management facility. This facility integrated at file system level with all office applications, performing on the fly data conversion
between applications and platforms, and providing programmable workflow between functions. Redeveloped system to provide
same function for Oil Exploration to Shell, Arco, and Schlumberger (now a product.)
Design, build, implement, and test World Wide Web capabilities: Built enterprise level applications for MCI (1-800-MUSICNOW), DOJ (LLEBG, ODP), DOE (SCARDI - Struts, 150 JSP, 190 Servlets, 200 sql or pl/sql procedures), Re-Certify (150 JSP,

New Technology Development
Designed, developed, presented, installed, productized warehouse management and exploration asset control system for oil
companies now handling many terabytes of data at each of several major oil companies.
Lead architect for Nippon Hoso Kyokai public broadcasting audio/video control system in Japan. This system has been in
continuous operation without any failure or downtime since 1991 and now controls over 5,500 devices in 11 cities and on 2
satellites. The PC / LAN based control system is not expected to fail for at least 20 years. It is the most critical enterprise device
control system for the largest broadcast company in the world, and must react to every error event within 100 msec.
Implemented Satellite Multimedia Delivery prototype system for internet like services via simplex broadcast channels.
Designed (Chief Architect) Security Management System product and implemented tiered synchronizing database for rapidly
storing and analyzing many thousands of network events per second using inexpensive database servers.
Designed the Personal Problem Solver series of software which was sold under the name VISICALC.
Developed website and full system for credentials management website, including large database (400 tables), website pages
(200), inter-site and inter-system interfaces, and management systems (400 forms).
Developed website and full system for R&D project evaluation for DOE and OMB. The system included 150 JSP pages, 170
servlets, 300 Oracle database scripts, and was completed in 40 days, under budget.
Implemented CASE model, forms, and database for one of the first E-Commerce sites - 1-800-MUSIC-NOW CD sales internet
web site.

SYSTEM AND METHOD FOR ENTERPRISE SECURITY MONITORING AND CONFIGURATION MANAGEMENT

The invention provides a system and method for providing network-based security services. The invention enables a customer to
select policy implementations for automatic distribution, installation, and configuration management onto the customer’s network.
The invention also improves the way that security events are collected, analyzed, and responded to. The invention yields an
improved security management paradigm to deal with a multi-vendor environment with poor standards, providing streamlined
methods for the installation and configuration management of networked devices, collection and analysis of important security
event data from different device types, and the ability to quickly and efficiently respond to policy breaches when necessary.
METHOD OF DOING BUSINESS AND SECURITY INSTRUMENT (Application 20030208397)
Disclosed are a method of doing business and a security instrument. An exemplary method includes creating an equity pool with a
plurality of equity interests; and compensating an associate, who has completed a milestone of a project, with a portion of the
equity pool. An exemplary security instrument includes an equity pool and a security interest in the equity pool.

e-Effort primarily provides contract consulting services.
The e-Effort incubator has also assisted other electronic commerce startups and has developed the e-Effort website for accepting,
submitting, and managing remote work (a virtual workplace). Conducted business reviews, including detailed review and
assistance with business models, market analysis and planning, management reviews, financing approaches, presentations to
venture capitalists, etc. These reviews resulted in published reports and / or investments in the businesses. Assisted enterprises in
improving operations, strategy, and fund raising.
Chief Technical Officer
Responsible for all aspects of technology for e-Effort and for the incubator client companies.
Served as Blue and Red Team member for various proposal efforts of other companies and partners. Significant involvement in
Proposal Red Team effort for Database Administration and Operations Sustainment at the US Customs National Data Center for
one major contractor, including rewrite that fostered a win.
Implemented application level security and data level security for several database systems and web applications.

Responsible for all aspects of database administration, architecture, design, and development for Internet based applications.
Utilizing components of the e-Effort system as standalone sites, designed and led the development of a website for skills tracking,

Accreditation, LP
(2004 – 2006)
Developed Hospital Accreditation Management System using Oracle 10, J2EE, and DreamWeaver technology for Chinese
company.
The system was to provide an educationally oriented continuous improvement facility for small to medium hospitals in
China. Hospitals and their staff will answer questions that lead to trend analysis and assessment of the overall hospital
quality and will receive education regarding best practices as part of this accreditation data collection process.

(2002 – 2005)
Allegent Technology developed an IT enterprise security management solution that improved an enterprise’s ability to
rapidly respond to security threats and minimize financial damages associated with downtime. SolventView represents a
new breed of solutions needed to manage an enterprise's continual process improvement program for computer security.
Architected system for comprehensive monitoring and configuration management designed for enterprise IT health and
security. It is an infrastructure for scalable and extensible system monitoring, analysis, and control. Different applicationlevel plug-ins perform monitoring and management tasks for specific network elements and report based on user-defined
rules. They also utilize the information generated by these agents for many purposes, including analysis and correlation,
trend reporting, alert response, and information archival.

e-Effort Contracts - Department of Energy,
Justice Projects, TMR, Inc., REI. Inc.
(2001 – 2002)
As the project manager and technical lead for the Department of Energy’s Deputy Secretary's Quarterly Reporting System
project, implemented an analyst level project management and reporting system in nine weeks. Gathered and analyzed
requirements; managed development team; architected, designed and developed database and application code,
programmed new java application to generate custom MS Word report including complex graphics. Performed software
installation and management, unit and integration testing and deployment in the test systems.
As project manager and technical lead for the Department of Energy’s SCARDI project, implemented a complete end-toend R and D project evaluation system in five weeks. For the Department of Justice’s Local Law Enforcement Block Grant
Program, directed the development of portions of the grants management application. Gathered and analyzed requirements;
managed development team; architected, designed and developed database and application code. Performed software
installation and management, unit and integration testing and deployment in the test and production environments.

It allowed on-Line registration and purchase of selected courses and content with all necessary administrative monitoring

Mogee Research & Analysis Associates (MRAA) provides custom patent analysis and consulting services for R&D
management, technology licensing, patent portfolio management, competitive intelligence, public policy, and economic
development. They conduct analyses at the level of technologies, organizations, inventors, states and regions, and
countries. Their patent-based indicators help measure the amount of technological activity, life cycle stage, technological
significance, commercial potential, and corporate technology strategy.
This project was performed for the In-Q-It (now In-Q-Tel) venture capital firm owned by the Central Intelligence Agency.
The purpose of the project was to determine technologies that the intelligence community needed to speed the realization
of in order to make intelligence gathering more efficient. We were given eight base technologies to extrapolate from, and
our task was to utilize research papers, patents, web searches, gap analysis, and expert interviews to determine metrics for
when the technologies would be available, who was likely to realize the technology (companies and countries), and other
factors.

Under the Information Systems Modernization Program, the Corps of Engineers was reengineering its key business
processes and THE CENTECH GROUP supplies Information Technology Products and Services, Program Management
and Logistic Support Services, and Engineering and Manufacturing products and Services. They are also a provider of
domestic counter terrorism preparedness products that support Nuclear Biological and Chemical Protection Requirements.
Under the Information Systems Modernization Program, the Corps of Engineers was reengineering its key business
processes and developing automated systems to support those processes. The ultimate goal of the ISMP was to establish a
corporate database to provide shared data for managing Corps programs and projects. To accomplish this objective, the
Corps determined a need for a single, authoritative source of data that was integrated, accurate, accessible, relevant, and
"near" real time to be used for decision making and for requirements reporting at all levels.

Assisted the Health Care Financing Administration (HCFA) to improve the accessibility of information available to their
partners and stakeholders. The Information Architecture component of HCFA’s ITA was to enable an information delivery
environment that employed an integrated, cost-effective approach to make essential information available to HCFA
knowledge workers, external customers and partners. Data warehousing was to be a key feature of the IA component. Our
task was to provide an independent, objective evaluation, i.e., post-implementation review, of its current data
warehousing/information delivery approach, prior to extension of this approach.

WorldSpace was founded to provide direct satellite delivery of digital audio and multimedia services to the emerging
markets of the world, including Africa, the Middle East, Asia, Latin America, and the Caribbean. The WorldSpace satellite
network will consist of three geostationary satellites.

download large media rich web content directly into their personal computers.

Under full-time contract to lead team implementing asset and document control systems for two major oil firms, each
having multiple sites and platforms. The system is an easy-to-use, secure warehouse management system featuring
query-and-order capabilities. It stores and controls an exploration and production company's unique physical information
assets, such as films, cores, tapes, maps, drawings, journals, seismic surveys or well logs. This product is now called
'GeoQuest AssetDB.' The Client-Server system was implemented using ORACLE tools.
