INTRODUCTION A. COMPANY BACKGROUND Based in Washington, D.C., ACDI/VOCA is a nonprofit international development organization that delivers technical and management assistance in agribusiness, financial services, enterprise development, community development and food security in order to promote broad‐based economic growth and vibrant civil society. PROGRAM BACKGROUND ACDI/VOCA and its partners, Project Concern International (PCI), John Snow International (JSI), and Making Cents International (MCI), developed a comprehensive action plan to bolster food security in Liberia by addressing the following technical areas: the promotion of sustainable livelihood strategies; improved health and nutrition; and support to interventions to increase access to and quality of education. The project focuses on these three objectives with the aim to reduce food insecurity among vulnerable rural populations in six districts in Bong and Nimba Counties. II.
PURPOSE ACDI/VOCA is seeking a reputable Road Engineer Consultant with the capacity to provide technical advice as may be required on the on‐going rehabilitation works on the Gblah‐Rlantuo feeder road in Nimba County and other similar roads projects in two counties where ACDI/VOCA LAUNCH is operation for a period of five months. The Road Engineer Consultant will be required to perform tasks that will involve provision of technical advice as may be required on the on‐going rehabilitation works on the Gblah‐Rlantuo feeder road in Nimba County and the other roads in the two counties of Bong and Nimba that are being considered for rehabilitation. 
Evaluation of work processes as a means of quality assurance to ensure the work is done and completed in compliance with technical specifications and design as stipulated in the contract. 
Periodically visit the project sites to inspect materials being used and carry out tests as deemed appropriate. 
Assess and compare original design with the work in progress and determine whether or not the work process will yield the expected out. 
Assess completed section of the works and provide technical certification as a means of verifying satisfactory completion of each stage of the project. 
Together with the resident engineers of each County carry out joint assessments for new roads to be rehabilitated and provided technical oversight in drawing up initial Bill of Qualities to guide decision making process. 
In consultation with the Chief of Party of the LAUNCH Program and working closely with the Infrastructure Supervisor, provide technical input in drawing up bids documents for similar projects to be undertaken in the two counties 
