We look forward to working with you and your child(ren) this year and strongly encourage your participation and support. We had a successful year last year and plan to continue to grow to greater and GREATEST! Our district’s word (or phrase) for the year is “High Expectations,” and we will certainly be supporting that ideal at Page Street, too. Our own theme is “Stronger,” which goes along well with “High Expectations” since “stronger” refers to strength of mind, body, spirit, confidence, discipline, etc. We will be encouraging students and staff all year long to get stronger in all those areas; hence, we have “High Expectations” for everyone. This parent handbook provides important information about our school, much of which helps our school run smoothly and our teachers provide the highest level of instruction they can offer. It is important that you read the handbook carefully and discuss it with your child. We all need to work together to make this year the best it can be for your child. Our school hours are 7:50 A.M. – 2:40 P.M. You may find the attendance and tardy policy information on pages 7 and 8 of this handbook. I ask that you please note that our tardy bell rings at 7:50 A.M. daily; any students who arrive after that must be signed in by a parent or adult who brings them to school. Vision: Page Street is a family of learners who will work collaboratively with partners in a rigorous and respectful learning environment to meet and exceed the expectations of the district and the state. 6 SCHOOL DAY 7:50 A.M. - 2:40 P.M. Students need to arrive on time and remain in class until dismissal. Any car riders who arrive after the tardy bell has rung at 7:50 A.M. will need to be escorted into the office by their parent and signed in. There will be a sign placed on the sidewalk out front that lets you know if the tardy bell has rung or not. We also ask that you not check out students from school early unless they have a medical appointment or emergency. If it is necessary for you to check your child out after 2:00 P.M, you will need to present an appointment card from a doctor’s office (this procedure is supported by MCS Board of Education policy #4400). The last few minutes of the day are important for instruction and your child’s learning, and we need them here every minute of the day. Only adults (18+ years of age) are allowed to check out children, and their names MUST be included on the “permission to check-out” list. ABSENCES/TARDIES All students should attend school everyday. Children need to understand the importance of regular attendance and that coming to school everyday will help them academically in all subject areas. Because of the impact of attendance on student achievement, the Montgomery County Schools’ Board of Education adopted in 2011 a new attendance policy for all students. Policy #4400 outlines the elementary policy: Elementary students who miss more than fifteen (15) days will be referred to the principal for possible retention. Upon the fifth (5th) absence, excused or unexcused, the principal or her designee will notify the parent/guardian of the school’s concern and remind the parent of the district’s attendance policy, promotion standards and requirements, and the NC Compulsory Attendance Law requirements. Ten (10) tardies or early dismissals will equal one day’s absence. Any absence requires a note from parents explaining the absence to the teacher upon the child's return to school. The school will determine if the reason is excused or unexcused, based on the state’s list for excused absences. If the student does not bring a note from the parent stating the reason for the absence 7 within two days of the absence(s), the absence(s) will be deemed “unexcused.” **Tardies : Any child arriving after 7:50 A.M. will be marked as tardy and must be signed in by parents or the adult who brings him/her to school in the main office. Once the tardy bell has rung, a sign will be placed on the sidewalk to alert parents that they must come in to sign their children in late. Excessive tardies and/or absences will be referred to the district social worker. DISMISSAL TIME The early bus bell rings at 2:30; the car rider bell rings at 2:35; and the “all buses” bell rings at 2:40. Car riders should be picked up promptly. Since faculty members are involved in meetings after school, we cannot be responsible for students left unattended after school. We provide school bus service throughout the Page Street Elementary School attendance area. If you find that you cannot bring your children to school or pick them up on time, please call the Transportation Office at 576-4281 to arrange bus transportation. CAR RIDERS Drop-off and pick-up for car riders is in the driveway closest to the school sign. Please do not drive into the bus area. Students should be dropped off in the morning between 7:30 and 7:50 AM and should be picked up at 2:35 PM. Please pull forward and wait for the school staff to bring your child to your car. Please do not get out of your car and come to the school door to get your child or ask your child to meet you in the parking lot. The following suggestions will improve traffic flow to our student drop-off area: Have your child ready to get out of your vehicle as you pull up. Make sure students have coats, books, lunch money, and homework (signed, if needed) before you pull up to the school. Pull as far forward as possible (to the end of the sidewalk), so several cars can drop off students at once, but DO NOT create a double line. Be courteous to other drivers. If you need to come into the building, you will need to park in one of the marked parking spaces. Please DO NOT park in the front circle drive, on the side hill, or in the school bus lot. 8 As always, be careful. Keep our children safe! For afternoon pick up - NEW for 2013-14: each family will be given two numbered cars that we request you hang off your rear view mirror when picking up your child(ren). Students will be in a line on the walkway according to their grade level each afternoon. A staff member will be on the sidewalk and will radio to the teachers supervising the children waiting to be picked up which number cars are at the pick-up area. Those children will leave the line to get in their cars. For replacement or additional numbered cards, please see Ms. Armstrong at the front desk. And PLEASE, make sure your children know the number on your card, and please make sure your card is hanging on the rear view mirror and can be seen by our staff. If we do not see a card, you will need to park in a parking space and walk up to the line with picture identification to pick up your child. Please help us keep our children safe at all times by following this procedure. BUSES Your child will be assigned to the appropriate bus. No child is permitted to ride another bus unless approved by the principal. Should it become necessary for your child to ride a different bus, please send a note to his/her teacher. The note should include your child’s name, the # of the bus the child will need to ride, why the change is necessary, and your signature and phone number where we can reach you if we have a question. Students will be dismissed to their buses at 2:35 P.M. EARLY RELEASE/CHECK OUTS Our instructional day ends at 2:40 PM, but we realize there may be times when it is necessary for you to check your child out for doctor, dental, or other medical appointments. All early releases must be conducted through the office. The receptionist will call your child from class. Early releases/check outs should be kept to a minimum, and again, if it is necessary for you to check your child out at 2:00 P.M. or after, you will need to present an appointment card from a doctor’s office (this procedure is supported by MCS Board of Education policy #4400). CAFETERIA Students are encouraged to participate in our school cafeteria program. Breakfast and lunch are served daily with the following cost: Student Breakfast: free Adult Breakfast: $1.35 Student Lunch: $1.90 Reduced Student Lunch: $0.40 Adult Lunch: $3.00 9 Extra Milk: $0.50 Extra Milk: $0.50 rd Free breakfast is served from 7:25 to 7:50 AM. New***All 3 grade students will go through the breakfast line each morning when they arrive at school (if before the tardy bell). If they do not want free breakfast, they will simply tell the cashier they do not want it and then proceed to the gym. Fifth graders will receive breakfast in their classrooms at 7:50 each morning; fourth graders will receive breakfast in their classrooms at approximately 9:30 each morning. Late 3rd grade bus riders will be served when they arrive at school. Money is paid in the cafeteria or online; students may pay daily, weekly, or monthly. Reduced price and/or free meals are available to qualified applicants who submit the proper form to the cafeteria manager. Please complete the free/reduced lunch applications and get them turned in to your child’s homeroom teacher as soon as possible. Families are responsible for paying for meals until completed applications have been turned in and approved. Students who have unpaid fees in the cafeteria will not be allowed to participate in school dances and other non-curriculum related activities. Cafeteria Manners - The dining room is an excellent place for children to learn and practice good manners. Please talk with your children about polite and proper manners at breakfast and lunch. PARENT VISITS and OTHER VISITORS All visitors must report to the office upon arrival in order to receive a visitor’s pass. Please respect this policy since it is a safety issue for all children and staff. We encourage parent visitation, especially at lunchtime. Should you desire to visit your child's classroom, please arrange an appointment by calling the school office. When you arrive at the school, please go directly to the office to obtain a visitor’s pass. Please do not go to the classroom unannounced and interrupt instruction since instructional time is very valuable. We make every effort to protect our children so we must know who is in the building. Even though the teacher or office staff may know you, it is IMPORTANT that you sign the visitor register in the office when you enter the building. Please help us with this by first stopping by the front office each time you enter the building. Please DO NOT go directly to the classrooms. 10 VOLUNTEERS We are in constant need of volunteers to assist with our instructional efforts and hope you will be able to help us out on occasion. Talk with your child's teacher about any services you can provide. Please note, however, that all volunteers may be asked to submit to a criminal background check. This is a formality that helps us secure the safety of our children and staff. PTO (PARENT-TEACHER Organization) Our PTO helps families and teachers work closely together to meet school goals. Meetings will be announced and held periodically throughout the year. Please participate by attending meetings and supporting fundraisers and projects. CODE of CONDUCT Each Page Street Elementary School parent receives a copy of the Montgomery County Schools’ Code of Conduct in the student packet at the beginning of the school year. The parent and student should thoroughly and carefully read this packet of information, then sign and return the last page of the packet which acknowledges the information included in the Code of Conduct, Annual Public Notices, and Internet Policies of the school system. The signed page should be returned to your child’s teacher. Additional rules of behavior that may not be included in the Code of Conduct: No chewing gum Dress code – please read carefully the dress code information on page 12 CELL PHONES AND OTHER ELECTRONIC DEVICES (games, cameras, DSs…) Page Street is not responsible or liable for student cell phones or any other electronic devices. Students are not allowed to have cell phones or other devices turned on at any time during the school day, including while on the school bus. Electronic items must be turned off and kept in the student’s book bag during the school day (even while on the bus). If a student has a device out of a book bag, it will be confiscated and returned to the student at the end of the day. On a second offense, the electronic device will only be released to the parent at the end of the school day. On a third offense, it will be kept by the school until the last day of the school year and released only to the parent. (MCS Board of Ed policy #4318) We do allow students to bring their iPAD to school if they have one AND if 11 parents complete the liability release, which can be requested from the teacher. DISCIPLINE In order to provide the most appropriate learning environment possible, students are expected to behave respectfully and appropriately at all times. Parents will be contacted promptly and students dealt with appropriately when misbehavior occurs. One of our major goals is to provide a safe and orderly environment in which all children can feel secure and learn; therefore, we will not tolerate disruptions or behavior that interferes with that goal. DRESS CODE No sunglasses or hats are to be worn inside the building (exception - doctor ordered sunglasses). Students must wear shoes at all times. We do not allow any type of clothing that may be considered obscene or inappropriate in the school setting. Examples of this kind of inappropriate clothing would be *shirts that reveal cleavage, tops with slogans or advertisements of products that are illegal for school-aged children, tops with large openings under the arms, tops with cutouts in the fabric, or tops with spaghetti straps. (Sleeveless tops may be worn ONLY IF they cover the shoulder area.) *shorts and dresses/skirts must be longer than where the student’s finger tips fall when standing up straight with arms relaxed and straight down by sides. Any student wearing clothing that is deemed inappropriate for school will call parents and wait in the office for them to bring appropriate clothing to school. CHILD ABUSE/NEGLECT General statutes of the state of N.C. require that all professional educators report suspected abuse or neglect of any child. Page Street Elementary School reports all such cases to the Montgomery County Department of Social Services. IMMUNIZATIONS State Law requires all students to be properly immunized for the protection of all. Students have 30 calendar days from enrollment to get the necessary immunizations. Students not adhering to the requirement are not allowed to attend school until such immunization requirements are met. 12 MEDICATION Only medications authorized by a physician may be administered by school staff. The school must have proper forms on file which have been completed by your physician. The school cannot keep or administer over-the-counter medications such as Tylenol, aspirin, cough drops, etc. If your child has medicine which needs to be given at school, please bring the medicine to the office in the original medicine container along with the proper forms with doctor signature and directions for dosage so that we can secure the medicine. INSURANCE All students are covered by an accident insurance policy provided by The Montgomery County School System. This is a secondary policy that is applied after your family policy has been filed. Should a family not have its own policy, the school policy can be used. This policy DOES NOT GUARANTEE TOTAL PAYMENT! SOCIAL DEVELOPMENT It is important to continue to teach social skills, independence, and citizenship as well as academic subjects to 3rd, 4th, and 5th graders. The following programs are designed to teach and encourage social development in our school: Special Programs - DARE - The purpose of this program is to give students the skills necessary to handle situations and problems, including peer pressure, revolving around drugs. We want our children to be able to say “No.” Students will discuss problems and appropriate solutions while in class. These practices serve to teach children how to make smart choices and deal with problems without fighting, aggressiveness, etc. Counseling - Our counselor is available to assist students who may be dealing with specific issues, individually or in small groups. For more general needs, the school counselor may provide classroom guidance. Panther Pride Student of the Month - Each month, a "Panther of the Month" will be selected from each homeroom. Each selected student will have lunch with the principal and receive a certificate. READING It is extremely important that elementary school students receive a solid 13 foundation in reading. Page Street Elementary works to provide students with learning experiences that enable them to attain a reading level at or above grade level and to maintain that success throughout elementary school. We ask that you allow your children to read to you as often as possible, preferably for at least 15 minutes each night. Your help with their reading skills will be helpful to them in all of their academic areas. We utilize the Accelerated Reader (AR) program at Page Street. Each classroom teacher sets reading levels and goals each quarter for each individual student. At the end of each quarter, celebrations recognize and reward students who have been successful. Our data shows that students who are successful with AR throughout the year are also successful on EOGs. Please help your child work toward reading success (and therefore, EOG success)! TESTING In order to obtain an indication of a student’s progress, student achievement will be assessed by county-wide Predictive Assessments at the end of the 1st, 2nd, and 3rd 9-week grading periods. You will also receive an interim report of your child’s progress every 9 weeks. These reports should be signed and returned promptly. If you have any questions or concerns about your child’s progress, please call the teacher to set up a conference. The state of NC also requires that we administer End-of-Grade (EOG) tests in May of each year. EOGs for the 2013-14 school year will take place during the second half of May. Please make plans accordingly to make sure students are present that week. These tests measure how much a student has learned during the year and are indicators of how students should be placed academically the following year. ***State law, G.S. 115C-83.1A-I, now requires every child be proficient in reading before advancing to the fourth grade. What this means now is that we must all work together even more than before in order to help our children become successful readers. The Read to Achieve program is a part of the Excellent Public Schools Act which became law in July of 2012 and applies to all schools in NC at the beginning of the 2013-2014 school year. The law can be accessed through this link, http://www.ncleg.net/Sessions/2011/Bills/House/PDF/H950v7.pdf, (pages 3845). 14 HOMEWORK Homework reinforces what students learn during the day at school. Children are assigned homework on a regular basis. Complete homework is part of your child's grade. Students must learn to accept the responsibility of completing their work daily with limited assistance from parents but with your support and encouragement. INTERIM REPORTS AND REPORT CARDS Interim reports are intended to keep parents informed about their child’s academic progress on a regular basis. Our current school calendar indicates they will be sent home on the following dates: September 25, December 4, February 21, and May 7. Our teachers ask that you return the report signed by you so that we know you have in fact seen it. Please feel free to contact your child’s teacher if you have any questions about the report or your child’s progress. Report cards are sent home at the end of each nine-week grading period. The first and third report cards are distributed to parents at parent/teacher/student conferences: Thursday, November 7 and Thursday, March 13. PARENT-TEACHER CONFERENCES and PHONE CALLS TO TEACHERS Conferences will be scheduled in the fall (Nov. 7) and spring (Mar 13). All parents and their Page Street children should plan to attend since conferences will be led by the students themselves. Other conferences may be arranged as requested by parent or teacher. Your child needs to understand that you and the teacher are supportive of one another and are both working toward his or her benefit as a student. Our teachers want very much to communicate with you on a regular basis, including by phone. If you need to call your child’s teacher, please do not hesitate to do so. However, if you call during instructional time, we will have to relay to them a message. For your convenience, the planning times for each grade level are listed below. Teachers are free to take your calls during these times and before and after school. Grade-Level Planning Times: 3rd grade: 9:35-10:25 4th grade: 12:05-12:55 5th grade: 1:50-2:40 15 MEDIA CENTER Our media center is an extremely important part of our school. Ms. Duggins “hires” library helpers (volunteers) each year who work in the media center with her over the course of the year. The media center will hold fall and spring Book Fairs, which are great opportunities to excite children about the library but also a great time to purchase books and other educational gifts. During the fall Book Fair, we will sponsor Muffins for Moms morning, and in the spring, we will sponsor a Doughnuts for Dads morning. We hope parents will come in and enjoy this time with their children and have a little breakfast on us. Please help support our library by making sure your children return books and other media materials on time and in the condition in which they checked them out. We would rather use what funds we have to buy additional new books, not replace ones that are lost or damaged. Children are allowed to check out books from the library after school until 3:00 P.M. (or until Ms. Duggins goes home). INK CARTRIDGE RECYCLING PROGRAM Our media center sponsors an ink cartridge recycling program. This program helps the library raise money to purchase new books and materials. When you change your ink cartridges in your printers, please don’t throw them away; just bring/send them to Page Street’s library. You will be helping us purchase new items for your child’s use. CAMPBELL’S SOUP LABELS AND BOX TOPS Please collect Campbell’s soup labels with the UPC code included and box tops and send them to school. We can get valuable free gifts from Campbell’s with the submission of labels. Collecting Box tops is another great way to earn money for instructional and other school supplies. We will count them for you; all you have to do is send them in. CHECKS We do accept checks for items purchased such as school pictures, fundraising items, field trips, and other school-related events. However, we will charge a $20.00 returned check fee if a check is returned to us for non-sufficient funds. 16 PARENT CONTACT PHONE NUMBERS In emergency situations, it may become necessary to contact you. Please make sure that your child’s teacher and our front office have a current, correct phone number where you can be reached. Teachers will screen all telephone use by students. Children may not use the phone to call parents and ask to go home with someone else. ALERT NOW MESSAGES – AUTOMATED MESSAGES FROM SCHOOL The school will often send out electronic, automated phone messages regarding events or activities going on at school, special meetings, emergency information, etc. Please pay attention to these messages. This communication with families is extremely important, so please, again, make sure we have your correct phone numbers. The messages will come to you through the phone number(s) you give us. MESSAGES TO STUDENTS Please do not depend on the school to get messages or information to your child. Please try to make sure you share important information with your child before s/he leaves for school each day. However, if it is imperative that you get a message to your child, DO NOT WAIT UNTIL THE END OF THE DAY. Call in as early as possible, but no later than 1:00 P.M. Calls received after 2:00 P.M. may not be accepted. PICTURES Pictures will be made in the fall (September 11) and spring (March 5). Class pictures will be taken January 29. (You will be alerted if any changes are made to these dates.) PHOTOS OF STUDENTS FOR MEDIA We love to recognize our students and teachers for their hard work. We take lots of photos and enjoy sharing pictures and stories with the local newspaper and posting them on our school website and our school Facebook page. However, in order for us to post any pictures of your children on any of the above-mentioned sites, we must have a permission form signed by you and returned to your child’s teacher. Until we have that form on file, we cannot post your child’s photo on our website or Facebook page or even send it to the newspaper with an article. Please help us celebrate our children’s successes by signing the letter regarding photo 17 permission and returning it to your child’s teacher as soon as possible. TECHNOLOGY All students are required to have a signed Technology Acceptable Use form on file in order to access the internet at school. Students who do not return the forms will not be allowed internet privileges for any reason. The school has a Gaggle account that gives all students email as well; but again, if we do not have the Acceptable Use form signed by a parent, the student will not be given access to internet or email. It is also important that all students and parents realize that if any inappropriate language or sites are used or accessed through the school’s Gaggle email site (even if using it one a home computer), the school is immediately notified by the Gaggle server. In that case, the student could lose all school technology privileges. Please make sure you read through the Technology Acceptable Use policy and that you and your child understand the importance of abiding by the outlined rules. WEBSITE Montgomery County Schools has websites for all of its schools, and we certainly hope you will visit Page Street Elementary’s website as often as you can. We will be diligent in keeping the site updated with important information but also with celebrations of successes and exciting events happening in the Panther den. You may access the site by going to www.montgomery.k12.nc.us and using the pulldown menu at the top of the page to click on Page Street Elementary. PAGE STREET ON FACEBOOK Page Street has a Facebook page that is updated regularly. We post notices about events, schedules, and celebrations and LOTS of pictures on our Facebook page. Please “like” us and be Page Street Elementary’s “friend.” We are not allowed to post your child’s picture on our FACEBOOK page or our website if we do not have your photo consent form signed and on file. Parents and students will have access to the site in order to see student grades, attendance, *email, teacher comments, school bulletin/newsletter type info, lunch money balance, homework calendar, and other school information. (*students will not email notifications to parents.) The login page will look like the first snapshot below. (User name and password information will be given out later.) And this is what you will be able to see when you go into the site.
