The At-Risk Committee will also aid in the process of determining which students are at-risk and selecting appropriate interventions to increase success for these students. This handbook serves as the policies and procedures of the St. James Alternative School. Mission Our mission is to address the educational needs of each student on a personal level. All students are unique and learn in a different way, but we believe that all students are capable of learning. We are committed to ensuring that all graduates are equipped with the skills necessary to make it in the post-high school world with a clear view and plan for the future. Philosophy There are two basic purposes of the St. James Alternative School. The first is to help a student get back into the regular school program by earning missed or lost credits. The second is to provide an additional path for students to complete a high school diploma by successfully meeting graduation standards. The St. James Alternative School has implemented two programs to aid in this process: MO Options and Flex program. Both will be outlined in this handbook. Goals • • • • To help a student earn credits to get the student back on a timely pathway to graduation To help students catch up on credits and reenter into the regular educational program To provide rigorous, alternative instruction strategies that best fit the student’s learning process To provide a complete education that addresses a student’s curricular needs, future career needs, emotional needs, attendance/discipline needs, and additional student service needs Parent Responsibilities • • • • • Remind your son/daughter of the commitment to be in school every day. Keep the burden of responsibility where it belongs—with your son/daughter. If your son/daughter needs to leave school early for an appointment or other business, you must provide us with a written note prior to or on the day the student needs to leave. You must sign the student out before leaving with him/her. Please call the alternative school (265-2200) whenever you become aware of a problem related to the school, especially one related to attendance. If we work together, attendance and success will improve. Be an active supporter of your son/daughter during the school year and be available for student/parent conferences as needed. Meet with the director of the alternative school at least once per quarter (by phone or in person). Schedule of School Day 8:00-11:00 11:00-11:50 11:50- 2:50 First Block Teacher Planning Period/Lunch Second Block Food Services Breakfast: Breakfast will be available to First Block Students at the St. James Alternative School from 7:45 to 8:00. Breakfasts must be ordered a day in advance. If a student is absent on a day he/she orders breakfast, he/she is still responsible for paying for the breakfast. Lunch: Bag lunches will be available to alternative school students after First Block, and prior to Second Block. Lunches must be ordered a day in advance. If a student is absent on a day he/she orders lunch, he/she is still responsible for paying for the lunch. Payment for Meal Services: St. James R-1 Schools’ policies and prices for meal services will be in effect at the St. James Alternative School. If a student falls into a negative balance, a note will be given to the student showing what they owe. After reaching a negative balance of $15.00, the student will receive a sandwich for lunch until the balance has been paid. Admittance Students wishing to enroll in the St. James Alternative School will fill out an application. The application will be returned to the director of the alternative school by either the student or his/her counselor. The director will look over the application and gather information from the student’s counselor. If the application is approved, the student will be called in for an interview with the director of the alternative school. After the interview, a placement meeting will be scheduled and the student will either be permitted into the alternative school or other interventions will be put into place. Special consideration will be given to students who are not succeeding and will likely not graduate if they remain at John F. Hodge High School. Students will be admitted on the basis of probable success at the alternative school. The student will then be notified of the decision and if accepted in to the alternative school a meeting will be scheduled with the student and a parent/guardian. The student will enter into a contract when admitted into the St. James Alternative School. It is the opinion of the school that each enrollment opportunity is valuable due to the limited number of enrollment openings. Students and parents/guardians will be required to make a maximum commitment to achieving the goals of the individual. A partnership between the school and home is vital to the success of the program. When a student is accepted into the St. James Alternative School, the alternative school staff will develop an ILP (Individualized Learning Plan) for the student. The student and a parent or guardian must attend a conference with the director of the alternative school to discuss the ILP before the student will be enrolled. The plan will identify which track the student is to follow and serve as an outline of actions needed for the student to graduate with his/ her cohort class. This outline will break down the student’s needs into achievable weekly goals. Students transferring to John F. Hodge High School will not be enrolled directly into the alternative school unless approved by the high school principal and the director of the alternative school. Re-enrollment If a student is dropped from the alternative school (excessive absences, discipline issues, not working, etc) then he/she may enroll in the night school program or John F. Hodge High School. The student will not be allowed to apply for the alternative program until the following semester. This practice protects the integrity of the program and prevents students from transferring back and forth between campuses. Furthermore, students may not be permitted to return to the main campus and a long term suspension may be requested if the dismissal from the alternative school is due to discipline issues. Technology and the Internet The St. James Alternative School will follow the procedures and guidelines of the John F. Hodge handbook. Student Cell Phone Usage Developments in cell phone technology in recent years have resulted in enhanced communication opportunities. However, the use of cell phones in school poses increasing risks of school disruptions, bullying, criminal activity, and academic dishonesty. As a result, beginning with the 2008-09 school year, student cell phones, digital cameras and similar electronic devices will be banned during the instructional day (7:30 to 3:00) as well as, in dressing areas during extracurricular activities. Violation of this policy will result in out-of-school suspension. Telephones are available in the school office for parents to contact their student for legitimate reasons. Students who need to make a telephone call during the day may ask permission to use office phone. Transportation Students of the St. James Alternative School are permitted to ride the school bus. If they are enrolled in the First Block, they can ride the bus to school, and if they are enrolled in the Second Block they can ride the bus home. The other transportation is the responsibility of the student. Credits earned at the St. James Alternative School • • • • • • • Credits are competency based. When a student satisfactorily completes a course, he/she will be awarded credit. Any Course not completed by the end of the student’s contract will be cleared. The student will start that course from the beginning the next term. The instructional program focuses on core classes. Math, Science, Language Arts, and Social Studies will form the core curriculum. Job Skills will be required for all students participating in the MO Options or Flex Programs. Class times will be based on the students ILP (Individualized Learning Plan). However, maximum attendance during morning and afternoon sessions is six hours. Current sessions are based on a three hour block of time. It is possible for an individual to enroll in two sessions per day if openings are available. Grades will be calculated on an 80% mastery criterion level. A student will not fail, but will be awarded a grade or passing mark when the outcomes are achieved. Grades from the alternative school will be considered in calculation of grade point average but not for determining class rank. • • The goal for all students enrolled in the alternative school is to successfully earn a high school diploma. Students may attend the career center, work, complete electives at the high school, or be released by the school for a portion of the day to accommodate individual needs. Each student will have an Individual Learning Plan (ILP) which details the process by which the student can successfully complete his/her graduation requirements. Graduates earning 8 credits or more from the alternative school or credit recovery lab will earn an alternative high school diploma. Alternative Diploma Requirements The student will do state minimum plus electives based on the student’s needs. Number of elective credits will be based on the student’s expected graduation date, where he/she transferred from, and number of credits being transferred. The number of electives will be set at a number that is both challenging and achievable. In order for a student to receive an alternative diploma, he or she must first complete an approved alternative school contract. The student will attend either First or Second Block (depending on the student’s contract). Before a student is admitted into this program, they must score at an 8th grade level on the TABE test in all areas. Students will be given Pre GED tests to familiarize themselves with the style of the GED test. Once the student reaches a 500 on all areas of the Pre GED, they will be assigned a test date. The student is responsible for the $95.00 for taking the HiSet which is the new standardized test for the MO Options Program. Missouri Options students must meet the following criteria: • 17 years of age or older • Attend school 95% of the time (After enrolling into the program) • At least one year’s credit behind their cohort group • • • • • • • • • Provide a valid state ID (driver’s or non-driver’s license) Demonstrate the ability to read independently in English at a level sufficient to successfully complete GED instruction and testing Participation is voluntary (no credit) Student and parent/guardian must sign a consent form Workforce development activities/instruction must be integrated with other instruction to enhance the student’s life skills/employability skills and to prove academic instruction so they can pass the GED test To be eligible for graduation from high school in Missouri, students must also pass Government (including the federal and state constitution tests), Personal Finance and Health A minimum of 15 hours of academic instruction per week will be provided. In addition, students must also average 15 hours of work/volunteer time a week or be enrolled in other school supervised instructional activities that lead to student’s classification by the district as a full-time student The school district shall issue a regular high school diploma (as required by DESE) and the opportunity to participate in a graduation ceremony Students who are fired from their job will be removed from the MO Options Program and moved to Track III. Students who lose their job for other reasons will be given 2 weeks to find a new job Students missing enough days to drop their semester attendance below 95% will be given one chance to make up the missed time. After this opportunity, the student will be dropped from the MO Options Program, and be enrolled in Track III. The number of allowable absences will be noted on the student’s contract. The HiSet test is over five areas of study: Language Arts Reading, Language Arts Writing, Math, Science, and Social Studies. Each section of the test must be mastered for completion of the MO Options Program. More information about this test can be found at hiset.ets.org. Track II – Flex Program – Student will attend a minimum of 15 hours per week of instructional time and a minimum of 15 hours per week of work. The student’s job must be aligned with his/her future career plan. Flex participants will be considered full time students. Students may receive pay for employment. The student will attend either First or Second Block (depending on the student’s contract). For every 130 hours of work, the student will earn 1 credit towards electives (65 hours = semester or half of a credit). Flex Program Students will meet the following criteria: • • Be a current 11th or 12th grader Pursue timely graduation • (1)Provide evidence of enrollment and attendance at a college or technical school, or (2) provide evidence of employment that is aligned with the student’s “career academic plan” (this will be part of the contract for students pursuing this track). • • • • Pursue regular requirements for a diploma. Maintain a 95% attendance rate (After enrolling into the program) Avoid suspension or expulsion Students who are fired from their job will be removed from the Flex Program and moved to Track III. Students who lose their job for other reasons will be given 2 weeks to find a new job. Students missing enough days to drop their semester attendance below 95% will be given one chance to make up the missed time. After this opportunity, the student will be dropped from the Flex Program, and be enrolled in Track III. The number of allowable absences will be noted on the student’s contract. • Track III – Full or part time enrollment. Student may be enrolled in First or Second Block or both depending on the student’s contract and number of available spots. The students in this track may either be working on credits toward graduation, or to reenrollment in the high school. Students in this track who are attending the high school and alternative school will be following the John F. Hodge Student Handbook. All referrals and attendance issues will be handled by the high school. The following applies to all students of the St. James Alternative School: • • • The St. James Alternative School is NOT intended to be an “accelerated” program where students can earn credits allowing them to graduate prior to their original graduation date. However, if a student is in a position where they could graduate early, the student will follow the local district’s early graduation policy. The alternative school staff may assist the student in finding a part-time job. The student may or may not receive academic credit for the work time. This will depend on the structure of the program. If credit is given, the student must have it as part of their Individual Learning Plan. Any student dropped from the alternative program is eligible to enroll into the night school program, or John F. Hodge high school. Students enrolled in the night school program only will be enrolled as part-time students. Grading System The following is a rating scale which will be used for the assignment of grades: A 95-100 C 73-76 A- 90-94 C- 70-72 B+ 87-89 D+ 67-69 B 83-86 D 63-66 B- 80-82 D- 60-62 C+ 77-79 F Below 60 Graduation Students who have met the requirements St. James Alternative School will be awarded a diploma. The diploma will be officially referred to as a St. James Alternative School Diploma. Alternative school graduates have the option of participating in the John F. Hodge High School graduation. Early Graduation Although it is not the norm, special cases may warrant early graduation. A meeting between the student, parent(s), and director of the alternative school is required to begin the process of early graduation. Early graduates must be approved by the Board of Education. In order to be considered for early graduation, the following must be met: • • • • • • Have the appropriate number of credits and met all goals (including attendance and discipline) set forth in the students ILP. Conference between student, parent and director of alternative school with all parties agreeing that early graduation is best for the student. Form turned in by September 1st and approved by the Board of Education. Students opting for early release, are not allowed to attend the Prom unless he/she is the guest of a student who is currently enrolled. This means, as a guest, the Dance Release Form must be submitted and approved before the student is allowed to attend. Students who graduate early may participate in graduation and attend sporting events. It is the sole responsibility of the student to contact the school for information regarding graduation. Student email will still be accessible after graduation and is the preferred form of contact. Project Graduation is sponsored by the parents and not school affiliated. Participation requirements/permission slips must be obtained from the leader of the organization. Discipline Policy Violations Against Persons Fighting Major Fight – Blows Struck Student(s) sent home for the day and suspended two additional days. This will be an unexcused absence and count against the student’s attendance. Minor Fight- No blows struck- Pushing and/or Shoving Student sent home for the day and suspended one additional day. This will be an unexcused absence and count against the student’s attendance. Verbal Abuse to Staff Talking Back Student sent home for the day. This will be an unexcused absence and count against the student’s attendance. Profanity of Vulgarity Student sent home for the day. This will be an unexcused absence and count against the student’s attendance. Violations Against Public Health And Safety Tobacco Use or Possession While Under School Supervision Student sent home for the day. This will be an unexcused absence and count against the student’s attendance. Violations Against Property Theft or Stealing (restitution must be made in all cases) Student sent home for the day and suspended two additional days. This will be an unexcused absence and count against the student’s attendance. Student could be dropped from the program. Violations Against School Administration Cheating and Forgery – Cheating, attempting to cheat, plagiarism, and forgery of school documents and parental notes Student receives a “0” on work, and could be dropped from the program. Insubordination – Refusal to follow a staff member’s reasonable request Student sent home and counted absent for the day. This will be an unexcused absence and count against the student’s attendance. Misbehavior – Disruptions associated with classrooms, halls and other areas Three strike policy. For this an all minor discipline problems, the student will be given two warnings and then sent home for the day. This will be an unexcused absence and count against the student’s attendance. Skipping Class – Leaving school without permission Student counted absent for the day and suspended one additional day. This will be an unexcused absence and count against the student’s attendance. Truancy – Absent from school without permission from either the school or parents/guardians Student counted absent for the day and suspended one additional day. This will be an unexcused absence and count against the student’s attendance. Electronic Items a. Items such as cell phones, digital cameras, and unregistered personal electronic devices with recording and communication capabilities (computers, etc.) should not to be brought to school (unless permission is granted by the principal). These items are banned from school from 7:30 a.m. to 3:00 p.m. 1st Offense – 2 days ACS 2nd Offense and each subsequent offense–3 days OSS b. Unauthorized recordings, photographs, and digital images 1st Offense - up to 180 days OSS 2nd Offense - up to Expulsion Attendance Policy Student attendance is directly related to the amount of credit the student can earn. Students are expected to be at school unless they are sick or have prior approval from the director of the alternative school for an absence. There are no excused absences. Every absence counts toward the student’s attendance percentage. Special accommodations may be made for students with disabilities or health conditions that result in excessive absences. Number of credits a student can earn based on end of semester attendance percentage: 95% or higher - as many credits as the student can complete 90-94% - a maximum of 6 credits per semester 85-90% - a maximum of 5 credits per semester Under 85 % - The student will be given one chance to make up the missed time and then will be dropped from the alternative program. If a student is dropped from the alternative program then he/she may enroll in the night school program or John F. Hodge high school. The student will not be allowed to apply for the alternative program until the following semester. Students will be notified 2 absences prior to being dropped from the program. The number of absences allowed will be figured and noted on the student’s contract. Up to 30 minutes late is considered a tardy. Students will be allowed 4 tardies and every tardy over that will result in one day OSS. Tardies will be cleared every quarter. Please contact the St. James Alternative School at 265-2200 if your child will be absent. If your child does not arrive at school and we have not received a call, we will make every effort to contact you before 10:00 a.m. We will contact you to report every absence. General Rules The following are classroom rules that each student is expected to follow: • Food and drink are not permitted at or near the computers. There are designated areas in every room where drinks are allowed. • Students must always receive permission from a teacher before accessing the Internet. All websites must be approved by the teacher. • Students are not allowed to leave the building without permission. • Hats may not be worn inside the building and must remain in designated areas during school hours. • No tobacco products allowed on campus or in the parking lot. • Students are to make available the school phone number of (573)265-2200 to those people who may need to contact them during school hours. The use of cell phones is prohibited during school hours. • Parents and patrons are always welcome at the alternative school. However, they must sign in at the office before speaking with a student. • Students are expected to take care of all school equipment. Any equipment damaged or ruined due to the student abuse or vandalism will be repaired or replaced at the student’s expense. Students will also be expected to participate in the daily maintenance and clean-up of the classroom and building. • A parking lot is available for alternative school students; the parking lot is located directly in front of the building. The parking lot will be considered school property and vehicles on the property will be subject to school search. • Students of the St. James Alternative School may be allowed to participate in extra-curricular activities available at John F. Hodge High School on an individual basis. Participation will be addressed as a student indicates interest in participation. All students participating in said activities will do so under the provisions and guidelines of the high school policies and MSHAA (Missouri State High School Activities Association).
