DET Technical Reference Model Release: 2009Q3, Valid from 8/18/2009 to Present The Department of Administration, Division of Enterprise Technology (DET) Technical Reference Model (TRM) is a component-driven, technical framework loosely based on the Federal Enterprise Architecture (FEA) TRM. The TRM categorizes and lists the standards and technologies that collectively support the secure delivery, exchange, and construction of business and application service components that may be used in a component-based or service-oriented architecture. Aligning DET managed capital investments to the TRM leverages a common, standardized vocabulary, allowing inter-application discovery, collaboration, and interoperability. Publication of the TRM fulfills some of the responsibilities charged to the department in Subchapter VII, Chapter 16, of the state statutes and encourages the State of Wisconsin to benefit from economies of scale by identifying and reusing the best solutions and technologies to support the business functions, mission, and target architecture of the organization. Details surrounding the usage or implementation of the technologies listed within the TRM should be worked through during the technical architecture review process. The TRM consists of: Service Areas (purple background in Table 1) represent a technical tier supporting the secure construction, exchange, and delivery of service components. Each service area aggregates the standards and technologies into a hierarchy of multiple service categories and service standards that directly support the service area. Service Categories (gold background in Table 1) classify lower levels of standards and technologies with respect to the business or technology function they serve. Each service category is composed of one or more service standards and technologies. Service Standards (white background in Table 1) define the standards and technologies that support a service category. Service standards identify technology versions down to the point release only. For example, a standard may indicate version 6.2 but would not indicate version 6.2.1. Within each service standard, technologies are broken down into four technical classifications: Strategic technologies that are preferred and/or required and should be used when making design and implementation decisions. Emerging technologies that include near-term directions and options that need continued monitoring to find applicability within the State IT infrastructure. Included are technologies that are not yet fully production-worthy but are potential candidates for full-scale production implementations in the future. Continued market acceptance and adaptation will likely move these solutions toward the strategic technical classification. Transitional technologies that are in their twilight that should be discouraged from use in new system implementations. This is not to imply that existing systems need be retired or replaced immediately, but that the use of these products and services should not be extended in any future planning and development. Managers of systems utilizing these technologies should consider when they can move away from them to a strategic technology. Sunset technologies that have an identified date associated with their retirement. These technologies should not be used within new implementations. Existing systems should be retired or replaced by the agreed upon sunset date. Throughout the document the term “DET staff” is used to mean DET employees and contractors engaged by DET.
