I – SPECIAL CONDITIONS
1 - PURPOSE OF THE PROCUREMENT
The purpose of this invitation to bid is the lease of a furnished property to be used as the Official
Residence of the Embassy of the Argentine Republic to the STATE OF QATAR, in the city of Doha,
fully in accordance with these Bidding Terms and Conditions and the legal provisions in force (Executive
Order No. 893/12 and Rules for the Public Procurement System of the Argentine Public Administration).
2 – COMMUNICATIONS
The bidder's name or company name, address, fax and email address must be provided in the first
submission, to which any and all communications sent will be considered valid.
3 - HOW TO SUBMIT BIDS

b) Bids sent by mail will be considered delivered at the date and time of receipt indicated by the
Reception Desk of the Representation.
Bids may only be submitted until the submission deadline established. Any modification or addition
introduced thereafter shall not be accepted.

Submission of a bid implies full knowledge and acceptance by the bidder of the provisions
governing this procurement and the interpretation of its precise scope.
4 - CONTENT OF THE BID
The bid must be drafted in ENGLISH/ARABIC.
The bid must be signed on each and every page by the bidder or their legal representative.
Any deletions, amendments, erasures or text added between lines must be duly initialled by the
persons signing the bid.
The bid must include the following information:
4.1) A detailed description of the premises that meets the technical specifications (Item II hereof).
4.2) If the offer was signed and submitted by a legal representative, a copy of the relevant power of
attorney or documents certifying the authority granted to said representative to sign the bid must be
attached.
4.3) The bids must be valid for a term of THIRTY (30) days. This term shall be automatically extended
for equal terms, unless the bidder expresses their wish not to renew the bid at least TEN (10) calendar
days before the expiry of each term.
4.4) A sample “LEASE AGREEMENT” must be included, which shall make provision for, at least, the
following:
a) The lease term shall be TWO (2) years, with an option to extend said term for an additional ONE
(1)-year period.
b) The payment currency shall be the QATARI RIYAL/US DOLLAR.
c) The rental payment shall be monthly.
d) Payment: Proposals containing monthly or yearly rental payments, to be made in advance, shall
also be accepted.
e) If applicable, any maintenance expenses and method of payment must be indicated.
f) The security deposit shall be equal to up to TWO (2)-month rental payments.
g) Any extraordinary expenses shall be borne by Lessor.
h) Any amendment to the lease agreement shall be agreed in writing by the parties.
4.5) The Affidavit attached hereto as ANNEX B must be submitted.
4.6) Alternative bids may also be submitted, as long as they meet the Technical Specifications. In such case,
each bid submitted must be accompanied by its corresponding quote form.

4.7) Bidders submitting a bid in their capacity as real estate agent or broker must include the relevant
authorization to list the premises for rent issued by the owner of the premises.
5 - QUOTING METHOD
The financial bid must be included in the Quotation Sheet that is attached to these Bidding Terms
and Conditions as ANNEX A. It must be submitted as part of the bid and signed by the bidder or their legal
representative.
The quote must state the total amount for the lease (including all related costs such as realtor fees and
maintenance expenses, among others) in QATARI RIYALS/US DOLLARS, and in letters and numbers.
Any mistake in the quoted price that might be reported by the bidder or identified by the Embassy
before the award shall lead to the dismissal of the bid.
6- OPENING OF BIDS
At the date and time established, bids will be opened in public, in the presence of the officers
appointed to that end and of any persons wishing to attend the meeting. The applicable minutes will be
drafted and signed by all acting officers, as well as by any bidders or interested parties present and
wishing to do so.
7 - REVIEW OF BIDS
All bids shall be reviewed by the Evaluation Committee of the Ministry of Foreign Affairs and
Worship, with the participation of the General Directorate of Infrastructure, Services and Property
Administration, for their technical assessment.
During the bid review period, bidders may be requested to rectify any amendable errors or
omissions in their bids. Bidders may not amend errors or omissions in any way that alters the substance of
their bid or improves it in order to gain advantage over other bidders.
Should a bidder fail to act upon the rectification request within the term established, their bid will
be deemed abandoned.
8 – AWARD
The contract will be awarded to the bid that complies with all the requirements of these Bidding
Terms and Conditions and that is considered to be the most suitable for the Ministry, taking account of
the quality of the bid, the bidder’s competence, the price quoted, the benefits offered and the other
characteristics of the bid.
The successful bidder and the rest of the bidders will be notified of the award by email or fax no
later than FORTY-EIGHT (48) hours following the award.
Upon notice of the award, the Embassy shall execute the related lease.

The rental shall be paid in accordance with the provisions of the lease.

II – TECHNICAL SPECIFICATIONS
REQUIREMENTS
1)- SURFACE AREA:
1.1)- Minimum covered surface area: 240.00 sq. m. Maximum total surface area (covered and
semi-covered): 450.000 sq. m.
2)- LOCATION:
2.1)- The residence must be located in a safe and residential area of the city, near other
Diplomatic Representations and/or Embassies, with adequate access ways.
3)- INTERNAL LAYOUT:
3.1)- The offered premises must have an area for official activities, as well as a private
area.
3.2)- The service area may be inside or outside the premises.
4)- STATE OF REPAIR:
3.1)- The premises may be new or refurbished but must guarantee that existing services
are properly supplied (water, gas, electricity, etc.).
3.2)- The premises must be in a good state of repair, allowing for immediate occupancy
within THIRTY (30) days of the execution of the agreement.
5)- PARKING AREAS:
5.1)- The property must have TWO (2) parking areas, either inside or outside the
premises, within a radius not exceeding 100 meters.
6)- ON-PREMISES AMENITIES:
6.1)- The description of the premises must include all fixtures and amenities included (A/C,
individual or central heating/cooling system, fire alarm system, data network, TV, power
generator, access control, surveillance cameras, pool, etc.)
7)- FURNITURE AND EQUIPMENT
7 1)- The premises must have the following items and equipment:
Kitchen: Whiteline (Fridge, Freezer, Cooker, Oven, Dishwasher, Washing machine,
Extractor, Water heater).
Dining room: dining room set w/ 8 or 10 chairs (not compulsory)
Living room: complete living room set for 8/10 people (not compulsory)
Bedroom: At least one complete bedroom
