Foreign Minister Yang Jiechi Lodges a Solemn Representation to Japan over the Illegal Detaining
of the Chinese Fishing Boat and Fishermen in the Waters of Diaoyu Islands
2010/09/10
On September 10, 2010, Foreign Minister Yang Jiechi summoned Japanese Ambassador to China
Uichiro Niwa and lodged a solemn representation to and a strong protest with Japan over the
illegal detaining of the Chinese fishing boat and fishermen in the waters of Diaoyu Islands. Yang
stressed that the Chinese government is firmly determined to defend the sovereignty of Diaoyu
Islands and the rights of Chinese citizens and demanded Japan to immediately and
unconditionally send back the Chinese fishing boat and fishermen including the captain.
Foreign Ministry Spokesperson Jiang Yu's Remarks on Japan Towing Chinese Fishing Boat for
Mock Collision
2010/09/13
Q: It is reported that Japan towed the Chinese fishing boat for a mock collision today. How do
you comment?
A: China is firmly opposed to any kind of so-called investigation by the Japanese side on the
illegally detained Chinese fishing boat. Japan's so-called evidence-taking is illegal, invalid and in
vain. China urges the Japanese side to stop activities that would escalate the situation and let the
Chinese fishermen and their boat return immediately and unconditionally, which is the only way
to solve the problem

Diaoyu/Senkaku Dispute
* The group of eight uninhabited islands in the East China Sea lie midway (about 200 nautical
miles) between the eastern coast of mainland China and south-west of Japan's Okinawa
* The islands and Taiwan itself were ceded to Japan by the Manchu emperor in 1895
* After Japan's defeat in World War II, Taiwan was returned to the Kuomintang government, but
not the islands
* In recent years, as China's economic and military power has built up, Japan has strengthened its
presence in the disputed areas and seized or dispelled fishing boats from both China and Taiwan
* Activists from the Chinese community have made expeditionary trips to Diaoyu Island to assert
claims of sovereignty
The trawler was fishing in waters near islands claimed by both China and Japan
Japanese authorities say they have released 14 crew members of a Chinese fishing trawler seized
last week in the East China Sea.
But the captain of the vessel remains in custody following the incident, which happened in
disputed waters.
Prosecutors have until 19 September to decide whether to lay formal charges against him.
China has made repeated protests over the incident and warned that it could harm bilateral ties.
"All the people of China condemn the illegal Japanese behaviour in one voice and fully embody
包括 the staunch will and determination of the Chinese government and people to defend national
sovereignty and territorial integrity," a foreign ministry statement said on Monday.
The Chinese fishing boat reportedly rammed Japanese coast guard patrol boats which had been

trying to intercept it.
The incident occurred off an island closer to Taiwan than to Japan, and claimed by both Japan and
China.
Summoned
On Sunday Chinese diplomat State Councillor Dai Bingguo 戴秉国国务委员 warned Tokyo to
make a "wise political decision" over the matter.
China has cancelled a series of diplomatic negotiations with Japan over oil and gas fields in the
region in protest.
Chinese officials have also called in Japanese Ambassador Uichiro Niwa for talks four times over
the incident-most recently in the early hours of Sunday morning.
"It was regrettable that Ambassador Niwa was summoned at such late hours," Japan's top
government spokesman, Yoshito Sengoku, said.
He also criticised Beijing for linking the gas talks with the incident, describing them as "totally
separate issues".
The freed crew members are reported to have flown back on a chartered flight to Fuzhou via Naha
in Okinawa.
The vessel will also be released and sailed back to China by a substitute crew, Japanese officials
said.
The area where the Chinese trawler was seized on Tuesday is close to uninhabited islands, known
as Senkaku in Japan and Diaoyu in China, which are controlled by Japan but also claimed by
China and Taiwan.

BEIJING/FUZHOU-A plane chartered 特 许 by the Chinese government flew 14 Chinese
fishermen illegally seized by Japanese authorities from Japan to the southeast China port city of
Fuzhou Monday afternoon, after China's repeated solemn representations 严重谴责类似的.
Li Guojin (L), one of the 14 Chinese fishermen illegally seized by Japanese authorities, gets off
the chartered plane at an airport in Fuzhou, East China's Fujian province, Sept 13, 2010.
The fishermen were illegally detained after the trawler they were aboard collided with two
Japanese Coast Guard patrol vessels near the Diaoyu Islands in the East China Sea last Tuesday.
The trawler, which was "illegally detained by the Japanese side," also set off for home Monday
morning, the Chinese Foreign Ministry said in a statement, adding that the Chinese government
has dispatched a fisheries administration ship to the relevant waters to assist it.
China has repeatedly lodged solemn representations to the Japanese side about the incident, and
all Chinese people, including overseas Chinese compatriots, have denounced the illegal moves of
the Japanese side, Foreign Ministry spokeswoman Jiang Yu said.
"All this fully illustrates the firm will and determination of the Chinese government and the
Chinese people to safeguard the territory and sovereignty of our homeland," Jiang said.
Officials from the Ministry of Foreign Affairs, the Ministry of Agriculture and the local
government of Fujian Province were also aboard the chartered flight to take care of the fishermen,
she said.
The captain of the Chinese trawler, Zhan Qixiong, 41, is still being held by Japanese authorities
for allegedly "obstruct 妨碍 ing public duties." A Japanese court has ruled he be detained for 10
days, until September 19.
"The captain is still being illegally detained by the Japanese side and China strongly demands the
Japanese side immediately let him return," Jiang said.
The trawler and its crew members were kept off Ishigaki harbor in Japan's Okinawa Prefecture

State Councillor Dai Bingguo, Foreign Minister Yang Jiechi and some other senior Chinese
diplomats have summoned 召唤 the Japanese Ambassador to China, Uichiro Niwa, four times
since the incident.
During his meeting with Uichiro Niwa in the early hours of Sunday, Dai said Japan must make a
"wise political decision" and free the trawler and crew.
Also on Sunday, China voiced its firm opposition to any kind of investigation by the Japanese
side of the incident, when the Japanese towed the trawler to the sea near Ishigaki island to reenact
重新制定 the vessels' collision.
