Chhattisgarh Telemedicine Network
1.0
INTRODUCTION
ISRO Telemedicine project initiated in 2001 consist of linking through
Indian National Satellite - INSAT, remote and underserved areas like
Ladakh in north near Himalayas, offshore islands of Andaman & Nicobar,
Lakshwadeep, parts of the state of Orissa, North Eastern States of the
country and some of tribal districts in the main land. A typical ISRO's
satellite-based Telemedicine system (node) consists of customized
medical software integrated with computer hardware, along with medical
diagnostic instruments connected to the commercial VSAT (Very Small
Aperture Terminal) at each location.
As a part of Telemedicine project, ISRO has established Chhattisgarh
Telemedicine network which, has 16 telemedicine nodes (15 patient nodes
+ 01 SS nodes) given in Annexure-I. The communication link (Viasat
VSAT systems) hardware and software are provided by M/s BEL,
Bangalore. This network is using hub facilities from Telemedicine Network
Hub, at ISTRAC Bangalore and is configured with INSAT-3A satellite in the
capacity of Ext. C-band spectrum. TM hardware and software at patient
end and doctor end with server end is provided by M/s TELEVITAL
Bangalore.
2.0
Chhattisgarh Telemedicine Network Configuration:
The satellite based TM network is mainly divided in to three elements;
1. VSAT hub
2. Satellite (space segment)
3. Doctor cum server end and patient ends
The Chhattisgarh Telemedicine network is using client end server model.
Presently the server is placed at the Ambedkar Hospital ,Raipur. This RFP
shall cover the Annual Maintenance of VSAT systems and all TM
peripherals including the TM server.
2.1
VSAT node hardware:
A TM VSAT node consists of following sub-systems:

The telemedicine systems in the network are mainly categorized into
Super speciality End (Doctor Node) and Patient End (Remote node)

systems. A typical ISRO telemedicine network configuration is given in
Fig. 1 (Annexure-II).
3.0
SCOPE OF WORK
Proposals are invited from vendors to provide a turnkey Comprehensive
Annual Maintenance Contract (CAMC) of the 15 complete telemedicine
nodes inclusive of VSAT+TM systems (including video conferencing
systems), Diagnostic Instruments, UPS and Accessories.
Initially at the time of starting CAMC, to held a train ing program to provide
the training for telemedicine node coordinators and operators of all 15 TM
sites.
The scope of work for annual maintenance of the complete telemedicine
node includes the following:
3.1
Preventive maintenance for VSAT system: Vendor is to carryout
preventive maintenance at least once in a year. Some of the
preventive maintenance activities for the VSAT system are given
below:









3.2
Cleaning of Antenna, feed, mount assembly, etc.
Proper adjustment of Antenna Look angles.
Angle indicator should be adjusted.
Calibration of instruments.
Any damaged cable should be immediately replaced.
All the screws and fasteners of the VSAT systems must be
checked.
Greasing of VSAT terminals as and when required.
Maintenance of UPS/Battery.
Checking all functions and parameters – antenna system, SSPB,
LNBC, VSAT modem and UPS.
Preventive maintenance for the Telemedicine system :
Vendor is to carryout preventive maintenance at least once in a
year. Some of the preventive maintenance activities for the
Telemedicine system are given below:



Check for correctness of PC hardware and software including
OS.
Check for functioning of antivirus software and its update
Check for videoconferencing systems and its settings

3.3
Loading of required software patches
Maintenance of UPS/Batteries.
Calibrations of ECG and scanner if required
Any damage cable should be immediately replaced
Ensuring the total system functionality
System boot up/starting problems when powered on.
System getting stuck/hanged unexpectedly.
Various errors message, illegal operations, etc.
System corruption/infections by Virus, Worms, Trojans, etc.
System interface problems with VSAT system.
Corrective Maintenance: Some of the activities are to be carried out by
the vendor during the corrective maintenance are as follows;
a) Trouble shooting: Vendor has to initially find the fault and then go
for maintenance.
b) Repair/Replace/Re-work: All repair/replace/re-work should be taken
up immediately, within 02 working days down time for TM server
and SS node sites and 05 working days of downtime for all the
remote sites. All repairs will be assumed to be done at site. Under
the contract all sites will be covered including remote sites.
c) Spares: Under comprehensive maintenance, Vendor has to keep
sufficient spares for maintenance to maintain the downtime
mentioned in the RFP.
d) Re-commissioning: Once all the repair work is over, vendor should
make sure that all the components of the system are working by re commissioning the system again.
e) Vendor should take care of the maintenance of minor civil work (if
any) like Antenna foundation, Channeling, etc. for VSAT systems
during repair/re-commissioning.
f) Vendor has to give schedule of once in a year preventive
maintenance visit for each site.
g) Vendor has to send a monthly report to Chhattisgarh Telemedicine
State coordinator with a copy to DECU/ISRO as to what maintenance
has been done on the systems and the current status of each system
at various sites. Summary of Daily log is to be used for generation
of monthly maintenance report and sent to User and Head,
TND/SNDG/DECU. The report is to be prepared by the vendor and
approved by the concerned Hospital/Doctor or any other agency
decided by user.
h) Vendor has to maintain a logbook/service report depicting all the
maintenance activities at sites. The vendor has to send the printouts
of logbook and a monthly report showing the maintenance activities

and the current status/condition of the system. Ve ndor has to
maintain logbook for each equipment. Format is shown below:

Following are the terms and conditions to be adhered/agreed by the
vendor:

The offers may be submitted for Annual Maintenance of Chhattisgarh
telemedicine Network (including VSAT terminal and TM peripherals)
The vendors shall be required to submit the offers quoting the
charges for the following:
Comprehensive maintenance (spares stocked by Vendor) including
preventive maintenance service once in a year for each site shall be
the part of the comprehensive.
Vendor should include the activities like Antenna Re-pointing, Retuning, etc. of the systems in the quote.
Vendor shall quote separately for un-installation, shifting and reinstallation of the complete and/or individual systems as follows:
- Shifting within the same Building
- Shifting within the same Campus
- Shifting within the same City
- Shifting within the same State
Shifting
shall
include
dismantling,
transportation
and
reinstallation/commissioning of the complete and/or individual systems
Vendor shall submit separate offers for patient end (15) and doctor ’s
node with TM server (1).
No. of site shall be covered under CAMC is given in Annexure-I.
Vendor should adjust time schedules for maintenance of the systems
in coordination with the users.
TM server at SS node (Ambedkar Memorial Hospital, Raipur) and TM
peripherals at TM Sites are provided by M/s Televital, Bangalore.
The submitted offer shall be valid for a period of at least three (03)
years. Vendor may offer CAMC charges for 1st year, 2nd year and 3rd
year.

The contract period shall be one year initially. If the performance of
vendor is good in the post year, then the contract may be extended
for the next year.
Vendor shall do all necessary coordination regarding system
maintenance with user agency at site in consultation with
DECU/ISRO.
Vendor (In association with DECU/ISRO), has to co-ordinate with the
in-charge of telemedicine node for conducting system/network tests.
Vendor shall also be responsible for all types of repair of Diagnostic
equipment that are supplied by ISRO along with telemedicine system.
Vendor shall be responsible for timely up-gradation of all necessary
software at free of cost.
Vendor has to make own arrangement for test instruments.
Vendor has to send the certificate of conduct of satisfactory systems
performance endorsed by the user to Chhattisgarh State Aothourity
after the maintenance exercise.
End user support for Way bills/Road permits: Wherever necessary
and applicable, end user shall arrange for the road permits/way bills
based on Government of Chhattisgarh authorization letter for
movement of materials related to CAMC work.
Downtime compensation: In the event of any system or station found
to be non-operational after the formal complaint, clearly indicating the
fault in the system, is registered with the vendor in writing, and if SS
Nodes remain unattended beyond 02 working days and patient end
nodes remain unattended beyond 05 working days, liquidity damage
shall be charged at the rate as follows:
- Up to 05 stations – 2.5 % of the quarterly value of CAMC of
respective faulty nodes.
- Up to 10 stations – 5 % of the quarterly value of CAMC of
respective faulty nodes.
- Beyond 10 stations – 10 % of the quarterly value of CAMC of
respective faulty nodes.
Vendor is to provide Helpdesk with toll free helpline number/fax number/email
address, so that
user at each Telemedicine Center will be able
register/intimate their relevant complaints.
Damages due to external factor/Force majeure reasons: All
repairs/replacement charges applicable to failures due to external
factors/force majeure reasons, failures due to lightening strikes,
earthquakes and floods etc. can be charged extra.
Bills certification: Contract manager will be focal persons for all
coordination activities related to CAMC. However, all the CAMC bills
shall be certified by Contract manager, which will be duly endorsed by
Telemedicine program co-coordinator for release of payments. Also

the vendor has to essentially take the certificate from the user for
every maintenance activities executed at site and submit to the
Contract manager (Chhattisgarh State Authority).
v)
After completion of CAMC contract, vendor shall be required to give
the status of all the TM nodes clearly mentioning the following; i. No.
of operational sites, ii. No. of registered complains not solved, the
reason for not solving the registered complains iii. No. of non operational TM nodes with stating the reason for non -operational.
w) Payments: Payments will be made on quarterly basis at the each
quarter after completion of service satisfactorily. The bill in triplicate
duly certified by the Contract manager and approved by Chhattisgarh
State Telemedicine Network Coordinator, to the effect that systems
are serviced and working satisfactorily shall be submitted to Accounts
Officer Chhattisgarh State, for making payment.
Last quarter payment will be made only after successful submission of final
report on the status of all the TM nodes under CAMC contract.

Service tax charges: Payment of service tax charges are extra at the
specified rate as per the rules of ISRO/Purchase terms and condition
and as well as the rules of Govt. of India.
y)
Fall Clause: The charges for above work shall in no event exceed the
lowest charges at which you service the systems of identical
description to any other party during the currency of contract. If, at
any time during the said period, you reduce the charges for similar
work to any other customer, you shall forthwith notify t he same to us
and the charges payable under the contract for the service shall
stand correspondingly reduced.
z)
Arbitration: Dispute, if any, shall be settled mutually, failing which it
shall be referred to a one man Arbitration appointed by Director
S.C.P, in accordance with Arbitration Act 1996, whose decision shall
be final and binding in both the parties.
aa) Termination of Contract:
Chhattisgarh State authority reserves the right to terminate the work
order if the performance of the Contractor is found to b e
unsatisfactory during its currency of the contract by giving one month
notice in writing without any financial implications.
bb) Chhattisgarh State authority reserve the right to enter into parallel
rate contract simultaneously or at any time during the per iod of the
rate contract with one or more tenders.
4.1
General:

In the event of the damages to our property or personal injury to our/your
personnel due the negligence of your employee, the responsibility shall be
solely rest on you.

Chhattisgarh State authority shall not be responsible for the loss of life of your
personnel at the time of performance of contract at our premises due to
natural calamities/accident/explosion, if any.
At most care should be taken by your service personnel while carrying out of
the job and ensure the safety of neighboring instrument or whatsoever of
ISRO property.
Vendor should have experience in supply, operations and
maintenance of all the systems like VSAT hardware/software,
Videoconferencing and Telemedicine systems, to be supported by
documentary proof.
Vendor shall be required to submit the certificate from M/s Televital,
Bangalore regarding providing support to TM systems hardware and
software similarly from M/S Viasat to support the VSAT systems
hardware and software.
Vendors shall arrange on their own for manpower/charges for
transportation/shifting of equipment.
The vendor responsibility of maintenance still holds while any of the
system is shifted from one site to another.
Insurance, during any transit of the deliverables, will be borne by
the vendor.
Vendor for any/all of the above activities and towards lodging,
boarding, transportation, maintenance, etc. shall arrange logistics
support on their own.
Vendors have to use their own test equipment and tools for
maintenance work.
Vendors will be provided with all necessary details like list of sites,
vendor wise break-up of telemedicine systems.
Vendor shall be ready to attend technical discussions and/or
commercial negotiations, if required and asked for.
4.2
Compliance statement
The vendor shall provide compliance statement for all the
specifications/points of all the sections of this RFP, including terms and
conditions, with the offer (refer Annexure-III). Deviations if any (better or
worse) shall be clearly explained with effect on the performance of the
system. Offer without compliance statement may not be considered.
4.3
NON-DISCLOSURE AGREEMENT (NDA) : Contractor & Personnel deputed by the
Contractor shall maintain absolute secrecy and security of the information for the
purpose of operation of this Contract given by Purchaser. Contractor shall return the
original and copies of the same to SAC after completion of the work. The technical
information / papers / drawings etc. provided by Purchaser from time to time, will be

for the execution of this Contract only; and should not be used / copied / reproduced /
published in any form or disclosed to third party, by the Contractor or his personnel.
The Contractor is required to sign a Non-Disclosure Agreement (NDA) and submit it
to Purchaser undertaking to abide by the provisions in this clause to the letter and
spirit. Contractor will be responsible for any violation or infringement of NDA by him
or his personnel. Such violation shall be treated as breach of Contract and Contractor
shall be liable for penalties for breach as provided for in the Contract in addition to
any other legal implications w.r.t. the laws of the land.

After completion of CAMC contract, vendor
shall be required to give the status of all the
TM nodes clearly mentioning the following; i.
No. of operational sites, ii. No. of registered
complains not solved, the reason for not
solving the registered complains iii. No. of
non-operational TM nodes with stating the
reason for non-operational.
Payments: Payments will be made on
quarterly basis at the each quarter after

completion of service satisfactorily. The bill
in triplicate duly certified by the Contract
manager and approved by Chhattisgarh State
Telemedicine Network Coordinator, to the
effect that systems are serviced and working
satisfactorily shall be submitted to Accounts
Officer Chhattisgarh State, for making
payment.
Last quarter payment will be made only after
successful submission of final report on the status
of all the TM nodes under CAMC contract.
Service tax charges: Payment of service tax
charges are extra at the specified rate as pe r
the rules of ISRO/Purchase terms and
condition and as well as the rules of Govt. of
India.
Fall Clause: The charges for above work
shall in no event exceed the lowest charges
at which you service the systems of identical
description to any other party during the
currency of contract. If, at any time during
the said period, you reduce the charges for
similar work to any other customer, you shall
forthwith notify the same to us and the
charges payable under the contract for the
service shall stand correspondingly reduced.
Arbitration: Dispute, if any, shall be settled
mutually, failing which it shall be referred to
a one man Arbitration appointed by Director
S.C.P, in accordance with Arbitration Act
1996, whose decision shall be final and
binding in both the parties.
Termination of Contract:
Chhattisgarh State authority reserves the
right to terminate the work order if the
performance of the Contractor is found to be
unsatisfactory during its currency of the
contract by giving one month notice in writing
without any financial implications.
Chhattisgarh State authority reserve the right
to
enter
into
parallel
rate
contract
simultaneously or at any time during the
period of the rate contract with one or more

tenders.

General

In the event of the damages to our property or
personal injury to our/your
personnel due the
negligence of your employee, the responsibility
shall be solely rest on you.
Chhattisgarh State authority shall not be
responsible for the loss of life of your personnel at
the time of performance of contract at our premises
due to natural calamities/accident/explosion, if any.

At most care should be taken by your service
personnel while carrying out of the job and ensure
the safety of neighboring instrument or whatsoever
of ISRO property.
Vendor should have experience in supply,
operations and maintenance of all the
systems
like
VSAT
hardware/software,
Videoconferencing
and
Telemedicine
systems, to be supported by documentary
proof.
Vendor shall be required to submit the
certificate from M/s Televital, Bangalore
regarding providing support to TM systems
hardware and software similarly from M/S
Viasat to support the VSAT systems
hardware and software.
Vendors shall arrange on their own for
manpower/charges
for
transportation/shifting of equipment.
The vendor responsibility of maintenance still
holds while any of the system is shifted from
one site to another.
Insurance, during any transit of the
deliverables, will be borne by the vendor.
Vendor for any/all of the above activities and
towards lodging, boarding, transportation,
maintenance, etc. shall arrange logistics
support on their own.
Vendors have to use their own test
equipment and tools for maintenance work.
Vendors will be provided with all necessary
details like list of sites, vendor wise break up of telemedicine systems.

discussions
and/or
commercial
negotiations, if required and asked for.
Compliance statement
The vendor shall provide compliance
statement for all the specifications/points of
all the sections of this RFP, including terms
and conditions, with the offer (refer
Annexure-III). Deviations if any (better or
worse) shall be clearly explained with effect
on the performance of the system. Offer
without compliance statement may not be
considered.
NON-DISCLOSURE
AGREEMENT
(NDA)
:
Contractor & Personnel deputed by the Contractor
shall maintain absolute secrecy and security of the
information for the purpose of operation of this
Contract given by Purchaser.
Contractor shall
return the original and copies of the same to SAC
after completion of the work. The technical
information / papers / drawings etc. provided by
Purchaser from time to time, will be for the
execution of this Contract only; and should not be
used / copied / reproduced / published in any form
or disclosed to third party, by the Contractor or his
personnel. The Contractor is required to sign a
Non-Disclosure Agreement (NDA) and submit it to
Purchaser undertaking to abide by the provisions in
this clause to the letter and spirit. Contractor will be
responsible for any violation or infringement of NDA
by him or his personnel. Such violation shall be
treated as breach of Contract and Contractor shall
be liable for penalties for breach as provided for in
the Contract in addition to any other legal
implications w.r.t. the laws of the land.
