HIGHLIGHTS:


A veteran and an active member of People’s War Group apprehended in
Delhi.
Responsible for ambush of SP/Lohardaga, District Latehaar, Jharkhand in
the year 2000.
A sophisticated 7.65 mm pistol with two live rounds recovered
The Crime Branch of Delhi Police has succeeded in apprehending a veteran
member of People’s War Group namely Pradeep Kumar Singh (42 years) s/o Raj
Mohan Singh r/o Village Nindi, PO Demu, PS and District Latehaar, (Jharkhand)
and recovered a sophisticated 7.65 mm pistol with two live rounds from his possession.
Pradip was wanted in the murder of Dr. Ajay Kumar Singh, SP Lohardaga, Jharkhand
in the year 2000. Pradip is an active member of the People’s War Group, a Naxalite
Organization which is active in Jharkhand and neighbouring states of Chhatisgarh,
Bihar, Odisha and West Bengal.
INCIDENT:In October 2000, Pradeep was part of the ambush party, who attacked on the
police patrol party led by the then SP/Lohardaga, Dr. Ajay Kumar Singh. According to
him, they were outside a village named Pesrar, PS Kisko, Lohardaga, Jharkhand. Their
informers gave them the message that a white Gypsy and a police jeep had been seen in
the area. It was then that they decided to ambush the patrol party. They knew the
topography of the area and knew that the police team would not be able to go further
and would return along the same route. They planned the ambush very meticulously to
inflict maximum damage. The team split up into three units. The first took charge of the
firing, the second planted the landmines and the job of the last unit was to put up
hurdles in order to stop the vehicles. Pradeep was part of the firing squad. As there was
not enough time to bury the mines, they simply placed the landmines on the road. But
somehow the mines did not go off. Pradeep and others then started firing at the police
party. Dr. Ajay Kumar Singh, the then SP/Lohargada, was part of the police team and
received two bullet injuries in his head. He died on the spot. A case, vide FIR No.
48/2000 dated 04.10.2000 u/s 302 IPC PS Kisko, Lohardaga was registered for the
same. Pradeep Kumar Singh was declared proclaimed offender in the case and was
absconding.
TEAM:Inputs were received to the team of SIT/Crime Branch about the presence of a
veteran Naxalite and proclaimed offender namely Pradeep Kumar Singh in Delhi.
Getting this clue, a dedicated team headed by Inspr. Satya Parkash comprising of ASI
Baljeet Singh, ASI Ramesh Chand, HC Jitender Kumar, HC Jagbir, Ct. Sunil Kumar, Ct.
Pardeep Kumar, Ct. Jagbir, Ct. Amit and Ct. Rampal was constituted under the close
supervision of Shri Joy Tirkey, Addl. DCP to develop the inputs and apprehend him.
INFORMATION, APPREHENSION & RECOVERY:On 10.05.12, SIT/ Crime Branch received a secret tip off that Pradeep will come
in the area of Sector 24, Rohini in the afternoon. Immediately the team laid a trap near
Sec – 24 Rohini, Delhi. At about 02.40 PM in the afternoon, one person was found
coming on foot from the side of Rithala Metro Station towards Ganda Nala. He was
signalled to stop, but after seeing police party, he tried to flee from the spot. However he
was overpowered by the police party. His identity was established as Pradeep Kumar
Singh. On his personal search, one loaded 7.65 mm pistol along with two live cartridges
was recovered from his possession. Accordingly he was booked vide FIR No 129/12 dt.
10/05/12 u/s 25/54/59 Arms Act PS Crime Branch.
EXAMINATION DETAILS:Pradip Kumar Singh (aged 42 years) s/o Raj Mohan Singh r/o Village Nindi, PO
Demu, PS and District Latehaar, Jharkhand joined the People’s War Group in Latehaar
Jharkhand in 1990. He was also a part of “Jharkhand Mazdoor Kisan Sangrami
Parishad”. He had taken active part in movement for crating a separate state of
Jharkhand and the ‘Biri Patta Daam’ Andolan. In 1997 he came to Delhi to take part in
a Rally in Delhi in support of a separate Jharkhand State.
In October 2000, he was part of a PWG team headed by Guddu Oraon that
ambushed police patrol party led by Dr. Ajay Kumar Singh, SP/Lohardaga. After this
dreaded ambush operation, the group split to evade police action. To escape from police
apprehension and fallout of security forces counter operation, he fled to Punjab and
worked there for almost 5 years to hide himself.
After a long gap, when he found that danger had been averted, he went back to
Jharkhand. There, he again revived his connection with the Maoist and joined the
organisation. Balram Oragaon & Nakul are notable cadre mates among the PWG
Naxalites. Being a senior and veteran Maoist, he took the position of ideologue and
recruiter to preach Maoist ideology and motivate the youngsters for Maoist cause. He is
a good orator and using his propaganda to spread PWG influence.
In February, 2012, he was with his cadre in their jungle hideout in the dense
forest area of Saryu, District Latehaar. The police forces conducted raid & operation
there. In this operation, some of his cadre got killed and injured. But somehow, he
could manage to escape from there. After that, he came back to his uncle in NCR area.
PROFILE
Pradeep Kumar Singh joined Inter College in Dalton Ganj in 1988. In the college,
he joined the student politics and started taking active part in agitations. He is the
eldest of 4 brothers. He has 4 sisters to. He has 3 sons in his family. His elder son
namely Rakesh is local area commander of the PWG and has numerous cases of
kidnapping for murder and kidnapping for ransom against him. He is most wanted man
in Latehaar. The other two children are studying in 8th and 6th standard respectively.
His wife Yashoda lives in his ancestral home in Village Nindi. Ever since the murder of
Dr. Ajay Kumar Singh, SP Lohardaga, Pradip was on the run.

A SUPPLIER OF ILLICIT LIQUOR ARRESTED
South-East District police has arrested one Mubarik @ Kancha S/o Abdul Hamid R/o H.No. 106,
Gali No. 5, Noor Nagar, Okhla Jamia Nagar, New Delhi who is a supplier of illicit liquor and recovered 42
Boxes illicit liquor.
INCIDENT:On the intervening night of 9/10.5.2012, during General Patrolling, a Picket was placed at 7/5,
Kalkaji, New Delhi and ASI Malkhan Singh, HC Ajeet Singh, Ct. Bhajan Singh, Ct. Manoj Kumar and Ct.
Yashvir Singh were detailed there for conducting vehicles’ checking. At round 12.15 AM, they stopped a
Santro Car No. DL-8CF-3798 for checking which was coming from Nehru Place side. As soon as the car
stopped, the person who was driving the car came out and tried to escape. He was apprehended by police
personnel, who was identified as Mubarik @ Kancha S/o Abdul Hamid R/o H. No. 106, G ali No. 5, Noor
Nagar, Okhla Jamia Nagar, New Delhi. On checking of Santro Car, it was found loaded with boxes of
illicit liquor. There were total 42 Boxes containing 50 quarters each of Masti Malta Spiced Country Spirit.
A case vide FIR No. 129/2012 dated 10.5.2012 u/s 33 The Delhi Excise Act has been registered at PS
Kalkaji.
INTERROGATION:The accused Mubarik @ Kancha was interrogated by ASI Malkhan Singh along with accompanied
staff. During interrogation, he disclosed that he is basically an Auto Driver and later indulged in supply of
illicit liquor for monetary gain and to live in a lavish life style.
MODUS OPERAND:The accused transports the illicit liquor in Santro Car during night hours and passes through the
deserted roads of the colonies to abstain himself from Police checking.
RECOVERIES:1. 42 Boxes of illicit liquor Masti Malta Spiced Country Spirit containing 50 quarters each.
2. One Santo Car No. DL-8CF-3798
PROFILE OF ACCUSED:During interrogation of the accused, it was revealed that accused Mubarik is illiterate and never
went to school. He is basically Auto Driver but later indulged in supply of illicit liquor for monetary gain
and to live in a lavish life style. His antecedents and previous involvements and ownership of the Santro Car
are being verified.
Investigation of the case is in progress.

INTERSTATE GANG OF DRUG PEDDLER BUSTED: ONE ARRESTED :
25 Kgs. POPPY HUSK WORTH RS. TWO LAKHS AND FIFTY THOUSAND RUPEES
RECOVERED
With the arrest of Neela Ram, aged about 32 years s/o Chet Ram r/o Village Praha, District,
Ludhiana, Punjab, Central District police has recovered 25 kgs. poppy husk worth approximately Rs.
2,50,000/- from his possession which he was carrying for sale in Delhi.
TEAM AND THE INCIDENT
In the intervening night of 9-10th May 2012, a team comprising of Inspr. Ritu Raj, SHO/Patel
Nagar, SI Ramesh Chand, HC Yashpal, Ct. Rana Pratap and Ct. Ashok under the close supervision of Sh.
B.R. Maan, ACP/Patel Nagar, Delhi was on patrolling duty near Shadipur Depot, DMS Plant, Patel Nagar,
Delhi. One suspicious person was found standing near the depot. On seeing the police party, he turned
back and tried to flee away. The police party chased and overpowered him. On his personal search, 25 kgs.
Poppy husk was recovered from his possession, which was kept in the two handbags containing twenty five
packets. A case under NDPS Act was registered at P.S. Patel Nagar, Central District, Delhi in this regard.
The accused person has been arrested.
INTERROGATION
On sustained interrogation, accused person revealed his identity as Neela Ram s/o Chet Ram r/o
Village Praha, District, Ludhiana, Punjab. The accused person further disclosed that he used to purchase
this Poppy husk from Gwalior for sale in slum areas of Delhi at higher prices so as to earn quick money and
handsome returns.
Further investigation / interrogation is in progress.

drug peddling.

With the arrest of seven mobile thieves viz. Ramesh Kumar(Aged- 24yrs), Kuldeep(Aged25yrs), Naveen Rana(Aged-20yrs), Praveen(Aged-20yrs), Parmod(Aged-27yrs), Rajesh
Kumar(Aged-30yrs) and Shubham(Aged-20yrs) all employees of Aramax company Pvt.
Ltd Bharthal Village, South-West District Police has worked out a case of mobile phone
theft. 23 stolen mobile phones have been recovered from their possession.
PROFILE OF THE ACCUSED PERSONS

Rewari Haryana, has studied upto 10th class and working in the company for last 8
months. He had stolen one mobile phone of Micromax from the company with his coworker Kuldeep, which has been recovered.
2.) Kuldeep(Aged-25yrs) S/o Satbir Singh
R/oV&PO-Rohdai, P.S. Palhawas, Distt.
Rewari Haryana has studied upto 10th class and working in the company for last 8
months. He had stolen one mobile phone of Micromax from the company with his coworker Ramesh, which has been recovered.
3.) Naveen Rana(Aged-20yrs) S/o Sh. Sri Om Rana R/o H.N. 488, Village Bijwasan, Near
Railway station is school droupout of 10th class and is also an employee of complainant
company. He had stolen one Nokia mobile phone, which has been recovered .
4.) Praveen(Aged-20yrs) S/o Rajbir Singh(AgedR/o H.N. 237, Village Baprola,
New Delhi has studied upto 12th class and is a employee of complainant company for
last six months. He had stolen 10 mobile phones of different models from the company’s
warehouse, which have been recovered.
5.) Parmod(Aged-27yrs) S/O Mahender Singh R/o- H.N. 1082, kurat Mohalla, V&POChhawla New Delhi has studied upto 10th class and an employee of complainant
company for last six months. He had stolen 8 mobile phones of different models from
the warehouse, which have been recovered.
6.) Rajesh Kumar(Aged-30yrs) S/o Rohtash Singh R/o H.N. 244, Near old Chopal, V&PO
Bijwasan New Delhi has studied upto 12th pass and working in the company for last
three months . He had stolen one mobile phone, which has been recovered.
7.) Shubham(Aged-20yrs) S/o Anil Kumar R/o Surat Nagar Phase-I Gurgaon Haryana
has studied upto 10th clas and working in the company for last three months. He had
stolen one mobile phone make Samsung, which has been recovered from his possession.
GIST OF THE CASE.
On 09-05-12 complainant Sh. Mayank Mathur, Senior House Manager of Aramex
India pvt Ltd Co. reported that his company has a warehouse at Bharthal Village, Delhi.
Upon checking/counting of the consignment, around 20 mobile phones were found
stolen. Upon receiving the above complaint a case under relevant sections of law was
registered at Police Station Sec.23, Dwarka and investigation was started in right
earnest.
BREAKTHROUGH AND OPERATION
On registeration of the case, police swung into action and a dedicated team
comprising of SI Hazari Lal, SI Rampartap, HC Rajesh and Ct. Lokesh under the close
supervision of Insp. Bhagwan Singh SHO Dwarka, was constituted. The team inspected
the ware house minutely and facts emerged that the premises is guarded/manned
round the clock by security guards and there is only one entry gate to the ware house.
Further it was transpired that there is no breaking/lurking within the warehouse. The
needle of suspicion pointed towards the employees/insiders. The team collected a list of
all the employees including security guards, drivers and workers. All the staff was
examined thoroughtly.
During interrogation, one employee namely Praveen who was quizzed separately,
started backtracking from his previous versions and finally spilled the beans that he
had stolen 10 mobiles phones from the store. He further disclosed that other employees
of the company are also involved in stealing mobiles phones from the store. Total seven
persons were rounded up and the dedicated team nailed them down and succeeded in
recovering 23 stolen mobile phones.
INTERROGATION
Accused persons were put under sustained interrogation, who revealed that they
are good friends. They adopted a simple modus operandi that first they fetched a job in
warehouse of the company. In the day time they throw the mobile phones from inside
and after winding up day’s work collect/pick the same from outside which is a secluded
area covered with dense bushes. In this way they stole more than 23 mobiles, which all
have been recovered.
Accused Parveen got recovered 10 mobile phones, accused Parmod got recovered
8 mobiles phone and from remaining each accused one stolen mobile phone has been
recovered. Sincere efforts are being made to effect more recovery .
RECOVERY
-23 mobile phones.
Further investigation of the case is in progress. Staff involved in good work will be
suitably rewarded.

District has solved a case of house theft in no time and stolen jewellery worth three lakh rupees
has been recovered..
GIST OF CASE
Complainant Smt. Shikha Paul w/o Sh. Subroto Paul, r/o Flat No. 231, 3rd floor Bank
Vihar apartment, Sec. 22, Dwarka N. Delhi lodged a complaint at Police station Dwarka-23 wherin
she alleged that she has been staying in Vizag with her husband and has also a flat in Bank Vihar
Apptt,Sec.22 ,Dwarka. In the month of October,11 she had come to Delhi for short stay. While
returning to Vizag, she locked the above flat and handed over the keys to her relative namely Mr.
Debashish Dutta, residence of A-14/8 Shyam Vihar Phase IInd Goyla Road, Dinpur, N. Delhi. On
4th May,12 she again visited Delhi and arrived at her flat. To her dismay she saw that the flat
was ransacked and Jewellery items lying in the briefcase were found stolen. She raised suspicion
over her relative Debashish and on her maid Dharmwati. Upon this a case FIR No. 68/12 U/s 380
IPC was registered at Police station Dwarka-23 and investigation was taken up in right earnest.
BREAKTHROUGH AND OPERATION
On registeration of this case, police swung into action and a dedicated
team comprising SI Hazari Lal, SI Rampartap, HC Rajesh and Ct. Lokesh under the close
supervision of Insp. Bhagwan Singh SHO Dwarka, was constituted. Available resources of
the police station were roped in and sources geared up. Team members left no stone unturned
to trace the culprits. The team inspected the flat minutely and facts emerged that there is
only one entry gate to the flat. Further it was obsaerved that there was no
breaking/lurking within the flat. The needle of suspicion pointed towards the
known/insiders viz. Debashish(relative) and Dharmwati(maid) who were thoroughly
interrogated. Debashish was persistently quizzed and every time he resiled from his previous
version. Finally Debashish broke down and spilled the beans that he was facing financial
hardwhip owing to a huge loss in business. He did all out efforts to arrange funds but in vain. One
day the complainant rang up and told him that she had forgotten her briefcase containing
valuables in Dwarka flat and requested to keep in safe custody. Instead of honouring her words,
he succumbed to his temptation and stole jewellery lying in the briefcase. He searched the
potential buyer but the desired amount couldn’t be received, thereafter he decided to have gold
loan from Muthoot Gold Finance company. Arrest of the accused has been affected in the case
and the stolen jewelery has been got recovered from Muthoot Gold finance company situated at
New Roshanpura Najafgarh New Delhi
INTERROGATION
Accused was subjected to sustained interrogation, who revealed that he was running a
software company at Kakrola. Last year the business sunk and he incurred a huge loss and was
shattered economically. In order to compensate the loss, he stole the gold jewellary from the flat
of complainant who is his relative and the keys even were with him for taking care the flat. After
stealing jewellery, he pawned the same with Muthoot Gold finance company, New Roshanpura,
Najafgarh New Delhi and took loan of Rs. 1,30,000/-.
The above jewellery has been taken into police possession from Muthoot Gold Finance
company.

 GANG OF ROBBERS INVOLVED IN ROBBING THE TSR DRIVERS /
PASSENGERS BUSTED.
 4 ACCUSED ARRESTED, WEAPON OF OFFENCE AND ROBBED

With the arrest of four robbers namely Vijay @ Akash @ Lamba s/o
Babulal r/o 2028, Pillanji, K.M. Pur, Tarun @ Cheetah s/o Nanak Chand r/o
Jhuggi Ambedkar Camp, Sector-1, R.K. Puram, Sandeep @ Sattu s/o
Dharampal Singh r/o 11/129, Dakshin Puri, Ambedkar Nagar, New Delhi and
Ashok @ Sonu s/o Ram Khiladi r/o S-146/77, Village Mohd. Pur, New Delhi,
staff of PS K.M. Pur, South District has solved a case of robbery wherein a
TSR driver was beaten and robbed on the point of knife.
INCIDENT AND TEAM:
On the intervening night of 8/9.05.12 at around 12.30 AM, TSR driver
namely Sudheesh Yadav r/o D-338A, Ganesh Nagar, Pandav Nagar Complex,
New Delhi was coming from Dhaula Kuan after dropping the passengers and
when he reached opposite Hyatt Hotel near DTC bus stop, he was signaled to
stop by four young boys who asked him to drop at Kidwai Nagar. Two of
them later identified as Sandeep and Ashok boarded in the TSR and other
two namely Vijay and Tarun were accompanying the TSR on their motor
cycle. After crossing the AIIMS flyover towards South Extension (Part-1),
they asked the TSR driver to take left turn as there was a cut from ring road
to go inside the East Kidwai Nagar. Accordingly, the victim took the turn and
after going few meters ahead where the area was densely dark and secluded,
two boys who were riding the bike overtook the TSR and waved to stop it.
Meanwhile, two sitting in the TSR also asked him to stop immediately. As
soon as the TSR driver stopped vehicle, all the four persons covered him and
asked to hand over the cash, mobile and other valuables being carried by him.
When he refused to give anything, one of the persons took out button
actuated knife and other three beat him mercilessly. They all robbed of his
mobile phone, wrist watch and cash Rs. 1,000/-.
At that time, police motorcycle deployed for night patrolling came from
South Extension side and on seeing the flasher of police motorcycle, all the
accused persons starting running in the by lanes of Kidwai Nagar, leaving
their bike on the spot. Victim started chasing them from his TSR with the
help of Ct. Satpal and apprehended one of them. Three accused managed to
escape from the spot by taking advantage of darkness. Meanwhile, SI Rajesh
Sharma performing as a night checking officer of the PS KM Pur along with Ct
Jalbir 1687/SD also reached at the spot and joined them.
All three police officials along with the TSR driver Sudeesh Yadav under
the guidance of Inspr. Naresh Solanki, SHO/KM Pur and Sh. Mehar Singh
ACP/Defence Colony conducted continuous raids whole night at the possible
hideouts of the absconding accused persons but none of them was found at
the known residential addresses. Initially, the accused kept misleading the
police party but the perseverance and sustained whole night efforts of SI
Rajesh Sharma bore fruits as he was able to extract information from the
already arrested accused that his absconding accomplices after committing
such crime do not go to their houses to avoid from being caught by the police
but take shelter in the shelter homes for few days being run by the govt. It
was also learnt by the SI during interrogation that his accomplices may be
found at the rain basera in the park opposite Hyatt Hotel and Passport office.
Police team conducted raid at the park and the trio were apprehended. The
robbed mobile phone and cash was also recovered from their possession. A
button actuated knife used in the commission of crime was recovered from
the possession of accused Vijay @ Lamba. A list of the all night shelters
located in Delhi has also been found in their possession which guides them
about the location of particular night shelter in a particular area to get shelter
after committing crime.
INTERROGATION AND MODUS OPERANDI:
During interrogation, accused persons disclosed that they generally
operate in the night and target the TSR drivers. They used to board in the
TSR, posting as passenger while their other associates accompany the TSR on
motor cycle so that they can escape easily in case of emergency. Accused

they also target the passengers travelling in the TSRs.
Accused persons have been found involved in two cases of the similar
modus operandi and and further investigation is in progress t probe into their
more previous involvements. In order to boost the morale of public persons
and to encourage them further, the CP, Delhi has announced a reward of Rs.
10,000/- to TSR driver Sudheesh Yadav and Ct Satpal.
PROFILE OF ACCUSED PERSONS :
1. The main accused Vijay @ Lamba has studied up to 9th class. His
mother is an NDMC employee. After getting failed in the matriculation
exam he started working in private company but left the job. Later, he
fell in the bad company and started committing petty crime. When he
could not meet his expenses, he formed his gang and started robbing
people.
2. Accused Tarun @ Cheetah is a school dropout. He kept on changing his
job after leaving the school and at present he was working as a guard in
a kothi in Safdarjang Enclave.
3. Accused Sandeep @ Sattoo has studied up to 12th class. He is pursuing
BA (Programming) IInd year from correspondence course. Earlier, he
was residing at jhuggi in East Kidwai Nagar and later shifted to
Ambedkar Nagar after it was demolished. Since he was not regular
student, he also resorted to unfair means and joined the group. He was
in need of money to impress his girl friends, hence entered into world of
crime to make quick money.
4. Accused Ashok @ Sonu is a school dropout. He is presently working as
a driver of a businessman living in Safdarjang Enclave. His wife died last
year and he is living with his father and mother at village Mohd. Pur
near Safdarjang Enclave. He is the habit of sniffing ganja and to meet
his expenses, he started committing crime. He works as driver.

India and Israel: An Enduring Strategic Partnership
“Though India and Israel share a very similar set of threats and challenges, their strategic cultures
are a study in contrast. India has a huge land mass and the world’s second largest population.
Israel is a tiny country with a population of just 8 million or so. It has no space to trade for time
and has therefore developed a highly proactive and aggressive orientation - that is very high-risk
and relies upon seizing the strategic and tactical initiative at the very outset of the conflict. In
sharp contrast to Israel, India’s response to Pakistan’s asymmetric adventurism has been very
weak, timid and reactive. India has tamely surrendered the strategic and tactical initiative to a
much weaker Pakistan for the last three decades. India must emulate Israel and try and generate
an overmatching technological military edge over its likely adversaries. It will have to field
dominant war fighting capabilities that would severely raise costs for Pakistan. In specific, India
will have to invest heavily in airpower, precision guided munitions (PGMs), firepower resources
and transparency capabilities.
