Mayor Walters announced that the meeting was now open. Adequate notice of the meeting was
provided by posting a copy of the time and place on the Municipal Clerk’s bulletin board and
mailing a copy of same to the Press and the Cape May County Herald on January 8, 2014.
SALUTE TO THE FLAG
DREDGE PRESENTATION – Official Management Plan – Ocean & Coastal Consultants
Matthew Dalon of Ocean and Coastal Consultants, Inc. presented the 2015 Dredge
Management Plan. Mr. Dalon recently submitted the Sampling and Analysis Plan to Mr. David
Risllia, Office of Dredging and Sediment Technology, Department of Environmental Protection
for review and approval. He has started on the permit application package. The Borough
expects the permit application to be submitted to the Department of Environmental Protection
before year end. The Borough is hopeful of receiving State and Army Corp of Engineering
approval by late summer of 2015 which would allow dredging work to begin in the fall of 2015.
PRESENTATION – Chelsea Park Playground Upgrades – PlayWorld Systems
Missy Benson gave a slide presentation on the Chelsea Park Playground Upgrades that are
anticipated. The application will be presented to the Open Space Committee at the County for
possible funding.

Mr. Ashman asked about an update on the Library situation. Mayor Walters said when the
construction drawing are completed they will be presented to the Board of Freeholders for
approval and after that the County will have a presentation before Council. No dates have been
set.

recommended that certain fees be established by Resolution; and

RESOLUTION 2014-S-198 – (Oppose Senate Bill S648 Accept Government Assistant, required
to have Free Beaches)

A RESOLUTION STRONGLY OPPOSING SENATE BILL S648
REQUIRING SHORE TOWNS THAT ACCEPT GOVERNMENT
ASSISTANCE FOR BEACH REPLENISHMENT TO HAVE FREE
BEACHES
WHEREAS, the Borough of Stone Harbor through Council Resolution 2012-S-190
strongly opposed S2368 “An act concerning requirements for accepting governmental
assistance to replenish storm damaged beaches and amending P. L. 1955 , C.49” and:
WHEREAS, the introduction of S648, a revised measure with the same intent as
S2368, is currently pending before the Legislature that would “block” beach fees in shore
municipalities accepting certain government provided beach replenishment funding and,
WHEREAS, to make up for the loss of revenue from the beach fee prohibition this
legislation would establish a special fund appropriating 2 percent of the taxable receipts

collected under the sales and use tax in the shore municipality back to that municipality
to offset the loss of beach maintenance revenue and,.
WHEREAS, the amount to be appropriated has no correlation to the revenue required
for beach maintenance by the municipality or the ability of businesses in the municipality to
collect through sales and use taxes an amount large enough to cover the municipality’s beach
maintenance expenses and,
WHEREAS, S648 discriminates between shore communities that receive governmental
assistance for beach replenishment versus shore communities that do not receive government
assistance and,
WHEREAS, S648 if enacted gives the state control over the replenishment and
maintenance of municipal beaches and,
WHEREAS, S648 sets the stage for beach replenishment to be used as a political
weapon every year during the budget process, which would be counter-productive to the
economic benefits beaches play in the state’s tourism industry,
NOW THEREFORE BE IT RESOLVED, The Borough of Stone Harbor finds no
logical connection between government assistance for beach replenishment and beach
maintenance fees. Rather the connection is solely political on the part of certain legislators to
devise a way to eliminate beach tag fees and,
BE IT FURTHER RESOLVED, that the Mayor and Governing Body of the Borough
of Stone Harbor, in Cape May County, State of New Jersey strongly oppose S648 and
respectively request it be immediately removed from further consideration and,
BE IT FURTHER RESOLVED, that a copy of this resolution be immediately
transmitted to the Honorable Chris Christie, Governor; the Honorable Stephen Sweeney, NJ
State Senate President, Cape May County state legislators the Honorable Jeffrey Van Drew,
Senator and the Honorable Sgt. Bob Andrzejczak, Assemblyman; and each municipality in
Monmouth, Ocean, Atlantic and Cape May County which borders on the Atlantic.

RESOLUTION 2014-S-199 – (Approve Motor Upgrades Quote)

WHEREAS, the Borough of Stone Harbor requested pricing tor Well #3R, 4R, 5 & 6 Motor
Upgrades; and
WHEREAS, the Borough received Quote #26161 from A.C. Schultes of 664 S. Evergreen
Avenue, Woodbury Heights, N.J. 08097 in the amount of $6,683.00 for each well motor
making the total price for the work $26,732; and
WHEREAS, A.C. Schultes is the sole source for this work to be done.
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Stone
Harbor, County of Cape May, State of New Jersey on this 4th day of November, 2014, that ACS
Quote #26161 for motor upgrades to Well #3R,4R,5 & 6 in the amount of $26,732 be approved.

RESOLUTION 2014-S-200– (Kayaks)

RESOLUTION ESTABLISHING AN AMENDED POLICY FOR STORAGE OF
KAYAKS AT STONE HARBOR MARINA
WHEREAS, the Borough of Stone Harbor in the County of Cape May and State of New Jersey
has placed Borough owned racks for kayak storage at the Stone Harbor Marina; and
WHEREAS, the racks are placed there for the convenience of the owners, to store their kayaks
when not in use; and
WHEREAS, the area has become very popular with many kayaks stored and the Borough has
determined that more control of the area is needed.
NOW, THEREFORE, BE IT RESOLVED, by the Borough Council of the Borough of Stone
Harbor duly assembled in public session this 4TH day of November, 2014, as follows:
1.
Stone Harbor Property Owners may apply for a Kayak space starting March 1,
2015 and continuing until May 1, 2015, proof of property ownership is required.
Spaces are limited to two (2) per property. After May 1 the remaining spots will be
available to the public at large.
2.
A sticker will be placed on each kayak, to indicate the owners name and contact
information. Each owner will understand that the placement of the kayak at the
Marina is done at their own risk, the Borough assumes no responsibility. There will
be no charge for this registration.
3.
The Kayaks will only be stored at the Marina from April 15 – November 15 of
each year and will then be removed from the area. Any Kayaks left at the Marina
after November 15 will be impounded by the Stone Harbor Police Department.

RESOLUTION 2014-S-201– (Executive Policy, Purchasing Regulation Changes)

WHEREAS, the Borough of Stone Harbor maintains an Executive Policy Manual for
the purpose of codifying certain administrative policies and procedures; and
WHEREAS, said Executive Policy Manual was adopted by a duly enacted resolution of
the Borough Council; and
WHEREAS, there is a need for an update to the written policy on Purchasing
Regulations,
NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of
Stone Harbor, County of Cape May, State of New Jersey that the attached amendment to the
Executive Policy manual attached hereto, entitled “Purchasing Regulations,” is hereby adopted
as the official policy on this matter of the Borough of Stone Harbor;
BE IT FURTHER RESOLVED, that the Administrator shall distribute copies of said
amendment to all applicable Borough Officers and Employees; and
BE IT FURTHER RESOLVED that the provisions of the Executive Policy Manual shall
be binding on all applicable employees and that any amendments, additions to or deletions from
the manual shall be accomplished by way of Resolution duly presented and passed at a meeting
of Mayor and Council on November 4, 2014.

RESOLUTION 2014-S-202 (Approve PO – Engineering Proposal 111th Street Outfalls)

AUTHORIZING THE ACCEPTANCE OF A PROPOSAL, ENGINEERING SERVICES 111th
Street Outfall Elimination Project
WHEREAS, the Borough of Stone Harbor is desirous of the Borough Engineer
performing the necessary engineering services to provide a preliminary assessment for the 111th
Street Beach Outfall Elimination project; and
WHEREAS, the Borough Engineer, Marc DeBlasio has submitted a Preliminary
Assessment for the project – which includes survey, base mapping, engineering review,
regulatory permit identification and construction costs of each of the alternate rates to
determine if a storm sewer gravity system can be constructed; and
WHEREAS, the Engineering Services are not to exceed $30,000 and the Chief
Financial Officer has certified that funds are available.
NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of
Stone Harbor, County of Cape May, State of New Jersey, assembled this 4th day of November,
2014, that the proposal for Engineering Services for the 111th Street Beach Outfall Elimination
Project ,Not To Exceed $30,000, a copy of which is attached hereto and incorporated herein by
reference, be approved by the Borough Council and a purchase order be issued for the work.

RESOLUTION 2014-S-204 (Scott Taylor final payment 911 Freedom Park)

AUTHORIZING THE AWARD AND PAYMENT OF PROFESSIONAL SERVICES
CONTRACT FOR FINAL DESIGN AND PREPARATION OF BID DRAWINGS AND
SPECIFICATIONS FOR THE SEPTEMBER 11TH MEMORIAL
WHEREAS, the Borough of Stone Harbor is given authority by N.J.S.A. 40A:11 et seq.
to enter into contracts for “Professional Services,” without competitive bidding, where the need
arises and so long as the award of such contract is made public by a Resolution of the
Governing Body; and
WHEREAS, the Borough of Stone Harbor required specialized expert services in
connection with Landscape Architecture Services related to the design and preparation of bid
drawings and specifications as it relates to the design of the Borough’s September 11th
Memorial; and
WHEREAS, The Taylor Design Group was awarded the contract for original design of
Memorial located on Second Avenue and 123rd Street on May 21st, 2013; and
WHEREAS, the location was moved to 96th Street and Seng Place creating the need
for new designs; and
WHEREAS, in order for the Borough Engineer to prepare the Final Bid Specifications,
Taylor Design Group was required to redesign project and provide to Remington and Vernick,
Borough Engineer the final design which included bid drawings and specification descriptions;
and
WHEREAS, The cost of these services amounted to $25,925.43; and
WHEREAS, funds are available for award and payment of this contract to Taylor
Design Group as evidenced by the Chief Financial Officers certification of funds attached
hereto;
NOW, THEREFORE, BE IT RESOLVED by the Members of Council of the
Borough of Stone Harbor in the County of Cape May and State of New Jersey, duly assembled
in public session this 4th day of November, 2014, that the Chief Financial Officer is hereby
authorized to pay to Taylor Design Group the amount of $25,925.43 for the final design and
preparation of bid drawings and specifications as it relates to the design of the Borough’s
September 11th Memorial; and
BE IT FURTHER RESOLVED that the original contract approved on May 21st, 2013 is
hereby amended to include the redesign and preparation of bid drawings and specification
descriptions as presented to Remington and Vernick, Borough Engineer; and
BE IT FURTHER RESOLVED that the notice of letting of the additional funding of
this contract be published in accordance with law.

O & E Budgets- The Chairman of each Council Department reported on their O&E Budgets.
This is the first exposure to the budget requests and will be adjusted in the following weeks.
These budgets will be discussed again at the Council Meeting of December 2, 2014.
