Job Description:
CARS Monitor Supervisor (A First Level Supervisor position)
PART A – Management Duties. The CARS Monitor Supervisor shall:
1. Monitor the GPS tracking system of all CARS vehicles.
2. Monitor, maintain and manage the same–day Mission Board.
3. Monitor and reroute driver trips—when and as, in the Monitor Supervisor’s judgment,
rerouting is necessary or appropriate to maintain efficient operations or ensure safety.
4. Analyze requests for assistance or instructions made by drivers on the road and over the
CARS two-way radio system; and direct and supervise the actions to be taken.
5. Assign and supervise each dispatched driver’s schedule in accordance with, and for
compliance with, Federal Regulations, PennDot Shared Ride Regulations, Pa Motor
Vehicle Law, ADA Regulations, and Mifflin-Juniata Regional Services Corporation and
CARS Policies and Procedures.
6. Develop the daily schedule in the absence of the Dispatch Supervisor (the other CARS
First Level Supervisor).
7. Review drivers’ daily pre-trip and end of day inspection check-sheets of their CARS
vehicles to ensure driver compliance with the requirements of the driver inspection
check-sheet.
8. Inspect CARS vehicles for compliance with vehicle safety requirements and operating
and maintenance standards and specifications; and complete detailed inspection reports.
9. Review drivers’ daily inspection check-sheets for a given CARS vehicle for equipment
safety matters and operating and maintenance matters and compare the drivers’ checksheets with the Monitor Supervisor’s own inspection reports for the vehicle (Cf. 7 and 8
above), and schedule the maintenance or repair of the CARS vehicle in accordance with
the specifications and suggested maintenance schedules for the vehicle or, as in the
judgment of the Monitor Supervisor are required or warranted under the circumstances.
10. Make recommendations for additions to or removals from the CARS fleet; and make
recommendations for the specifications to be considered in the purchase of new vehicles.
11. Develop and conduct driver training courses and safety programs; and test, grade, and
evaluate drivers for their knowledge of their duties and responsibilities and the laws,
rules, regulations, policies and procedures applicable to their duties and responsibilities.
12. The day after each bi-weekly payroll accounting period ends, review and compare each
CARS employee’s individual bi-weekly payroll sheet (which was prepared manually by
the employee) with the individual payroll report for the employee prepared and entered in
the CARS computer payroll program by the Dispatch Supervisor; resolve any
discrepancies based on the facts of the matter and the Monitor Supervisor’s informed
judgment on the matter, and make any necessary corrections; collect and prepare the
payroll data information for all CARS employees for the bi-weekly payroll accounting
period, and then enter the information on the single composite CARS employees salary
sheet in the CARS computer payroll program; and transfer the salary sheet into the
computer program system of the third-party vendor to whom payroll was outsourced.
(Because the information reviewed, developed, collected, prepared and entered by the
Monitor supervisor is confidential, the information and the CARS computer payroll
program may be accessed only by the Monitor Supervisor, the CARS Director, and the
Mifflin-Juniata Regional Services Corporation Fiscal Director.)
13. Conduct hiring interviews and make recommendations for hire or non-hire.
14. Pursuant to Step 2 of the Client Complaint procedure, interview the CARS driver or
CARS office staff member named in the complaint, interview the client if appropriate or
necessary, make an informed decision or opinion on the matter; and if the decision or
opinion is that no action against the driver or the office staff member is warranted,
dismiss the complaint. However, if the decision or opinion by the Monitor Supervisor is
that action against the driver or office staff member is warranted, forward the complaint
to the CARS Director together with a complete report and a recommendation as to the
disposition which should be made of the matter.
15. Conduct Step 1 of the progressive disciplinary procedures (the supervision and
counseling session); and conduct Step 2 of the progressive disciplinary procedures (the
oral warning of an employee with a memorandum of the warning placed in the
employee’s personnel file).
16. Perform management duties similar, or incidental, to those listed above.
17. Arrange or vary the shift hours for this job position from time to time to fit the duties
required by this position.
PART B -- Other Duties. Like the CARS Director and the CARS Dispatch Supervisor (the
other First Level supervisor), the CARS Monitor supervisor shall when required by the
circumstances or conditions:

Log and enter telephone requests for service.
Assist applicants with registration, including age checks and eligibility verification.
Maintain file records and client records for current information.
Do filing, photo copying, and bill preparation; handle in-coming and out-going mail;
and do other routine clerical office work.
(e) Assist with driving.
(f) Perform other like duties.
PART C -- Professional conduct. Like the CARS Dispatch supervisor (the other First Level
Supervisor), the CARS Monitor Supervisor:
(a) Reports directly to the CARS Director.
(b) Is held to a higher standard of civility and courtesy than most in dealing with staff,
drivers, clients, vendors, and visitors.
(c) Keeps confidential, and takes supervisory action to safeguard the confidentiality of,
those management, staff, driver, client, and business matters which are confidential.
(d) Attends staff meetings and training courses related to or appropriate for this job
position.
Like the CARS Dispatch Supervisor (the other First Level Supervisor), the CARS Monitor
Supervisor has a non-union health plan.
