitor the quality assurance and quality control procedures
followed by the Concessionaire.
(g) Review, monitor and report the detail of manpower and equipment’s deployed
by the Concessionaire on daily basis. Review, update, monitor, and report on the
Concessionaire’s work schedule and CPM-chart.
VI)
Coordination with the Concessionaire’s supervisory personnel regarding the schedule,
sequence and method of work.
(a) Monitor the Construction works for conformity with the DPR/ Project
requirements (including rehabilitation of the existing road and bridge
structures)
(b) Review the safety and traffic management measures implemented.
(c) Review and ascertain cost variation arising as a result of Change in Law and /
or Change in Scope and determine the additional cost.
(d) Monitor and review the results of tests to be carried out by the Concessionaire
in accordance with the construction requirements and / or O & M
requirements.
(e) Suspension of whole or any part of construction works if in its reasonable
opinion the same does not conform to the construction requirements.
(f) Review and assist in finalization of the O & M Manual and first annual O & M
Plan prepared by the Concessionaire.
(g) The Project Engineer is responsible for Contract enforcement and is not to
relieve the Concessionaire of his responsibilities without written authorization
of KRFB.
VII)
Site Instructions
Site Instruction involves a matter that cannot wait for a formal letter and an instruction
in writing is imperative. Site Instructions must be given in writing by the Project
Engineer to the Concessionaire in an approved format and copied to KRFB
Representative. The Project Engineer will issue a formal letter confirming the
directions stated in the Site Instruction as soon as possible.

3.2
Completion Certificate
i) Upon completion of any of Project phases, the Project Engineer has to issue
Provisional Certificate and / or Completion Certificate in accordance with the
applicable provisions of the Concession Agreement certifying the completion of
construction in accordance with the Construction Requirements.
ii) Verify the ‘As Built’ drawings for each component of the works prepared by the
Concessionaire and require removal of deficiencies found therein.
iii) Carry out a technical audit of the Project Facilities constructed by the Concessionaire
to ascertain the physical parameters as listed out in the Concession Agreement and
DPR and to ascertain its compliance with the Construction and Design Requirements
as stipulated in the Concession Agreement.
3.3
Meetings, Records and Reporting
i) The Project Engineer would be required to participate in the Project review meetings
held from time to time by the Parties and draft minutes of such meetings and
communicate.
ii) Project Engineer should maintain record of the activities undertaken by it in the
discharge of its functions and responsibilities. This include records in respect of the
following:
(a) Manpower deployed and other organizational arrangement of the Project
Engineer.
(b) Review of documents submitted by the Concessionaire to meet Project
Requirements such as manuals, drawings, As Built drawings, schedules, plans
and reports.
(c) Inspections undertaken and notices/ instructions issued to the Concessionaire.
(d) Review of compliance with Project Requirements.
(e) Tests and results
(f) Land availability (including non- availability)
(g) Annuity claims certified
(h) Change of Scope and Change in Law

(i) Emergency (including accidents)
(j) Force Majeure Events

iii) The Project Engineer would be required to submit the following reports to the Parties
of Concession Agreement during the Concession Period:

c) Surveillance Deficiency Report (SDR)
 In the event that procedural errors or deficient workmanship or defective
materials are found.
 During surveillance by IE and after notifying and discussing matters with the
Concessionaire, if satisfactory and timely resolution of a subject deficiency
cannot be agreed, the IE staff will raise an SDR. The document, in duplicate,

will be presented to the Concessionaires representative for signature for action
within the noted time-period. The IE shall carry out a review of the action
taken.
 Should the Concessionaire fail to achieve resolution to the satisfaction of the
IE, a ‘Non-Conformity Report’ (NCR) will be raised.
d) Non Conformity Procedure and corrective action. (NCR)
Noncompliance report shall be raised for any work that is rejected for repair/rework.
e) Report on Tests and report on notices issued
i) Completion Certificate
ii) Any supplemental or special report that may be considered necessary by the
Project Engineer
iii) Report on Tests and report on notices issued
iv) Report on Handback Requirements
v) Any other report as may be reasonably required by the client or as may be
necessary to give effect to the provisions of the Agreement.

CONDITIONS OF APPOINTMENT
Project Engineer shall be appointed for an initial term of 2 year and the period of
appointment will be extended depending on the requirement of the project (and also based on
performance of the Project Engineer). The Board may replace the Project Engineer in any of
the following circumstances, with a notice period of one month.
i) Upon expiry of the period/ term of his appointment including renewal / extension
thereof.
ii) If the Board decide not to renew/ extend the term of Project Engineer.
iii) The Board has reason to believe that the Project Engineer has not discharged its duties
in a fair, appropriate and diligent manner.
iv) If, in accordance with the terms of his appointment, the Project Engineer resigns or
notifies his intention not to continue as the Project Engineer, subject to a notice period
of 1 month.

5.
Eligibility Criteria
i) Average annual Turnover of the Consultancy firm from its operations in India during
the past 3 financial years ending 31.3.2015 shall be more than Rs.10 Crores. The
concessionaire shall submit copies of the balance sheet and audited records duly
certified by the Chartered Account.
ii) Consultancy firm should have experience in the supervision/project management
of state/NH/ Urban roads for 2 major infrastructure and road development projects for
minimum of 200 km length at a cost of Rs.200 Crores in the last 8 years. Firms having
experience as Project Engineer in PPP Projects will be given weightage.
iii) The Project Engineer and his team must have the qualification and experience
mentioned in Table-1. Firms having experience as Project Engineer in PPP projects in
will be given preference.
In case of JV, the lead partner must full fill the requirements as stated above.
6
QUALIFICATION AND SELECTION CRITERIA
i) The selection of the Project Engineer shall be based on QCBS method.
ii) The lead member/ firm shall have at least 10 years’ experience in working with
Road Projects in similar capacity or in project managerial level either with a
Concessionaire or with a Consultant.
iii) The Project Engineer’s team shall have the following key personnel working full
time, based in Kozhikode, for undertaking the assignment with appropriate
qualification and experience in the following discipline:

In addition to the above, adequate office staff should be mobilized for the smooth and
speedy discharge of responsibilities as detailed above. In case of necessity, other engineering
and financial experts/ specialists are to be temporarily engaged to sort out specific issues.
6.1.
a) Senior Highway Engineer cum Team Leader
The senior Highway Engineer shall be a graduate Civil Engineer from a recognized
University from India, with 20 years’ experience in the supervision and execution of major
infrastructure and road projects with leading national/ international consultants/ contractors.
He should have successfully completed at least 2 projects in the capacity of Team Leader/
Resident Engineer/Project Manager.
Preference will be given to candidates having
knowledge of Auto cad, M.S Office and Pert/Primavera.
Some of the principal responsibilities of the Senior Highway Engineer are:
 Ensure the Concessionaire’s compliance with the Contract Documents.

Inspect all workmanship and materials.
Coordinate the supply of vertical and horizontal controls for the Concessionaire.
Make layout checks on lines and grades.
Coordination with stake holders
Maintain all file records on designated forms. These records include all reports on
work force, equipment, progress, safety, etc.
Review and approve the Concessionaire’s shop drawings.
Locate, execute, and interpret all soils and materials testing according to the
provisions in the Contract Documents and Standard Specifications.
The Team Leader is responsible for Contract enforcement and is not to relieve the
Concessionaire of his responsibilities without KRFB authorization.
The Senior Highway Engineer/ Team Leader is responsible for the final materials
submittals and review, which shall be forwarded to KRFB with recommendations for
final approval.
Check and certify payments for additional works.
Check personnel, equipment, and material costs for all Variation Orders and Change
Orders required under the terms of the Concession Agreement.
Review requests for variation orders and time extensions.
Preparation of the Monthly Report.
Site Safety Monitoring wherein the monitoring activities, meetings, reviews, safety
violations, rectification measures, and accident reports are included in the Monthly
Progress Report.
Inspect safeties conditions and inform the Concessionaire of construction safety
violations and follow up action to be taken.
Attend all meetings, and prepare written minutes for distribution.
Review, update, monitor, and report on the Concessionaire’s work schedules, CPMchart.
Monitor and report on progress of scheduled utility relocation work.
Provide all photographs before, during, and after construction necessary to provide
adequate documentation of changes in site and adjacent structures.
Review and approve the concessionaire’s plans for protection of existing buildings
and structures.
b) Material Engineer
The Material Engineer shall be a graduate Civil Engineer from a recognized university from
India, with 8 years’ experience as a Material Engineer with reputed consultants/ contractors in
major road projects.
Some of the Principal responsibilities of the Materials Engineer are as follows:
 Field laboratory set-up, organization, maintenance, and operation.
 Performing sampling and testing of materials.
 Perform sampling, testing, record keeping, and reporting in accordance with Project
Plans and Specifications and copy all test result to KRFB.

 Report any failing or “borderline” test results immediately to the Team Leader and
KRFB
 Coordinate with the Field Engineer in charge of the work to confirm approval of the
work for testing and discuss areas of concern.
 Coordinate with the Concessionaire on work Priorities and schedules.
 Perform sampling and testing as quickly and efficiently as possible to avoid undue
delay to the Concessionaire’s operations.
 Perform regular checks of material delivered to the project for conformance with the
approved source or supplier.
 Maintain neat accurate records.
 Monitor the frequency and number of tests required for every operation.
 Review and approve mix design for all construction material.
c) Lab Technician
Lab Technician shall be Diploma in Civil Engineering, from a recognized institution by
Government of India/ Kerala with at least 5 years’ experience in major road projects with
reputed consultants and or contractors.
The field laboratory technician is responsible for conducting field tests according to
specified frequency as per approved inspection and test plan submitted by the Concessionaire,
material selection, sampling, testing etc. as per relevant IRC/BS standards.
d) Field Engineer
Field Engineer shall be a graduate Civil Engineer from a recognized university from India,
with 5 to 8 years’ experience in the supervision of major infrastructure and road projects with
reputed consultant and or Contractors. He should have successfully completed at least two
projects in the similar capacity of Field Engineer.
Principal responsibilities of the Field Engineers are as follows:
 Ensure performance of the work in strict accordance with the plans and
specifications.
 Maintain a detailed diary of the day’s work activities, issues, work approved or
rejected, hours of operation, labour and equipment used, etc., and sign at the end of
each day.
 Prepare daily progress report.
 Interface with the public, especially residents and business owners adjacent to the
work, to mitigate the construction impacts.
 Coordinate with the Concessionaire’s field staff in charge of the work on a daily
basis to check on the proper execution of the work.
 Coordinate with the Materials Engineer and arrange for sampling and testing of
satisfactorily completed work, and quality assurance testing of suspect materials.

 Coordinate with the Land surveyor to check the line and grade of completed work for
conformance with the plans and specifications.
 Report questionable methods of operation by the Concessionaire the Team Leader
and KRFB.
 Report any failure of the Concessionaires activities.
 Process the joint measurements forms and maintain records of where necessary
 Maintain detailed records of work performed by the concessionaire on a Day Works
basis.
 Make special notes and document the Concessionaire’s activities that may lead to
claims.
 Be fair and firm in dealings with the Concessionaire. Consider alternatives and
consequences carefully before making decisions.
d) Land Surveyor
The Land Surveyor shall be Diploma in Civil Engineering (3 years Diploma) from a
recognized university/ institution from India with at least 6 years of experience or ITI with at
least 10 years’ experience as a land Surveyor in major road projects. The main responsibilities
of the Land Surveyor are;
 Check the completed works for conformance to the line and grade required by the
project plans in coordination with the Field Engineer assigned to the item of work.
 Perform regular checks of the Concessionaire’s setting out to verify proper execution
and accuracy.
 Record all measurements, rod readings, and calculations neatly and accurately in
field books as the work progresses.
 Coordinate with the Concessionaire’s surveyor on work priorities and schedules.
The evaluation of the proposals shall be carried out in two stages: first the quality
(70% Weightage), and then the cost (30% Weightage). Evaluators of technical proposals
shall not have access to the financial proposals until the technical evaluation, including any
Bank reviews and no objection, is concluded. Financial proposals shall be opened only
thereafter. The evaluation shall be carried out in full conformity with the provisions of the
ToR.

7. EVALUATION OF THE TECHNICAL PROPOSAL (QUALITY)
The following Criteria shall be adopted by KRFB for the evaluation of the Technical
Proposals submitted by Consultancy Firm.
1. Background / Reputation of the lead member/firm
2. Lead member/firm’s relevant Experience:
3. Construction stage project management plan and QC plan
4. Composition and Experience of Project Engineer team proposed
Bidders meeting the eligibility criteria are required to submit details of the
Background / Reputation of the lead member/firm, their experience in similar works,
Details of team members / Professionals with durations proposed to be deployed for
the assignment together with their qualification and experience, Approach,
Methodology and Work Plan proposed to be followed for carrying out the said
assignment etc.
KRFB may invite the applicants to appear for a technical discussion to get more
clarity on the application and the data presented before KRFB.

rating as listed in the table below:

The Maximum achievable Technical Score for any bidder would be 100. A minimum
of 75 marks is necessary for qualifying in the Technical Proposal. The financial
proposals of firms scoring less than 75 marks out of 100 marks for their Technical
Proposal would be returned, unopened.
7.1
Firm’s relevant Experience
Firms should indicate the number of completed projects, including the name of the
Client for whom the assignment has been carried out. Firm’s experience in respect of
this criterion should be supported by documentary evidence in the form of
certificate from the clients, clearly stipulating the services rendered by the
Project Engineer.
Selection Committee would evaluate the experience of each firm in respect of eligible
projects and assign score on its evaluation. Experience in the region will be given
weightage.
7.2
Approaches and Methodology
Bidders are required to furnish a detailed write-up on their Conceptual Clarity and
Understanding of the project and its objectives.
Bidders are also required to furnish the following:

Proposed Approach;

Proposed Methodology; and

Construction stage project management and QC plan

Work Plan to undertake the assignment.
The Selection Committee would evaluate each item above and assign appropriate

Team Composition and Experience of Key Personnel/Experts
The firm shall submit the detailed biodata of all the key personnel (as specified in the
RFP).The Consultancy Firm shall also submit an assurance that all the key personnel
will be available during the term of the assignment. age limit of key staff should not be
more than 65 years.
Selection Committee would evaluate each member proposed to be deployed based on
their qualifications, experience etc., and assign score for every bidder based on its

The qualifications and experience of proposed key personnel in their curricula vitae
must be accurate, complete, and signed by an authorized official of the Consultant and
the individual proposed. The individuals shall be rated in the following three subcriteria, as relevant to the task:
(a) Educational Qualification: General education and training, length of experience,
positions held, time with the consulting firm as staff member, experience in
developing countries, and so forth;
(b) Overall Experience for the assignment: Training, and experience in the specific
sector, field, subject, and so forth, relevant to the particular assignment; and
(c) Experience in the region: Knowledge of the local language, culture,
administrative system, government organization, and so forth.

7.4
Total Technical Score
The total Technical Score of any bidder would be an arithmetic sum of scores obtained
by the bidder for each of the parameter indicated above viz. experience, conceptual
clarity and approach & methodology and team composition & experience.
7.5
Financial Proposal
The Financial Proposal should be quoted in Indian Rupees as a lumpsum
professional fee, on a monthly basis and should be inclusive of the total cost of the
Study team, Supporting staff, camp office, operating cost of office and transport and
all other expenses.
7.6
Evaluation of Financial Proposal (Cost)
After the evaluation of Technical Proposal (quality) is completed, the KRFB shall
notify those consultants whose proposals did not meet the minimum qualifying mark
or were considered nonresponsive to the ToR, indicating that their financial proposals
will be returned unopened after completing the selection process. The KRFB shall
simultaneously notify the consultants that have secured the minimum qualifying mark,
and indicate the date and time set for opening the financial proposals. The opening
date shall not be sooner than one week after the notification date.
The financial
proposals shall be opened publicly in the presence of representatives of the consultant
who choose to attend.
The name of the consultant, the quality scores, and the
proposed prices shall be read aloud and recorded when the financial proposals are
opened. The KRFB shall prepare the minutes of the public opening.
For the purpose of evaluation, ‘cost’ shall exclude local taxes, but shall include other
reimbursable expenses, such as travel, translation, report printing, or secretarial
expenses.
The bidder, who quotes the lowest professional fee, will be awarded a financial score
of 100 marks and other bidders will be given financial scores that are inversely
proportional to their quoted professional fees. The formula for this will be,
FX = 100 × L1 / Lx where L1 is the amount of professional fee quoted by the lowest
bidder and Lx is the amount of professional fee quoted by the bidder under

evaluation). KRFB will correct any arithmetical errors in Financial Proposals. While
correcting ‘arithmetical errors,’ in case of discrepancy between amount mentioned in
words and figures, the lower among the two shall prevail and only be considered.
7.7
Combined Quality and Cost Evaluation
The total score shall be obtained by weighting the quality and cost scores and adding
them. The proposed weightings for quality is 70 Points and cost shall be 30 Points. If
‘T’ is the total marks scored in Technical Proposal, and ‘F’ is the marks scored for the
Financial Proposal.
The final weighted score will be: 0.70*T + 0.30*F.
The assignment shall be
awarded to the bidder scoring the highest final weighted score.
KRFB, however, reserves the right to reject any or all the bids received, without
assigning any reasons and any liability to KRFB.
7.8
SUBMISSION OF APPLICATION
Applications are to be submitted in sealed covers within the stipulated time with the
following details.

An authorized representative of the firm or the lead member shall initial all pages of
the Proposal.
The Request for Proposal and submittals by the applicant will form part of the
agreement.
8.
OTHER CONDITIONS
8.1
Local Offices
The Project Engineer should maintain an office at Kozhikode preferably close to the
site office of the Concessionaire with infrastructure for routine office works and

communication facilities. Key personnel as given in Table- 2 has to be posted in the
local office during the entire appointment period and they shall not be moved out
without the consent of the Kerala Road Fund Board. If any personnel have to be
moved out a suitable replacement of meeting the prescribed qualification and
experience shall be given immediately after formal approval from KRFB.
The
attendance sheet of the Project Engineer team shall be submitted to KRFB in
daily/weekly basis. The payment will be made as per actual man month available.
8.2
Confidentiality
The Project Engineer shall keep all the information pertaining to the assignment
CONFIDENTIAL and shall not provide/disclose any information of the assignment to
anybody except on specific instructions from KRFB.
8.3
Property Rights of Assignment Outputs
The Project Engineer shall hand over soft copies of all the deliverables, drawings and
all related workings & outputs of the assignment generated for executing the
assignment as & when requested by KRFB during the course of the assignment and on
successful completion of the assignment. Such deliverables, drawings and related
outputs are the Sole Property of KRFB and the Project Engineer shall treat all these
information Confidential and shall not share with anybody else except on specific
written instructions by KRFB.
8.4
Award of Contract
The contract will be awarded following negotiations. After negotiations are
successfully completed, an agreement will be executed with the authorized signatory
of the lead consultant in the standard form of contract
8.5
KRFB will have the authority to cancel this invitation for bid without any reason.
