Background of Project
BACKGROUND
1)
MOH Holdings Pte Ltd (“MOHH” or the “Customer”) is the holding company of
Singapore’s public healthcare clusters including Alexandra Health System (“AHS”),
Eastern Health Alliance (“EHA”), Jurong Health Services (“JHS”), National
Healthcare Group (“NHG”), National University Health System (NUHS”) and
Singapore Health Services (“SHS”). Other subsidiaries include Integrated Health
Information Systems (IHiS) - consolidated entity of IT resources of the different
restructured healthcare entities, Agency for Integrated Care (AIC) – focus on
enhancement and integration of Singapore’s long-term care sector, Singapore
Clinical Research Institute (SCRI) – research entity supporting translational
research and Health and Medical Practice Insurance (HMPI) - insurance entity
to self insure MOHH and its subsidiaries against medical malpractice claims .

MOHH – Information Systems Division (ISD) has a Content Management System
(“CMS”) that is running on SharePoint 2010. CMS provides a collaboration platform,
document repository and knowledge management for MOHH.
MOHH – ISD is also launching a Singapore Drug Dictionary Lite (“SDD Lite”)
application. SDD Lite is a web-based application allowing Singapore Public
Healthcare pharmacists from the hospitals to search and retrieve pharmaceutical
standards contained within the SDD ontology. This application is deployed on Linux
platform and developed in Java and HTML5 using 3-tiered web application
architecture design.

MOHH – Corporate Communications Division (CCD) spearheaded the MOHH
Website Revamp (“MW”) project. It aims to redesign and enrich the company’s
website (www.mohh.com.sg) on Sharepoint 2013. The new website redesign and
development have been completed.
4)
CMS and SDD Lite applications are currently hosted by 3rd party hosting services
providers.
5)
The above 3 applications require a new hosting services provider(s). The hosting
services comprise infrastructure, operating system, connectivity, storage, security,
monitoring and administration services. The detailed requirements are outlined in
Section 4.
MOHH reserves the right to award all 3 projects in full or in part to the same vendor
or different vendors, depending on qualitative and quantitative considerations

Objective of Project
1)
The scope of this procurement comprises:
1.1 Provision of hosting services;
1.2 Set-up of infrastructure;
1.3 Provision of mandatory security features;
1.4 Secured access to MOHH Office Staff;
1.5 Installation/migration of the applications and databases (CMS, MW, and SDD
Lite); and
1.6 System administration (hardware, OS, and network maintenance and support).
Participating Procedures
The Request for Proposal (RFP) process shall be as follows:

Interested Vendor shall first read the Confidentiality Undertakings Letter (“Letter”)
and Appendix 1 attached in Annex A to this Notice. If the vendor is agreeable to be
bound by the terms of this Letter and Appendix 1, interested vendor may proceed to
request for the RFP documents by sending an email to
procurement@mohh.com.sg to request for the electronic RFP documents. In the
email, please state the following:

the name, designation, contact number and email address of your company
representative who will be the primary contact for all communications with
MOHH pertaining to the RFP (“Representative”), with the Subject line as
“Response to MHHISDRFP15203 – Hosting Services for CMS, MOHH
Website, and SDD Lite”

Instructions relating to your submission of Proposal will be stipulated in the RFP
documentation. Only Proposals submitted in compliance with such instructions will
be considered. Please take note to sign and deliver one (1) original copy of the
Letter and Appendix 1 together with your RFP proposals.

A vendor briefing will be held on 7 September 2015. Invitation will be sent to your
Representative via email.

The RFP closing date is on 17 September 2015, 17:00 hrs (SG Time).
