Order/Pledge of Allegiance
The regular meeting of Council was called to order at 7:30-PM by the Vice President of Council, Robin
Miller. The Pledge of Allegiance was recited. R. Miller stated that, prior to the Council meeting, Council
members met in an executive session. She added that, for the record, the meeting is being recorded.
VISITORS
Mr. Kemple stated that he served proudly as a member of the Merchant Marines during WW II. The
Merchant Marines carried troops, as well as supplies for the troops, during the war. He wants Council to
honor the Merchant Marines as an integral part of the Borough’s war memorial by flying the Merchant
Marine flag alongside all of the other flags, and not as a separate entity in a separate location of the war
memorial park. R. Miller thanked Mr. Kemple for his service to the country. She then asked Solicitor
McGrail whether other municipalities included the Merchant Marines in their war memorials. Solicitor
McGrail stated that she will research this and report back to Council within two weeks. R. Miller asked
Solicitor McGrail to also contact the Borough Secretary with her findings. She then asked Mr. Kemple to
call the Borough Secretary in about two weeks, and the Borough Secretary will be able to relay to him
Solicitor McGrail’s findings. L. Duvall asked whether there is a local chapter of the Merchant Marines.
Mr. Kemple responded that there is a Mon Valley Chapter of the Merchant Marines, and Mr. Driscoll is
his contact there.
Nancy Rowe stated that, when Victory put together the new honor roll, she served on the committee on
behalf of local veterans. When they were creating the new plaques, they were instructed to include
only the names of military personnel who served in the Army, Navy, Air Force or Marines. They were
specifically told to not include those who served in the Merchant Marines or in the Coast Guard. If a
municipality wants to include them, then they will need to do a separate honor roll. According to
Veteran’s Affairs, the Federal Government recognizes only the four branches of the military when it
comes to an honor roll.
Nancy Rowe stated that, on Sunday, March 10, 2013, at approximately 12:45-PM, she noticed that the
fire department had closed off Market Street. There were people and children throwing a football
around on the closed street. Later that day, at approximately 5:00-PM, Market Street was still closed.
She wanted to know the reason for the street closure, and why the fire department did not notify the
Borough that they were going to close down Market Street. R. Miller asked Solicitor McGrail whether
Ms. Rowe needed to complete a formal complaint form in order for Council to act on this matter.
Solicitor McGrail responded that there is no need for a formal complaint to be filed since the complaint
was made during a regular meeting of Council and is a part of the Minutes.

Nancy Rowe stated that, recently, she has noticed that cars seem to be racing down her street at
excessively high speeds. She just wanted to bring this matter to the attention of Council.

A motion was made by A. Malady and seconded by L. Duvall to approve the Minutes of the February 26,
2013, regular meeting of Council. All in favor, Motion was carried.

A motion was made by L. Duvall and seconded by A. Malady to pay the invoices as recommended by
R. Miller. Those in favor: L. Duvall, A. Malady, R. Miller, and P. Stevens. Those opposed: None. All
in favor, Motion was carried.

A motion was made by L. Duvall and seconded by P. Stevens to approve the Treasurer’s Report dated
March 22, 2013. All in favor, Motion was carried.
Solicitor – Solicitor McGrail stated that she has nothing to report at this time.
Building Inspector Report – No report.
Animal Control
In February 2013, Ferree Kennels humanely disposed of 2 animals, returned 1 dog to its owner, and
responded to 5 calls from Borough residents.
COMMITTEES
Finance and Budget - M. Douglas-Glowinski is away on vacation – no report.
Public Safety
R. Miller distributed copies of the March 14, 2013, Commercial Vehicle Inspection Detail Log for West
Elizabeth. Two PennDOT inspectors and three Elizabeth Borough police officers inspected eight
commercial vehicles between the hours of 7:15-AM and Noon in the vicinity of the 1000 block of 5th
Street and SR-837 in West Elizabeth.
Public Works
A. Malady stated that, last month, she met with State Representative Rick Saccone regarding possible
State funding that may be available to the Borough. John Grossi, Robin Miller and Larry Duvall have put
together a cost estimate of the funds that will be required for the second phase of the Maple Avenue
project, and submitted the estimate to Representative Saccone. Today, she and John Grossi met with
State Representative Solobay to gain some insight into possible grants.
The City of Pittsburgh is phasing out their older parking meters, and they are replacing them with meters
that accept debit and credit cards. John Grossi is looking into what it will cost, if anything, to acquire
Pittsburgh’s discarded parking meters.
A. Malady stated that, in the time-span of ten minutes, she witnessed two vehicles coming out of the
Rite Aid parking lot, making left turns onto Third, and then turning onto SR-51. In order to prevent this

dangerous maneuver from occurring in the future, she authorized the purchase of a “Right Turn Only”
traffic sign for this intersection.
R. Miller added that the Borough has actually exceeded its allotment of salt this year due to the snowy
winter weather.
Parks and Recreation
R. Payne-Main is on vacation, so there is no report. R. Miller stated that R. Payne-Main is still working
with Twin Rivers COG to design a comprehensive master plan for Wylie Field. R. Miller would like to
schedule Wednesday, May 22, 2013,at 6:30-PM, for having an open public meeting to discuss with
Borough residents their ideas on what they would like to see happen with Wylie Field. She spoke
directly to the Daily News reporter in the audience and told him that she would appreciate it if he could
include this information in his newspaper article.
Ordinance - P. Stevens stated that she had nothing to report at this time
Personnel - No report.
Economic Development - L. Duvall stated that he has nothing to report at this time.
Planning
L. Duvall stated that the revised proposed public zoning meeting will be held on Tuesday, April 30, 2013,
at 6:30-PM in the Council chambers.

Nancy Rowe stated that John Grossi did a great job of maintaining the streets this winter.

With no other business before this Council, a motion was made by A. Malady and seconded by
P. Stevens that the meeting be adjourned at 8:10-PM. All in favor, Motion was carried.
