Question 1

Does  an  agency  need  to  have  a  federally  approved  indirect  rate  in  order  to  charge  indirect  to  this   grant?    

Answer 1

Yes,  the  Respondent  is  to  provide  an  indirect  cost  rate  agreement  in  order  to  charge  indirect  cost  to   the  awarded  contract.  SDWP  does  not  have  the  statutory  authority  to  authorize  an  indirect  cost  rate   on  behalf  of  the  federal  government.  In  the  event  the  Respondent  has  applied  for  an  indirect  cost   rate  from  a  federal  cognizant  agency  and  the  rate  has  not  yet  been  approved,  SDWP  will  need  a  copy   of  the  provisional  indirect  proposal  and  will  contact  the  federal  cognizant  agency  to  receive   confirmation  that  the  rate  is  in  the  process  of  being  approved.  

   

In  the  event  that  the  Respondent  has  not  officially  applied  for  an  indirect  cost  rate  from  a  federal   cognizant  agency  (must  be  a  direct  recipient  of  a  federal  grant),  the  Respondent  must  itemize  all  

  costs  making  up  the  indirect  cost  rate.  This  is  a  requirement  for  the  Respondent  to  be  reimbursed   for  these  costs.

Question 2

Regarding  the  content  of  the  training  at  Miramar,  what  percentage  is  in  classroom?  What   percentage  are  online  classes?    

 

Answer 2

Participants  will  need  to  spend  a  minimum  of  140  hours  for  both  courses  and  the  ACT  National  

Career  Readiness  Certification  on  the  Miramar  campus.    Miramar  College  will  work  with  the  funded  

Contractor  to  determine  dates  and  hours.  The  ACT  National  Career  Readiness  Certificate  curriculum   may  be  completed  online  and  will  be  based  on  the  participants’  schedule.

Is  transportation  to  the  classroom  provided  by  Miramar  College?

Transportation  will  be  provided  by  the  funded  Contractor  as  stated  in  Section  3.2  Introductory  Life

Is  the  content  of  the  training  at  Miramar  available  online?  

Answer 4

 

No,  the  two  courses  must  be  attended  in  the  classroom  at  Miramar  College.    

Question 5

 

Is  some  of  the  ACT  National  Career  Readiness  Certification  content  available  online?  

Answer 5

Yes,  all  of  the  content  is  available  online  ( http://www.act.org/products/workforce-­‐act-­‐national-­‐ career-­‐readiness-­‐certificate/ ).  Please  refer  to  RFP  Section  3.2  Introductory  Life  Sciences  Experience  

Program  Design.  Miramar  College  can  provide  computers  and  other  provisions  to  complete   certification.  

 

Question 6

 

What  days  and  hours  do  you  anticipate  to  be  in  the  classroom?

Miramar  will  work  with  the  Contractor  to  determine  days  and  hours  of  the  courses.  

Question 7

 

Is  it  fair  to  assume  that  it  would  be  a  typical  college  course  hours  of  instruction?  

Answer 7

 

Yes,  it  is  fair  to  assume  that  it  would  be  a  typical  college  course  hours  of  instruction.    Each  college   course  will  be  one  unit  of  credit,  which  equals  to  approximately  3  hours  per  week.

When  will  the  cohorts  take  place?  

Answer 8

The  two  cohorts  will  be  staggered  throughout  the  semester.  The  college  courses  are  each  one  unit   so  it  will  take  less  than  a  semester  to  complete  each  course.  Miramar  will  work  with  the  Contractor   to  determine  days  and  hours.

Is  there  any  intent  to  refund  this  in  subsequent  years?

Can  internships  (work  experiences)  be  paid  from  the  grant?

Yes,  grant  money  can  be  used  to  pay  internships.

How  many  worksites  do  SDWP  and  Miramar  already  have  in  place?

SDWP  and  Miramar  College  will  not  provide  any  worksites.    SDWP  will  assist  Miramar  College  to   recruit  and  coordinate  the  industry  site  visit  hosts  during  the  college  courses  as  stated  in  Section

A  Program  Coordinator  would  be  primarily  a  program  cost.  Please  refer  to  Section  5.2

Respondents  can  choose  to  serve  one  region,  multiple  regions,  or  the  entire  county.  Please  refer  to

Are  resumes  required  for  all  key  positions?  What  if  the  person  hasn’t  been  hired,  can  a  job   description?

Yes,  resumes  are  required  for  all  key  positions.    If  a  person  hasn’t  been  hired  a  job  description  may   be  submitted  and  will  count  towards  the  allowable  6  pages  of  additional  attachments  noted  in  

 

Section  4.1  Required  Documents  and  Page  Limits  of  the  RFP  amended  April  10,  2015.  

Question 18

 

Does  Miramar  College  have  strong  articulation  with  the  other  community  colleges  to  transition   students  into  the  other  community  colleges  that  maybe  closer  to  the  participant?

Yes,  specifically  within  the  San  Diego  Community  College  District  (SDCCD).    Miramar,  Mesa,  and  City   are  part  of  the  SDCCD.    Credits  may  be  transferred  to  other  colleges  outside  of  the  SDCCD,  as  their   policies  allow.

Question 19

If  an  OSY  does  not  have  a  high  school  diploma  or  GED  are  they  required  to  complete  this  part  of   their  education  pathway  prior  to  taking  a  community  college  course?    If  this  is  the  case  how  can   these  youth  do  this  in  the  proposed  timeframe  -­‐  assuming  the  ILSE  course  is  only  offered  October-­‐

How  many  total  hours  are  each  college  course  and  over  how  many  weeks  (i.e.  3  hours  for  ?  weeks  =  

?  hours)?    The  Q&A  references  140  hours  on  college  courses  –  Can  you  please  provide  a  breakdown  

  of  where  this  number  of  hours  came  from?  

Answer 20

The  140  hours  are  for  both  courses  and  the  ACT  National  Career  Readiness  Certification.    

 

The  breakdown  of  hours  came  from  San  Diego  Miramar  College  staff  based  on  their  standard  one-­‐ unit  college  courses.  Miramar  College  will  work  with  the  contractor  to  develop  hours  and  times   participants  can  attend  including  start  and  end  times.    

 

Two  college  courses  (one-­‐unit  each)  =  8  hours  per  week  in  a  typical  16-­‐week  college  semester.  

Total  hours  for  both  courses  =  128  hours,  in  addition  to  12  additional  hours  for  the  ACT  National  

Career  Readiness  Certification.    Total  hours  of  instruction  =  140.
