The items listed below must be accomplished and turned in to Outbound Assignments prior to
you receiving your PCS orders. Members are highly encouraged to visit Outbound

(Your vMPF Outprocessing checklist is setup based off your departure date. Complete the items
on the checklist and your counselor will automatically create your orders no earlier than 90
days from departure date and only if ALL required paperwork is turned in.)
Minimum Requirements for CONUS PCS orders:
 Assignment Acknowledgement- log on to vMPF upon reciept of system generated

Government No-Fee Passport- Members with OCONUS PCS may require a passport, visa
and/or SOFA for themselves or dependents. Applications MUST be submitted within 15
calendar days of initial briefing to allow sufficient time for processing. Provide a copy of
passport application to Outbound Assignments.

Korea Assignment Incentive Pay (KAIP) form. Required if projected PCS to Korealocated on Sharepoint. *NOTE: Must be ORIGINAL* Due within 15 calendar days.

HB/FO Assignment Application- Due within 15 days of Assignment Briefing complete on
vMPF, self service actions, assignments. Due 15 days after brief.

AF Form 965 Overseas Tour Election Statement- required for PCS OCONUS for
members with dependents. *NOTE: Must be ORIGINAL* Due within 15 calendar days.

Active Duty Service Commitment (ADSC)- you will be notified via email with
instructions if this is applicable.

Security Requirements Memo (page 7)- Obtain signature from UNIT security manager.
Due within 30 Days.


AF Form 522 Weapons Card/ CBRNE- hands on training certificate/ SABC Certificate or proof of training
AT Level 1- Force Protection Training: Required for all members and family members,
14yrs and older- AT Level 1 training may be accomplished by a certified Level II instructor or
by Computer-based Training (CBT). CBT can be accomplished by accessing
https://atlevel1.dtic.mil/at/ (password is “aware”)

 Prepare house for selling or renting. If you are selling your home, shop for a realty
company that meets your needs.
 Attend Airman and Family Readiness Center’s Smooth Move workshop. Learn how to
find information about your new location. Sign up online at www.travisafrc.com.
 Kids should be included in the moving process too. Listen to their concerns and let them
know as much as you know about the move.

 OCONUS Tip: if you have pets and will be PCS’ing overseas call the Travis Veterinarian
clinic (707-424-3010) to start the process of clearing your pet for the move.
Receipt of PCS Orders
 Call or visit TMO located in Building 381 (424-2411/12) to set up an appointment to
prepare for shipment of your household goods/hold baggage/ automobile. Spouses are
encouraged to be present for this appointment so arrange for child care. Have a desired
moving date in mind for each shipment. Be prepared to provide TMO with an estimated
shipping weight for each shipment. Bring 7 copies of your orders for each shipment.
 If planning on a DITY (Do It Yourself) Move visit TMO. NOTE: DITY move
reimbursements are considered taxable income.
 If living on base visit Balfour Beatty in Building 660 to fill out a 30 day notice form.
NOTE: you can do this without hard copy of orders and just with the PCS email
notification.
 If you are residing in an off base rental, give at least a 30 day notice to the landlord. The
housing office has a form to use to give a 30-day written notice and request return of
your security deposit if appropriate. Set a tentative date for your landlord to inspect
your quarters after the movers have packed out your household goods.
 If the military member is going on a “remote tour”, you will need to decide where the
family will be residing until the sponsor returns. Go to the Airman and Family
Readiness Center and check into the available programs for spouses/families.
 You are authorized up to 7 days in billeting before your departure date. Call 424-8000
for reservations or make reservations online www.travisfss.com. There may be pet
friendly rooms available.
Planning your living situation at new location:
 Call billeting at your new base to reserve up to 30 days in the arriving PCS category.
PETS MAY NOT BE ALLOWED, have your sponsor make the necessary kennel
arrangements.
 If you are planning on living on base then visit the housing office at the new location
within 30 days to fill out an application. You can also visit www.housing.af.mil to
see the base housing requirements and pictures of housing before you arrive.
 Schedule a house-hunting trip...Commanders may permit up to 10 days permissive
TDY (no cost to the government) to locate and secure housing at your new station. If
you go house-hunting without the family, take lots of pictures, and pick up maps,
brochures, flyers to share with them. This will give them the chance to visualize the
new home more realistically with fewer fantasies and misconceptions. The children may
be interested in the styles of clothes the kids wear, number of kids in the neighborhood
around their age, information on the school they will be attending, popular activities
nearby, etc.
 Start cleaning out junk drawers and closets. Plan for garage sales or sign up with the

60 Days to PCS
 Dental Care- Complete final examinations and work.
 Eye Care- Complete final examinations and work.
 Stop by the Legal Office (Bldg 383) to complete a Will or Power of Attorney if
necessary. Wills, Legal Assistance, and Notaries: Open hours only; Tuesday and
Thursday 0800-1000.You may desire a "General Power of Attorney" which will give
your designee unlimited authorization. Or you may desire a "Limited Power of
Attorney" which will give your designee specific authorization to take care of the
following:
 Buying or selling a house
 Shipment of household goods
 Shipment or registration of a vehicle
 Medical authorization
 Arrangement for termination or assignment to government quarters.
 TMO does not provide any transit coverage for your possessions and unfortunately
damage or stolen items can occur. Check through your home owners or renters
insurance to determine the scope of transit coverage. Some policies will only cover at
one specified location. In others, 100 percent coverage expires after 30 days. Some
only cover major perils and not "rough handling or mysterious disappearance". If you
are not sure, check with your agent.
 Prepare a general inventory by room, closet, attic, garage, etc., of all household and personal
possessions both for your own use and so that you will be able to make an accurate estimate of
their value for insurance purposes. Take pictures of high value items and record their make,
model, and serial numbers. Remember to include books, pictures, silver, china glassware,
linens, clothing, tools, sports and hobby equipment, musical instruments, and cameras, as well
as furniture, lamps, rugs, curtains, etc.
 Obtain a written appraisal for valuable items such as antiques, jewelry, furs, and paintings. To
obtain an appraisal, check with a professional who deals in the kind of valuables you have.
(i.e., for antiques, check with an antique dealer).
Children
 Assist the children in the inventory of their rooms. Talk with them about the small
toy or game to take in their suitcase and help them decide which ones to ship with the
household goods.

40 Days to PCS
 Keep cleaning and sorting. Remember charitable organizations such as Airmen's Attic
and Thrift store. Thrift store also has consignment options. NOTE: Keep receipts for
tax time.
 Tip: Start packing smart.You can start by packing what you won’t use between now
and the time you move. For example, if it’s winter, start by packing bathing suits and
outside sports equipment.
 Tip: Mark boxes clearly. Label each box as you pack it. This will help you and the
movers place it in the appropriate room when you get to your new home.
 Start using up items you cannot move such as food, cleaning supplies, and
flammables.
 Update and renew as necessary all driver's licenses and I.D. Cards.
 Arrange for absentee voting ballot or obtain the address where you can write for
ballots. You can “Google” Absentee Voting Ballot application.
 Make a list of everyone who needs to know your new address:
 Auto Insurance company
 Friends and family
 Creditors
 Subscriptions
 Doctors and dentists
 Post office
 Department of Motor Vehicles/ Revenue Department
 Bank
 Investment firms
 Obtain a change of address kit from the post office and fill out the cards. You may
need to do this twice if using temporary quarters at the next base.
 Establish a bank account at the new base. You can do this by mail or by phone
normally.
 Obtain the address to write to for state income tax forms and information. Unless
your new station is within the state you pay taxes, it may be difficult for you to obtain
the necessary forms.
 Keep talking about the move within the family. Honesty is essential. Children, as

well as adults, need time to deal with feelings of loss and separation.
30 Days to PCS - Clean Out!
 Review finances.
 Up to three months advanced pay may be authorized. Check with the travel pay
section concerning details and other benefits for which you may be entitled. Be
sure of your mode of travel (car, airplane) when discussing Advanced Travel to avoid
over payment.
 Determine how much money you will be required to have on hand when you arrive
at your next duty station. You will need sufficient funds for housing, utilities, food,
temporary lodging, etc.
 Plan for your plants. Plants do not travel well and are not allowed overseas and
many states have restrictions. Sell at garage sale - use as "thank you" to friends.
Children
 Have a going away party for the children. Another for yourself and friends. Help
the children assemble a list of addresses and phone numbers of their friends so they
may keep in touch.
 Visit your children's schools. Notify the schools of your children's last day and
request they have the necessary records ready for the transfer. Discuss educational
concerns. If you cannot get the records, get the addresses of the current schools so
the new schools can write for them.
21 Days to PCS - Notifications
 Notify utilities and home services of disconnect dates: Electric, Gas, Water,
Garbage, Telephone, Cable TV, Newspaper, etc.
 Check bank procedures for transferring of funds or closing the account. Get a
letter of credit or have enough cash available for the new location for rent, deposits,
utilities, etc.
 If you have not received an appointment for your final out-processing from
Outbound Assignments call and obtain an appointment. Double check on what you
will have to bring with you for final out-processing. See page _11_ of this booklet.
 BEWARE OF MOVING STRESS ON THE FAMILY. Are any family members

showing signs of tension? (Snippiness, impatience, shock, "little things get under
your skin", rapid mood swings, depression, sadness, etc.) This is normal. Be
patient. If the stress is getting out of hand call or visit the Airman and Family
Readiness Center (424-2486) to get help there are programs like the Military and
Family Life Consultants that can assist you with this transition.
Final Out- Processing
Once orders are complete, Outbound will contact you via email to schedule your
final out-processing appointment
 Military uniform is required for your appointment. If you are not in uniform
you will be rescheduled
 You must have all the items listed below completed and available during your
appointment. If you are not prepared or LATE, you will be rescheduled
 If agencies outlined in vMPF (vOP checklist) have not cleared you for final
outprocessing by your appointment date, you will not be allowed to final outprocess
You must bring the following items with you to your Final OutProcessing Appointment with Outbound Assignments:
 Medical Record - check out 10 days prior from outpatient records
 Check out medical records for member and dependent, but please only bring your
records.
 Or Transmittal Letter

OJT Records (AF Form 623) (TSgt and below), if AF Form 623 is electronic a
signed letter from unit training manager stating records have been transmitted
to gaining PDS.

If living on base:
 After your final inspection with Balfour Beatty visit the Housing Office in
Building 660 to be cleared from vMPF- Need BAH reconciliation form.

14 Days to PCS – Handle Details
 Verify pickup schedules on household goods and hold baggage with TMO.
 Retrieve items from the cleaners, fill prescriptions, and get your vehicle tuned up.
 Return borrowed items and library books. Collect items you have loaned out.
 Prepare to clean the house for inspection.
 Take pets to vet for required vaccinations and certificates. Get copies of their medical
records.
 Check luggage and make necessary repairs. Purchase new luggage as needed.
 Have the car serviced/tuned up for the trip. Check oil, water, battery, belts, hoses,
brakes, tires, and all fluid levels.
 Make necessary travel arrangements, motel reservations, etc.
 Empty and close-out safety deposit box.
 If you are renting out your home to someone else while PCS, check on your
insurance coverage with your agent.
7 Days to PCS – More Details
 Settle your outstanding bills.
 Obtain copies of any civilian medical, dental, and school records.
 Pickup medical and dental records. Unless you have a Power of Attorney, the sponsor
cannot pickup the medical or dental records of their spouse. Either parent may pickup
the records of children through the age of 17.
 Double check your FAMILY RECORD FILE and place in a briefcase for hand-carrying.
 Video tape your household goods. As you video tape, have the date stamp turned on and
as you go around your house or apartment turn on the TV, stereo, and anything
operational. This is vitally important because if any item is broken in
shipment, you will have to prove that it worked before it was shipped.
 Add the following to your FAMILY RECORD FILE:

Copies of your orders on you.

Duplicates of your car and other important keys.

Home inventory of household goods plus pictures and receipts.

Medical, dental, and school records.
 Dispose of flammables.
 Arrange for childcare for the packing and moving day.
3 Days to PCS
 Tip: Don’t pack everything. Some items should be held aside until the last minute.
 Set aside a small tool kit for dismantling (and reassembling) furniture.
 Pack a “moving day needs” box with: cleaning supplies, sponges, paper towels, toilet and
facial tissue, bath towels, bath soap, shampoo, can opener, paper plates, napkins, plastic
eating utensils, snacks, coffee, tea, sodas, light bulbs, scissors, and trash bags.
 Give away or discard perishable food. Pack snacks or sandwiches where can get to them.
 Keep a first-aid kit handy
 Dress in layered clothing during your move so you can shed or add clothing based on the
weather.
 Before the movers arrive to pack your possessions for shipment and/or storage,
disconnect all appliances. Empty the refrigerator so it can dry at least 24 hours
before the movers arrive.
 Dismantle stereos, outdoor play equipment, etc. Drain any power tools and vehicles
to be transported of gasoline, oil and water.
 Audio and video equipment and personal computers require special attention.
Always consult your owner's manual for specific instruction.
 Tip: use color tape to code wires for easier reinstallation.
 Take down curtains, rods, shelves, etc., remove pictures and mirrors from walls and
group together. Remove items from attics, crawl spaces, or similar storage areas. It
is your responsibility to make these items accessible for the shippers.
 Owner-packed cartons will be listed on the moving company's inventory as PBO
(packed by owner) and the carrier may disclaim any responsibility for damage
unless there is visible external damage to the box.
 Place valuables, cash or jewelry, purses, and FAMILY RECORDS FILE in a safe,
inaccessible (to packers) place (Ex: locked in car trunk).
 Separate items to be "Hand Carried and Luggage", "Hold Baggage", "Storage",
"Shipment", and "Professional" categories.
 Make sure all dishes and utensils are clean and all trash has been removed from your
home. Packers will pack everything, in the condition it is in!!!
 Children Tip: Allow children to choose one small toy/book/game for carry on
luggage, one for suitcase and several for hold-baggage. They may even wish to pack
a box of non-breakable items. Have them put their name and draw a picture on the
side of the box to feel a part of the move.

Packing & Moving Day
 Arrange for childcare. Air Force Aid offers a Childcare for PCS program= Free
childcare for those within 60 days of PCSing. Place pets in a safe place.
 Watch the packers very carefully to see that they understand and know exactly which
items are to be packed and for which shipment or storage.
 You may wish to keep a record of the contents of each carton being packed. This may
make it easier to locate specific items upon their arrival at your next base. If any
cartons are missing, it will be possible to determine quickly what is missing. (NOTE:
The packers do move fast. You cannot hold up the packers while accomplishing this
list.)
 Items the military cannot ship as household goods:
 Pets or other animals
 Cleaning products
 Live ammunition, powder, igniting devices or primers
 Construction materials, cordwood and items for resale
 Liquor
 Flammables.
 READ all packing documents PRIOR to signing.
 Be sure your copy of the moving company’s inventory is legible.
 Place a copy of the moving company’s inventory, stored possessions, baggage receipts
is in the FAMILY RECORDS FILE.
 Before leaving the house, check each room and closet, make sure windows are down
and locked and lights are out and exterior doors are locked.
You are responsible for keeping the total weight of your household goods within the
limits. Below is a table of the weight limits in pounds.

On the Move
 Keep a log of all moving expenses as they occur. This will be helpful at tax time. An
Air Force survey indicates members only receive $1.00 in reimbursement for every
$3.00 they spend on moves. Keep all receipts. If not needed you can always discard
later. If you and your family are traveling separately, keep two logs. Include these
items:
 Rental cars
 Meals
 Air/Bus/Rail fares
 Rent deposits
 Gasoline receipts
 Utility deposits
 Accurate mileage records
 Installation charges
 Traveling with Children helpful hints:
 INFANTS have few concerns outside their immediate environment. They take their "cues"
from you - are you angry and frustrated or relaxed and content?
 YOUNG CHILDREN do best when kept on the same eating and sleeping routine.
Introduce new sights and sounds with patience.
 ELEMENTARY SCHOOL CHILDREN may be losing their first friends. Allow for
expressions of grief in daily decisions.
 Stick to your child's usual bedtime and meal times, and read them their favorite story.
Unpack the minute you arrive so everyone feels at home.
At Your New Home
 Upon arrival at your new station, check with the Housing Office before your rent,
lease, or buy a home. Their office will provide you with information on rental
agreements, housing restrictions, military clause contracts, and hints on buying and
inspecting a new home. This is one of the most important stops. You and your

 Make arrangements for childcare for the day your household goods will be

 On delivery day, meet the packers. Check and double check that everything on
your inventory is accounted for and in proper condition. If you have lost or
damaged goods, complete the 1840R and turn it into the claims office within 75
days of delivery. DO NOT REPAIR OR REPLACE DAMAGED GOODS PRIOR
TO FILING YOUR CLAIM AND CONSULTING WITH THE CLAIMS OFFICE.
The claims office then have up to 9 months to process the claim. Be patient.
 Children Tip: Some children see moving to a new school as a pleasant experience,
others anticipate change with real fear. One way a parent can help a child to adjust
to a new school is to tour the school with the child, pointing out the classrooms,
cafeteria, restrooms, playground and other areas. This will ease some of the anxiety
and keep the child from feeling lost. Introducing the child to the teachers and a
few classmates will help. Make sure they are dressed in an outfit that will boost
their self-confidence on a difficult day. Take time to listen to your children's new
experiences each day.
Should you buy or rent?
Each has its advantages and disadvantages. If you buy a house, you will:
 Be building equity (although it takes about 2 years of ownership to break even).
 Have a tax advantage.
 Be responsible for keeping it in good condition inside and out.
 Be responsible for selling or renting it when you want to move.
If you rent a house or apartment:
 Can call the landlord for maintenance assistance.
 rental process is much shorter; can move in immediately; the home purchasing
process can last anywhere from 1 1/2 to 4 months. In apartment living, you only
have to give notice when you want to move.

Determining your Housing Needs and Price Range
What you can afford and spend on the purchase of a new home is determined by:

The amount you have available for a down payment, from equity in current home,
savings, or other sources acceptable to the lender, AND

The amount of mortgage you can qualify for, which will depend on your income
and debt load. You might look into being pre-qualified by a lender.

If you do not have enough money saved up yet, or have poor credit rating, stop all
credit spending, work to reduce your installment debt, and make sure you pay all
your bills on time every month.

If you think you have a poor credit rating, discuss it with the counselor or your
realtor as you go through the home search process; don't wait until you're ready to
apply for your mortgage. Most minor credit problems can be resolved if they are
tackled quickly and honestly.
Working with a Real Estate Broker
For help in selecting a realtor in an unfamiliar area, check the realtor referral data, and
speak to a counselor. Once you have found your realtor, it is most important to tell
him or her everything you want and need in housing. Also discuss your financial
situation because you want to make sure you are shopping for housing in the right
price range. Some tips:

Ask questions about property taxes, schools, transportation, and other community
related issues.

Ask for copies of the listings on all the properties you will see.

Take notes - on what you like and don't like while you're looking at a property.

Compare the homes you see; eliminate the ones that don't measure up.

Share your reactions with your realtor as you are looking. This will help the realtor
find the right property for you.

Remember, the realtor is representing the seller, not you as the buyer. Therefore,
don't let the realtor do all your thinking for you.

If you are uncomfortable about some part of the buying process, get another
opinion.
Renting
Determining your Community and Housing Needs

How many rooms do you need?

Do you have children and/or pets?

Will you need parking facilities?

Do you prefer a garden apartment or a high-rise building?

Will you be close to schools, shopping centers, hospitals, and places of worship?

How long are you willing to drive to your duty stations?
It is good to think about what your family situation will be in a year or two. Will you
have additional children? Or, will your children be "leaving the nest?" These factors
can make a difference as to where you will choose to live, how much room you will
need, and how long a lease you should request.
The amount of rent you can pay each month should not exceed 25% of your gross
monthly income. Inquire about move-in specials. Apartment managers are not
always required to inform new tenants about these.
When looking for an apartment, it is a good idea to talk to tenants in the building, if
possible. Ask the tenants if the landlord is responsive to requests for maintenance
work and complaints about noisy or inconsiderate neighbors. Visit the apartments
at different times of the day to find out what the neighborhood is like in terms of
traffic, delinquency, noise, etc.
Application and Leases
The landlord may ask you to fill out a lease application to verify your credit worthiness.
There is usually a fee when you submit your application. Check to see if it
refundable if you are turned down. The next step is signing the rental lease.
It specifies such things as: the amount of rent and due date, the length of the lease, a
description of the apartment, the landlord's rules and regulations, and the tenant's
rights and responsibilities. Inquire about the "military clause" which allows
military active duty to terminate the lease without penalty. If it is not included in
the lease, ask the landlord to put it in writing.

Tips to avoid excess costs when shipping
personal property
Once the property is packed and picked up and your shipment is overweight, you have
incurred some excess cost regardless of any action you may take to remove some of
the property. Excess weight is not one of the travel and transportation allowances
and cannot be considered an obligation of the government. Therefore, collection of
your share of all transportation costs is required and is not waiver able.
To reduce or eliminate potential excess cost consider the following:

You can estimate 1000 pounds per room, plus additional weight for larger items (7
pounds per cubic foot for appliances, schrunks, etc.). Don’t forget garage, attic and
basement. CAUTION: Estimates are not binding. Charges are based on actual
shipment weights.

Declare professional books, papers and equipment (PBP&E) if you have them, even
if the estimated weight of your shipment is within your prescribed allowance.
CAUTION: PBP&E for military members must be estimated on the DD Form
1299 prior to pick up. At origin they must be separately packed, weighted, marked
and each separate carton clearly annotated on the inventory as PBP&E or Pro Gear
with its respective weight. All of these conditions (except weight) must be met to
receive credit for PBP&E.
If you cannot avoid shipping excess weight or already shipped excess weight, the least
you should do is request the destination TMO have a reweigh conducted.

Prior to unloading, ask the driver for his gross weight ticket. If he does not have
one or has not conducted the gross weighting, contact the TMO for assistance
immediately. After the truck is unloaded is too late.

TIP: If you feel that excess packing has been used in your shipment, discuss your
concern with the destination TMO before your goods are scheduled for delivery to
your home. The TMO is authorized to approve an adjustment of the net weight
when it has been determined by actual reweigh that the tare weight is improper.
This can only be accomplished by completely unpacking the shipment and verifying
the actual weight of all packing material. CAUTION: Once the above has been
accomplished, the standard packing allowance can no longer be used.

Do not sign a blank DD Form 619 (Statement of Accessorial Services Performed).
Note any discrepancies in the remarks section. Remember your excess cost is based
on pro rata share of the total cost to the government including charges for storage
in transit, delivery out of storage, appliance servicing, long carry, etc.

Question: When do I get my orders?
Answer: Orders are processed once all required documents are turned in to Outbound. Members will
receive PCS orders within 90 days of their departure. ***Note: For short notice assignments,
Outbound will work on an individual case by case basis.***
Question: When can I set up TMO?
Answer: Household shipments cannot be scheduled until the member has orders in hand.
Question: I have a broken suspense on vMPF but I already turned in the required
paperwork, how do I get it cleared?
Answer: If you have turned in the required documentation and are still getting a broken suspense (only
if Outbound Assignments is indicated on the right hand side of the checklist, all other items please
contact responsible agency) please email us 60FSSFSMPDASSIGNMENTS@US.AF.MIL with
what needs to be cleared.
Question: How do I decline my assignment ?
Answer: If you are a first term airman and do not have enough retainability for the assignment, you
can decline reenlistment or an extension and not accept the assignment. However for career
airman if you do not have the required retainability and decline reenlistment or extension, you
will be required to separate on your DOS. Either way you will need to sign an AF Form 964,
Declination for Retainability statement. This is done with the NCOIC, Outbound Assignments by
appointment only.
Question: How do I find Outbound Assignments in the Global Address Listing?
Answer: Type: 60 FSS /FSMPD Assignments.
Question: Can I get a status of my outprocessing and when can I expect my orders?
Answer: The vMPF checklist is the guide, by ensuring all items have been completed is the quickest way
to receive your orders and be prepared to outprocessing. The suspense dates on the side of your
checklist is set by your departure date. When the checklist is loaded and you might be over due on
items. The suspense dates helps us help you get the documents we need in a timely manner so
orders can be published. If all items have been turned in, your orders will be started automatically
and takes 7 days to be authenticated.
Question (OCONUS): Can my dependents go ahead of me (Overseas)?
Answer: Dependents may be relocated to the follow on location ahead of the member, however all
dependents must be medically cleared for government funded travel prior to the member’s
departure to the unaccompanied short tour location.
Question (OCONUS): When will my follow on assignment get loaded?

Answer: Once the follow on is loaded into the system, HQ AFPC can take anywhere from 2 weeks to 6
months to load the follow on. Follow on assignments are worked on a priority basis for members
all over the Air Force.
