buses ready for inspection and organizing everything for the big move to
the new bus garage. All transportation questions can be directed to Stan

Comments from
Superintendent Vince Schaefer
Dear Madison Central Parents, Students & Staff:
School year 2015-16 is quickly approaching with the official start of the school year being August 24th with the open
house opportunity at all three levels. We offer the open house event to increase the comfort level for students and
families as well as to increase the opportunity for communication between students, parents and the staff of Madison
Central Schools. Classes for all will begin on Tuesday August 25th with a full day of school along with bus service and
hot lunch available.
Registration of all students will be held on August 11th & 12th from the hours of 1:00 to 7:00 p.m. each day at the Middle
School/High School lunchroom. All are asked to enter the building from 11th street and park in the lots available on the
north side of the building. All students will have their school pictures taken during registration with several cameras
available to help speed the process. Parents are reminded that immunization records and copies of birth certificates are
required to be on file within the district. In-coming new students and all Kindergarten students must provide these
documents upon enrolling into the district.
The district continues to take steps to strengthen the curriculum and the quality of instruction available to all of our
students. Members of our teaching staff volunteer to work closely with Diana Tyler, Curriculum Director, to determine
materials will be purchased and implemented during school year. Both curriculum content and the teaching style
continues to evolve in hopes of finding ways that allows all learning styles to progress academically. The district has a
seven year curriculum review/replacement cycle that is focused on keeping the district’s curriculum materials and
resources current in the very competitive world of education. Career & Technology Education courses and experiences
have been a big change at the high school level. Many of our students are now earning course credit for high school
graduation and technical school credit at the same time. Concurrent credits are also being earned in several courses by
students planning on pursuing college or university level education after high school.
Building security and safety are topics that are often heard at all levels. Madison Central has in place security cameras,
automatically locking doors and specific methods of entry to all school buildings. At times this is frustrating and
difficult to manage but it has to be done to provide a safe and secure teaching and learning environment. The district
continues to seek grant dollars to expand the use of security equipment in our school buildings.
Parents are reminded to provide phone numbers and email addresses during the registration process so we can notify
family’s when a “School Reach” announcement or a “list serve” message has to be sent out. If the district does not have
the current information it is impossible to be accurate in communicating necessary messages throughout the year.
The new bus garage is projected to be completed on August 15th and ready for use. This means that all of the districts
buses and small vehicles will be located in and near the new garage on the north side of 11th street. The old bus garage
will be removed and that space will be turned into much needed parking space. The additional 75-100 spaces will be a
timely addition as parking on 11th street will be limited to only one side in the near future due to changes being made by
the city.
In closing, we at the district office and the board of education wish all students and parents nothing but the very best as
we approach school year 2015-16! We are here to serve and support you all so please feel free to stop in or contact us.
Being able and willing to communicate and build relationships are vital and essential to a school of quality. It is our goal
to continue to effectively develop relationships as we work as a team in providing the best educational opportunity
possible for our students.
Yours in education,
Madison Central School District Mission Statement:
TO EDUCATE ALL STUDENTS TO FULLY ACHIEVE THEIR PERSONAL AND
ACADEMIC POTENTIAL AS LIFELONG LEARNERS SKILLED IN COMMUNICATION, PROBLEM
SOLVING AND GLOBAL RESPONSIBILITY

last about half an hour. There will not
be any middle school teachers available
after the meeting.
There will be 7th/8th grade volleyball

meeting.
HS Opening Dates and Times
In our continuous effort to make the
transition to the High School as
smooth as possible, we have
scheduled a day just for the
freshmen! On Monday, August
24th, only the freshmen class will
attend school! The day will begin at
8:15am and will include various
activities that will help the freshmen
feel comfortable at MHS, and will
hopefully ease the tension of the first
day. Students will meet all of their
teachers, locate all of their classrooms,
receive some technology training, eat
lunch and learn the new lunch routine,
and then will be dismissed at 12:30pm.
We believe that this “Ninth Grade Only
Day” will give our new freshmen the
attention they deserve! Students need
to bring their computers and power
cords to school with them on this
day!
If your student will need busing this
day, please contact the High School
Office BEFORE August 19th.
On Monday, Aug. 24th at 7:00pm, a
meeting for all ninth grade parents will
be held in the MHS Auditorium.
Understandably, parent concerns are
also a high priority at this time of the
year, so this meeting will hopefully
answer your questions about high
school policies, procedures, activities,
and curriculum. See you there!

Notification of Rights under FERPA for Elementary and
Secondary Schools
The Family Educational Rights and Privacy Act (FERPA) affords parents and students who are 18 years of
age or older ("eligible students") certain rights with respect to the student's education records. These rights
are:
The right to inspect and review the student's education records within 45 days after the day the District receives a request for access. Parents or eligible students who wish to inspect their child’s or their education
records should submit to the school principal (or appropriate school offi-cial) a written request that identifies the records they wish to inspect. The school official will make arrangements for access and notify the
parent or eligible student of the time and place where the records may be inspected.
The right to request the amendment of the student’s education records that the parent or eligible student
believes are inaccurate, misleading, or otherwise in violation of the student’s privacy rights under FERPA.
Parents or eligible students may ask the Madison Central School District to amend a record that they believe is inaccurate or misleading. They should write the school principal, clearly identify the part of the
record they want to have changed, and specify why it is inaccurate or misleading. If the District decides not
to amend the record as requested by the parents or eligible, the District will notify the parent or eligible student of the decision and advise them or their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when
notified of the right to a hearing.
The right to consent to disclosures of personally identifiable information (PII) from the student's education
records, except to the extent that FERPA authorizes disclosure without con-sent.
One exception, which permits disclosure without consent, is disclosure to school officials with legitimate
educational interests. A school official typically includes a person employed by the District as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement personnel); a person serving on the School Board; a person or company with whom the District
has contracted to perform a special task (such as an attorney, auditor, medical consultant, or therapist); or a
parent or student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks.
A school official has a legitimate educational interest in the official needs to review an education record in
order to fulfill his or her professional responsibility.
The right to file a complaint with the U.S. Department of Education concerning alleged failures by the District
to comply with the requirements of FERPA. The name and address of the Office that administers FERPA
are: Family Policy Compliance Office, U.S. Department of Education, 400 Maryland Avenue, SW, Washington, DC 20202
A copy of these policies and regulations may be obtained in the building principal’s or superintendent’s office
of the Madison Central School District. Complaints regarding violation of rights accorded parents and students should be submitted to the Superintendent of Schools of the Madison Central School District, or the
Family Policy Compliance Office, U.S. Department of Education, 400 Maryland Avenue, SW, Washington,
DC 20202. For further information, please contact the Special Education Director, 800 NE 9th St. Madison,
SD 57042 or (605)256-7700.

Information Regarding
Homeless Children
Homelessness exists in many communities. A combination of high housing costs and poverty causes
many families to lose their housing. Children and
youth who have lost their housing live in a variety of
places, including motels, shelters, shared residences,
transitional housing programs, cars, campgrounds,
and other. Their lack of permanent housing can lead
to potentially serious physical, emotional, and mental
consequences. Madison Central School District will
ensure that all children and youth receive a free and
appropriate public education and are given meaningful opportunities to succeed in our schools. This district will also follow the requirements of the McKinney-Vento Act.
Under federal law, children and youth in transition
must have access to appropriate public education,
including preschool, and be given a full opportunity
to meet state and local academic achievement standards. They must be included in state-wide assessments and accountability systems. Our district will
ensure that children and youth in transition are free
from discrimination, segregation, and harassment.
Information regarding the rights of children and
youth in transition will be made available to all students upon enrollment, provided to students who seek
to withdraw from school, and distributed to places
where children, youth, and families in transition receive services, including family and youth shelters,
soup kitchens, motels, campgrounds, drop-in centers,
welfare departments, health departments and other
social service agencies. If you feel you have worked
with a child or youth who may be experiencing
homelessness, please contact the Homeless Liaison
listed below.

SchoolReach is a telephone broadcasting service that will allow the district to help
keep parents better informed about school happenings.
Through the SchoolReach notification system, school personnel will be able to
notify all households, parents, and guardians by phone, email, or text message within
minutes of an emergency, early dismissal, school cancellation, late start or a message
to our Parent listserv.
Here is some specific information you should know:
Caller ID: the Caller ID will display 605-256-7700, which is the main number for Madison Central Schools.
Live Answers: Ther e is a shor t pause at the beginning of the message, usually a few seconds. Answer
your phone as you normally would; “hello” and hold for the message to begin. Multiple “hellos” will delay the
message. Inform all family members who may answer your phone of this process.
Answering Machines: The system will detect that your machine has answer ed and will play the
recording to your machine. The phone will ring for up to 40 seconds. Make sure that your machine answers
after four rings or you may miss the message.
Message Repeat: At the end of the message you will be pr ompted to ‘pr ess any key’ to hear the message
again. If you feel you may have missed a SchoolReach voice message or just want to check to be sure, you can
dial our Message Retrieval Line. From whichever phone(s) you want to check for messages to, dial toll-free:
855-955-5800 and follow the prompts to hear any/all messages sent through SchoolReach over the last 30
days.
Contact information for SchoolReach will be placed into the system from the information received at
registration and put into Infinite Campus. It is very important that parents/guardians keep the office updated
with any changes to the family contact information. Please contact the school if you suspect your phone
number is not being called by the system or if you ever have a change of number/s.
