Wuhan Section held the professional meeting on March. 28th 2010. The total number of
attendees was eighty-six with 793 guests. This meeting was joint with student branch. There
was an admission charge. This meeting was four distinguished lecture programs. The first
title of paper was “The Smart Grid and Opportunities & Challenges” given by Professor
Saifur Rahman from Virginia Tech., USA. The second title of paper was “Electric Vehicles
and Smart Grid” given by Professor C. C. Chan from University of Hong Kong, Hong Kong.
The third title of paper was “The Development of Modern Power System and Power System
Technology” given by Professor Xiaoxin Zhou from China Electric Power Research Institute,
China. The forth title of paper was “Generalized Power Supply Reliability” given by
Professor Yusheng Xue from Nanjing Automation Research Institute, China.
Wuhan Section held the professional meeting on June. 18th 2010. The total number of
attendees was fifty-two with 435 guests. This meeting was joint with student branch. There
was an admission charge. This meeting was four distinguished lecture programs. The first
title of paper was “NMR Studies of Membrane Proteins” given by Professor James J. Chou
from Harvard Medical School, USA. The second title of paper was “From Mice To Man:
Towards Clinical Utility of Optical Tomographic Imaging” given by Professor Andreas H.
Hielscher from Columbia University, USA. The third title of paper was “Knowledge Mining
from Large-scale Protein-Protein Interaction Networks” given by Professor Fuchu He from
Chinese Academy of Sciences, China. The forth title of paper was “Model Based Decision
Support in Medicine” given by Professor Knut Moeller from Furtwangen University,
Germany.
Wuhan Section held the professional meeting on June. 19th 2010. The total number of
attendees was thirty with 168 guests. This meeting was joint with student branch. There was
an admission charge. This meeting was four distinguished lecture programs. The first title of
paper was “Photonics Technologies Advance Lightwave Communications” given by
Professor Tingye Li from AT&T Labs-Research (Retired), USA. The second title of paper
was “Silicon Photonic Integration” given by Professor Zhiping Zhou from Peking University,
China. The third title of paper was “Advances in Grating Methods for Strain Analysis” given
by Professor Anand Asundi from Nanyang Technological University, Singapore. The forth
title of paper was “Liquid-based Variable Photonic Devices” given by Professor Hongwen
Renl from Chonbuk National University, Korea (South).
Wuhan Section held the professional meeting on Aug. 21th 2010. The total number of
attendees was twenty-seven with 162 guests. This meeting was joint with student branch.
There was an admission charge. This meeting was three distinguished lecture programs. The
first title of paper was “From Grid Computing to Cloud Computing: Experiences on
Virtualization Technology” given by Professor Hai Jin from Huazhong University of Science
and Technology, China. The second title of paper was “The Origination and Protection of
Unique Internet Services” given by Professor Hengjin Cai from Wuhan University, China.
The third title of paper was “Solution and Successful Cases Based on Internet Service” given
by Professor Lijun Zhao from Technology Strategy & Development Department,Neusoft
Corporation, China.
Wuhan Section held the professional meeting on Aug. 24th 2010. The total number of
attendees was thirty-seven with 554 guests. This meeting was joint with student branch.
There was an admission charge. This meeting was four distinguished lecture programs. The
first title of paper was “Staying Competitive: Creating and Fostering Innovation in the Work
Place” given by Professor James M. Shaeffer from James Madison University, USA. The
second title of paper was “The Case for Services Science: Strategic issues, Innovations, and
Challenges” given by Professor Michael Badawy from Virginia Tech University, USA. The
third title of paper was “Innovation in a Hyper-Networked "Systems Age"” given by

Professor Joseph J. Salvo from GE Global Research, USA. The forth title of paper was
“Capture the Core Values in Service Design: Financial Information Search Engine as an
Example” given by Professor Hengjin Cai from Wuhan University, China.
Wuhan Section held the professional meeting on Sep. 23th 2010. The total number of
attendees was eighty-two with 531 guests. This meeting was joint with student branch. There
was an admission charge. This meeting was fifth distinguished lecture programs. The first
title of paper was “Near Shannon Limit Low Peak to Average Power Ratio OFDM” given by
Professor Vahid Tarokh from Harvard University, USA. The second title of paper was
“Some Recent Variants of Lattice Algorithms in Communications” given by Professor Wai
Ho Mow from Hong Kong University of Science and Technology, Hong Kong. The third
title of paper was “Indoor Radio Positioning Systems” given by Professor Yi Huang from
The University of Liverpool, UK. The forth title of paper was “Protocol Sequences and Their
Application to Ad Hoc Networks” given by Professor Wing Shing Wong from Chinese
University of Hong Kong, Hong Kong. The fifth title of paper was “CDMA to LTE
Evolution” given by Dr. Fengyi Yang from China Telecom Beijing Research Institute, China.
Wuhan Section held the professional meeting on Dec. 10th 2010. The total number of
attendees was forty-one with 374 guests. This meeting was joint with student branch. There
was admission charge. This meeting was three distinguished lecture programs. The first title
of paper was “Artificial Brains, national Artificial Brain Administrations (ABAs), Species
Dominance Debate, Topological Quantum Computing (TQC), Computer Science's TQC
teaching revolution, Femto(meter)tech(nology)” given by Professor Hugo de Garis from
Xiamen University, China. The second title of paper was “TOTEM: An Object Deputy
Database System for Complex Data Management” given by Professor Zhiyong Peng from
Wuhan University, China. The third title of paper was “Analysis and Design of Multiple
Winners-take-all Networks with Applications to Data Processing” given by Professor Jun
Wang from Chinese University of Hong Kong, Hong Kong.
Wuhan Section held the Technical meeting on April. 26rd 2010. The total number of
attendees was twenty-five with 40 guests. This meeting was joint with student branch. There
was no admission charge. This meeting was one distinguished lecture program. The title of
paper was “New results in quadratic Gaussian multiterminal source coding” given by
Professor Zixiang Xiong from Texas A&M University.
Wuhan Section held the Technical meeting on Oct. 28th 2010. The total number of attendees
was twelve with 33 guests. This meeting was joint with student branch. There was no
admission charge. This meeting was three distinguished lecture programs. The first title of
paper was “Advanced Motion Estimation Techniques for Video Coding”, the second title of
paper was “How to Do High Quality Research and Run Large Research Group: Sharing of
My Experience” and the third title of paper was “Paradigm Shifts in Modern ICT Era and
ICT-Enabled Web Services”given by Professor C.-C. Jay Kuo from the University of
Southern California, USA.
Major Student Activities
1. HUST student Branch finished the main part of the branch website which will be shown soon
after some updates.
2. HUST student Branch cooperated in the organization of the foundation ceremony of IEEE
Wuhan Section CIS Chapter which was held in HUST, on May 23rd. Prof. Gary G. Yen gave
a speech entitled “Population Control in Evolutionary Multiobjective Optimization
Algorithm” to the student members in HUST.
3. HUST student Branch cooperated in the new IEEE IEL platform training in HUST. Qing Li
came to HUST two times to give the training courses for students in the library of HUST.
4. The branch chair Jingru Li gave a speech on IEEE Xplore for the students in the Wuhan
National Laboratory for Optoelectronics on Jun. 27.
5. Peng Qinmu (Vice Chair of HUST Branch) was elected as the committee member of Asia
area in the IEEE XTREME Programming Competition 2010.
6. On Jul. 26, the branch chair joined the meeting with the IEEE computer society executive
director, the project manager in China area and the committee of Wuhan Section. They gave
many useful suggestions for the branch’s future activity.
7. HUST student Branch held 5 technical meetings in 2010. The topics cover the hot research
point in computer science and communications.

A summery administrative meeting was held on Nov. 20. The branch committee made a
summery for the work on 2010 and discussed the plans for 2011. The meeting nominated
Wei Cheng as the Branch Chair for 2011.

Major Chapter Activities
1. IEEE Education Society Wuhan Chapter held the educational meeting on 6-7 March, 2010.
The total number of attendees was twelve with 150 guests. This meeting was jointed with
student branch. There was an admission charge. This meeting was two distinguished lecture
programs. The first title of paper was “Space Bounded Online Bin Packing Problem” given
by Professor, IEEE Fellow, Francis Chin from The University of Hong Kong, Hong Kong.
The second title of paper was “Education in Games? Or Games in Education?” given by
Professor Jimmy Lee from The Chinese University of Hong Kong, Hong Kong.
2. IEEE Education Society Wuhan Chapter held the professional meeting on 26-28 November
2010. The total number of attendees was sixteen with 120 guests. This meeting was jointed
with student branch. There was an admission charge. This meeting was two distinguished
lecture programs. The first title of paper was “Cold Chain Logistics Management base on
HACCP and TQM” given by Professor Zhang Qingying from Wuhan University of
Technology, China. The second title of paper was “Solving Linear Systems Embedded in
Interior Point Methods” given by Professor Shi Yixun from Bloomsburg University of
Pennsylvania, USA.
3. IEEE BT Society Wuhan Chapter invited Prof. Junshan Zhang from Arizona State University
and held a symposium (50 attendees) on 8th July, 2010.
4. IEEE BT Society Wuhan Chapter invited Prof. Xiaodong Wang from Columbia Unviersity
and held a symposium (70 attendees) on 4th July, 2010.
5. IEEE BT Society Wuhan Chapter invited Prof. Qian Zhang from Hong Kong University of
Science and Technology during 17-19th June, 2010 and held a symposium (30 attendees).
6. IEEE BT Society Wuhan Chapter invited Prof. Chunming Qiao from SUNY Buffalo and
held a symposium (40 attendees) on 6th April, 2010.
7. IEEE CIS Wuhan Chapter invited Prof. Gary G. Yen (IEEE Fellow, IEEE CIS Chair) from
Oklahoma State University, USA to give an academic speech on May 23, 2010. The title of
speech was "Population Control in Eolutionary Multiobjective Optimization Algorithm", 15
IEEE members attended the seminar.
8. IEEE CIS Wuhan Chapter invited Prof. Wei Xing Zheng from University of Western Sydney,
Australia to give an academic speech on November 1, 2010. The title of speech was "On
Identification of Nonlinear Autoregressive Systems with Exogenous Inputs", 10 IEEE
members attended the seminar.
9. IEEE CIS Wuhan Chapter invited Prof. Yaochu Jin from University of Surrey, UK to give an
academic speech on December 31, 2010. The title of speech was "Self-Organization of
Neural Systems – An Evolutionary and Developmental Perspective", 10 IEEE members
attended the seminar.
10. IEEE CIS Wuhan Chapter invited Prof. Junbin Gao from Charles Sturt University, Australia
to give an academic speech on January 6, 2011. The title of speech was "The Image Matting
Method with Zero-One Regularization", 10 IEEE members attended the seminar.


Rebate from IEEE HQ was $3960.90.
And the interest was $47.06.
The expense for student activity was $20.00 (it is not reflected in the section account owing to the
late reimbursement in 2011).

B.1 Membership Development Activities

Summary and evidence of work done in the retention of members
Wuhan Section held 9 technical conferences and meetings in 2010, and all the events are open for
all the Wuhan Section members and student members.
Currently Wuhan Section has 371 members totally, including 1 fellow and 18 senior members.
The current active number of HUST Branch members is 75 which is 20 more than last year. The
branch held some technical reports for the students in HUST which attract many members and
guest students. The introduction of IEEE membership is given through IEEE Xplore training and
technical reports which attracts many students.

C.3 Problems to be Anticipated
Many IEEE student activities are held in Beijing and Shanghai, which is usually unavailable for Wuhan
student members.
C.4 Best Practices of your section (which you would like share with other sections
for the benefits of members)
HUST student Branch aims to provide a platform for all members and students in HUST to share the
information about IEEE, including online database, conferences, competition and other activities. We
found that the internship activity attracts many students and we will provide more chances for students to
do internship in famous companies.
PART D - GOALS AND PLANS
D.1 Continuation of Project/Activity in Progress and Their Implementation Plans

Wuhan Section will hold no less than 6 conferences in March, June, August, September, and December
2011.
The conference in March is in the final stage of preparation, and the draft version of the conference
program has been released.
Two conferences in June have finished the paper review.
The conferences in August and September have set up their website and accept submissions.
The conference in December is in the primary stage of preparation.
The student branch website is in progress and the major part has been finished. HUST branch plans to
publish the website in Mar. 2011.
IEEE Education Society Wuhan Chapter will hold 3 conferences in March, November, and December,
2011.
The conference in March is in the final stage of preparation, and the draft version of the conference
program has been released.
The conferences in November and December will set up their website and accept submissions in February,
2011.
D.2 Goals and Future Plans
In 2011, Wuhan Section will hold no less than 6 conferences and 2 administrative meetings. All the
conferences and technical meetings will be open to all the Wuhan Section members and student members.
In 2011, Wuhan Section will strengthen the promotion of membership development. The goal of member
development in 2011 is 400 (including student members).
In 2011, HUST student Branch will hold no less than 6 technical meetings and 2 administrative meetings.
All the technical meetings will open to students in HUST.
In 2011, HUST student Branch plan to establish an IEEE Club in HUST, which is open to all those students
who are interested in IEEE activities.
In 2011, HUST student Branch plan to provide more chances for members to participate in the internship
program.
In 2011, IEEE Education Society Wuhan Chapter will hold more than 2 conferences and 1 administrative
meeting. All the conferences and technical meetings will be open to all the members and student members.
