GENERAL TERMS AND CONDITIONS (GTC)
1.
Sealed tenders in two bid system i.e. technical along with EMD, & financial
separately, are hereby invited for the work of Design, Manufacture, Supply,
Installation, Testing and Commissioning of 2 nos. of 320 KVA 4 wires, 415V, 3
phase, 50 Hz silent type (having acoustic enclosure) fully Automatic Diesel Engine
Driven Generating Sets at two locations of NISCAIR New Delhi:

2.
Time for carrying out the work will be 120 days and the date of commencement
shall be reckoned from the tenth day of issue of award letter.
3.
Bid must be received by NISCAIR at the address given not later than the time and
date specified on the cover page. In the event of the specified date for the
submission of bids being declared a holiday for NISCAIR, the bids will be received
up to the appointed time on the next working day.
4.
Tenderers may visit the site (1) and contact Sh. S. Hotchandani (Room no. 119)/dr.
Gian Singh and for site (2) contact Sh. Prakash Chand/Sh. B.L. Garg before
making an estimate and quoting the rates.
5.
The last date for receipt of tenders will be—------------by 2:00 P.M. and tenders will
be opened at 2:30 P.M. on the same day in the presence of tenderers or their
authorised representative if any in the conference hall (Fst. Floor) of NISCAIR
New Delhi.
6.
Sales tax or any other tax or duties on materials in respect of this contract will be
payable by the contractor and nothing extra will be paid by NISCAIR for increase
in such taxes of duties even if imposed or levied either before or after the tenders
are opened or during the currency of contract, over and above the tendered cost.
7.
Earnest money is liable to be forfeited, if the contractor selected for the work fails
to sign the formal agreement within ten days from the date of issue of work award
letter and fails to commence the work as per the letter of award..
8.
Tenders, which do not fulfill all or any of the conditions or are incomplete in any
respect, are liable to summary rejection.

9.
Contractors should submit in addition to details of their registration, etc.
particulars on DG set, electrical works carried out and the name of the
organizations, with whom they carried out the work and copy of the orders, etc. in
support.
10.
Latest Income tax clearance certificate is to be attached by the tenderer along
with the submitted tender.
11.
The Earnest Money amounting to Rs 75,000/- (Rupees seventy five thousand only)
by demand draft or by pay order of a schedule bank and drawn in favour of
Director NISCAIR, payable at New Delhi should accompany the tender in
separate envelope. Tenders received without earnest money will be treated as
invalid.
12.
The Director NISCAIR does not bind himself to accept the lowest or any tender
and reserves to himself the right of accepting the whole or any part of the tender
and the tenderer shall be bound to perform the same at the rates quoted.
13.
Canvassing in connection with the tenders is prohibited and the tenders
submitted by the contractor who resort to convassing are liable for rejection.
14.
The tenderers shall not be permitted to tender for works in concerned unit(s) of
CSIR wherein a relative is posted in the grade between Controller of
Administration and Junior Engineer, (both inclusive). He shall also intimate the
names of persons who are working with him in any capacity or subsequently
employed by him and who are relatives as mentioned above.
15.
Tender submitted shall remain valid for 90 days from the date of opening for the
purpose of acceptance and award of work, validity beyond 90 days from the date of
opening shall be by mutual consent.
16.
If there is any discrepancy between the price quoted in figures and words,
whichever is the higher of the two shall be taken as the bid price.
17.
Before tendering, the tenderer shall inspect the site to fully acquaint himself about
the condition in regard to accessibility of site, nature and extent of ground, working
condition of site and locality including stacking of materials, installations of tools
and plants (T&P) etc., conditions affecting accommodations and movement of
labour etc. required for the satisfactory execution of the work contract. No claim
whatsoever on such account shall be entertained by the Director NISCAIR in any
circumstances.
18.
Except writing rates and amount, the tenderer should not write any conditions or
make any changes, additions, alterations and modifications in the printed form of
tenders. Tenderers who are desirous to offer rebate the same should be brought out
separately in the covering letter and submitted along with the tender except
wherever needed after referring the details of the tender and if asked for.

19.
The successful tenderer shall be required to deposit 10% of the ordered value as
Security Deposit cum Performance Guarantee by way of demand draft/bank
guarantee/FDR of any scheduled bank in favour of Director NISCAIR New Delhi
within ten days from the date of order, failing which the earnest money shall stand
forfeited. The Security Deposit and Performance Guarantee shall be valid up to 12
months after the date of completion of performance obligation.
19.1 The proceeds of the performance guarantee shall be payable to the purchaser
as compensation for any resulting from the supplier’s failures to complete its
obligation under the contract.
19.2 The performance security shall be in one of the following forms:
19.2.1 A Bank guarantee from a scheduled bank in a form provided by the
purchaser (Annexure - II) or another form acceptable to the purchaser, or
19.2.2 A Bankers Cheque or Demand Draft/FDR
19.3 In the event of any correction of defects or replacement of defective
equipment during warranty period the warranty of the corrected/replaced
equipment shall be extended to a further period of 06 months.
19.4 Contractor shall pay as compensation an amount equal to one percent or such
smaller amount as the Director (whose decision in writing shall be final)
may decide on the cost of the whole work as shown in the agreement, for
every week that the work remains un-commenced or unfinished or due
quantity of work remains incomplete after the proper dates. Compensation
to be paid shall not exceed ten per cent of the estimated cost of the work as
shown in the agreement.

The contractors, to whom the work is awarded will have to execute an
indemnity bond in favour of the Director, NISCAIR , indemnifying the
authorities staff and individuals of NISCAIR against theft, loss of material,
damages of any kind to the plant and installations, damages to buildings
and appurtenances due to any mishandling/mistakes in execution of
work, as this will be the sole responsibility of the contractor and to be
made good by the contractor at his risk and cost.
21.
The contractor is also to declare in the indemnity bond that he/his firm/his partners
will be held fully responsible for any damages due to fire caused by any
mishandling, mis-operating, or improper execution of and connected installations
and that all such damages will be made good by him/his firm/his partners at
his/their own risk and cost.
22.
All procedures either technical or security measures as followed in NISCAIR for
all contractors will be followed in the case of this contract also.

23.
Tenders submitted on forms or sheets (except when the given forms
are insufficient) other than the tender forms issued by the NISCAIR will not be
considered. In case of insufficiency of tender forms also, the forms or sheets
submitted as tender should be accompanied by the tender form issued by NISCAIR.
24 Unsuccessful Bidder’s EMD will be discharged/returned as promptly as possible but
not later than 30 days after the expiry of the period of bid validity prescribed
by the purchaser.
25.
Director NISCAIR reserves the right to accept or reject any tender in full or in part
without assigning any reason.
26.
The conditions beyond its control such as, but not limited to, war, strikes, fires,
flood, governmental restrictions or power failures, damages etc. shall not be
deemed a breach of the contract.
27.
One-month notice will be given by either party for termination of the contract
during the tenure of contract for breach of clause or otherwise.
28.
Except where otherwise provided in the contract, all questions and disputes relating
to the meaning of the specification, and instruction herein before mentioned and as
to the quality of the materials, as to any question, claim, right, matter or thing
whatsoever, in any way arising out of or relating to the contract, specifications,
estimates, instructions, orders or these conditions or otherwise concerning the
works, or the execution of the same whether arising during the process of the work
or after the completion or abandonment thereof shall be referred to the sole
arbitration of a person nominated by the Director General, Council of Scientific &
Industrial Research (CSIR), New Delhi, and if he is unable or unwilling to act for
arbitration, some other person appointed by him will act as such arbitrator. The
submission shall be deemed to be submission to Arbitration under the meaning of
the Arbitration Act, 1940 or any satisfactory modification of reenactment thereof
for the time being in force, shall be conclusive and binding on all parties of the
contract

SCOPE OF WORK UNDER THE CONTRACT
Design, Manufacture, Supply, Installation, Testing and Commissioning of 2 nos. of 320
KVA 4 wires, 415V, 3 phase, 50 Hz silent type (having acoustic enclosure) fully
Automatic Diesel Engine Driven Generating Set at two locations of NISCAIR, New Delhi
in conformity with specifications, conditions of contract & local regulations.
The scope shall cover the following: Each DG set will comprise of the following:

Diesel Engine as per specifications

presently governed by the following regulations :

The contractor will provide the purchaser in writing from the manufacturer
of Engine for validity of warrantee for operating the engine in enclosure.
Immediately after the award of work, the contractor shall be responsible for
preparation of all applications, submission of applications, follow-up, inspection
etc. and if any OBJECTION raised by any of the authority within 90 days after
submission of all the relevant applications then same are to be get cleared by the
contractor from concerned authority who has raised the objection.
The Institute will only affix signatures on applications if needed. It must be clearly
understood that the installation will be taken over by the NISCAIR only when no
objection is raised by any of the statutory authority within total 120 days from the
date of submission of applications.
20.
Operation and Maintenance Manuals, Spare Parts, Tools, Schematic
Drawings etc.
The contractor shall furnish operation & maintenance manuals in triplicate along
with the schematic drawings of all the panels and controls protections etc. etc. after
installation of the DG sets. One set of special tools required for each DG set shall
be supplied at the time of handing over of the sets to the NISCAIR.
21.
Operation of the Set After Installation
The contractor shall arrange to depute a senior operator to the site of works to
operate the DG set for a minimum period of 3 working days at each location of
installation after successful installation & approval of the installation by the local
authorities. The operator shall impart training to the NISCAIR`s
operator/technicians in proper operation & up-keep of the DG set.
22.
Completion Drawings
On successful completion of the installation & before issuance of certificate of
virtual completion, the contractor shall prepare & submit to the NISCAIR as “ built
completion” drawings of the entire installation.The completion drawing shall
include:

Layout of DG set and accessories.
Exhaust arrangements.
Fuel oil tank and piping.
Electrical Schematic, control Schematic, cable layout, panel GA drawings
etc.
Location of earth pits and details of earthings including neutral earthing.
Painting
If required all the materials/equipment etc., shall be painted with two coats of
approved quality paint over a coat of primer after the installation is completed.
24.
Testing
24.1
DIESEL GENERATOR SET:
The following test shall be conducted on alternator and DG set:
24.1.1 Factory test:
The factory test shall incorporate the following:a)

Short circuit current tests.
Instantaneous short circuit withstand test.
Insulation resistance test.
These tests shall be conducted as per the requirement of BS : 2613 or IS:
4722 and the original test certificates shall be furnished.
24.1.2 Site tests:
After the erection, wiring and earthing of DG set, the following Tests shall
be conducted: a)
Insulation resistance of the generator.
b)
Speed, no load voltage & full load voltage regulation.
c)
Frequency at no load, half load & full load.
The readings shall be observed with calibrated meters. Only one meter shall
be used for the test. The readings should be properly tabulated submitted in
triplicate.
24.2
TESTING OF CONTROLS
All the safety controls and protective devices of the DG set shall be tested
for correct calibration and operation. The results of the tests shall be
tabulated & submitted in triplicate.

24.3
LOAD TEST
Complete DG set is to be tested for no load, ¼ load, ½ load, full load and for
over loading, load is to be provided by contractor and test report of oil
consumption, fuel consumption etc. along with per unit consumption of fuel at
different loads is to be submitted in triplicate. First fill of fuel, oil, lubricating oil
etc. including cleaning and flushing out the system is to be carried out by the
contractor. Fuel and oil for testing and trial run is to be arranged by the
contractor till the final commissioning.

C.
ALTERNATOR:
320 KVA Alternator of Kirloskar/AVKC/NGEF/Stamford make brush less type, 3
phase 4 wire system delivering full load at 1500 RPM 0.8 lagging power factor at
415V 50 hz. The Alternator shall be in SPDP enclosure. The Alternator shall be of
synchronous type self-excited self-regulated foot mounted with self lubricated
high-grade ball and roller bearings at end shields. The alternator shall conform to

D.
BASE FRAME:
Skid mounting type base frame fabricated from suitable size M.S. channel
providing common bed for engine and alternator directly coupled together. The
base frame shall have provision for grouting on foundation bolts as well as fixing
on Anti- vibration mounts. Provision is made in base frame for lifting arrangement
of DG set including suitable nos. of AVM pads.
E.
AMF PANEL:
The AMF panel shall be fabricated out of CRCA steel sheet of 14/16g, totally
enclosed dust, dump and vermin proof, free standing, floor mounted type and front
operated. The panel structure shall be of cubicle form in suitable sections, with
sheet steel work. All doors and joints will be suitable gasketed to form dust and
vermin proof. The panel shall be powder coated. The AMF panel will be complete
in all respects with fuses, wiring, and labels, ferrules etc. and such will be ready for
operating when reaches the site.

FUEL TANK:

H.
BATTERIES:
Two nos. of batteries of 12 volts each of 180 AH capacity. One set of battery leads
shall be provided for connection of these batteries.
I.
COUPLING WITH COUPLING GUARDS :
Flexible coupling as per manufacturer`s recommendations to directly couple
alternator to engine. The coupling is designed to transmit power with minimum
losses and absorb jerks. Coupling guard is also to be provided for protection.
J.
CIVIL WORK:
Although, the installation of complete DG set system should be on vibration pad or
so without any foundation ( civil work). However, if foundation is required that is
to be carried out by the contractor free of cost as a requirement for installation.
Similarly, if foundation/grouting is required for AMF and Power distribution panel
it is to be carried by the contractor at his own cost.
K.
ACOUSTIC ENCLOSURE:
The enclosure should be fabricated using high-grade cold rolled annealed (CRCA)
sheet having 2mm thickness & steel members. High-density sound absorption
material is used to reduce the sound level to 70-72 DBA at a distance of 3 meters
away from the set. Which is a standard practice and conforms to international
standards. The enclosure is surface treated and painted with high quality
polyurethane epoxy paints with prior Zink Oxide primer base, which makes it
weather proof and suitable for out door application. The enclosure is provided with
durable industrial locking system with doors duly gasketed. The acoustic enclosure
consists of following

a)
Acoustic Insulation:
High-density resin bonded 96kg/m3 density Rock Lioyed fibre glass should
be provided on all five sides including door, roof and base to absorb noise.
The insulation is covered with fibreglass cloth and is supported by
perforated sheet. Sound attenuates/down stream silencers are provided at all
openings for air inlet/outlet to facilitate free air flow but to absorb sound
resulting in extremely low noise level. Detachable partitions are provided
inside the enclosure to attain further noise attenuation of engine.
b)
Noise Suppressor:
A suitably designed residential type noise suppressor should be provided
which minimizes the exhaust noise of the engine.
c)
Exhaust System:
The exhaust gas should be out through a specially designed flexible pipe,
which prevents any back pressure on the engine and shall be covered with
glass wool and cladded with aluminum sheets to avoid heating of DG set
chamber..
d)
Thermal Insulation:
The exhaust system and noise suppressor should be provided with thermal
insulation by using glass wool & cladding it with aluminium sheet.
Residential type of silencer is to be provided which is to be isolated from
main DG chamber to avoid excess heat in generator set operational area.
e)
Air Circulation and Ventilation System:
A suitable forced air circulation and ventilation system should be designed
to maintain safe operating temperatures inside the enclosure. Requisite air
circulation should be provided by means of exhaust fans and or tube axial
flow blower(s) as per requirements
f)
Safety:
There should be a high temperature safety device to be installed inside the
canopy to prevent any damages to the DG set due to rise in temperature.
g)
Internal Lighting:
The DG set chamber shall be fitted with internal lighting system for easy
maintenance, for which cabling etc. is to be provided by the contractor.

EARTHING PITS FOR NEUTRAL EARTHING:
Provide and fixed copper plate earth station with 60 cm X 60 cm X 0.3 mm copper
plate, watering pipe (GI) funnel, CI frame, CI cover masonary chamber,
identification tag, etc. including excavation, filling of earth pit with charcol sand,
salt & back filling & consolidation, etc. as per IS 3043. Also, provide and fix 40X
6 mm copper tape on floor/wall as needed from earth pit to Neutral point on DG set
including brass clamps & plated screws.
M.
EARTHING PITS FOR BODY EARTHING:
Provide and fixed GI plate earth station with 60 cm X 60 cm X 0.6 mm GI plate,
watering pipe (GI) funnel, CI frame, CI cover masonary chamber, identification
tag, etc. including excavation, filling of earth pit with charcol sand, salt & back
filling & consolidation, etc. as per IS 3043. Also, provide and fix 40X 6 mm GI
tape on floor/wall as needed from earth pit to BODY point on DG set including GI
clamps & screws.
N.
THE POWER DISTRIBUTION PANEL:
The PD panel shall be fabricated out of CRCA steel sheet of 14/16g, totally
enclosed dust, dump and vermin proof, free standing, floor mounted type and front
operated. The panel structure shall be of cubicle form in suitable sections, with
sheet steel work. All doors and joints will be suitably gasketed to form dust and
vermin proof. The panel shall be powder coated. The PD panel will be complete in
all respects with busbars, neutral links control fuses etc. and will comprise of the
following:

Supplying and laying of 2 nos. of 31/2 core 300 mm2 aluminium conductor PVC
insulated, PVC sheathed steel armoured cable up to 40 metre for each DG set is
included (if more is needed will be paid extra) from DG set to AMF panel and from
AMF panel to Distribution panel and cable from main existing panel to AMF panel
etc. including providing end box, terminations and making terminations at both

SPECIAL TERMS AND CONDITIONS (STC)
1.0
During Manufacture
The contractor shall arrange for inspection of his equipment/machinery by the
NISCAIR at his work, if such inspection is desired by the NISCAIR & specifically
called for in writing before or after the work is awarded.
2.0
Transportation/Insurance
The prices shall include all packing, forwarding, transportation & insurance
charges from the contractor`s works to the site at NISCAIR. The charges for
loading/unloading/handling etc. shall also be included in the prices.
3.0
Site Engineer/Supervisor
The contractor shall depute a site engineer & supervisor to site of erection to direct
& supervise the work as per drawings & specifications. The site engineer shall be
available at all times for receiving instructions from the NISCAIR. The site
engineer shall also attend all site meetings & co-ordination meetings & arrange to
carry out work smoothly as per the agreed time schedule. Any instruction given to
the site engineer/supervisor shall be construed as if the same is given to the
contractor.

Corrupt or Fraudulent Practices
4.1
Bidders & Suppliers shall observe the highest standard of ethics during the
procurement and execution of the contract.
4.2
The Purchaser will reject a proposal for award if it determines that the
Bidder recommended for award has engaged in corrupt or fraudulent
practices in competing for the contract in question.
4.3
The purchaser will declare a firm ineligible, either indefinitely or for a
stated period of time, to be awarded a contract if it at any time determines
that the firm has engaged in corrupt or fraudulent practices in competing for
this bid, or in executing the contract.
Liquidated damages:
A liquidated damages of 0.5 % per week subject to a maximum of 10% of the
value of work shall be paid by the contractor to the NISCAIR. If the completion of
the work is delayed beyond the agreed completion date.

6.0
Acceptance Certificates:
On successful completion of acceptability test, receipt of deliverables etc., and after
the purchaser is satisfied with the working of the system, the acceptance certificate
signed by the representative of the purchaser will be issued. The date on which
such certificate is signed shall be deemed to be the date of successful
commissioning of the system and warrantee shall start from that date.
7.0
GUARANTEE/DEFECTS LIABILITY / WARRANTY
The contractor shall guarantee that all equipment shall be brand new & shall be
free of any defects due to defective materials and bad workmanship and that the
performance and efficiencies of the equipment shall not be less than the guaranteed
values. The guarantee shall be valid for a period of 12 months after handing over
and any parts found defective shall be replaced free of all costs by the contractor. If
the performance during guarantee period is not satisfactory, the guarantee will be
extended, till satisfactory performance is established for a period of 12 months
during which the performance should be found absolutely satisfactory.
8.0
PENALITY CLAUSE
8.1 The maximum response time for a maintenance complaint from the purchaser
(i.e. time required for the Supplier Maintenance engineer to report to
purchaser after a request call/fax is made or letter is written) shall not exceed 4
hours.
8.2 Any failure in the system or a sub-system during the warrantee should be
rectified within a maximum period of 24 hours of lodging complaints failing
which a penalty of Rs. 1000/- (Rupees one thousand only) per day will be
levied.

The services of the contractor`s personnel, if requisitioned during this period
for such work shall be made available free of any cost to the NISCAIR If the
defects are not remedied within 3 working dayss, NISCAIR proceed to do so at
the contractor`s risk and expense without prejudice to any other rights.
THE CONTRACTOR TO PROVIDE EVERYTHING NECESSARY
The contractor shall be deemed to have satisfied himself before tendering as to the
correctness and sufficiency of his tender for the works and of the rates and amounts
stated in the bill of quantities and/or the price bid and amounts which rates and
amount shall except as otherwise provided cover all the obligations under the
contract, and all matters and things necessary for the proper completion of works.

9.1 The contractor shall provide at his own cost all materials (except such
materials if any, as may in accordance with the contract be supplied by the
NISCAIR), machinery plants, tools, appliances, implements, ladders, cartage,
temporary works, arrangements of loads for testing the DG set, etc. etc. together
with carriage therefore to and from the site, in fact everything necessary or proper
for the proper execution of the work, whether original, altered or substituted,
according to the true intent and meaning of the drawings, schedule of quantities
and specifications, original substituted taken together , whether the same may or
may not be particularly shown or described therein provided that the same may be
reasonably inferred therefrom, and if the contractor finds any discrepancy in the
drawings, or between the drawings, schedule of quantities and specifications, he
shall immediately and in writing refer to the NISCAIR. Who shall decide which is
to be followed, subject to:Anything shown or contained in any one or other of (a) the drawings (b)
Specifications and (c) the contract schedule, and not shown in the others shall be
equally binding as if it were contained in each of them.

10.1

one year or firm can submit FDR/BG of equivalent amount in the name of

insurance, packing, freight and forwarding charges.
6.3
Prices quoted by the bidder shall not be subject to variation on any account.
A bid submitted with an adjustable price, quotation will be treated as nonresponsive and will be rejected.

The outer envelope containing EMD, Technical Bid and Financial Bid,

7.3
The inner envelopes shall indicate the name and address of the bidder to

Deadline for Submission of Bids

than the time and date specified. In the event of the specified date for the
submission of bids being declared a holiday for NISCAIR, the bids will be

Bid Opening and Evaluation
8.1
Opening of Technical Bids by Purchaser:
The Purchaser will open all technical bids in the first instance in the
presence of bidders or their authorized representatives, who choose to
attend, at the time, on the date and at the place specified in General Terms
and Conditions of the Contract. The bidders’ representatives present there,
shall sign a register evidencing their attendance. In the event of the
specified date of the bid opening being declared a holiday for the Purchaser,
the bids shall be opened at the appointed time and location on the next
working day.
8.2
Clarification of Bids:
8.2.1
During evaluation of the bids, the Purchaser may at its discretion, ask the
Bidder for clarification of its bid. The request for clarification and the
response shall be in writing and no change in price or substance of the bid
shall be sought, offered or permitted.
8.2.2
No Bidder shall contact the Purchaser on any matter relating to its bid,
from the time of the bid opening to the time the contract is awarded. If the
Bidder wishes to bring additional information to the notice of the Purchaser,
it should be done in writing.
8.8.3
Any effort by a Bidder to influence the Purchaser in its decisions on bid
evaluation, bid comparison or contract award decisions may result in
rejection of the Bidder’s bid.

Evaluation of Technical Bid:
8.3.1
Prior to the detailed technical evaluation the Purchaser will determine the
substantial responsiveness of each bid to the Bidding Documents. A
substantially responsive bid is one, which conforms to all the terms and
conditions of the Bidding Documents without any deviations.
8.3.2
A bid determined as not substantially responsive will be rejected by the
Purchaser and may not subsequently be made responsive by the Bidder by
correction of the non-conformity.
8.3.3
The Technical bid evaluation will be done on the basis of bidder’s response
to “Model Response Outline” furnished in instructions to bidders.
8.3.4
The bidders short-listed by the purchaser based on evaluation of their
technical bids may be called for detailed discussions including presentation
of their DEA set to a team selected by the purchaser for the purpose, at a
specified date, time and venue, if needed.
Opening of Financial Bids
8.4.1
The purchaser will open the Financial bids of only those bidders who have
been found to be technically qualified to undertake the job.
8.4.2
The Financial Bids of the technically qualified bidders shall be opened in
the presence of their authorized representatives, who choose to be present,
on a specified date, time and venue.
Evaluation and Comparison of Bids
8.5.1
The comparison shall be of all-inclusive price of goods, as well as duties
and taxes paid or payable.
8.5.2
Arithmetical errors will be rectified on the following basis: If there is a
discrepancy between the unit price and the total price that is obtained by
multiplying the unit price and quantity, the unit price shall prevail and the
total price shall be corrected. If the supplier does not accept the correction
of errors, its bid will be rejected. If there is a discrepancy between the price
quoted in figures and words whichever is the higher of the two shall be
taken as the bid price.
8.5.3
Bidders shall state their bid price for the payment schedule outlined in the
payment terms. Bids will be evaluated on the basis of this base price.
Bidders are, however, permitted to state an alternative payment schedule
and indicate the reduction in bid price they wish to offer for such alternative
payment schedule. The Purchaser may consider the alternative payment
schedule offered by the selected Bidder but it may not be binding on
purchaser.

5.0 Eligible Bidders
5.1 This bid is open to all the bidders who have executed during last 3 years at least
3 orders of installing DG sets with minimum of 250 KVA capacity to
Government/Semi-govt./autonomous body/CSIR labs or public sector
undertakings.
5.2 Who have attached latest income tax clearance certificate.

Warrantee is kept for one year
5. Buy-back offer is included
6. AMC is totally removed, reason being without comprehensive AMC it is meaning
less. Moreover, after the warrantee period is over Engine AMC or on call basis will
be got done from the authorized service centre of manufacturer of engine.
Alternator and AMF panel will be included in the AMC of electrical sub-station
later on.
7.
Payment terms are modified as follows:
a)
70% payment will be released to the firm after supplying all the equipment
and material at each site.
b) Balance payment of 20% will be released after 30 days of satisfactory
commissioning of both the DG sets at each site.
c) 10% will be released after satisfactory completion of warrantee period of one
year.
