Lamp Community ends homelessness of Los Angeles' most vulnerable individuals, primarily adults with mental illness, through a
continuum of services and housing, enabling them to reach their highest level of self-sufficiency and community integration.
The Human Resources Manager is responsible for day-to-day HR functions, and for ensuring that the agency hires the best available
candidates while maintaining compliance with all applicable laws and regulations. The position works closely with the HR Director to
create and manage the agency’s four HR Teams: Recruitment & Screening, Compliance, Onboarding & Talent Management, and
Safety. The HR Manager also leads the agency’s efforts in promoting safety compliance for members and staff across all sites.
ESSENTIAL DUTIES & RESPONSIBILITIES
1. Serve as the agency Safety Committee Chair: direct the safety committee, retain all safety-related documents, advise
management on problem correction, schedule monthly safety meetings, follow-up on tasks assigned to committee members
to ensure completion, and distribute meeting notes
2. Serve as agency liaison with and primary contact for outside agencies on safety and disaster preparedness matters; promote
safety awareness and safe work practices across the agency; formulate and suggest agency-wide work safety standards, and
collaborate with supervisors to enforce procedures consistently
3. Manage the work of assigned staff; provide individual and team supervision, support, performance evaluations, and
professional development guidance for assigned staff
4. Facilitate staff recruitment, hiring and orientation
5. Develop and update job descriptions
6. Lead and coordinate the agency new employee orientation and onboarding process
7. Manage and maintain all employee records relating to employment, including confidential personnel files and database
records; ensure all employee data is correct and updated for 24/7 audit preparedness
8. Manage the administration of the employee training records and database; track required training, certifications, and licenses
required for specific positions, contracts, or regulatory agencies
9. Collaborate with managers to consistently enforce agency policies and procedures
10. Advise and consult with managers on organizational effectiveness and workforce issues; coach and mentor as appropriate
11. Provide guidance, taking a leading role when appropriate, on employee relations issues, e.g., incident investigations,
performance management and improvement plans, and terminations
12. Oversee agency-wide periodic performance evaluation process
13. Prepare monthly and ad-hoc reports of human resource-related activities and statistics; coordinate the reporting of
information to various governmental agencies, funders, and benefits brokers/providers
14. Administer employee benefits, collaborating with HR teammates and with insurance broker
QUALIFICATIONS
1. Bachelor’s degree and minimum five years’ experience in an HR Generalist or Manager role; or an equivalent combination of
education and work experience
2. Extensive knowledge of current federal, state and local regulations and requirements pertaining to employer-employee
relations
3. Demonstrated ability to use HR, benefits, and time & labor management systems
4. Demonstrated ability to work effectively with all levels of management and staff to create an atmosphere of teamwork and
collaboration
5. Detail oriented with excellent time management, organizational, written, verbal, interpersonal, teambuilding, and computer
skills
6. Able to model the skills required to thrive in and support a diverse work team and environment
7. Knowledge of OHSA/DOSH requirements pertaining to the agency work environment
8. Proficient in Microsoft Word, Outlook, Excel, and PowerPoint
9. Able to learn quickly and work effectively with a wide range of constituencies
Preferred Qualifications
1. SHRM or HRCI Certification
2. Master’s degree in related field
3. Bilingual in English/Spanish
4. Minimum 35 WPM typing speed
5. Nonprofit experience
