EOPS/CARE FUNDING CATEGORIES A, B, C
CATEGORY A: PROGRAM DEVELOPMENT AND MAINTENANCE
(Component 100)*
Category A funds are used for the activities and functions which directly contribute to
the planning, implementing, and evaluating of program-wide efforts to attain
EOPS/CARE goals and objectives. Category A funds may be budgeted in object codes
1000, 2000, 3000, 4000, 5000 and 6000.
Component 100 (Management Services):
Activity 110 – Program Administrative Functions (includes EOPS director/CARE
coordinator administrative functions, regional and state coordination
functions, administrative clerical functions)
Activity 120 – Program Support Functions (includes public information functions,
EOPS/CARE advisory committee functions)
Activity 130 – Management Information and Evaluation Functions
Activity 140 – Program Eligibility Determination Functions
Activity 150 – Other Management Services Functions
(Note: Activities 120-150 are called “Other 100” activities in the program plan, Element 2.2 form)
CATEGORY B: STUDENT SERVICES (Components 200-800)*
Category B funds are used to provide access services to identify EOPS eligible students
and facilitate their enrollment in college and also used to provide “over and above”
EOPS and CARE-specific activities and services to EOPS and CARE students which
directly assist them in obtaining their educational goals and objectives. Category B
funds may be budgeted in object codes 1000-7000.

Activity 240 – Orientation/Registration Services Function

Activity 350 – Other Instructional Development/Services
Component 400 (Counseling Services):
Activity 410 – Professional/Certificated Counseling Services Functions

Component 700 (Direct Aid Services):
Activity 710 – EOPS Direct Aid Services Functions (limited to the processes and
procedures involved in the provision of EOPS direct aid to EOPS
students)
Component 800 (Staff Development and Training):
Activity 810 – Program Staff Development and Training Functions
Activity 820 – College Staff In-Service Functions
CATEGORY C: DIRECT AID TO STUDENTS
Category C funds are used for direct aid which may be awarded to eligible EOPS/CARE
students who have documented unmet financial need. Direct aid may be dispersed in
the form of a check or voucher and is part of the student’s financial aid package.
EOPS/CARE direct aid may be awarded in the form of an EOPS grant, CARE grant,
EOPS workstudy or as an EOPS emergency loan. Title 5, Section 56254 limits the
amount of EOPS grants and EOPS workstudy which may be awarded to an eligible
student in a given fiscal year. For CARE there is no limit to the maximum amount of
CARE direct aid since CARE direct aid is based on the student’s unmet financial need.
Category C funds may be budgeted in object codes 2000, 3000, and 7000.
NOTE: For any category, EOPS and CARE funds shall not be used to supplant any
federal, state or local assistance.
