Muhammad Asif. Asif who

Ministry of Defence. The Prime
Minister also allocated the
additional charge of the Ministry
of Law, Justice and Human Rights
to Senator Pervaiz Rasheed
Federal Minister for Information,

and Supreme Commander of
Armed Forces, Mamnoon Hussain
has been pleased to promote and
appoint Gen. Rashid Mehmood as
Chairman Joint Chiefs of Staff
Committee and Gen. Raheel
Sharif as Chief of the Army
Staff,” a statement from the PM
House said.Lt General Raheel
Sharif who has been promoted to
the rank of General and appointed
as the new Chief of Army Staff
will take charge from the outgoing
Army Chief General Ashfaq
Parvez
Kayani
on
Friday
(November 29), at a ceremony at
the
General
Headquarters,
Rawalpindi.General Raheel Sharif
was serving as Inspector General
Training and Evaluation of
Pakistan Army, while General
Rashid Mehmoud was serving as
the Chief of General Staff.

ISLAMABAD: 27 Nov (Gen
Sec) A country-wide strike was
being observed by the legal
fraternity Wednesday on the call
of the Pakistan Bar Council (PBC)
to register their protest over
alleged violence against lawyers
at the hands of law-enforcement
personnel, DawnNews reported.
Earlier on Nov 26, a section of
200 young lawyers, who came
from the Sahiwal, Gujranwala,
Sargodha, Faisalabad and DG
Khan divisions of Punjab, had
attacked the Supreme Court in the
federal capital, to vent their anger
at non-establishment of the
benches of the Lahore High Court
at their Divisional Headquarters.
Police had intervened and pushed
them out of the building. When
the protesters continued to be
rowdy, pelting stones at the
building, the police baton charged
and fired tear gas shells. A
number of lawyers and 25
policemen were injured in the
scuffle.In reaction to what was
termed “inhuman and brutal
police action” against the lawyers
demonstrating peacefully to press
their demand, Vice Chairman of
PBC
Qalbe
Hassan
had
announced a countrywide strike
and boycott of the courts by the
lawyers. Adhering to the call of
the PBC, lawyers in the southern
city of Karachi remained absent
from the Sindh High Court, City
Courts and the Malir Court. Due
to the strike, litigants faced many
difficulties as scores of cases
stood pending throughout the
province. Meanwhile, the lawyers’
community in Lahore also
boycotted court proceedings. A
woman outside a sessions’ court
in Lahore alleged that “she had
been subjected to physical assault
by some members of the lawyers'
community”.
The
lawyers’
community in Rawalpindi and
Islamabad were also observing the
boycott and remained absent from
courts. Moreover, a heavy
contingent of police personnel has
also been deployed outside the
Rawalpindi Bar to deal with any
untoward incident. Lawyers in the
province of Khyber Pakhtunkhwa,
too, did not appear before the
courts on the strike call by the
PBC. The lawyers' boycott left

UNITED NATIONS, Nov 27
(APP): Pakistan called for the
immediate cessation of “illegal”
US drone strikes on its territory,
after
a
UN
committee
unanimously adopted a resolution
Tuesday that underscores the need
for an international agreement on
legal questions involving the use
of remotely piloted aircraft.
“When
armed
drones
kill
unarmed, innocent civilians, there
is a clear breach of international
law,” Ambassador Masood Khan
while
explaining
Pakistan’s
position on the draft approved by
the General Assembly Third
Committee, which deals with
Social, Humanitarian and Cultural
questions. Under the text, entitled
“Protection of human rights and
fundamental freedoms
while
countering terrorism”, the 193member Assembly would take
note of UN Special Rapporteur
Ben Emmerson’s interim report
last month that referred to the use
of remotely piloted aircraft.The
Assembly would also note the
urgent and imperative need to
seek agreement among Member
States
on
legal
questions
pertaining to the use of remotely
piloted aircraft. Masood Khan said
that while he had joined
consensus, he was concerned
thatthe text was not based on
established international legal
norms on the extra-territorial use
of unmanned aerial systems.
At the same time, the Pakistani
envoy said, “We appreciate that
theresolution, for the first time,
includes references to the use of
unmanned aerial aircraft for
counter-terrorism and emphasizes
the urgent and imperative need to
seek agreement between member
states on the legal questions
pertaining
to
suchaircraft
operations.”He added, “The use of
drones
violates
Pakistan’s
sovereignty
and
territorial
integrity. In the asymmetric
terrorist war, the well established
humanitarian
principles
of
distinction, proportionality and
precaution must be observed. This
is not being done.“There is also
obvious geographical disjunction
between the location ofdrone
strikes
and
the
primary
battlefield.”A signature strike, the
Pakistani envoy said, had to be
justified
under
International
Humanitarian
Law
or
International Human Rights Law
to prove that it was a legitimate
act of self-defence. Legally, it was
important
to
define
the
geographical scope of the conflict
as well as the immediacy of the
threat. “Itis not justifiable to
launch strikes in the context of
non-international armed conflict
in
the
Pakistan-Afghanistan
border area.”Drone strikes put all
Pakistanis at risk, Masood Khan
said,
adding
that
their
psychological impact on the
relatives of civilians killed in an
inhumane
manner
incites
sentiment
and
hatred
and
radicalizes more people. “Drone
strikes
are
therefore
counterproductive in countering
terrorism,”
he
added.
He hoped that Special Rapporteur
Emmerson’s final report would
suggestpractical measures to
advance the debate on the legality
of the use of armed drones at the
UN fora and focus more sharply
on their disastrous humanitarian
and human rights consequences.

Control Magistrates to review the
retail and whole sale prices of the
essential goods in the market on
daily basis and the shopkeepers
should be allowed to charge fair
and justified prices, otherwise,
stern legal action should be taken
against the profiteers. He was
inspecting the prices of the fruits,
vegetables and other kitchen items
at Model Bazar and Fruit &
Vegetables Market Sadhar Jhang
road. He further directed that
affective and solid measures
should be taken to stabilize the
prices of essential commodities in
order to provide the economic
relief to the consumers. The
Commissioner said that self made
price hike and hoardings of the
essential items should be stopped
immediately by taking drastic
legal
action
against
the
unscrupulous elements involved in
this
unfair
practice.
The
Commissioner
inspected
the
various stalls of fruit & vegetables
and directed that price tags should
be placed on each and every item.
He
directed
the
Market
Committee staff to check the stalls
in
the
bazaar
themselves
repeatedly in a day and to keep on
vigil eye on the prices, quality and
availability of the different
kitchen items besides ensuring the
accurate weight and measures.
The Commissioner stressed upon
regular monitoring of the auction
process in the fruit & vegetables
market to stop the unjustified
price of the fruit & vegetables.
He said that prices of the essential
items would regularly be checked
by him through conducting
surprised raids in the market and
special bazaars for keeping the

sector with easy taxation instead
of complex system that has been

Budget 2013-14. He opined that

rationalized for credible tax
system and abolishing of SRO
Culture with Federal Board of
Revenue. Tax net should be
broadened which is only possible
by introducing ‘one window
taxation’ and facilitating the
taxpayers by ‘Easy Taxation.’

terror against the civilians in the
