Federal regulations are expected to be re-issued in July 2015. Ability to receive Federal financial aid is in danger for noncompliant institutions. California may or may not become a SARA member, but institutions cannot view reciprocity as a panacea. Even if California joins the WICHE-SARA compact, institutions will still have to apply to the State of California to be accepted as an approved institution. Institutions with an out-of-state physical presence will need to work with state regulators regardless of SARA reciprocity agreements. All institutions need to begin gathering required data. USDOE – New Federal Regulations New proposed rules for the educator preparation program data reporting required by Title II of the Higher Education Act were released on November 25, 2014. In addition to the HEA requirements, the state and its institutional and noninstitutional programs will be required to provide additional information: Employment outcomes Student outcomes Customer satisfaction Assurances Financial sanctions will be imposed on non-compliant institutions. Students will not be able to use federal financial aid and TEACH grants may be denied. Problems with data collection and evaluation will be exacerbated for institutions serving multiple states. New systems for collection and reporting will need to be developed. Once Again… State Regulations Remain in Effect If your institution is not authorized or exempt from authorization to deliver courses and offer degrees in another state, then you are already in violation of state laws if you have students living out-of-state. Federal Regulations: U.S. Department of Education, Chapter 34, Section 600.9(c) . Results of Negotiated Rulemaking will be re-issued in July 2015. Do Not Delay. Identify or hire staff member(s) with the ability to see the bigger picture and work cooperatively with all college departments. A&R, financial aid, counseling, data managers, accreditation documents, college catalog, executive officers, board staff, and others will need to supply info. Whether or not California is able to join in reciprocity agreements, your institution will have to complete applications and provide documentation. When the rulings are finalized, the process will move quickly. Failure to comply will result in financial penalties and possible legal problems. To be continued…. Activities Online Teaching Conference and CCCDECO retreat We are beginning to plan our program for the retreat that happens again this year one day prior to the start of the OTC. We are excited to follow up on last year's great program and expand the creativity and fun. If anyone is interested in helping us plan our retreat then we would love to have you.
