Terms and Conditions for a
Water Connection
Notice in accordance with Section 45 of the Water Industry Act 1991
1. General
All estimates and quotations are provided after reference to Welsh Water’s Asset
Information System and the information you have given us. It assumes that:
The answers you have given us, in response to the information that we have requested
are correct.
You have completed the section ‘Water Supply Pipes Risk Assessment’ on the application
form.
These quotations are provided only by reference to the Developer’s site and location
plans and Welsh Water’s Assets Information System, which shows the size, type and
approximate location of the Company’s water main and sewers. Should any information
be found to be incorrect, to the extent that the actual costs of providing the connection
would be in excess of the connection element of the quotation by 20%, then the
Company reserves the right to review the quotation upwards.
We assume that there will be no requirement to excavate in rock and that the land is
reasonably drained and that there will be no requirement for shoring or trenches and
excavations.
The necessary rights of access to the site are given to Welsh Water.
The Developer has complied with all appropriate requirements under the Health and
Safety Acts.
Where the Developer elects to carry out the excavation, backfilling, reinstatement and
ducting, all this must be in accordance with Welsh Water’s specifications and the
Developer will be responsible for any damage to other Utilities’ apparatus. Dwr Cymru

Should the Developer be opening the Highway then they must have the appropriate licence to do
so and they will be responsible for the Highway Authority’s Streetworks Requirements. A copy of
the relevant Licence would need to be produced to us before any work can be carried out.
All requirements under ‘The Water Supply (Water Fittings) Regulations 1999’ have been complied
with.
Should Welsh Water’s Contractors attend the site to carry out planned work, but the work cannot
be completed due to reasons beyond Welsh Water’s control, then the Company may make an
additional charge in accordance with its Scheme of Charges.
Full payment of connection charges and infrastructure charges has been received by Welsh Water.
Quotations and Estimates are valid for 3 months, after which Welsh Water reserves the right to
review the price.
2. Quotations for water connections sized 20 – 40 mm
Quotations for this size of connections are in accordance with Welsh Water’s Standard
Charges detailed in Section 17 of the Company’s Scheme of Charges.
These quotations are provided only by reference to the Developer’s site and location
plans and Welsh Water’s Assets Information System, which shows the size, type and
approximate location of the Company’s water main and sewers.
Prior to the job being completed, should any information be found to be incorrect, to the
extent that the actual costs of providing the connection would be in excess of the
quotation by 20%, then the Company reserves the right to review the quotation
upwards. Should the opposite be true and errors, in the Company’s Asset Information,
result in the likely cost to be less than 80% of the quoted price, then the Company will
recalculate the quotation with its Scheme of Charges and make the appropriate refund
to the Developer.
If Welsh Water considers that there is a significant risk of leakage or contamination of
the pipes or fittings then they must be pressure tested, chlorinated and a satisfactory
chlorination certificate submitted.
3. Estimates for water connections sized 50mm and above.
Where work is carried out for which there is no standard charge then the work will be
charged at cost.
Estimates are provided by reference to the Developer’s site and location plans and
Welsh Water’s Assets Information System, which shows the size, type and approximate
location of the Company’s water main and sewers. Where considered necessary, Welsh
Water will carry out a site inspection to verify these details as far as practicable. Should
these details be found to be significantly different, during the execution of the works,
then Welsh Water reserve the right to review the estimate and discuss the changes with
the Developer.
Pipe work and fittings sized over 50mm bore (eg 63mm OD and larger MDPE pipes) must
be pressure tested, chlorinated and a satisfactory chlorination certificate submitted. All
pipe work must be in accordance with the Water Supply (Water Fittings) Regulations
1999 before a connection can be undertaken.
4. Abortive Costs.
Welsh Water reserves the right to levy charges for any abortive costs incurred at the construction
stage due to the actions or otherwise of the Developer or other acting on his behalf. Such charges
will be calculated in accordance with Welsh Water’s Standard Charges detailed in Section 5 of the
Company’s Scheme of Charges.
5. Infrastructure Charges.
Infrastructure Charges will be appropriate to the size of connection irrespective of the
size of meter fitted as this may change in accordance with the customer’s different
processes and water demand over time.
6. Credit/Debit Card Payments.
Card payments can be accepted for quotation charges.. The card payments can be made
via our automated payment either online or by ringing our free phone number 0800 917
2652 option 1.
7. Overriding Conditions.
These terms and conditions override any terms and conditions on any letter of
confirmation, requisition or purchase order, which the Developer may supply to Welsh
Water irrespective of whether any such letter, requisition or purchase order is issued
prior to or after this quotation.
8. Temporary Building Water Supply.
In the case of an application for a connection for building purposes only, the supply will
be described as ‘Temporary Building Water Supply’ and Welsh Water will lay our part of
the service pipe and will aim to make the necessary connection within 21 days of your
compliance with the following requirements:
You have paid any previous accounts owing to Welsh Water
You have paid any Connection or Infrastructure Charge at least 21 days before you
require the connection to be made where such payment is required by Welsh Water to
be paid in advance.
You have fitted the building water standpipe in accordance with the Water Supply
(Water Fittings) Regulations 1999.
You have informed Welsh Water of the names and address of the persons liable for
payment of water and sewerage services charges.
If your property is situated in a road which is classified by the relevant Highway
Authority as ‘traffic sensitive’ under the New Roads and Street Works Act, we are
obliged to give 28 days’ notice to the Authority prior to work being carried out. If this is
anticipated, we will give you as much notice as possible. You should make provision in
your plans for this possibility.
The temporary building water supply will be made available for a period of up to nine
months from the date of connection. The Company will consider applications for three
monthly extensions.
Subject to suitability of location and Company agreement, the temporary building water
supply may be converted to a permanent connection to premises and the additional
requirements below will then apply.
9. Permanent Connection to Premises
The Company will then lay the Company’s part of the service pipe and will aim to make
the necessary connection within 21 days of your compliance with the following
requirements:
You have paid any previous accounts owing to Welsh Water in respect of the premises.
You have paid any Connection or Infrastructure Charge at least 21 days before you
require the connection to be made where such payment is required by Welsh Water to
be paid in advance.
You have installed the plumbing and your part of the service pipe in accordance with
Company’s byelaws and regulations.
You have provided a separate supply to each premises that is separately occupied unless
you have obtained the Company’s prior agreement to a single connection to two or more
premises in accordance with the conditions specified by the Company for the premises.
You have informed the Company of the names and address of the persons liable for
payment of water and sewerage.
If any part of your part of the service pipe crosses land which is not in your ownership,
you have provided the Company with written evidence that you have a legal right of
access for the benefit of yourself and the Company. Right of access must include a right
to install accessories on the service pipe and to maintain, repair and replace the service
pipe and any such accessories and to read any meter sited thereon.
The supply will be metered in accordance with the Company’s standard terms and
conditions for a metered supply of water.
Separation of supply can take up to 28 days. If your property is situated in a road which
is classified by the relevant Highway Authority as ‘traffic sensitive’ under the New Roads
and Street Works Act, we are obliged to give 28 days’ notice to the Authority prior to
work being carried out. If this is anticipated, we will give you as much notice as
possible. You should make provision in your plans for this possibility.
Where a connection only is required, the Company will undertake to make a connection
within 14 working days of your compliance with the above requirements except that
where payment is required to be made in advance, the payment should be made at least
14 working days before you require the connection to be made.
There will be a charge per property for building water (except where the site has a
metered supply for building purposes, or where a mains supply cannot be used).
Any queries about the connection charge should in the first instance be referred to the
Company. If we cannot resolve any dispute about the reasonableness of a new
connection charge, you can ask the Director General of Ofwat to investigate. His decision
will be final and binding on both parties. The Director General of Ofwat can be contacted

10. New Water Connection
I agree to conform with all the provisions of the Water Industry Act 1991 and all
statutory requirements.
I will pay for my part of the service pipe which will be laid in accordance with the
standard set by the Company. I will provide written proof of the agreement of any
owners of land affected by the installation (not being part of a street).
I will pay for any work the Company carries out where any part of the service pipe is laid
in the highway.
I agree to have the water supply metered in accordance with the Company’s terms and
conditions.
I will pay all the costs quoted by the Company to supply water and I understand that all
future water and sewerage services charges will be payable in accordance with the
Company’s Scheme of Charges from the date the connection is made.
This application constitutes a notice under Section 45 of the Water Industry Act 1991.
I understand that the Regulations do not allow the installation of plumbing systems or
water fittings which are supplied or are to be supplied with water provided by the
statutory water supplier without prior consent from that supplier. I also understand that
such installations must be carried out in accordance with these Regulations, and that
every water fittings must be installed, connected, altered, repaired or disconnected in a
professional manner.
A decision on the Regulation 5 Notification in Form 5 will be posted to the address in
Form 5, Sections 3b or 3c within 10 working days of the receipt of this Application form.
I understand that I must give at least 1 day notice to the New Connection department of
the date installation of the water fittings detailed on Form 5 is to commence so that
their installation can be inspected. I also understand that installation must not
commence unless approval has been given in writing by Dŵr Cymru Welsh Water to the
Notification on Form 5.
It is regretted that no new connection can be made unless all parts of this form are
completed and the Required Enclosures are submitted.
