REQUEST FOR PROPOSAL
Kaskaskia Community College District No. 501 invites vendors of automotive parts to submit proposals
for the provision of automotive parts, shelving, parts inventory software and other related equipment
and supplies associated with the establishment of an automotive parts retail environment within the
Automotive Technology Program.
QUESTIONS
This Request For Proposal, hereinafter referred to as RFP, process is managed solely by the Kaskaskia
College Purchasing Office. Any attempt by companies to contact other individuals or offices on campus
throughout this process will be grounds for immediate disqualification. If any vendor submitting a
proposal in response to this RFP is in doubt as to the true meaning of the specifications or other
documents or any part thereof, the vendor shall submit questions in writing to the attention of Craig
Roper, Director of Purchasing. Questions can be faxed to 618-532-1321 or emailed to
croper@kaskaskia.edu.
All questions and responses along with any interpretation, correction, or change of the RFP will be made
by addendum. Interpretations, corrections, or changes to the RFP made in any other manner will not be
binding, and the vendors shall not rely upon such interpretations, corrections, or changes. Addenda will
be issued to participating vendors as expeditiously as possible by email.
Questions may be submitted until 2:00 p.m., CST, Monday, November 5, 2012 allowing for the College
to distribute all final addenda by 5:00 p.m. CST.
SUBMISSION OF PROPOSALS
It is the sole responsibility of the vendor to ensure timely delivery of their proposal. Kaskaskia College
will not be held responsible for failure of service on behalf of the U.S. Postal Service, courier companies,
or any other form of delivery service chosen by the firm. Proposals received after the stated time will
not be accepted and will be returned unopened.
Proposals must be in a sealed envelope properly marked “RFP 13-005 Automotive Parts Technology
Program Inventory, Equipment, and Supplies”. Two (2) copies of the complete proposal are required.
Hand carried proposals must be delivered in person and will be accepted only in the Business
Office, Room AD 104-110.
Faxed proposals will not be accepted.
Emailed proposals will not be accepted.
Oral or telephone proposals will not be accepted.
Unsigned or late proposals will not be considered.
Kaskaskia College is not subject to Illinois Retailer Occupational Tax.
Proposals must be received in the Kaskaskia College Business Office Room AD 104-110, 27210 College
Road, Centralia, IL 62801 no later than 2:00 p.m. CST, Friday, November 9, 2012. Following the
submission deadline, the proposals will be publicly opened in the Southeast Conference Room which is
located on the first floor of the Student Center on the main campus.

TERM OF PROPOSALS
Proposals shall be considered firm from the opening date and remain firm for a period of ninety (90)
business days from the opening date.
WITHDRAWAL OF PROPOSALS
Proposals may be withdrawn by letter, facsimile, email, or in person prior to 2:00 p.m., CST, Friday,
November 9, 2012.
EVALUATION OF PROPOSALS
The Kaskaskia College Board of Trustees reserves the right to reject any and all proposals, to waive any
technicalities in this RFP process and to determine whether in the opinion of the Board of Trustees: (1)
an equal or alternate is a satisfactory substitute, (2) a firm submitting a proposal is not a responsible
firm, (3) what exceptions or deviations from written specifications will be accepted.
SUBCONTRACTING
If subcontracting is to be done, that fact, and the name of the proposed subcontracting firms, must be
clearly identified in the proposal. Following the award of the contract, no additional subcontracting will
be allowed without the express prior written consent of Kaskaskia College.
GOVERNING LAWS
Vendors submitting proposals shall comply with the purchasing laws of the State of Illinois and the Rules
of the Illinois Community College Board.
NON-COLLUSION AFFIDAVIT
All proposals shall be submitted with an original copy of a completed and signed Non-Collusion Affidavit
that is included in this RFP.
SEXUAL HARASSMENT CLAUSE
Each party submitting a proposal must certify that they have complied with the requirement of section
2-105 of the Illinois Human Rights Act (PA 87-1257) effective July 1, 1993, with respect to sexual
harassment policies. The terms of that law as applicable are hereby incorporated into this contract.
PREVAILING WAGES
Pursuant to the Prevailing Wage Act, 820 ILCS 130, the Prevailing Wage Rate for Clinton County shall
apply to this contract for each craft or type of work performed if applicable to this proposal and all
provisions of such statute shall be followed. Prevailing Wage Rates for counties in Illinois can be found

COSTS ASSOCIATED WITH PREPARATION OF VENDOR’S RESPONSE
The College shall not be liable for any cost incurred by the vendor in preparing responses to this RFP or
negotiations associated with the award of the contract.
MANDATORY VENDOR MEETING AND SITE INSPECTION
A mandatory informational meeting will be held on Tuesday, October 30, 2012 at 4:00 p.m. in the
Southeast Conference Room which is located on the first floor of the Student Center on the main
campus. The purpose of this meeting is to answer vendor questions and allow vendors an opportunity
to examine and measure the proposed location of the Auto Parts Technology Program. The College will
not consider proposals submitted by vendors who did not have a representative in attendance at the
mandatory vendor meeting.
PROPOSAL SUBMISSION DEADLINE
The deadline for the submission of sealed proposals is 2:00 p.m. (CST), Friday, November 9, 2012.
Detailed information regarding the submission of proposals begins on page one of this RFP document.
INTERVIEWS WITH SELECTED VENDORS
During the evaluation of proposals received, Kaskaskia College reserves the right, where it may serve the
College’s best interest, to request additional information or clarification from vendors submitting
proposals. At the discretion of the College, vendors submitting proposals may be requested to make oral
presentations as part of the evaluation process.
EXCEPTION TO RFP SPECIFICATIONS
All prospective vendors must read the proposal specifications carefully. Each vendor shall submit a
detailed summary statement of any and all exceptions taken to any part of this proposal with reference
to the specific document, section and/or paragraph(s) involved. It shall be mutually understood that the
vendor shall comply with all specifications, terms, and conditions of the proposal documents unless
specifically excluded in their proposal response. Unfamiliarity with the College's agreements,
operations, and facilities shall not relieve the successful vendor from the necessity of providing, without
cost to the College, any materials or performing any labor or service that may be required to carry out
the intent of the resulting agreements.
The signature of the authorized representative of the vendor shall be construed as acceptance of, and
willingness to comply with, all provisions of the RFP and resulting agreements unless noted.

OBJECTIVE/OVERVIEW
It is the intent of Kaskaskia College to provide an instructional area that is conducive to student learning
as an Automobile Parts Specialist. The Automotive Parts Technology Program is a one-year certificate
program that will complement the existing automotive trades programs on the campus. The
automotive parts industry has become very technical which requires specialized skills (ASE Certified
Auto Parts Specialist). The goal of the program is to supply automotive parts stores with entry-level
employees. The Automotive Parts Technology program will develop in students the necessary skills to
succeed in the broad area of automotive parts store operation.
The proposed instructional area will replicate an auto parts retail store environment to include auto
parts inventory and hands-on use of a Point of Sale system (POS) commonly found in the industry. The
knowledge areas and skills developed will include basic computer operation, communication, customer
service, business operation, automotive parts management, automotive parts identification, pricing
strategies, and inventory control. Graduates of the program will be employed by automotive parts
stores, automotive dealers, and larger fleet operations at construction companies or municipalities and
larger institutions that have their own fleets and maintenance organizations.
All inventory, equipment, and supplies will be housed within the Auto Technology Program on the main
campus of the College, located at 27210 College Rd., Centralia, IL 62801. The proposal will cover the
provision and delivery of automotive parts and automotive parts retail store components for the
remainder of academic year 2012-13 and academic years 2013-14, 2014-15, 2015-16, and 2016-17.
The estimated retail volume of parts to be sold during the first full academic year of this contract is
$45,000.00. This dollar volume is based on historical analysis and is not intended to be a guarantee of
minimum or maximum purchases.
The term of the contract shall be for (1) one year and thereafter may be renewable in one year term up
to (5) five years after a yearly review of performance with the same specifications applying.
The proposal shall demonstrate the qualifications of the vendor and of the particular staff to be assigned
to this contract. The proposal should be prepared simply and economically, providing a straightforward,
concise description of the vendor’s capabilities to satisfy the requirements of the request for proposal.
While additional information may be submitted, the proposal submitted must include detailed
responses to the information requested in the Scope of Work.

SCOPE OF WORK
Vendors are to submit proposals for the provisions to establish an automotive parts retail environment
within the Automotive Technology Program. In order to achieve a uniform review process and to obtain
the maximum degree of comparability, vendors responding to this RFP shall address in detail the
following:
1. All parts are to be new and unused unless rebuilt parts are specifically identified. Using the forms
provided in this RFP, please indicate your company’s pricing for parts listed and indicate your ability
to provide parts on a consignment basis. Pricing must include all product, freight, labor, delivery,

and all other costs associated with providing the parts on consignment. Additional information to
be provided shall include company’s process for providing initial stock order, re-ordering and
prompt delivery of parts, maintaining inventory, and billing for parts sold through the program.
Furthermore, information should include procedures for return of excess inventory, defective items,
etc. The vendor must provide an invoice for parts purchased during the first week of the month
proceeding the month ended. Payment will be made within NET 30 days.
Vendor shall include projected annual percentage increases in list price and projected percentage
changes in discounts over the term of this proposal.
2. Please detail any prior or current arrangements of this type your company has with other
educational institutions. Information shall include, but not be limited to, a list of educational
institutions, institution’s representative, and the individual’s contact information.
3. At a minimum, the Vendor must provide the following components are required to create an
automotive parts retail environment:
a. Software – Point-of-sale software that will track inventory, electronically generate sales receipts,
maintain charge accounts, generate inventory worksheets for inventorying of parts, electronic
re-ordering of parts, preparation of monthly billing statements and other end-of-month reports.
b. Four (4) Computer/Point-of-Sale (POS) Terminals – Equipment shall replicate that equipment
used in a normal retail environment providing students with experience in processing various
types of sales transactions, inventory look-up, balance inquiries, etc. Vendor shall include
information regarding point-of-sale equipment technical support and maintenance.
c. Printer – Printer will print sales invoices, inventory reports, month-end reports, etc.
d. Hand-held Scanners – Hand-held scanners shall provide students experience in utilizing current
technology associated with parts look-up, price checks, etc.
e. Vendor shall provide installation and setup of POS system to include comprehensive training to
Program faculty and basic training for students during the initial installation of the system.
f. Vendor shall include information regarding available software technical support and
maintenance.
g. One countertop catalog rack complete with automotive parts catalogs.
h. Shelving - Vendors shall provide information regarding ability to provide appropriate shelving for
parts to be kept in inventory. Estimated shelving requirements are 12 units, approximately 8
feet in length with 24” shelving on both sides. Information to be included in proposal should
include type and quantity of shelving and, if applicable, any costs associated with providing
shelving.
4. Vendor to provide information regarding ability to provide students enrolled in the program with
internship and/or job shadowing opportunities. Vendor shall include locations in which students will
have opportunities to work in an actual auto parts retail environment. Vendor understands that if
insufficient internship opportunities are available, the College reserves the right to place students in
other internship locations.
5. Vendor shall provide company information to include, but not limited to the following:
a. A brief history and description of company
b. Total number and location of parts sales associates employed by the vendor

e. Location and contact information of the vendor’s representative who will be coordinating with
the College
CRITERIA FOR SELECTION
Kaskaskia College will evaluate each vendor’s response based upon the following criteria:
Prior experience in providing automotive parts services to community colleges or educational
units
Vendor’s ability to provide a comprehensive response to questions and requests listed in the
section titled SCOPE OF WORK to include the provision of automotive parts inventory on
consignment, software, point-of-sale equipment, catalog racks, printer, handheld scanner, and
shelving
Vendor’s ability to provide prompt response on delivery of parts and other service related issues
relative to the components listed in this RFP. Service related issues shall include, but not be
limited to the vendor’s approach to providing software and point-of-sale technical support
Proposed pricing for automotive parts and, if applicable, pricing for software, point-of-sale
equipment, printer, hand-held scanners, catalog racks, and shelving
Vendor’s provision of on-the-job training internship experiences and job shadowing
opportunities for students enrolled in the Auto Parts Technology Management Program
Any other information that will demonstrate the selection is in the best interest of the College
The award will be made to the vendor that best meets the needs of Kaskaskia College and will not
necessarily be the lowest cost proposal received.
AWARD OF CONTRACT
The award will be made to the vendor whose proposal is determined to be totally, technically complete,
and is the most responsible and qualified vendor meeting specifications based upon evaluation of the
information furnished, as required under this request for proposal. The selection process may include a
request for additional data or oral presentations as deemed necessary by the College. However, since the
College may make an award without further discussion, each vendor should include in their written
proposal, all statements, requirements, terms or conditions it may have and should not assume that an
opportunity will exist to add such matters after the proposal is submitted.
During the evaluation process, Kaskaskia College reserves the right, where it may serve the College’s best
interest, to request additional information or clarification from vendors submitting proposals. At the
discretion of the College, vendors submitting proposals may be requested to make oral presentations as
part of the evaluation process.
The College may reject any or all offers if such action is in the best interest of Kaskaskia College and
waive any informalities and minor irregularities in offers received.
CONTRACT TERMINATION
Any violation to the terms, conditions, requirements, and/or non-performance of the agreement
resulting from this RFP may result in cancellation of the agreement. This agreement may be canceled by
Kaskaskia College, for cause, giving (30) thirty days written notice by certified mail.

Excluding the automotive parts inventory on consignment, vendors unable to provide the retail store
components listed in this RFP at no cost to the College shall indicate pricing for components on the

shall provide an annual price for each component for which there will be a cost.
