CSCSC Profile
The Canadian Supply Chain Sector Council is an all-stakeholder, not-for-profit organization responsible
for the human resources strategy for the supply chain sector in Canada.
Mission
The Canadian Supply Chain Sector Council brings together partners in the sector to develop solutions to
the human resource challenges faced by stakeholders. Recognizing the vital role of the supply chain to
Canada’s economy, the Council is committed to enhancing the sector’s ability to attract and retain
workers at all levels and across the full range of functions, and to advancing the skills of those workers.

Message from the Chair

Since July 2011, when the Council was informed of
the Government of Canada’s decision to
discontinue funding the activities of sector councils
as of March 2013, the Board has been committed
to finding a way forward that would see us remain
in business. We’ve explored several paths, and
believe that, before March 31 next year, we will
have navigated a course to successfully carry on
operations, albeit differently.
For employers, a future for the Council means
continued access to the tools we’ve developed
over the last six years: National Occupational
Standards for 33 supply chain roles; the
Recruitment and Retention Toolkit; the National
Accreditation Program; the LMI Toolkit with
historical and projection data; a sector-overview
video and four video career profiles; the Virtual HR Department; and the Education and Training Compendium.
Together, these aids are an incredible – and free – resource for use by employers in the management of their
supply chain human resources.
Recruitment and retention of workers is a growing concern as the economy recovers from the downturn. Some
markets are feeling the strain already. Employers will increasingly be competing for labour from an insufficient
pool of workers; as the Council’s own research indicates, about 66,000 new and vacant supply chain positions will
go unfilled each year for the next five years or so, if we don’t find effective ways to change our approach to
securing talent.
There are things that employers can do to address worker shortages. First, we need to adopt best practices related
to the retention of current employees, to ensure that we don’t lose the knowledge and know-how that those
people possess. We also need to widen our searches for employees and consider hiring those now underrepresented in the supply chain: women, immigrants, Aboriginals, visible minorities and people with disabilities.
We can no longer rely on word-of-mouth to unearth the people we need. We need to reach out to young people
through channels that they access. We need to provide training and clear career paths. We need to put in place
policies that enable flexibility and choice for employees in terms of benefits, working conditions and so on. By
creating an attractive workplace where employees feel valued and can see where they’re headed, employers will
help themselves contend with challenges in the supply chain labour market.
The Council’s recently released HR Study Update report, in addition to providing recommendations such as those
listed above for employers, records the researchers’ recommendations for the Council itself, designed to support
employers as they cope with the sector’s HR-related difficulties. Our goal this past year has been to build a
foundation for success, a framework that will secure our legacy and ensure that the Council will be in a position in
coming years to implement those recommendations.

A change of some kind is coming for the Council; that much we know. At this stage, we also know that any future
Council will involve supply chain-focused associations in a governance role. Beyond that, we can say only that
there is much desire to build upon our work, and continue the mandate of the Council after March 31 next year.
How that will be achieved is still to be determined. We have been engaged in assembling the pieces to this puzzle
over the last year, and expect to be putting the pieces
together over the next 8 to 12 months.
Because of the work of the Council’s Transition Planning
Committee, however, I am now fairly certain that our work
will continue. The Committee, comprising top-level
representatives of key associations in the sector, has met
frequently to review options and develop viable scenarios
for the future life of this organization. It has been
heartening to see the passion that Committee members
and other stakeholders have for the work of the Council, to
observe what it means to them to continue to contribute.
Given how much effort some of these same people put
over a period of years into creating the Council, it’s no
surprise that they’re committed to a shared vision for the
sector.
It seems to me that the Council’s work is more important now
than ever. As the Council’s 2012 HR Study Update report
shows, the supply chain sector faces a major challenge in the
shortage of workers that is expected to grow. If employers are unable to effectively deal with that challenge, their
ability to manufacture and distribute the goods that Canadians want and rely on will be threatened. Without this
continued emphasis on our HR challenges, indeed our economic prosperity is threatened.
While a worker shortage was anticipated in 2005, when the Council released its first supply chain sector study, the
problem is now upon us. Baby boomers will be leaving the labour force in droves over the next few years, resulting
in large gaps to be filled in addition to the jobs that are expected to be available thanks to economic growth.
Competition for talent within the sector and between sectors will escalate.
The Council has created a variety of tools to help employers recruit and retain the people they need. They’re useful
tools that benefit employers of any size. Tools alone, though, utilized by individual employers are not enough to
solve the people shortage. For that, we need action on a bigger scale: We need to educate teachers, guidance
counselors and parents – and, ultimately, students – about supply chain career opportunities; we need to better
integrate foreign-trained supply chain workers; and, we need to continue bringing together employers and
educators to develop relevant programming. Only through a national forum for supply chain stakeholders can such
action be realized. The Council and our work is critical to the sector and its employers; my hope is that we will be
seen as not only relevant, but crucial to our stakeholders and that we will adapt to these changing needs to not
only survive, but prosper in order to continue to impact the lives of our stakeholders.

The Year in Review
For the Council, fiscal year 2012 was defined by two major announcements: the end in March 2013 of HRSDC Core
Infrastructure Funding for sector councils and the release of the Council’s HR study update report.
The HRSDC announcement in July 2011 gave the Council more than a year and a half to review options and
determine a course for the future. Between July and the year end in March 2012, the Council established a
Transition Planning Committee, comprising representatives of numerous key supply chain associations and chaired
by the Council’s former Chair of the Board Don Borsk. The Committee met – and continues to meet – frequently; it
has developed two proposals for continuation of the Council that it will present to the board of directors and
members to vote on.
The good news is that the Council will carry on beyond March 2013, but it will be a very different body, at least to
begin with. The Committee is hopeful that, in time, funding will be secured from various sources to allow for
project-related work addressing Council-led initiatives.
The Council’s HR Study Update Project was completed in March
2012 with the release of the study report. The study was designed
as an update to the 2004/2005 sector study and so provides a
picture of how the sector has changed in the last seven years. Key
findings – that the supply chain suffers from a lack of awareness and
a shortage of skilled workers – are much the same as in the past, but
these issues are expected to grow in urgency as the population
continues to age and retirement of baby boomers increases.
As in the 2005 report, the new report offers recommendations for
employers to combat their recruitment and retention challenges. It
also outlines areas of focus for the Council to enable it to support
employers in those efforts.
Depending on the Council’s success in negotiating the coming
transition, it will, as recommended:

Continue existing outreach efforts in high schools and
encourage promotion of the sector among high school
guidance counsellors and other key influence agents such
as parents, peers, and others.
Continue efforts to increase the participation of
internationally trained workers in the supply chain sector
through targeted programs such as the Supply Chain
Awareness Program for Employment.
Continue to provide information to mature workers who are looking to move into the supply chain by
posting career profiles that include job descriptions, pre-employment skills, and essential-skill
requirements.
Link women with female mentors who work in the industry.
Organize promotional events for under-represented groups, such as women, immigrants and Aboriginals.
Organize networking events for mature workers interested in pursuing a second career.
Assist mature workers who possess transferable skills by providing information about the skill
requirements for different positions.
Continue promotional efforts using tools that have broader reach and appeal (e.g., social media such as
Facebook and Twitter).

Continue to promote the opportunities and career paths available to potential entrants to the sector. This
could, for example, include the development of a “Career Tracker” application (online, Smartphone
application) that provides a succinct description of the requirements for selected occupations, and the
advancement opportunities available within the sector for such occupations.
Begin development of a national awareness strategy to further ongoing efforts to inform high school
students, their parents, teachers and guidance counsellors about the career opportunities available in the
sector. This would require consultation with school boards and principals across the country to identify
how they would like to be engaged and what educational materials would be appropriate.
Help employers connect with immigrants by posting jobs and facilitating connections with immigrantfacing agencies that offer employment-placement services. Consideration should also be given to the
development of a website/web portal that explains the sector to potential immigrants, and details the
credentials/processes required to gain employment in the sector.
Analyze the processes used to recognize foreign credentials and, as appropriate, facilitate or streamline
processes used to recognize such credentials. In addition, attention should be placed on the review at
Canadian licensing/certification to ensure that requirements are not excessive barriers to recent
immigrants (no need to demonstrate excessive Canadian work experience).
Continue to use its network of training systems providers to encourage mature workers who are applying
for retraining funds to consider the supply chain.
Consider revising the Recruitment & Retention Toolkit to include information/resources as to how
employers could better engage the education and training system. The Toolkit could provide advice as to
how to become a member of an Industry Advisory Committee, or insight into the benefits/requirements
associated with participation in co-ops, internship and/or apprenticeship programs.
Key Study Findings
 The annual rate of growth in employee demand for the next five
years is expected to be 8.6 percent.
 Almost 66,000 new and vacant positions will need to be filled
each year in the same period.
 In addition, there are currently approximately 27,000 vacant
positions within the sector.
 The sector’s primary challenge is a shrinking labour force brought
about by an aging population.
 To avoid increasing labour shortages and escalating labour costs, the sector must:
o Continue to increase its awareness among key employment markets, most notably high school students,
immigrants, women and mature workers who are pursuing second careers; and
o Ensure that it does not lose existing supply chain workers to other sectors.
 A national awareness strategy should be developed to target five distinct sources of employees: high school
students, immigrants, women, mature workers who are retraining for second careers, and Aboriginal peoples in
Canada.
 Sector employers need to provide their current employees with greater clarity in terms of career paths and allow
them more flexible working arrangements.
 There is a need to establish regular communication channels between employers and the education and training
system.
 Succession planning provides tangible benefits to the companies that implement such strategies.
Translating Strategy Into Action: A Look at the Council’s Activities in FY2012
With the release of the HR Study Update report in March 2012, the Council gained a new set of directives to
guide its work. Until then, and since its inception in 2006, the Council took its lead from the recommendations of
the 2005 Strategic Human Resources Study of the Supply Chain Sector. (Both the 2005 and the 2012 study
reports are available on the Council’s website, at www.supplychaincanada.org/en/sector-study.)
As a result, the Council focused from 2006 until the end of FY2012 on:

Training and development/education;
Marketing the sector and the “profession”;
Policy implications for governments; and
Human resources processes and practices, both for sector-wide application and for small and mediumsized organizations.
Activities in the Area of… Sector Governance
 Focused on both business as usual and positioning for continuance of Council-related activities after
March 2013.
 Undertook review of risks and liabilities for wind-up or continuance of the Council without core-funding
support from HRSDC.
 Initiated outreach to intermodal stakeholders (trucking, rail and marine).
 Involved through The Alliance of Sector Councils in briefings to government departments and related
stakeholders related to HR trends in the supply chain.
 Facilitated the participation of HRSDC Assistant Deputy Minister in Wal-Mart’s annual transportation
meeting.
 Hosted several meetings of the 15-member Supply Chain Career Awareness Collaborative.
 Partnered in the “Accelerator” initiative in Alberta and British Columbia focused on the Asia Pacific
Gateway and Transportation Corridor funded by Alberta Employment and Immigration.
 Continued participation in provincial activities in Alberta and Saskatchewan (part of the Global
Transportation Hub) and in Cornwall designed to help link Council strategies, tactics and resources to
labour-market solutions in regional markets.
 Continued outreach to strategic partners, including trade and professional associations, community-based
agencies, governments and other organizations.
 Made presentations on Council LMI to Ontario, Saskatchewan and British Columbia government ministries
as part of TASC-coordinated briefings.
 Conducted a telephone campaign to promote awareness of the National Accreditation Program. The
number of accredited programs and courses continues to grow.
Activities in the Area of… Training and Development/Education
 Engaged in defining competencies within supply chain

Training Compendium and apply for accreditation through National Accreditation Program.
Activities in the Area of… Marketing the Sector and the Profession
 Made presentations to numerous groups, including associations, employers, educational institutions and
immigrant-serving agencies.
 Focused on engaging stakeholders and developing strategic partnerships with employers through the
Outreach Project.
 Created four video profiles to promote career awareness.
 Built audiences on social media sites.
 Continued long-term partnerships with Toronto District
School Board and MicroSkills.
 Developed “Commitment to Action” process to further
engage directors in connecting with their networks.
 Joined the CSCMP Supply Chain Talent Acquisition
Initiative; provides an opportunity to showcase the work
of the Council and its partners globally.

Developed a partnership with Access Employment Services for a Supply Chain Connections Program.
Activities in the Area of… Policy Implications for Governments
 Supported the continued work of the Asia Pacific Gateway Skills Table and related sector councils.
 Partnered with the Calgary Logistics Council, the Van Horne Institute and the Asia Pacific Gateway Skills
Table in the Accelerator Project, focused on addressing key strategies in Alberta and British Columbia.
 Participated in meetings related to the Continental Gateway (Ontario and Quebec) and Atlantic Gateway.
 Provided sector feedback on new funding model and sectoral industry envelopes proposed by HRSDC.
Activities in the Area of… Human Resources Processes and Practices
 Completed Phase II of Occupational Standards Project.
 Relaunched Virtual HR Department as a free service.
 Released HR Study Update findings.
 Revised LMI Toolkit to make it more user-friendly and less resourcedependent for the Council.
 Included employer-demand projections (forecasts) in the LMI Toolkit.
 Launched Recruitment and Retention Toolkit.
 Developed case studies to highlight value of occupational standards to
stakeholder community and to encourage further use by employers.
 Participated in multi-sector analysis of HR trends undertaken by The
Alliance of Sector Councils.
 Developed foundation for legacy of resources, for stakeholder use after
March 2013.

and provided guidance on CSCSC projects. Volunteers contributed $613,844 of in-kind support during fiscal year
2012, of which $473,350 was provided by participants in the HR Study Update Project.
