US Army Military Police School (USAMPS) conducted a comprehensive review of its institutional . training .for internment operatiOns2 In addition to the FR training at basic/advanced individual training and basic/career officer Courses, USAMPS developed an exportable FR training acka e in FY 04 and provided the following training su ort:

3. Identify AR 350-1 annual training requirements that support current challenges with respect to Internment operations?
The only specific training prescribed in AR 350-1 that directly pertains to Internment operations is outlined in para. 4-14, Law of War Training. In summary, it specifies: o Law of war training is a refresher-training requirement in support of the following initial/specified requirements. o Law of war training for leaders/soldiers throughout their careers commensurate with their duties. o IET training for enlisted and basic for officers/warrants to include:

• Soldiers fight only combatants and do not harm enemy prisoners.
Soldiers do not kill or torture enemy prisoners.
• Soldiers care for wounded foe.
• Soldiers treat civilians humanely.
• Soldiers do not steal private property and possessions.
• Soldiers do their best to prevent violations of the law of war.
• Soldiers report all violations of law of war to their superior. o Unit commanders will plan and execute the following in their units:
• Training should reinforce the principles set forth in the rules listed above.
• Training will be designed around current missions and contingency plans and will be integrated into unit training activities, exercises, and evaluations. o Army schools will tailor law of war training to the task taught in those schools, with emphasis on:
• Performance of duties in accordance with the law of war obligations of the US.
• Law of war issues in command planning and execution of combat operations.
• Measures for the reporting of suspected or alleged war crimes committed by or against the US or Allied personnel.

(U) Answer 4a. Mr. Alan Liotta, Deputy Under Secretary of Defense for SO/LIC was contacted by the NDRC Branch Chief to determine when ASD SO/LIC would like regular
OIF reports to begin, how often and in what format. He stated that he was meeting 5/18/04 to determine what information they would need, the format and how often. He will contact the
NDRC on 5/19/04 to provide guidance.
